In 2018, the Village of Schaumburg initiated design engineering for the National Parkway and Schaumburg Road Pedestrian Signal Improvements. The purpose of the project is to improve the safety of the crossings for pedestrians and bicyclists. The project will install pedestrian countdown signals at all corners of the intersection and will also complete any necessary ramp improvements to ensure that all crossings are ADA compliant. Enhanced crosswalks have also been included as an alternate bid for the north and south legs of the intersection, and standard crosswalks will be installed on the east and west legs of the intersection which are under the jurisdiction of Cook County. In addition, the median on the east leg of the intersection will need to be modified to allow for the new crosswalk to be installed.

Additionally, the Schaumburg Park District has partnered with the Village to expand the project scope to include the installation of a left turn lane that will be constructed on Schaumburg Road between the Schaumburg Park District's Spring Valley entrance and the signal at National Pkwy and Schaumburg Rd. The median on Schaumburg Road will be modified and the entrance to Spring Valley Nature Center will be reconstructed and widened as a result of the proposed improvements. These improvements will be paid for by the Park District.

In late 2018, the Village of Schaumburg was notified that Cook County was providing the Village with $125,000 in County Motor Fuel Tax (MFT) funds towards the construction of this project. The County funds will be used to offset the Village’s portion of the project, which is anticipated to cost approximately $195,500.

The attached Intergovernmental Agreement (IGA) outlines the scope of the planned pedestrian improvements at Schaumburg Road and National Parkway, details the County’s contributions to the project, and summarizes the responsibilities of both the Village and the County. The Village of Schaumburg will lead the project and the County will reimburse the Village for the project expenses. Because the Village of Schaumburg is the project lead, the IGA funding breakdown indicates that the Village Share of the project is $193,172.00. This amount reflects the total project cost minus the County's contribution. A separate Intergovernmental Agreement with the Schaumburg Park District was approved in December 2018 which specifies the project cost breakdown between the Village and the Park District.

The National Parkway and Schaumburg Road Pedestrian Signal Improvements project is anticipated to be bid this summer with construction occurring in fall 2019, after the start of the school year to minimize disruptions to Spring Valley during its peak months. Recommended Action: The Village Manager recommends that the Transportation Committee recommend the Village Board approve a Resolution authorizing the Village President and Village Clerk to execute an Intergovernmental Agreement with Cook County for the Schaumburg Road and National Parkway Pedestrian Improvements.

A RESOLUTION AUTHORIZING THE VILLAGE PRESIDENT AND VILLAGE CLERK TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT WITH COOK COUNTY FOR THE SCHAUMBURG ROAD AND NATIONAL PARKWAY PEDESTRIAN IMPROVEMENTS

WHEREAS, the Transportation Committee of the Village of Schaumburg has recommended that the Village Board authorize the Village President and Village Clerk to execute an Intergovernmental Agreement with Cook County for the Schaumburg Road and National Parkway Pedestrian Improvements; and,

WHEREAS, the Transportation Committee, Transportation, Finance Departments, and Legal have received, reviewed and conditionally approved the Intergovernmental Agreement for the Schaumburg Road and National Parkway Pedestrian Improvements with Cook County attached hereto and marked as Attachment “I”; and

WHEREAS, it is in the best interest of the Village of Schaumburg to execute such Intergovernmental Agreement for the Schaumburg Road and National Parkway Pedestrian and Roadway Improvements.

NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF SCHAUMBURG:

SECTION ONE: That the Village President and Village Clerk are hereby authorized to execute the Intergovernmental Agreement for the Schaumburg Road and National Parkway Pedestrian Improvements with Cook County.

SECTION TWO: This Resolution shall be in full force and effect from and after its passage and approval according to law.

MV has operated the DART service for the village since May 2013. The current agreement with MV took effect May 1, 2018. Each year MV’s performance is evaluated for the preceding year. The evaluation measures how well service is being provided from an operational perspective, how our customers view the service, and helps determine if there will be a contract rate change for the service provider for the next contract year.

The DART index score is composed of four equally weighted service-related components (each valued at 25% of the total score; or, 100 points possible cumulatively) including: adherence to the 90-minute advance reservation time on-time pick-up performance ride length and accuracy of quoted pick-up times customer satisfaction as measured by rider survey responses

Each category has a possible value of 25 points. A minimum of 80 points is required for eligibility to receive a merit increase in the hourly service rate, which is currently $70.07 per hour. MV scored 100 points which qualifies them for a merit increase. The attached evaluation summary provides a more detailed review of MV’s evaluation. The rate of increase is determined by the March 2019 Consumer Price Index, All Urban Consumers, -Naperville-Elgin as published by the US Department of Labor, Bureau of Labor Statistics. The current index amount is 1.5%, which will increase the hourly rate from $70.07 to $71.12.

Staff is recommending that the performance evaluation report be accepted and that MV be awarded a merit increase of 1.5%.

Ridership to Schaumburg Township and Conant High School In addition to the evaluation, DART ridership at Schaumburg Township offices and Conant High School in Hoffman Estates is being provided since these are new services located outside of the village. Both locations were incorporated into DART’s service area June 1, 2018 - the only other location outside of Schaumburg served by DART is .

Over the past 11 months, Schaumburg Township has generated 351 rides (0.8% of all DART rides), and Conant has generated 41 rides (0.1%) of all DART rides. Staff anticipated this level of ridership to the Township, and based on ridership to Schaumburg High School during the same period (89 rides), staff had projected that approximately 45 rides would be taken to Conant. The numbers are in line with expectations. Staff is working with Conant staff to publicize the availability of DART and will use brochures that are currently being produced from funds received with last year’s winning Youth In Government Day proposal.

Overall, eight DART destinations have 1,000 rides or more annually and account for nearly 75% of all rides. Those locations include: 1. - 12,028 (27.3%) 2. Harper College - 5,879 (13.4%) 3. Schaumburg Metra Station - 5,269 (12%) 4. Schaumburg Library - 2,343 (5.3%) 5. Jewel (Roselle & Wise) - 2,331 (5.3%) 6. 7/11 (Bode & Salem) - 1,844 (4.2%) 7. Jewel (Schaumburg & Barrington) - 1,559 (3.5%) 8. Northwest Transportation Center - 1,408 (3.2%)

Recommended Action: The Village Manager recommends that the Transportation Committee recommend the Village Board accept the MV Transportation, Inc. (MV) Performance Evaluation of their operation of Village of Schaumburg’s Dial-A-Ride Transportation (DART) service, and award a merit increase as stipulated in the contract.

2019 Performance Evaluation Summary MV Transportation, Inc. Village of Schaumburg’s Dial-A-Ride Transportation (DART) Operations

The last performance evaluation survey conducted for MV’s operations of the village’s DART service was in April 2017. Since the contract was rebid in 2018, and the primary reason for conducting a formal survey is to determine the rate of a merit increase, no survey was performed in 2018. While there was no formal survey conducted in 2018, staff reviews MV’s operating statistics on a daily basis, and periodically distributes surveys in buses and on-line throughout the year in order to monitor customer satisfaction and operational proficiency.

The format of the evaluation has not changed from previous years, and is based on the analysis of four, equally- weighted minimum contract service standards criteria including:

● adherence to the 90-minute advance reservation time, ● on-time pick-up performance, ● ride length and accuracy of quoted pick-up times, ● customer satisfaction as measured by surveys distributed to riders.

Each component is assigned a value of 25 points with a perfect score equaling 100 points. A minimum of 80 points total is required to be eligible for a merit increase.

Evaluation Results by Category

90-Minute Maximum Advance Reservation All rides, one- hundred 100%, maximum call to pick up time shall be ninety-minutes with the following exception:

Reservations can be accepted more than ninety (90) minutes in advance of requested pick up time if, due to capacity constraints, a ride cannot be scheduled within the ninety (90) minute standard. In that situation, dispatchers shall make a reservation in the next available time slot even though that reservation will be more than ninety (90) minutes in advance. This caveat keeps riders from having to call back, sometimes a very short time later – within 15 minutes or less - to schedule a ride after having been denied service because of situations outside their control.

Because of the noted exception, rates of the advance reservation above 95% will be considered achieving the contract standard.

● 90-Minute Advance Reservation Rate – 99.8% ○ Last year’s rate of achievement for this evaluation category was 99.3%. This year’s improved to 99.8%. Overall ridership has declined by approximately 4% which will positively impact each of the operating statistics measured in this evaluation, but Transportation and MV staff also work together on an ongoing basis to analyze all data collected and correct any deficiencies that are noted to ensure that this, and each standard is met.

○ Score: 25 out of a maximum of 25 points.

On-Time Pick-Up Performance 90% of all pickups shall be on time, within the indicated 15 minute reservation window.

DART dispatchers give each caller an estimated time within a 15 minute window for pick-up. An on-time pick- up is defined as one arriving anywhere within the 15 minute time quote.

● On-Time Pick-Up Performance Rate – 96.2% ○ In 2017’s evaluation, MV achieved a rate of 97.3% for on-time pick-ups. That rate declined to 96.2% over the past couple years, but is still well above the 90% minimum requirement stated in the operational agreement. Other mitigating factors included severe weather during the months of November, January, and February which complicated operations, and construction at the intersection of Roselle and Schaumburg Roads, the primary access point between Harper College and locations south and west that produce the largest number of rides to Harper. Harper College is the village’s second busiest ridership location and there wasn’t a better alternative route to bypass that construction zone.

Staff will continue to closely monitor on-time pick-up performance to work towards improvement. ○ Score: 25 out of a maximum of 25 points. Ride Length 90% percent of travel times will be less than 45 minutes.

The ride length for each ride is the difference in time between when a passenger is picked up to the time they are dropped off. Our contract states that the maximum 45-minute length of a DART ride must be achieved 90% of the time.

● 2017 Ride Length Performance Rate – 92.2% ○ Ride length performance held steady at 92.2% between 2017 and 2019. The same weather and construction factors that impacted on-time performance also affects ride length, so even though fewer rides were provided between the two years and an improvement might be expected in travel times, unusual weather patterns and construction zone locations impacted operations and held the rate of achievement steady. MV exceeded the required standard of 90%. ○ Score: 25 out of a maximum of 25 points.

Passenger Survey Response MV shall achieve an average rating of 3 on a scale of 5 which indicates an acceptable level of service. 50 hard copies of surveys were distributed to DART riders via direct mailing and aboard DART vehicles to help determine customer satisfaction. 18 responses were received, up from 15 in the 2017 evaluation.

Surveys were distributed to help determine the level of rider satisfaction with DART. Categories evaluated by riders include, but are not limited to: ○ Overall satisfaction with DART, 2019 Performance Evaluation Summary Page 3

○ Satisfaction with Dispatcher, Driver, and MV management staff performance ○ Comfort, cleanliness, and safety on the bus fleet ○ Responsiveness to complaints.

● 2019 Average Survey Rating – 4.4/5.0 This year’s score of overall satisfaction increased to 4.4 from 4.3 out of 5 in 2017’s evaluation. Results of each survey question are found on Attachment A. This year no specific topic scored less than a 4.1 including dispatcher routing skills, the accuracy of pick-up times, and time to address complaints. The highest scoring categories at 4.8 were driver’s knowledge of equipment such as lifts, and the rider’s sense of security and safety while aboard the vehicles. Areas showing the greatest improvement in satisfaction were driver courtesy (4.0 in 2017 to 4.7 in 2019), and maintaining a comfortable environment on the bus (3.9 in 2017 to 4.6 in to 2019). Areas showing a decrease in satisfaction included dispatcher courtesy (4.7 in 2017 to 4.5 in 2019), dispatcher routing skills (4.3 in 2017 to 4.1 in 2019), and Complaints being addressed in a timely manner (4.3 in 2017 to 4.1 in 2019).

There was also a significant decline in the total number of complaints between 2018 and 2019 dropping from 32 to 19 total complaints, which were received from a total of 11 riders. Of those complaints, most were in reference to long ride times, routing, or late pick-ups.

Based on survey results, staff will direct MV to reduce their response times to complaints, and work with dispatchers to improve their customer service and routing skills ○ Score: 25 out of a maximum of 25 points.

Recommendation to Concur with the Award of the Woodfield Road Improvements Construction Services Contracts to R.W. Dunteman Company 5/7/2019 Transportation Committee

Presenter: Kristin Mehl, Engineering Division Manager Lead Department: Engineering and Public Works Executive Summary:

The reconstruction of Woodfield Road from Meacham Road to the East Frontage Road is included in the Capital Improvement Program (CIP) for construction in FY 19/20 and FY 20/21. The planned improvements include pavement reconstruction, drainage improvements, traffic signal improvements, and capacity improvements.

This project is eligible for Federal funding through the Northwest Municipal Conference (NWMC) for construction. To maximize the village’s ability to utilize Surface Transportation Program (STP) funds for the construction phase of the work, the project was split into two separate contracts: Woodfield West (Meacham Road to Martingale Road) and Woodfield East (Martingale Road to East Frontage Road). Each contract has received the maximum $4 million in STP funds. Additionally, due to the capacity improvements being made at the West Frontage Road and East Frontage Road intersections, the Woodfield East contract has received Congestion Mitigation Air Quality (CMAQ) grant funding. Since the frontage roads and Woodfield Road between the frontage roads are owned and maintained by the Illinois Department of Transportation (IDOT), they have agreed to fund the non-federal portion of the work in these areas.

Due to the federal funding for this project, the contracts were bid out through IDOT and bids were opened on April 26, 2019. The low bidder on each of these contracts was R.W. Dunteman Company of Addison, IL. Unfortunately, both contracts came in over the Engineer’s Estimate and over the project budget. Through discussions with the village’s consultants and IDOT staff, staff learned that 30% of the projects on the April IDOT bid opening were significantly over the Engineer’s Estimate. Some key factors that are thought to have contributed to this trend are: rising gas prices which impact asphalt prices as well as trucking and equipment costs increase in the cost of steel and other metal products for street lights and traffic signals due to tariffs with the April letting, many contractors already have their work planned for the Summer of 2019 and are not looking to take on additional work.

The first table below shows the budgeted amounts versus the actual bid amount for the Woodfield West contract. For this project, there is no additional outside funding that the village can seek for construction. This portion of the project is $794,314 over budget.

The second table shows the budgeted amounts versus the actual bid amount for the Martingale to East Frontage Road section. Without seeking additional outside funding, the village share is $759,639 over budget. IDOT is participating in the cost of the improvements between the East and West Frontage Roads and items in this section are over budget by $608,584. Staff will work with IDOT to increase their participation. Additionally, staff will start discussions with the NWMC and CMAP about requesting increased funding for the CMAQ eligible portion of the project between the Frontage Roads. IDOT should be responsible for whatever portion of the $608,584 overage that does not get additional CMAQ funding as this portion of the project is within their right-of-way.

Overall, if no additional funding is obtained, the village’s share of these projects combined is $1,553,953 over budget. If additional funding can be secured, the village’s share would be reduced to $945,530 over budget. Based upon the project schedule, it is anticipated that the work completed in FY19/20 will not exceed the budgeted amount. The remainder of the contract amounts will be expended in FY 20/21 and the proper funding will be requested in the FY 20/21 CIP and Budget. Rebidding of the contracts is not likely to result in lower bid prices and would create significant project delays.

In order to move the project forward to construction, the village is required to provide IDOT with concurrence on the award of these two contracts to R.W. Dunteman Company and the village’s supplemental contribution. The award of the contracts is in an amount not to exceed $14,630,311 with a village share not to exceed $4,435,553. The Village Manager directed staff to provide that concurrence to IDOT so that the contracts could be awarded and the work expedited.
