2020/21 09/48 To Receive Apologies and Reasons for Non Attendance 09/48.1 Clerk reported that Cllr A Ramply sent apologies for absence.

09/49 Declarations of Interest for Members (Disclosable Pecuniary Interests) None.

09/50 Coronavirus, update Meetings are being held on line till further notice.

09/51 District and County Councillors Reports CCC Cllr P Downes, report attached. HDC Cllr H Masson, verbal update.

Meeting was closed for the members of the public to raise any issues

09/52 Open Forum – For all members of the public and press present 09/52.1 Cllr RH expressed concerns re bus service to . 09/52.2 The matter of dogs on the Playing Fields and in Play Area was raised with HDC dog warden. It was noted that the Play Area was well used over the summer. The issue of emptying bins raised. 09/52.3 Southoe to footpath/cycleway feasibility site meeting set for 16 Sep 2020 at 1pm.

09/53 To Receive and Approve the Minutes of the Parish Council Meeting 1 July 2020 Proposal Proposed by Cllr AK, seconded by Cllr JT, all in favour, and it was RESOLVED that Minutes are Carried approved. It was agreed that the Minutes will be signed at the next face to face meeting of the PC.

9/54 To Receive and Approve the Minutes of the Extraordinary Parish Council Meeting 5 August 2020 Proposal Proposed by Cllr RH, seconded by Cllr DS, all in favour, and it was RESOLVED that Minutes are Carried approved. It was agreed that the Minutes will be signed at the next face to face meeting of the PC.

09/55 Matters arising from those Minutes All matters are under the Agenda.

09/56 To further Consider Parish Neighbouring Plan/Neighbourhood Plan (NP) No further action is to be considered until the latest government planning shake up is announced.

09/57 A1 Matters. Link Road. Little Paxton are seeking support for the parking restrictions near the Little Paxton Co-op. They are submitting a LHI bid for yellow lines on the Great North Road outside the Co-op as HGVs and other Signed for and on behalf of Southoe & Midloe Parish Council…………….…………………..2020 CHAIRMAN Page 1 of 5 large vehicles are parking on the road, causing an obstruction to pedestrians and other vehicles. Southoe PC agreed by email that they support the proposal. A traffic count survey was carried out.

09/58 Planning. Local Plan. 09/58.1 First Floor Side Extension Site Address: 1 Lees Lane Southoe St Neots Reference: 20/01439/HHFUL, comments by 9 Sep 20 Proposal Proposed by Cllr AM, seconded by Cllr SM, all in favour, and it was RESOLVED to recommend Carried approval to the above planning application. PC comments submitted on 4 Sep 20.

09/58.2 Change of Use of Annex to separate residential dwelling. Site Address: 1 Highfield Farm Cottages West Perry Reference: 20/01110/FUL, comments by 2 Sep 20 Proposal Proposed by Cllr AM, seconded by Cllr SM, all in favour, and it was RESOLVED to recommend Carried approval to the above planning application. PC comments submitted on 3 Sep 20.

09/58.3 The central Government have announced they want to change the regulations surrounding the planning laws for new homes building. 09/59 Working with Parish and Town Councils and the Great Ouse Valley Trust to improve the path. No update.

09/60 Southoe Common Barns Wind Farm, update, Cllrs asked is there and news on funding Chairman of the Village hall stated that there had been a meeting of the P.P.C. and it was stated the grant application had been approved subject to some clarification. Cllr. A.M. said that as he is also a panel member he couldn’t comment.

09/61 Finance 09/61.1 To Consider PC Zoom account Cllr RH agreed to purchase and get reimbursed for the expenses. Cllrs RH and JT agreed to liaise and RH, JT set up the Zoom account for the next PC meeting. Proposal Proposed by Cllr AM, seconded by Cllr SM, all in favour, and it was RESOLVED to set up and Carried purchase a PC Zoom account.

09/61.2 To Consider Home Working allowance for the Clerk as per CAPALC notification, the weekly allowance increases from £4 to £6. The Clerk did not receive Home Working Allowance before. ‘Multiple employers Where two or more employers pay the same person a homeworking allowance, they can each pay up to £18/£26 a month tax free, provided that each employer is satisfied that the total amount paid (£36/£52 if there are 2 employers) does not exceed the additional household expenses involved.’ Proposal Proposed by Cllr SM, seconded by Cllr RH, all in favour, and it was RESOLVED that the home Carried working allowance is to be applied on pro rata basis.

09/61.3 To Note Cashbook, Current account Bank and Cashbook balances as at 30 Jun 2020. • Current acc bank balance was £2,884.22 • Business Reserve acc bank balance was £42,322.85. Note: The current acc bank balance as at 31 Jul 20 was £1,763.66. August payments were made and funds transfer done. Disbalance of £31.04 on the PC accounts, seek the bank to re-issue all bank statements if this chq will not show on the next bank statement. The mandate for Cllr SM to sign to become a signatory outstanding. SM To verify the PC Q1 accounts Apr to Jun 2020. Verified. 09/61.4 Expenditure for Approval 2 September 2020 Payments for sanction:

PC Insurance cover: The Parish Council agreed to go for the 3 Year Long Term Agreement Option Clerk with Ecclesiastical, the amount changes to £818.04. It was agreed that the Clerk checks is there any discount as both Village Hall and Parish Council use the same insurer. Also, the ICO membership renewal notification by 12 Oct 2020 was received, PC agreed to pay £40.00. Proposal: Proposed by Cllr SM, seconded by Cllr RH, all Cllrs in favour and it was RESOLVED that all Carried items listed above including the amended payment to Came & Co and a renewal of the membership with ICO are to be paid. Carried.

09/62 To Consider Reviewing the Risk Register to be ready for Oct PC meeting, Cllr A Kiley A few items will be added to the Register by Cllr AK. AK

09/63 Parish Council Website: updated by Cllr R Horsman http://southoe-midloe.btck.co.uk/News - videos to be uploaded. Website Accessibility The need to comply with the website contents and accessibility guidelines introduced in 2018 which came into force later this year, amongst a number of requirements they include the need for an Accessibility Statement. For more information on Website Accessibility, Members can look at www.gov.uk link below as well as log on to NALC’s website and download L09-18 -THE PUBLIC SECTOR BODIES (WEBSITES AND MOBILE APPLICATIONS) (No. 2) ACCESSIBILITY REGULATIONS 2018 (updated August 2019) https://www.gov.uk/guidance/make-your-website-or-app-accessible-and-publish-an- accessibility-statement Cllr RH reported that the way this website is set up, it is not a specific PC one but the community run, and therefore the accessibility criteria do not apply. Cllr JT raised the matter of PC meetings being recorded on Zoom, to consider.

09/64 The Defibrillator for Southoe & Midloe Village The replacement pads purchased.

09/65 Village Security & Policing Matters No issues raised.

09/66 Highways Matters 09/66.1 LCWIP for Southoe (Local Cycling and Walking Infrastructure Plan), Cllr A Marnes Southoe to Little Paxton footpath/cycleway feasibility meeting set on 16 Sep 20 to explore the notion of a western side of the A1 a footpath/cycleway from Southoe to Lt. Paxton via the flyover.

09/66.2 Streetlights – All working well.

09/67 Village Grass cutting issues and Footpaths issues in the village Nothing to report.

09/68 Play Area & Playing Field Signed for and on behalf of Southoe & Midloe Parish Council…………….…………………..2020 CHAIRMAN Page 3 of 5 09/68.1 Play Area was opened and signs been put up, advice for users and parents provided Dog Warden at HDC was contacted. 09/68.2 Monthly and Yearly Play Area’s Risk Assessment: To consider and approve the repairs and maintenance of the Play Equipment, as per Annual Risk Assessment and quote from PC contractor The spending up to £400 was agreed for the maintenance of the play Area’s equipment. Proposal: Proposed by Cllr RH, seconded by Cllr SM, all Cllrs in favour and it was RESOLVED that the Carried spending up to £400 was approved.

09/68.3 To Consider parking in the village/by the Playing Fields gate. Councillors spoke of issues. Cllr AM will obtain the signage for the Rectory Lane car park gates, as well as dog signs. Cllrs agreed to have a trial period of the opening and closing the gates, rota will be set up if that proves to be working. The sign will say that no parking in front of the gate, and that details re opening of the car park on the Notice Board. Proposal: Proposed by Cllr JT, seconded by Cllr DS, all Cllrs in favour and it was RESOLVED that the Carried spending up to £100 was approved.

09/68.4 Rabbit issue on the Playing Fields PC discussed the damage rabbits done to the Playing Field. It was agreed that Cllr AM will contact the AM landowners’ agent Savills and the lease holders to discuss the rabbit fencing matter. 09/68.5 The cabin: To approve the safe removal of the hut, quotes. Original quotes obtained are not valid anymore. Cllr RH is waiting for the updated quotes to arrive. The fee varies between £500 and £7000. PC agreed the safe disposal and removal of the hut. Proposal Proposed by Cllr JT, seconded by Cllr DS, all in favour, and it was RESOLVED that expenditure Carried up to £2000 was approved.

09/69 Village Hall VH is not open. Can be opened if necessary, with strict guidelines in place. Electricity contract needs reviewing, VH Chairman AE agreed to review that and report back.

09/70 Village Matters Dog Warden been contacted by Cllr AM as agreed at Jul PC meeting.

09/71 Renewal of the Dog Control PSPO, to review orders More information on the doc control PSPO, including the current order and affected locations can be found at https://www.huntingdonshire.gov.uk/environmental-issues/dog-related-issues/ It was agreed that we need dog orders as we currently got them. Cllr AM agreed to respond to the AM consultation on PC behalf.

09/72 To Consider Trees in the village The trees in Play Area will be looked at by the PC contractor Mr. Holdaway in the winter.

09/73 Church & Burial Matters 09/73.1 To further discuss the outstanding repairs of the memorial stones, Cllr DS Clerk Clerk to check if she has all the info required on the stones repaired. 09/73.2 Lych Gate and Church wall The letter and the contract for Architectural Services from Archangel Architecture now received. It was agreed that the Clerk will sign on PC behalf. No work will be started till PC return the signed paperwork. We will get the tender list and safety report as requested.

09/74 Correspondence - dealt with. New pay scales received. It was agreed to add to Oct Agenda.

09/75 Councillors Questions It was confirmed that school transport is running. Cllr SM to sign the bank mandate, this can be done online. SM Cllr SM will inform PC re her new email address. SM

09/76 Date of the Next Meeting: The Parish Council Meeting date – 7 October 2020 at 7.30pm on Zoom Meeting finished at 9.58pm

The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) ( and Wales) Regulations 2020 came into force on 4 April. They apply to local authority meetings that are required to be held, or held, before 7 May 2021. The Regulations were made by the Secretary of State for Housing, Communities and Local Government, in exercise of the powers conferred by section 78 of the Coronavirus Act 2020(1) and paragraph 36(1)(b) of Schedule 6 to the Police Reform and Social Responsibility Act 2011(2).
