Item k.Za. Tree Walk Through the Conservation Area. The Town Council in conjunction uiith the YS are keen to publish a series of leaflets.

Item 5. May Fayre. Amend item to read:

The Executive Committee expressed annoyance at the opposition by some members of the YS not on the EC regarding a decision to re-publish Sidney Loader's History of Yateley. The EC had already voted to re-publish this and allocate funds for this purpose. This wiull not now to ahead because some members of the YS have decided to withdraw their support from the YS if this book is republished. It was suggested that Ted Brooks be co-opted on to the Committee to help with the situation. To be discussed c at the next meeting. The minutes were then agreed as a true record.

3. MATTER5 ARI5ING

i. Simmonds Grave. The grave has now been dismantled. Work is being carried out by Gayle Pattenden for Mike Smythe Workshops at IMateley Scures and is progressing well. It will take approximately three weeks to complete. Payment will be made when the grave is re-assembled. The YS has received an anonymous donation of £100 to go towards this work, making the total amount donated £130. The work will cost £705, and is not subject to VAT. Ted Brooks suggested that it would be easier to have the sign writing carried out before the grave is re-assembled. D. Lister to take this matter up with Gayle Pattenden. Edward Dawson suggested that the YS could apply to the Town Council for a grant of 50% towards the cost of the lettering. He will approach the TC on the YSs behalf. "\ 1

EXECUTIVE COMMITTEE No. 123 - 2 - 25th May 1995

k. SUB-CDMMITTEES

k.l Planning. FDX Farm. The TC have refused this planning application listing 25 points for refusal. A letter of objection has been written by Colin Uebster and signed by David Lister on the YSs behalf.

There will be a meeting on 15th June at 7.00pm in room A18 at the Yateley Centre to discuss the Yateley Town Centre Plan chaired by Louise Birch.

Stephanie Butcher has attended the Conservation Area Monitoring Group meeting and Blakes Pond in Firgrove Road was thought to be a suitable area for work to be carried out.

Forest of Eversley. It was suggested that this be an Agenda item at every meeting. Edward Dawson had been to a meeting of the Ampfield Countryside Heritage Area, north of , which is similar to the Forest of Eversley. They do a lot of practical work G including hurdle making. They have suggested that we exchange visits between the Forest of Eversley and Ampfield Countryside Heritage area to compare each other's work. To be discussed at next meeting.

Bob Savage is trying to get funding for the Forest of Eversley, Forest of Dean and for Ampfield Countryside Heritage Area.

k.2 Programme. IMo programme meeting has been held so no changes to the listed programme.

h."b Publications. IMorma Dowling put in a tremendous amount of work so that a tree leaflet would be published in time for the May Fayre. The village names leaflet was not published as it was thought to be too small on its own to be worthwhile, but this could be combined with another small publication at a later date.

A small report was published by Richard Johnston on Car Ownership in Yateley. It was felt that this had not received the publicity C it deserved. DL to write to Sandra Marshall who is the reporter for Yateley on the local paper to publicise this. DL

Yateley Through Six Centuries, Elizabeth Tipton is dealing with getting this republished.

Richard Johnston has a vast amount of information on disc. DL will ask him if he will release some of this for publication. DL

THE WELSH DRIVE - PROPOSED TEMPORARY DIVERSION In September 1993 County Council made orders for the temporary diversion of the Welsh Drive (Bridleway 11) in Eversley between Coopers Hill and the Yateley boundary and the temporary closure of Footpath 13 which branches off it and leads to Castle Bottom, both for a period of 8 years. The applicants were Redland Aggregates and the grounds for the orders were to enable gravel to be extracted. I submitted an objection on behalf of the Yateley Society, and Eversley Parish Council also objected. The Society argued that the orders were unnecessary since much of the gravel extraction had already been completed and Redlands had so far worked round the Welsh Drive, leaving it intact. We also claimed that the planning permission, which extended only until 1998, could not justify a diversion for 8 years. We said that in view of the historic (\ importance of the Welsh Drive any diversion which proved to be necessary should affect the minimum length for the minimum time. There was no response until 18 May 1995, when I received a letter from Redlands saying they would like a meeting to discuss the objections. Is the Executive Committee happy for me to talk to Redlands' Estates Manager on the basis of the above position? I should not make any commitments without referring back to the EC. THE YATELEY SOCIETY MINUTES OF THE 124th EXECUTIVE COMMITTEE MEETING HELD ON 6th JULY 1995 AT BARCLAY HOUSE

Present: David Lister Chairman Edward Dawson David Healey Treasurer Tony Hocking Vice Chairman Ted Brooks & Secretary

1. Apologies for Absence

Irene Draper, Carolyn Seymour, Geoff Hoare.

2. Minutes of the Meeting held on 25th May 1995

2.1 Item 4.1, last paragraph. Amend 'Forest of Dean' to 'Forest of Bere'.

2.2 Item 4.3, penultimate paragraph. Add action on Irene Draper to discuss the progress of'Yateley Through 6 Centuries' with Elizabeth Tipton.

The minutes, as amended, were agreed to be a true record.

3. Matters Arising

3.1 Simmonds Graves

i) Tony Hocking had received verbal quotations for painting and lettering from Mr Jim Smythe, these ranged from £1252 for straightforward painting and lettering to £3485 for carving the lettering in addition to painting. The use of wood preservative had been ruled out as an option because the woodwork varied in colour and was obviously patched.

C ii) Ted Brooks suggested that at least one competing estimate was required, especially if a Yateley Town Council grant was to be requested. Edward Dawson said that only then could he discharge his action to apply for such a grant. David Lister will approach a sign-writer he knows for an estimate. DL

Edward Dawson pointed out that there was a YTC Finance Committee meeting in about 10 days, the estimate was needed by then.

David Healey pointed out that the Society could not, on its own, afford the prices quoted. He could not support expenditure exceeding £1000.

iii) Tony Hocking will provide a copy of the inscriptions and sketch of the grave marker to David Lister. TH

3.2 New Treasurer

David Lister had approached Bob Hobbs, who had agreed to consider taking the post. David Healey was willing to discuss the details of the job with Bob Hobbs when asked.

\ New Membership Secretary.

i) Geoff Hoare had formally stated that he would be giving up the post on 30th September 1995.

ii) David Lister had approached Graham Brown who had agreed to take on the post.

iii) It was agreed that Geoff Hoare's long service (13 years) should be marked by the presentation of a suitable gift.

3.4 Distribution of YS Material Held at Barclay House.

David Lister confirmed his intention to transfer the material to Monteagle Surgery. DL

4. Sub-Committees

4.1 Planning.

i) Fox Farm. The application was expected to be rejected by Hart DC on the basis of the 25 objections raised by YTC. An appeal was anticipated.

ii) HDC Local Plan Review. Edward Dawson explained that this Plan (covering up to 2006 while Local Structure Plans only go up to 2001) showed little impact on Yateley as yet. This could change however once the developers had sight of it and submitted their comments.

iii) An application for 5 houses in a garden between Dungells Lane and Hangerfield Close had been reported. There was a suspicion that the garden o may harbour badgers. iv) Hampshire County Structure Plan. The draft of the plan which goes up to 2011 was expected to be issued in October for public consultation. It appeared that the majority of the proposed development was in distant areas such as Andover, , etc with little mention of Hart. However, a firm of consultants was assessing the viability of the Plan, if they objected to it attention could once again fall on Hart.

Another possible development was at Micheldever, probably not on the large scale proposed by Eagle Star.

4.2 Programme.

i) The Programme had not changed, but a meeting would be called in the next month or two.

ii) The Summer Social appeared to have gone well. The switch from a barbecue to a cold buffet had been well received, and the lack of smoke and 1

smells was appreciated by many, particularly the hosts Valerie and David Kerslake.

A profit to the Society of £67-86 had been made, in spite of reducing the entry price from £3-50 to £2-50.

Tony Hocking had prepared a list of'Thoughts' on the social. In this he suggested that the level of the profit was too high considering the exceptional generosity of the members in donating puddings and raffle prizes and in buying raffle tickets; some changes were proposed which would reduce members' outlay.

The Treasurer stated that the raffle was too uncertain to rely on and that he recommended a profit level aimed at £20 ignoring the raffle. This meant no change to the current procedure, which was generally agreed. The need to o encourage raffle prizes other than bottles was agreed. iii) The Committee expressed their thanks to Mary and Tony Hocking for organising and running the event.

5. May Fayre

i) The subject for the 1996 exhibition was discussed. The idea of sets of photographs of interesting features in Yateley, as suggested by Carolyn Seymour, was adopted, with the possible addition of a few boards covering other topics thought to be relevant in 1996.

ii) Tony Hocking will publicise the need for photographs in the next Newsletter. TH

6. Publications

C 6.1 Yateley Through 6 Centuries. Irene Draper had been told by Elizabeth Tipton that the book needed retyping onto computer disc for reformatting into a more compact form.

6.2 The Stillwell History. Tony Hocking had been told that several years of work were needed to research all the topics.

Ted brooks suggested that May Fayre 1997 might be a good aiming date for republication. He will discuss this with the Tiptons. TB

6.3 David Healey suggested that an 'Evolution of Yateley' using statistics such as those produced by Richard Johnston and including projections into the future would be a topic for publication.

6.4 Richard Johnston's Car Ownership Paper. Tony Hocking to talk to the Tiptons re action needed to publish it in a more attractive format. TH 7. Forest of Eversley

7.1 Charitable status is still outstanding.

7.2 Hampshire CC have appointed a Countryside Heritage Area Project Officer for the F of E and for the Forest of Bere. This is an encouraging sign that financial support for the F of E is increasing.

7.3 The new CHAPO will be 'meeting people1 at Philip Todd's house on the 13th July. Edward Dawson will inform David Ashworth and Tony Hocking will inform Mike Mann. ED/TH

Ted Brooks stated that the subject of grazing on the common should be raised at the meeting.

8 AOB

8.1 Other Organisations.

i) A membership card received from the Ramblers association will be offered to Michael Holroyd. DH

ii) The CPRE membership is due for renewal, this was approved.

8.2 Blackwater Valley News. Copies received to be offered to the library. TH

8.3 Edward Dawson again pointed out how go-ahead and active the Ampfield CHA was, and that we should try to copy them.

8.4 It was reported that Richard Johnston had received a letter from the solicitor of r Mr John Kelsey (environmental witness for ADT) demanding an apology for questioning Mr Kelsey's qualifications. The possibility of the Society becoming involved in legal action was noted. The nature of Richard's response has yet to be decided; he will be urged to take a conciliatory line. ED

4. Matters Arising

4.1 Simmonds Graves

i) The work was almost complete and the grave marker would be ready for collection from the sign writer on November 20th 95. It will be reinstalled by Mike Smythe. ii) Irene Draper proposed that a suitable ceremony be held. Edward Dawson said that the local press had be forewarned of the imminent reinstallation. David Lister will arrange a date convenient to Mike Smythe, in consultation with the vicar. Action: Chairman iii) The Yateley Town Council grant had been received. iv) The application for a Hart DC grant had yet to be submitted. Edward Dawson stated that the Director of Finance of Hart DC should be approached for an application form. This would then be submitted to the Chief Executive. A supporting letter from Yateley Town Council could probably be obtained. David Lister will progress the application. Action: Chairman

4.2 Action by Charles Church's Environmental Witness.

Peter Tipton advised that nothing further had occurred, however there was still a threat of an action against Richard Johnston and possibly against the Society. Richard's response to Charles Church's solicitor had been vetted by several members and also by a solicitor.

4.3 Daphne Kirkpatrick's Property.

It was confirmed that there was no intention to bequeath property to the Society. There was however 1

a belief that David Fuller would either transfer the property to the Society, or set up a charitable trust for the property thereby recovering the anticipated death duties.

5. Accounts.

5.1 David Healey presented the completed accounts for Society FY 1994/95.

i) Income. Income from subscriptions and from publications was up on the previous year. The postcards in particular had sold well, with stocks now reduced to £500 worth, ii) Expenditure. Expenditure on newsletters had risen sharply as a result of the new publication process. The Conservation Fund was now exhausted as a result of the greatly increased activity during the year. The Cobbetts Lane campaign had entailed very large expenditure and was the major contributor to a loss of £1181 over the year. It was noted that the first phase of the Simmonds Graves work had been paid for (£707) and was taken account of in FY 1994/95. The remainder of the work would be paid for in FY 1995/96 (approximately £500). David Healey was requested to make this clear in the supporting notes to the accounts. Action: David Healey iii) The item "AGM" in the accounts will be relabelled "AGM and Annual Report" to more accurately reflect its content, iv) Colin Webster asked how the Campaign Fund would be built up again. This will be achieved by siphoning off part of the anticipated financial gains in future years, v) Ted Brooks proposed the adoption of the accounts subject to the two textual amendments requested. This was seconded by Irene Draper and carried unanimously, vi) The accounts will now be forwarded to the auditor. Action: David Healey

5.3 Peter Tipton proposed a vote of thanks to David Healey for his service as treasurer. This was seconded by David Lister and carried by acclaim. Edward Dawson suggested that a gift should be found for David Healey, and also for Diana Healey who had hosted a very large number of meetings. This was agreed.

5.4 David Lister commented that he had a continuing action to arrange a gift for Geoff Hoare. Action: Chairman /* Sub-Committees

6.1 Planning, i) Structure Plan Review Meeting, October 27th. This meeting had been worthwhile. The Society concerns over the structure Plan had been aired. Peter Tipton reported that the Planning Sub-Committee members had made individual comments, these would be collated at a meeting on November 7th so that the result could be submitted by November 10th, the closing day. ii) Proposal for the head of the Royal Oak Valley (Police station, etc.) Responses were needed by 15th November, iii) Blackbushe Metals Consultative Committee. Richard Johnston had attended a recent meeting and would report on 7th November. The main problems were noise and fumes from the works, and dumping of oils, etc, by people taking vehicles to the works. Richard appeared willing to become the regular Society representative. Ted Brooks proposed that Richard be appointed, this was seconded by Edward Dawson and carried, iv) David Lister had attended a Consultative Committee meeting. The proposed review of permitted types of aircraft under the Section 52 agreement was worrying. Some BACC members seemed ill informed on aircraft matters. Colin Webster agreed to research the appropriate rules and regulations. Action: Colin Webster

J y

.2 Programme. i) The Programme Sub-Committee had met and arranged the programme up to mid February 96. This was published in the last Stop Press, ii) The AGM date had been set and advertised as 15th February. This was acceptable to the Executive Committee, iii) A Christmas Social was planned for December 14th.

6.3 Publications. i) History Data Base David Lister commented that while good it was incomplete. Peter Tipton explained that the database could never be finisheda s time marches steadily on. The aim was to record everything possible on disc and to let the Hampshire Records Office have the paper records. Edward Dawson asked for a simple contents list in paper form, to indicate what was available. Peter Tipton agreed that this was feasible and he would arrange for a list to be published. Action: Peter Tipton The contents list will appear in the newsletter. Action: Tony Hocking ii) Postcards. All postcards had been transferred from Valerie Kerslake to Monteagle Surgery. Valerie wished to give up distributing postcards, iii) General. Peter Tipton commented that there was no point in producing items that did not sell. David Lister will approach Stephanie Butcher concerning setting up regular publications activities. Action: Chairman

7. The Tin Church.

7.1 The Building. Following the suggestion that the church could be used as a museum David Lister had visited it and found it open and vandalised. At YTC's suggestion Dave Brampton had been contracted to board up the doors and windows. He, being a Lion, had suggested making renovation of the building a Lions' project.

7.2 Listing. Peter Tipton had suggested Spot-Listing the church (date 1912). Hart DC showed interest in the building and might give a grant if it became Listed. An approach to Hampshire CC by Adrian Collett had produced no assistance towards Listing. It was suggested that the Society apply for Listing on historical grounds. A grant from Hart DC could be applied for because the church is in a conservation area. It was noted that only the owners, the Church Commissioners, could receive such a grant. Edward Dawson advised the Society to proceed on its own. Peter Tipton agreed, and pointed out that historical research was needed to justify any work, listing and application for grants.

7.3 Possible Uses Already Proposed. i) By the Society - as a museum and meeting place, ii) By the Rangers - as a Yateley Common Interpretation Centre, iii) By the Forest of Eversley Trust - as an Interpretation Centre, iv) By the Town Council - for leisure purposes.

7.4 Further Action David Lister will encourage Dave Brampton to start a Lions' project and to protect the building from more vandalism. The need for adequate security measures was highlighted. Action: Chairman

8. Forest of Everslev > • • -i

(. 1 Charitable status is expected in the new year.

8.2 The Trust had commented on the "Holiday Village" suggestion, the Hampshire Structure Plan Review and the Hawkers Lodge Inquiry.

9. May Fayre.

Photographs had been asked for in the Newsletter.

10. AGML

The new committee would be discussed at the next meeting.

11. Membership.

Graham Brown had taken over the membership lists from Geoff Hoare. He had yet to issue more ^ reminders. A new membership list was imminent.

12. AOB

12.1 An article on Rural Policy for the newsletter by Edward Dawson would be reviewed for political content on November 7th. Action: Peter Tipton

12.2 An article on the Society had been written by Edward Dawson for the Yateley TC Newsletter. David Lister and Tony Hocking had reviewed it and suggested that Luath Grant-Fergusson be credited with his help in founding the Society. Peter Tipton suggested that the Society once again put a leaflet into the local 'welcome wagon'.

12. The History Group had met with other local History Groups and they were looking for a joint project.

12.4 Irene Draper announced that there will be a Tree Walk on Sunday 25 November as part of National Tree Week. The party will leave Barclays Bank at 2:30pm and follow the Walk in the Conservation Area'.

\l.5 The need to convene a Tree Warden meeting in Yateley will be discussed at the next meeting.

13. Date of Next Meeting

THE YATELEY SOCIETY MINUTES OF THE 127th EXECUTIVE COMMITTEE MEETING HELD ON 4th DECEMBER 1995 AT 30 CONNAUGHT CLOSE

Present: David Lister Chairman Edward Dawson President Irene Draper Graham Brown Membership Sec'y Stephanie Butcher Tony Hocking Vice Chairman & Secretary of the Meeting

1. Apologies for Absence Peter Tipton, Colin Webster, Carolyn Seymour.

2. Society Secretary It was announced that Carolyn Seymour had resigned as Secretary for domestic reasons. The post of secretary will be advertised in the Newsletter, and then more widely if no one is found. Action: Tony Hocking 3. Minutes of the 126th Meeting held on 30th October 1995 The minutes were accepted, as written, as a true record.

4. Matters Arising (* 1 Simmonds Graves The restoration work was complete and the grave marker was in David Lister's possession. Reinstatement would now be supervised by Gail Pattenden. A suitable date would be agreed with her and with the vicar, possibly in the spring. Action: Chairman The Chairman had incurred a bill for £528, this would be reimbursed by the Society; meanwhile the Chairman had a continuing action to apply for a grant from Hart DC. Continuing Action: Chairman

4.2 Gifts for Retiring Officers Irene Draper had purchased an archaeology book for Geoff Hoare. this will be presented at the Christmas Social. It was agreed that David Healey would be presented with a bottle of whisky, and there would be a box of chocolates for Diana Healey. Edward Dawson would purchase a suitable brand of whisky. [Post Meeting Note: Action taken over by Tony Hocking] Irene Draper would ascertain the Healeys' moving date. Action: Irene Draper [Post Meeting Note: The Healeys move on January 6th 1996, they will attend the Christmas Social] 4.3 Daphne Kirkpatrick's Property. It was announced that Daphne Kirkpatrick had died on December 2nd. There was no further information on the disposal of her property, this would have to wait until probate had been granted. Edward Dawson would assemble some facts for an appreciation of Daphne to be put in the Newsletter. Action: Edward Dawson/Tony Hocking

4.4 Blackbushe Airport Consultative Committee Colin Webster had reported that 5 specific types of aircraft were banned from the airfield. As yet he had not found any weight limit specified, but he was pursuing the matter further. The size of the airfield and its limited facilities would in any case exclude many aircraft. Edward Dawson commented that he had some relevant information. Continuing Action: Colin Webster

4.5 Contents of the History Database Richard Johnston had provided both high level and detailed contents lists for the Newsletter.

4.6 Publications Sub-Committee Stephanie Butcher was too busy to organise the sub-committee, other people would be approached in the hope that the publications and postcards could be handled by the same person. Action: Chairman

J (.7 The Tin Church This was in temporary limbo while the ownership was clarified. It was believed that a commercial undertaking was interested in buying the building.

4.8 Article on Rural Policy The article was agreed to be non-political and it had been printed in the newsletter.

5. Sub-Committees

5.1 Planning. i) Fox Farm/Cobbetts Lane. Peter Tipton had advised updating the 10 year old plant and invertebrate surveys on the Common to assist in fighting these and other recurring planning applications. This strategy was agreed, but a suggestion that the planning process could be delayed while surveys took place was thought unlikely. Edward Dawson advised co-operation with English Nature and the Hampshire Wildlife Trust as an inexpensive route to getting the surveys done. ii) Planning Proposals. David Lister will ask Colin Medley if he is willing to examine future proposals at Hart DC offices. Action: Chairman iii) Hampshire Structure Plan Review. A summary of the Society's submissions should be put in the Newsletter. Action: Peter Tipton/Tony Hocking ff 2 Programme. i) Tree Warden Meeting. Irene Draper proposed a meeting in early 1966 to attempt to recruit local Tree Wardens. Wardens would regularly inspect trees for disease, safety and possible threats from development, etc and would advise on possible new plantings. It was agreed that this could form a Society Talk, ideally in April, when the Tree Warden Organiser would be asked to speak to a joint meeting with the Hampshire Wildlife Trust. Irene will investigate the possibility. Action: Irene Draper ii) A Sub-Committee meeting will be called in January. Action: Tony Hocking

5.3 Publications. i) The Tiptons are requesting inputs from all Society members for an 'Anthology of Yateley1 to be assembled by May Day. Members can choose any topic they wish. The request will be circulated with the Newsletter which is imminent. ii) It was suggested that advertising could be used to defray part of the cost of the new style Newsletter. It was agreed that the format should not be changed. [Post Meeting Note: Elizabeth Tipton has suggested that cheap printing might be possible through the (V\ local school] iii) The Sandhurst & Yateley Round Table had requested a Society speaker to talk on 'Changes in Yateley in the past 25 Years' at their 25th anniversary dinner on January 23rd. Edward Dawson will speak. Action: President

6. AGM and 1996 Committee.

6.1 Officers. With the exception of the Secretary all existing officers were willing to continue in post.

6.2 Committee Members. Irene Draper agreed to continue. It was assumed that Colin Webster and Ted Brooks would also continue. David Ashworth and Rosemary Gordon were suggested as possible new members.

6.3 President & Vice Presidents. Edward Dawson volunteered to step down as President if the Committee so desired. He was persuaded that being the most obvious candidate he should continue; however because of his long service as President formal re-election at the AGM would be sought. It was proposed by Stephanie Butcher and seconded by Tony Hocking that GeofFHoare be put forward as a Vice-President as one position was now vacant, this was agreed and Geoflfwill be approached. It was assumed that Sydney Loader was willing to continue as a Vice-President.

6.4 AGM Resolutions. Suggestions for resolutions are to be passed to Edward Dawson. Action: All

6.5 Annual Report. Contributions are to be given to David Lister by 10th January. Action: All

7. Finance

7.1 Peter Tipton had expressed concern that following the heavy Cobbetts Lane Inquiry expenditure the reserves were being tapped to pay running costs and bills such as the Simmonds Graves. He suggested budgets for each activity centre as a means of ensuring economy, and a membership drive to boost income.

7.2 Budgets were thought to have a problem in that holders would tend to spend to the limit even when not strictly necessary.

7.3 Stephanie Butcher suggested something brighter than usual to attract people to join at the May Fayre. r i Graham Brown agreed that a membership drive and the sale of periodicals were legitimate activities for the May Fayre and fully supported the suggestion. David Lister suggested putting publications in local estate agents offices.

7.4 A proposal to raise subscriptions to £6 single membership and £8-50 joint membership will be put to the AGM.

8. Date of Next Meeting

8-00pm, Wednesday 24th January 1996, at 30 Connaught Close.

9. Any Other Business

9.1 Planning Publications. i) Edward Dawson will bring the government document 'Quality in Town & Country1 for discussion at the next meeting. r , ii) Edward Dawson has copies of the 'SERPLAN 1994 Regional Commentary'.

9.2 Assistance with Study. Edward Dawson had written an input to a study by Briony Oldale. He passed the requesting letter to David Lister for consideration of a Society input.

9.3 The Haven Graham Brown had received an inquiry concerning a house known as 'The Haven' in Yateley and asked for information. It was suggested that this was a former home for unmarried mothers, but nothing certain was forthcoming.
