9.0 MEASUREMENT OF COSTS IN CONSERVATION 9.1 Financial Cost Compared with Economic Cost{l} Since financial analysis relates primarily to enterprises operating in the market place, the data of costs and retums are derived from the market prices ( current or expected) of the transactions as they are experienced. Thus the cost of land, capital, construction, etc. is the ~ recorded price of the accountant. By contrast, in economic analysis ( such as cost bene fit analysis) the costs and benefits of a project are analysed from the point of view of society and not from the point of view of a single agent's utility of the landowner or developer. They are termed economic. Some effects of the project, though conceming the single agent, do not affect society. Interest on borrowing, taxes, direct or indirect subsidies are transfers that do not deploy real resources and do not therefore constitute an economic cost. The costs and the retums are, in part at least, based on shadow prices, which reflect their "social value". Economic rate of retum could therefore differ from the financial costs which are based on the concept of "opportunity cost"; they are measured not in relation to the transaction itself but to the value of the resources which that financial cost could command, just as benefits are valued by the resource costs required to achieve them. This differentiation leads to the following significant rules in conside ring costs in cost benefit analysis, as for example: (a) Interest on money invested This is a transfer cost between borrower and lender so that the economyas a whole is no different as a result. -

Teaching guide Introduction This course explores topics of interest to economic historians such as the long run international convergence/divergence pattern, institutions and property rights, the industrial revolution, population growth and migration, inequality, and cultural persistence. We focus mostly on the West and the specificities that allowed for its rise so to understand the region’s long-term economic success. To this end, we will first study historical changes in the medieval economy and then focus on the consequences of the industrial revolution. September 2018. Abstract Affected by the worldwide ”Stagflation” of the 1970s caused by sharp oil price rises in 1973 and 1979, Israel experienced elevated inflation rates in the 1970s. These inflation rates not only continued but also accelerated into the 1980s, as Israel saw its inflation hit triple digits at the turn of the decade. This inflation worsened, and peaked in 1984 and 1985. Noticing the sharply rising in- flation rates in Israel, many journalists and academics dubbed Israel's bout of inflation a hyperinflation, and have questioned its exclusion from the Hanke-Krus World Hyperinfla- tion Table. However, an analysis of Israel's CPI data - as reported by the Israel Central Bureau of Statistics - shows that Israel's inflation rates fell short of hyperinflation by a sizable margin. Analyzing Israel's primary CPI data, we find conclusive evidence that Israel did not hyperinflate in the 1980s, despite many credible analyses to the contrary. The Economic Cost of War May 2008 What is the true cost of war? As economists and government officials offer cost estimates of the current occupation of Iraq, others have begun to question the opportunity cost of forgone investment and develop - ment in American infrastructure and education. See “Debate rages about impact of Iraq war on U.S. econ omy” by Sue Kirchhoff in the April 10, 2008, USA Today . “I have a yardstick by which I test every major problem—and that yardstick is: Is it good for America?” —Dwight D. Eisenhower, 34th President of the United States The Congressional Budget Office (CBO) estimates that the cost of U.S. operations in Iraq and Afghanistan, and of other activities related to the war on terrorism, has totaled $651 billion from 2001 through the end of 2007. This estimate includes costs incurred through direct military operations and related expenses such as medical costs, disability compensation, and survivor benefits. However, the estimate does not include appropriations requested for 2008 and beyond. The CBO projects that the war on terrorism could require additional outlays of $570 billion to $1.2 trillion from 2008 to 2017. One difficulty with such projections is that a lot can change over the next 10 years, such as the course of the war. Another difficulty is that this estimate fails to fully consider the opportunity cost of funding the war on terrorism, which is the cost incurred by not investing that same money in other projects. A number of economists have attempted to quantify these explicit economic costs, such as forgone investments in American infrastructure, government research, or government assistance programs. -

The ways in which economic orthodoxy and heterodoxy analyze the role of the State and the question of sustainability of development and the problems of environmental sustainability depend on their different views or theoretical arguments about the role of the market. The article contrasts the mainstream economics arguments to support the free market context of globalization with Post-Keynesian and Marxist’s skeptical or critical views. Finally, it proposes some strategies to face the critical aspects analyzed making suggestions to move to another dominant economic paradigm. 1. Introduction This article seeks to address the discussion proposed by WAAS about the need to build a new paradigm to confront the challenges of the global society (Jacobs, 2014) and to transit to a New Society (Šlaus, 2014), discussing specific problems related to economic globalization and proposing changes. Yet, in models of money demand in hyper-inflation variables such as real income has been given a somewhat passive role, either assuming it exogenous or to have a negligible role. In this paper we use an empirical methodology based on cointegrated vector autoregressions to analyse data from the extreme Yugoslavian episode to investigate the role of income. The analysis suggests that even in extreme hyper-inflation the monetary variables and real income are simultaneously determined. The methodology enables a description of the short term adjustment of the variables considered. A 50% fall was observed for the German episode of the 1920s and a 70% fall was observed for the Yugosla- vian episode of the 1990s. Yet, in models of money demand in hyper-inflation variables such as real income has been given a somewhat passive role. This has come about in various ways. One strand of the literature has followed the work of Cagan (1956), who assumed a money demand relation involving real money and inflation only, while the effect of real income is negligible. Another strand of literature lead by Calvo and Leiderman (1992) work with a utility maximising model in which the budget constraint involves in- come as an exogenous variable. In that kind of the model a money demand is derived from micro assumptions. -
