Where Does Working Tax Credit Go?
WHERE DOES WORKING TAX CREDIT GO? New Policy Institute: October 2014 Introduction and findings Working tax credit (WTC) is a benefit paid to workers with a low family income. The aim of this report is to calculate the amount of WTC that can be attributed to different parts of the economy. For instance, how many workers in the retail sector benefit from working tax credit? How much money does this add up to? This research, based on official survey data for 2010/11 and 2011/12, is the first attempt to quantify these amounts. Results are broken down both by industrial sector and organisation type. We found that . The two employment sectors with the largest attribution of WTC were retail (£1.3bn) and human health and social work (£1.2bn). Together they represent 38% of the total attributed WTC spend (£6.5bn per year). The three sectors with the next largest attribution – each around half of that for the top two – were accommodation and food services (hospitality), education and administrative and support activities. Attributed amounts per recipient worker vary little by sector; high attributions therefore reflect large workforce sizes and/or a high proportion of the workforce benefitting. High recipient numbers in retail and health and social work reflect both high employment in those sectors and a high proportion benefitting. The sector with the highest proportion benefitting is accommodation and food services. 80% of WTC is attributable to workers who work in the private sector, 10% to those in the local government and 5% to those employed by a Health Authority or NHS Trust. -

2. Tax credits and complaints Updated April 2016 Tax credits and complaints is one of a series of Child Poverty Action Group in Scotland leaflets giving guidance to advisers and those working with families in Scotland about aspects of the tax credit system of particular concern. Child Poverty Action Group promotes action for the prevention and relief of poverty among children and families with children. Introduction There are two types of tax credit; child tax credit and working tax credit. You claim them together and may get either or both. Tax credits are administered by Her Majesty’s Revenue and Customs (referred to as HMRC in this leaflet). Tax credits are gradually being replaced by universal credit. You can still claim tax credits if universal credit has not been fully introduced in your area and you are not entitled to universal credit. If you are already getting tax credits when universal credit is introduced, you can continue to get them and will be able to renew your claim until you are transferred onto universal credit. The process of transferring most people from tax credits to universal credit is planned to begin in 2018. See Tax credits: moving on to universal credit for more information. Problems often arise with tax credits. Sometimes the way to sort them out is by making a complaint. This is a formal process and has a number of stages which are outlined below. However, it is important to know that a complaint is not always the appropriate, or only, course of action. For some problems, the right procedure would be mandatory reconsideration then appeal or to request a judicial review. -

Child Tax Credit supports families with children, and some 16 to 18 year olds. You can claim whether or not you are in work. All families with children, with income of up to £58,000 a year (or up to £66,000 a year if there is a child under one year old), can claim the credit in the same way. Working Tax Credit supports working people (whether employed or self-employed) on low incomes by topping up earnings. -

It may look rather long, but there have to be enough questions to make sure that everyone who claims gets the right amount of benefit. You may not have to fill in all parts of the form (for example, a few questions would not apply to most pensioners) but you must fill in any part that is relevant to you. Every part starts with a question to help you decide if you need to fill in that part. About Housing Benefit Housing Benefit can pay all or part of your rent. It may also give you some extra money towards things you have to pay for, like cleaning shared areas. Local Housing Allowance Local Housing Allowance (LHA) arrangements are a way of working out Housing Benefit for people who rent from a private landlord. Local authorities use LHA rates based on the size of household and the area in which a person lives to work out the amount of rent which can be met with Housing Benefit. Housing Benefit paid under the LHA arrangements is normally paid to the tenant, who will then pay the landlord. -

Housing Benefit and Council Tax Benefit Our guide to help those who are starting work Reporting changes in your circumstances If your situation changes after your benefit has been assessed e.g. if you start work then this is likely to alter the amount of benefit you should be paid. You must tell us about changes as soon as they happen (even if you have already told Jobcentre Plus about the change). Any delay in telling us could seriously affect your benefit. Please see page 4 for our contact details. It is important that you provide details of the change, the date that the change occurred and proof where appropriate. This leaflet gives general advice on the help you may be able to get if you start work or increase the number of hours you work. 1. Housing Benefit and Council Tax Reduction You can still get Housing Benefit or Council Tax Reduction (or both) if you are working. The amount you receive will depend on your income, savings and family circumstances. In order to process your claim based on your earnings we will require proof of your earnings (e.g. payslips) tax credits and any income you may have. We will also need to see proof of your savings. Proof of Income or Capital We can only accept original documents not photocopies. Do not send valuable items such as bank books or passports in the post. Bring them to one of our Customer Centres or One Stop shops. We will get the information we need and give the documents back to you. -

Disability Benefits
Disability benefits Disability benefits are one of the areas on which the Government is focusing its root and branch review of social security policy. Richard Berthoud of the University of Essex has reviewed research on the role of social security in the lives of disabled people. His review shows that: The cost of disability benefits has increased fourfold in 18 years. This has been caused more by a rise in the number of disabled claimants than by any improvement in the generosity of the available benefits. The growth in the number of disabled people claiming because they were out of work was not caused by a rise in the number of initial claims, but by an increase in the length of time individuals remained on benefit. The same trend occurred in all age-groups, not just the over-50s. Disabled people may have been affected by a much wider and systematic shift in employment patterns. As the supply of labour has expanded faster than demand, employers have become more selective in their choice of staff. Marginal workers, such as disabled people, have been excluded. The number of people who lost entitlement after Incapacity Benefit rules were tightened up was less than expected. Preliminary evidence suggests that very few of them found a job, and the question remains whether they were ‘capable of work’. Recent evidence suggests that perhaps one-tenth of those receiving Disability Living Allowance may not be entitled to it. But underclaiming is at least as important as overclaiming. Both of the main types of disability benefits seem to have gradually extended further down the scale of severity over the years. -
