Parliaments in times of Crisis Conference organised within the CPA British Isles and Mediterranean Region

HOUSE OF REPRESENTATIVES PARLIAMENT OF MALTA 1. Introduction Over fifty Parliamentarians from more than thirteen Commonwealth countries and territories have joined a virtual conference to discuss the response of Parliaments in times of crisis with a special focus on the current COVID-19 pandemic. The 49th Commonwealth Parliamentary Association (CPA) British Islands and Mediterranean (BIM) Regional Conference, was hosted by the Parliament of Malta and CPA Malta Branch with a virtual meeting from 24 to 25 September 2020

2. Background of Conference The regional conference was opened by the Speaker of the House of Representatives of the Parliament of Malta Han. Anglu Farrugia. He spoke of the need for Parliaments and Parliamentarians to learn from each other in these challenging times for all jurisdictions. The Speaker highlighted the importance of how Parliaments react to the current crisis and how it presented an opportunity to rethink how Parliaments operate. The current global crisis had enabled technological innovation to flourish and Parliaments had adapted their procedures to continue to operate. The Speaker argued that legislators and policy-makers are tasked with finding the very delicate balance between safeguarding the health of the citizens and the economy, noting that in addition to controlling the spread of the virus locally, there is an urgent need for the international community to support vulnerable countries in developing and implementing strategies for restarting their economies in a smart way, noting that this is where the Commonwealth Parliamentary Association (CPA) can truly deliver value.

Speaker Farrugia concluded that many great ideas and opportunities have emerged from crises and Members of Parliament should seize this opportunity to become more open to change, and more open to discuss and think of the weakest, most vulnerable in our societies.

The Chairperson of the Commonwealth Parliamentary Association, Han. Emilia Monjowa Lifaka, MP Deputy Speaker of the of Cameroon, addressed the opening of the regional conference and said: "I believe this is the first CPA BIM Regional Conference to be held remotely and its success is testament to the ingenuity of the Parliament of Malta and the wider region. It follows a very effective and fruitful virtual CPA International Executive Committee Meeting that I chaired in August and I imagine we will be harnessing these new technologies increasingly in the coming months as face to face meetings still remain difficult in many parts of the world. Regional conferences such as these are an excellent opportunity for Members and staff alike to join together and discuss these values and how best to approach them in what is often a challenging and fast-moving global context."

Keynote Speakers at the regional conference included Deputy Kevin Pamplin from the States of Jersey, Rt. Han. Maria Miller, former Minister for Women and Equalities and Chair of the UK Parliament's Women and Equalities Committee and Han. Rhun ap lorwerth, Chair of Wales CPA Branch. The Commonwealth Women Parliamentarians (CWP) British Islands and Mediterranean Region held a meeting of the Regional Steering Committee in the margins of the CPA British Islands and Mediterranean Regional Conference in at which Hon. Dr Roberta Blackman-Woods, MP () was elected as the new CWP Steering Committee BIM Member, before she reported to the delegates on CWP activities for the region.

3. Breakdown of Sessions and Workshops

Plenary Session 1: The role of parliaments in managing the impact of COVID-19 on small jurisdictions The session started by Speaker Farrugia introducing the session by giving a short overview of the measures taken by Parliament as soon as the pandemic started taking a toll in Malta. The Maltese Parliament acknowledged this responsibility from the outset and continued its work uninterrupted, taking the necessary precautions.

The Maltese Parliament has introduced a number of measures to ensure that its precincts remain a safe place for its Members and staff, including temperature check for anyone entering the building, stepping up of cleaning and disinfection procedures, extending telework opportunities to most of its staff, the suspension of visits to Parliament and special activities in the Parliament building have been suspended and all official travel for MPs and staff has been suspended.

The work ofthe parliamentary committees was also adjusted, whereby witnesses and experts summoned before the committees may chose to do this via video-conferencing facilities. Members qualifying as vulnerable in accordance with the relevant subsidiary legislation or who were under obligatory quarantine, were also giving this opportunity. This has enabled committee work to proceed with only minor adjustments and actually helped us to developed our video-conferencing facilities, indeed making today's conference possible, for example.

Deputy Kevin Pamplin from the States of Jersey, keynote speaker for the first session, shared a detailed report of Jersey's journey through the pandemic. He stated that Jersey had a number of cases and spent a number of weeks under lockdown to keep the situation in control. Although a small jurisdiction, they still found issues which withheld measures to keep the public safe in such a delicate time.

Breakout Session A: Have Parliaments been sufficiently flexible to enact urgent COVID-19 legislation? This session was chaired by Speaker Anglu Farrugia. He kicked off the sessions by outlining the measures adopted by the Maltese Parliament in the first weeks after the first case of COVID-19 was reported. In order to mitigate the effects of the pandemic, the Maltese Parliament needed to pass urgent legislation with respect to the 's and Health Authority's response to the pandemic. These included • The Public Health (Amendment) Bill aimed at clarifying the powers of the Superintendent of Health to issue orders for the prevention of the spread of infectious diseases in the context of a health-related emergency; • The Budget Measures Implementation (Amendment) Act, 2002 aimed to provide additional funds consequential to the measures ordered by the Superintendent of Public Health in order to guard and protect against the spread of Covid-19; • Legal and Other Time Periods (Suspension and Interruption) Act aimed at providing the Minister of Justice with specific power to issue regulations relating to the suspension or interruption of legal times when the Superintendent of Public Health issues an order for the closure of certain premises under the Public Health Act; and • A resolution on increasing the amount of government treasury bi lls intended to fund government expenditure related to the Covid-19 pandemic;

The session was very active, as members from the Welsh Parliament, Isle of Man, Scotland, UK Parliament all contributed to the discussion by sharing how the pandemic has sped up the process of approving legislation in view of the ever-growing pandemic. The Parliamentarians show ed unanimous approval of certain health concerns which required immediate action.

Hon. Claudette Buttigieg, Member of Parliament in Malta conceded that the unusual ci rcumstances of the pandemic provided a learning curve for everyone. Politicians have learnt what humility is all about as there were a lot of lessons to be learnt from each other. During the proceedings to pass urgent emergency legislation related to the pandemic, Hon. Buttigieg noticed that some changes brought about by this situation, can be retained in a post-COVID-19 environment. The pandemic essentially forced the authorities and employers to modernise to survive, and therefore many of the changes should be retained for the benefit of society. Moreover, COVID-19 has highlighted the gaps in our society and differences have become greater. For example, addressing domestic abuse has never been more important and tackling mental health in a world of social isolation is critical as well. She called for parliamentarians to act on the lessons learnt during the pandemic.

Breakout Session B: The Economic Impact of COVID-19 on small jurisdictions The Hon. Leona Roberts, MLK, Member of the Legislative Assembly chaired the second Breakout Session. She introduced the session by describing the economic impact of COVID-19 on small jurisdictions with a limited source of income. The main source of income for the Falkland Islands is Fish exports, tourism and farming, which has been heavily impacted because of the pandemic, especially tourism.

Generally, small jurisdictions depend on finance and tourism. In Guernsey and Jersey for example, they have been lucky as their residents have saved up during the yea r and have resorted to 'staycations' to promote internal tourism. Wales has experienced tax raising to cope with COVID-19 and the economy has also suffered a number of setbacks and have required the assistance of the UK's treasury department. has suffered gaming industry setbacks.

All small jurisdictions have had to adapt to a new normal, in particular airport activity and port activity. Some jurisdictions have shared money from government to citizens to spend in restaurants and hotels to promote economical value and keep people afloat, both from the hotelier point of view and citizens. Plenary Session 2: Have Governments adequately addressed the different impacts of COVID-19? Plenary session 2 was moderated by Hon . Justyne Caruana. The MPs took part in t he debate following a keynote address by Rt Hon. Maria Miller, former UK Minister for Women and Equa lities and Chair of the UK Parliament's Women and Equalities Committee, who remarked on the fa ct that the pandemic has had a great impact on women in various aspects of their lives. It was argued t hat women are more likely to be in precarious employment that could also be terminated due to the pandemic. Other impacts which affect women disproportionately are school and nursery closures requiring home­ schooling and the demand on women to give greater attention to t heir elderly. The impact on mothers-to-be and the access to the fathers or other partners during childbirth and during t he ante­ natal phase were also discussed.

The discussion flowed on the fact that it is a normal assumption that women are the more likely to suffer when hardships are presented and that it is also assumed that they are the primary carers and gender who is given the responsibility if a crisis emerges. It was also discussed that during such uncertain times, domestic abuse also comes about since both parties would be at home and the rise of conflict increases. It is very important that during troubling times su ch as these, the mental health of all persons is safeguarded as crises an take a toll on the most vulnerable.

Plenary Session 3: Have the innovations introduced in response to Covid -19 made parliaments more resilient? Can these innovations contribute towards making Parliaments more open and accessible to Members of Parliament and the public? Han. Rhun ap lorwerth, Chair of the Wales CPA Branch addressed the t hird and final plenary session led by Han. Claudette Buttigieg on whether the innovations introduced in response to Covid-19 made parliaments more resilient and whether these can make parliaments more open and accessible. In his keynote speech Han. ap lorwerth described how the Welsh Assembly had adopted its rules and procedures to be able to meet virtually, initially available to a number of deput ies and eventually to all deputies. He remarked that this development was well-received and t he deputies themselves have adapted well to this new reality. He concluded that whilst these innovations were making parliaments more efficient, an online setting could be a lonely business and attention needs to be given to the social and mental well-being of MPs and staff. A number of issues were raised during t he discussions, including the access to the right technologies and technical know-how of the legis lators, as well as the impact on the contact between deputies and their constituents.

The debate followed with a discussion of some constituents being victims of the pandemic itself, and some family members speaking with MPs present, stating that, even if the patients al ready had underlying health issues, it shouldn't be COVID-19 which takes the lives of our citize ns. It is a sad reality; however, it is one of the issues which nobody has control over.

British Isles and Mediterranean Region Annual General Meeting The first session was the CPA BIMR Annual General Meeting, w here a number of pending issues were brought up. The session was chaired by Honourable lan Liddel Grainger, who is a Senior Regional Representative. The regional conference also incorpora ted the CPA BIM Region's Annual General Meeting where an update of the Region's Strategy was given; an update on CPA International was also given, with updates for the upcoming CPC which is still not clear; a CWP and a Small Branches update was also shared. The AGM came to a close when have confirmed that their Branch will be hosting BIMR 2021. It is still not confirmed whether the conference will be held in Belfast, or whether it will be held online.

4. Conclusion The conference drew to a close following a rapporteur session from Speaker Anglu Farrugia.

The Conference attended by the CPA Branches of , Cyprus, the Falkland Islands, Gibraltar, Guernsey, the Isle of Man, Jersey, Malta, Northern Ireland, Scotland, St Helena the UK and Wales, Speaker Farrugia thanked all the participants for making this first fully virtual inter-parliamentary conference hosted by the Maltese Parliament a success saying that the discussions held during the sessions will surely serve as a basis for future discussions on how parliaments can become more ' resilient when faced with unforeseen circumstances which can materially impact on their ability to .1 I function effectively.

I am a solicitor (E&W) elected in 2016 and have been on four committees during the four and half I year term. The additional committee to the above list was Economic Development (ED) of which I I was a member from the beginning of 2018 to mid- 2019 as tourism representative. I became President of the D&PA in June 2019 and so I resigned from ED due to the increased workload. During the Covid crisis, the Guernsey Civil Contingencies Authority delegated the majority of the decision making to the Medical Officer of Health and HSC and so I was one of 5 making the difficult decisions to limit civil liberties. My involvement in the scrutiny of legislation began in 2012 when I joined the previous iteration of the LRP as a Non-States Member and continued after I was elected. I have also taken a keen interest in the CPA and was elected as women's for the Commonwealth Women Parliamentarians (CWP) in 2018 but again did not stand for re-election in 2019 due to the extra responsibilities I took on becoming President of the D&PA. Born in Manchester, Rhian grew up in Conwy, North Wales and graduated from Birmingham University in 1993. She worked as a teacher for several years, teaching across the primary and secondary phases and in both State and Private Schools. Rhian later spent 3 years working in the 3rd Sector as a Youth and Children's Worker and Advisor, managing large teams of staff and volunteers. A geographical move led to a career change into the Retail Sector where Rhian worked for several years as a Human Resources Manager. After a career break to raise a family and a move to Guernsey in 2010, Rhian entered politics and was elected to the States of Deliberation in 2016; she sits as Vice President of the Committee for Health and Social Care and as an ordinary member of the Committee for Education, Sport and Culture and she is Guernsey's representative on the BIMR CWP steering group. Rhian was instrumental in the development and introduction of Guernsey's "Partnership of Purpose" which brings together the third sector, public and private resources to improve health and care in the and leads on the work to strengthen Guernsey's indigenous language, Guernesiais and on Early Years Education. Rhian represents Guernsey on both Early Years Education and Indigenous Languages at the British Irish Council.

Dr Justyne Caruana B.A LL.D, ATEM, is a lawyer by profession, specialising in family law, canonical litigation and civil litigation, and member of the Board of Examiners, Faculty of Laws, University of Malta. She contested the I: general elections for the first time in 2003 within the Labour Party (Malta) and was elected from the Gozo district, being the first female Labour Party candidate from Gozo to serve in Parliament. The Malta Branch has the following to report upon since the submission of its last report at the British Isles and Mediterranean meeting held in Guernsey in May 2019:

1. Election of new Members of the House

- On 31 May 2019, Member of the Opposition Hon. David Stellini presented his letter of resignation as a Member of the House of Representatives to the Speaker. This resignation resulted in a vacancy in the 13'h electoral district which was filled by Dr Kevin Cutajar who took the oath of allegiance in the sitting of 10 June. Dr Cutajar was co-opted as a Member of Parliament by way of a motion which was unanimously approved by the House. - On 29 November 2019, Member of the Government Hon. Helena Dalli resigned from Member of the House of Representatives following her appointment as European Commissioner for Equality in Brussels. This resignation resulted in a vacancy in the 3'd electoral district for which a casual election was held on I : 11 December. The seat was filled by Mr Jean Claude Micallef who took the oath of ! allegiance as Member of the House of Representatives on 20 January 2020. 2. On 13 January 2020 Hon. Robert Abela was sworn in as Malta's prime minister, succeeding Hon. Joseph Muscat who remains an MP on the government benches. This change led to an extensive Cabinet reshuffle. ' . I 3. On 30-31 January 2020, the Maltese Parliament hosted a programme together with the I . CPA Secretariat in cooperation with the Commonwealth Small States Centre of Excellence which discussed trade opportunities for small states, the development of the tourism sector, education, integration and equality, renewable energy and energy independence, ocean I management and climate change and food security. The CPA programme was the second workshop since the renewed strategic focus the CPA put onto its small jurisdictions by formally establishing the CPA Small Branches Network, with the first one being a seminar I on the effects of climate change on Small Branches hosted by the United Nations Environment Programme (UNEP) in Nairobi, Kenya in 2018. I I I • 4. On 28 April 2020 the House unanimously approved a motion providing for the setting up of the Gozo Affairs Cmmnittee, tasked with dealing with all issues which are relevant to Gozo (Malta's sister island). On the same day the Members of the Committee, i.e. all MPs elected from this electoral district, were appointed Members of the newly set up parliamentary committee.

5. On 14 July 2020 the House approved an Act of Parliament (Act No. XXXVI of 2020- Various Laws (Environment and Climate) (Amendment) Act) which amongst others changes the name of the Standing Committee on the Enviromnent and Development Planning to "Standing Committee on the Environment, Climate Change and Development Planning" and includes climate change issues in the responsibilities of such committee to reaffirm the commitment to actions and implementation of a holistic policy on climate change. 6. Since May 2019, Parliament has enacted a consider number of Acts of Parliament, I including both new legislation as well as amending legislation, notably including: i. On 10 July 2019 the House approved a bill providing for the division of the prosecution and Government advisory roles of the by transferring the government advisory roles to a new office to be called the Office of the State Advocate.

ii. On 1 April 2020 the House approved a bill to establish a transparent and competitive process of appointment for the office of Commissioner of Police.

iii. On 9 June 2020 the House approved a private members' bill presented by an Opposition Member to introduce the concept of the Good Samaritan and therefore to make provision for immunity from liability in cases of rescue or attempted rescue of persons confronted with a present or imminent danger.

iv. During the last plenary sitting before the House for its summer recess on 29 July 2020, the House unanimously approved a number of bills aimed at strengthening the institutions and public administration as recommended by the Venice Commission of the Council of Europe. A number of amendment bills required a 2/3 majority of the Members of the House; however, the bills were approved unanimously. These amendments will, among others: lead to a new way of appointing the President of the Republic; change the manner in which members of the Judiciary are appointed and removed; strengthen the Ombudsman's Office, where this role will now be enshrined in the Constitution; and for the provision of judicial review of the Advocate I General's decisions. A bill aimed at strengthening the Permanent Commission I Against Corruption was also passed unanimously during the same sitting.

' ' 7. On 13 March 2020 the Speaker ofthe House issued a set of regulations in connection with the spread of the Covid-19 pandemic which amongst others restricted public access to the Parliament building, suspended all official travel for MPs and staff and suspended all activities in the Parliament building. Additional measures were introduced on 21 April to enable certain committee work to be done remotely. The majority of the measures remain in place to date.

II 8. In the second half of March, Parliament has also unanimously agreed to a number of urgent bills and resolutions in connection with the Government's response to the Covid-19 crisis. These were:

i. The Public Health (Amendment) Bill aimed at clarifying the powers of the Superintendent of Health to issue orders for the prevention of the spread of infectious diseases in the context of a health-related emergency; ii. The Budget Measures Implementation Act, 2002 (Amendment) Bill aimed to provide additional funds that are consequential to the measures ordered by the Superintendent of Public Health in order to guard and protect against the spread of Covid-19 infectious disease; iii. The Legal and Other Time Periods (Suspension and Interruption) Bill aimed at providing the Minister of Justice with specific power to issue regulations relating I to the suspension or interruption of certain legal requirements when the Superintendent of Public Health issues an order for the closure of certain premises under the Public Health Act; and iv. A resolution on increasing the amount of government treasury bills to be issued intended to fund government expenditure related to the Covid-19 pandemic.

Mission Statement of the Commonwealth Women Parliamentarians: The CWP, as an integral pa rt of the CPA, is to work for the better representation of women in legislatures and for the furtherance of gender equality across the Commonwealth.

Strategic Priorities:

1. To increase the number of women in parliament and to support women parliamentarians to be effective and ambitious. We will:

- Run programmes in the region involving stakeholder groups, creating peer-to-peer learning opportunities.

-Create template programmes informed by feedback and learning from our activities and those of other CWP chapters.

2. To achieve a sustainable and inclusive network, working with all parliamentarians in the region. We will:

- Offer mentoring opportunities for new women parliamentarians in the region.

- Act as advocates for CWP and seek opportunities to promote its work.

3. To educate and inform our members and increase our influence. We will:

- Identify key partner organisations at branch, regional and Commonwealt h level.

-Work in partnership with other organisations to amplify messages about women's representation, gender equality and women's empowerment.

i. The Bill for an Equality Act is currently being discussed in Parliament at Committee Sta ge. Alt hough the Bill goes beyond equality between men and women and gender issues in general, the new Act wou ld repeal the existing Equality between Men and Women Act.

I write on behalf of the CPA UK delegation to thank you for hosting and presiding over the 49'h BIMR Conference, and the first ever virtual BIMR Conference. You and your fantastic team organised an interesting and pertinent programme which was delivered with expertise and efficiency. Even though we were joining from far and wide, there was a warm atmosphere and communal spirit in common with all BIMR conferences before. We were, of course, hugely disappointed notto have been able to travel to your wonderful country, but we are very grateful that you agreed to run a virtual event. You have set a high standard for the region and provided a template for future events should it be required -which, unfortunately is looking more and more likely. f ! I know putting the Conference together was a full team effort, but I would like to thank you for your expert chairing in circumstances less familiar than usual, Ray Scicluna, Eleanor Scerri and Emma Terrible for organisation of the programme and delegations, Aiden Williams for his technical wizardry and your colleagues Han. PRESS RELEASE BYTHE OFFICE OF THE SPEAKER: The Speaker opens the virtual 49th BIMR Conference I . i . f - Speaker Anglu Farrugia opened the 49th British Isles and Mediterranean Region (BIMR) Conference which is being hosted virtually by the Maltese Parliament. The Speaker remarked that although this year's gathering is taking place during unprecedented times, and against a ' ' I backdrop of great uncertainty, the Maltese Parliament remained determined to rise to the challenge of organising the first fully virtual BIMR Conference.

I . Speaker Farrugia noted that the theme chosen for the 2020 conference, 'Parliaments in times of crisis', reflects the Covid-19 reality which the world has been facing and is expected to be facing for the foreseeable future. The Speaker highlighted the principal measures taken by the Maltese Parliament to adapt to this new reality, including temperature checks for everyone entering the Parliament building, social distancing measures, and the extension of i . teleworking arrangements for its staff, and also highlighted the procedural changes that were made to the work of the parliamentary committees to enable the Parliament's work to continue uninterrupted. He expressed his hope that the sessions would serve as a means of I exchanging the experience of the legislatures in this respect.

The Speaker argued that legislators and policy-makers are tasked with finding the very delicate balance between safeguarding the health of citizens and the economy, noting that in addition to controlling the spread of the virus locally, there is an urgent need for the international community to support vulnerable countries in developing and implementing strategies for restarting their economies in a smart way, noting that this is where the Commonwealth Parliamentary Association (CPA) can truly deliver value. Speaker Farrugia concluded that many great ideas and opportunities have emerged from crises and members of parliament should seize this opportunity to become more open to change, and more open to discuss and think of the weakest and the most vulnerable in our societies.

PRESS RELEASE BY THE OFFICE OF THE SPEAKER: Virtual 49th BIMR conference concluded

I . The two-day 49th British Isles and Mediterranean Region (BI M R) conference, hosted virtually by the Maltese Parliament, came to an end this afternoon. Following opening addresses by Speaker of the House of Representatives Anglu Farrugia, Deputy Speaker of the National I Assembly of Cameroon and Chairperson of the CPA Emilia Monjowa Lifaka, and newly ' elected CPA Secretary-General Stephen Twigg, the conference was subdivided into three sessions plenary sessions and two breakout sessions.

The Maltese delegation was led by Speaker Anglu Farrugia and was comprised of Deputy Speaker Claudette Buttigieg and Maltese BIMR Commonwealth Women Parliamentarians representative Justyne Caruana.

At the start of session 1, moderated by Speaker Ang lu Farrugia, a keynote speech was delivered by Deputy Kevin Pamplin from the States of Jersey, who shared a detailed report of Jersey's journey through the pandemic. He stated that a number of weeks in lockdown were required in Jersey to keep the situation under control. Speaker Farrugia also mentioned a number of measures which were introduced in Malta when the cases started increasing. The participants who participated in the debate which followed described the measures taken in their jurisdictions in response to the covid-19 crisis.

During session 2 moderated by Justyne Caruana, the MPs taking part in the debate following a keynote address by Rt Maria Miller, former UK Minister for Women and Equalities and Chair of the UK Parliament's Women and Equalities Committee remarked on the fact that the pandemic has had a great impact on women in various aspects of their lives. It was argued that women are more likely to be in precarious employment that could also be terminated due to the pandemic. Other impacts which affect women disproportionately are school and nursery closures requiring home-schooling and the demand on women to give greater attention to their elderly. The impact on mothers-to-be and the access to the fathers or other partners during childbirth and during the ante-natal phase were also discussed

Rhun ap lorwerth, Chair of the Wales CPA Branch, addressed the third and final plenary session led by Claudette Buttigieg on whether the innovations introduced in response to Covid-19 made parliaments more resilient and whether these can make parliaments more open and accessible. In his keynote speech. Rhun ap lorwerth described that the Welsh Assembly had adopted its rules and procedures to be able to meet virtually, initially available to a number of deputies and eventually to all deputies. He remarked that this development was well-received and the deputies themselves have adapted well to this new reality. He concluded that whilst these innovations were making parliaments more efficient. an online setting could be a Lonely business and attention needs to be given to the social and mental well-being of MPs and staff. A number of issues were raised during the discussions. including the access to the right technologies and technical know-how of the Legislators. as well as the impact on the contact between deputies and their constituents.

In addition to the plenary sessions. two smaller breakout sessions discussed whether parliaments have been sufficiently flexible to enact urgent Covid-19 related Legislation and the economic impact of Covid-19 on smalljurisdictions.

Concluding the conference attended by CPA Branches of Alderney. Cyprus. the Falkland Islands. Gibraltar. Guernsey. the Isle of Man. Jersey, Malta. Northern Ireland. Scotland. St Helena. the UK. and Wales. Speaker Farrugia thanked the participants for making this first fully-virtual inter-parliamentary conference hosted by the Maltese Parliament a success. He said that the discussions held during the sessions will surely serve as a basis for future discussions on how parliaments can become more resilient when faced with unforeseen circumstances which can materially impact their ability to function effectively.

The soth BIMR conference is scheduled to be hosted by the Northern Ireland branch of the BIMR in 2021.
