NOTICE OF CIVIL SERVICE COMMISSION MEETING

SUBJECT: ANNUAL SALARY ADJUSTMENT (2nd) YEAR OF 5- YEAR CYCLE OF SALARY OF MEMBER, BOARD OF SUPERVISORS IN ACCORDANCE WITH CHARTER SECTION 2.100 FOR FISCAL YEAR 2020-21 AND, ANNUAL SALARY ADJUSTMENT (4th) YEAR OF 5- YEAR CYCLE OF ELECTED OFFICIALS (MAYOR, CITY ATTORNEY, DISTRICT ATTORNEY, PUBLIC DEFENDER, ASSESSOR-RECORDER, TREASURER, AND SHERIFF) IN ACCORDANCE WITH CHARTER SECTION A8.409-1 FOR FISCAL YEAR 2020-21.

The above matters will be considered by the Civil Service Commission at a meeting to be held on November 16, 2020, at 2:00 p.m. by teleconference pursuant to the Governor’s Executive Order N-29-20 and the Eighth Supplement to Mayoral Proclamation Declaring the Existence of a Local Emergency.

This item will appear on the regular agenda. Please refer to the attached Notice for procedural and other information about Commission hearings. All calendared items will be heard and resolved at this time unless good reasons are presented for a continuance.

All materials being considered by the Civil Service Commission for these items are available for public inspection and copying at the Civil Service Commission office Monday through Friday from 8:00 a.m. to 5:00 p.m.

Date: November 16, 2020 Subject: Annual Salary Wage Adjustments for Members of the Board of Supervisors (2nd year of 5-year cycle) and Elected Officials (4th year of 5-year cycle) for Fiscal Year 2020-2021 Budget

Salary Adjustments for Members of the Board of Supervisors and Elected Officials

Charter Section 2.100 Composition and Salary and Charter Section A8.409-1 Employees Covered states if the City and County of San Francisco and employee organizations agree to amend the compensation provisions of existing memorandum of understanding to reduce costs, the Commission shall review and amend the Supervisors' salary and salary of Elected Officials as necessary to achieve comparable cost savings in the affected fiscal year or years.

At the Civil Service Commission meeting on May 18, 2020, the Commission took under consideration the circumstances of the City's budget deficit due to the Covid 19 pandemic and the deferral of wage increases for City and County employees. The Commission voted to take no action regarding salary/wage increase adjustments for Members of the Board of Supervisors and Elected Officials which was to take effect July 1, 2020 for Fiscal Year 2020- 2021. It was the decision of the Commission to defer all action for any increases and to review and consider increases at the 2nd Commission meeting in November 2020.

As a point of reference, the Classification and Compensation Director of the Department of Human Resources has informed the Commission that the Board of Supervisors allocated monies to the City budget for wage increases of 3% for City and County employees with the exception of San Francisco Police, and Fire which will go into effect December 26, 2020.

Therefore, this is the second Commission meeting in November, 2020, and the Commission now has for its consideration to review the attached report regarding the Board of Supervisor and Elected Officials proposal for salary adjustments that were presented at the May 18, 2020 Civil Service Commission meeting.
