Bi-monthly Report on the Management of Recreation and Sports Facilities and Progress of Works in the by the Leisure and Cultural Services Department

Purpose

This paper reports to Members on the management of recreation and sports facilities by the Leisure and Cultural Services Department (LCSD) in the Wan Chai District.

Management of Facilities

2. To enable the District Council to have a better understanding of the services provided by the LCSD, papers are submitted on a regular basis to report to Members on the usage and management of the recreation and sports facilities in the district as well as the service levels and performance of the LCSD’s contractors.

3. The utilisation of the recreation and sports facilities in the district in September and October 2014 is set out in Annex I. During the same period, the performance of the contractors providing security guard and horticultural maintenance services respectively was good. The LCSD will continue to urge the cleansing service contractor to strengthen their anti-mosquito work and eliminate mosquito breeding.

Greening Works

4. In September and October 2014, the LCSD planted 2 trees and 1 240 shrubs at the following locations in the district to beautify the environment:

(i) Trees: Oi Kwan Road and Sung Tak Street.

(ii) Shrubs: Amenity plot at / Sing Woo Road, Perkins Road Sitting-out Area and Garden.

During the same period, the LCSD removed a total of 11 trees, which were located at Wong Nai Chung Road, Oi Kwan Road, Sung Tak Street, , Tai Tam Reservoir Road Sitting-out Area, Amenity Plot at Causeway Road, Stubbs Road Sitting-out Area, Eastern Hospital Road Sitting-out Area, Planter at Central Divider at Gloucester Road and Kwai Fong Street Playground. They were infected by pests and diseases or found to have structural problems. Despite the careful maintenance provided by the LCSD, the trees continued to deteriorate in health and showed no sign of recovery. The LCSD only resorted to removing them in the absence of feasible alternatives to improve their health. Replanting of trees will be considered depending on the actual circumstances of the sites.

6. Details of the progress of the district works projects and improvement works funded by the District Works and Facilities Management Committee (DWFMC) of the Wan Chai District Council (WCDC) are set out in Annex II.
