Bi-monthly Report on the Management of Recreation and Sports Facilities and Progress of Works in the District by the Leisure and Cultural Services Department

Purpose

This paper reports to Members on the management of recreation and sports facilities by the Leisure and Cultural Services Department (LCSD) in the .

Management of Facilities

2. To enable the District Council to have a better understanding of the services provided by LCSD, papers are submitted on a regular basis to report to Members on the usage and management of the recreation and sports facilities in the district as well as the service levels and performance of LCSD’s contractors.

3. The utilisation of the recreation and sports facilities in the district in January and February 2018 is set out in Annex I. During the same period, the performance of the contractors of LCSD in the district providing cleansing services, horticultural maintenance services and security guard was good. LCSD will continue to urge the cleansing service contractor to strengthen their anti-mosquito work and eliminate mosquito breeding.

Greening Works

4. In January and February 2018, LCSD planted 72 trees and 7 265 shrubs at the following locations in the district to beautify the environment:

(i) Trees Parks and Gardens: Victoria Park, Wan Chai Gap Park, Tung Lo Wan Garden, Garden, Lin Fa Kung Garden and Tin Hau Temple Garden Playgrounds: Happy Valley Recreation Ground and Coombe Road Children’s Playgound Other venues: Wong Nai Chung Road, Harbour Road, Wan Ying Street, Great George Street, , Morrison Hill Swimming Pool, Fenwick Pier Street/Performing Arts Avenue Amenity Plot, Wong Nai Chung Gap Road Amenity Plot and Whitfield Road Amenity Plot (ii) Shrubs Parks and gardens: Victoria Park, Wan Chai Park, Wan Chai Gap Park, Tin Hau Temple Road Garden No.3, Gloucester Road Garden, Broadwood Road Rest Garden, Lun Fat Street Sitting-out Area and Tung Lo Wan Garden Playgrounds: Wong Nai Chung Gap Children’s Playground, Monmouth Terrace Playground and Tai Wo Street Playground Other venues: Tonnochy Road Amenity Plot, Harbour Drive Amenity Plot, Causeway Road Amenity Plot, Yee Wo Street Amenity Plot, Wong Nai Chung Road Amenity Plot, Fenwick Pier Street/Performing Arts Avenue Amenity Plot, Gloucester Road/Sugar Street Amenity Plot, Wan Chai Temporary Promenade, planters at O’Brien Road footbridge, planters under Canal Road footbridge, planters at Sing Woo Road, Hennessy Road/Johnston Road Sitting-out Area and Amoy Street Sitting-out Area

During the same period, LCSD removed a total of 15 trees, which were located at Sunning Road, Fenwick Street, Perkins Road, Caroline Hill Road, Wong Nai Chung Road, Wan Chai Gap Road, Morrison Hill Swimming Pool, Fenwick Pier Street/Performing Arts Avenue Amenity Plot, Bowen Road Garden, Tin Hau Temple Garden and Victoria Park. They had withered due to natural process, and were infected by pests and diseases or affected by inclement weather and found to have health or structural problems. Despite the careful maintenance provided by LCSD, the trees continued to deteriorate in health and showed no sign of recovery. LCSD only resorted to removing them in the absence of feasible alternatives to improve their health. Replanting of trees will be considered depending on the actual circumstances of the sites.

6. Details of the progress of the district works projects and improvement works funded by the District Works and Facilities Management Committee (DWFMC) of the Wan Chai District Council (WCDC) are set out in Annex II.
