Definitions for Voluntary Aided, Foundation, Free Schools and Academies for Admission Purposes

The following terms used throughout this booklet are defined as follows, except where individual arrangements spell out a different definition.

Distance The 'straight line' method of measurement only applies for admission purposes. For transport 'walking routes' are used to determine distance. Explanations of these terms can be found in the main booklet.

Parents/Family Members A parent is any person who has parental responsibility or care of the child. Where admission arrangements refer to 'parent's attendance at church' it is sufficient for just one parent to attend. 'Family members' include only parents and siblings.

Medical/Social/Welfare Where schools have a medical/social/welfare admission criterion then this should take into account the circumstances of the child and the family. Please note the Local Authority information in the accompanying admissions booklet.

Looked After Children The School Admissions Code (February 2012) states that within the oversubscription criteria, the highest priority must be given to looked after children and previously looked after children. Previously looked after children are children who were looked after, but ceased to be so because they were adopted (or became subject to a residence order or special guardianship order). Further references to previously looked after children in the Code means such children who were adopted (or subject to residence orders or special guardianship orders) immediately following having been looked after.

Admission Authorities for faith schools may give priority to all looked after children and previously looked after children whether or not of the faith, but they must give priority to looked after children and previously looked after children of the faith before other children of the faith. Where any element of priority is given in relation to children not of the faith they must give priority to looked after children and previously looked after children not of the faith above other children not of the faith.

This information is about secondary schools in Preston, South Ribble, West Lancashire and Chorley. Similar information about other areas is available from Area Education Offices listed on the first page of the booklet "Secondary School Admissions in Lancashire – Information for Parents". It is possible for you to state a preference for schools in different areas. You should, however, only submit one application form. In this information, you will find brief details about each school including the admission number. This is the number of children who can be offered a place at the school in Autumn 2014. Further information you may need is available if you contact either the school concerned or the Area Education Office. Information provided about each school You are given the basic details about each school – name, address, Headteacher's name etc, plus the total number of pupils who attend. You will be particularly interested in the number of places available for September 2014 – the admission number. For Community and Voluntary Controlled Schools, there is additional information given below the main school details. This refers to the intake of pupils in September 2013. On the left-hand side, it states the number of places that were available for that year (i.e. the admission number) and the number of preferences that were received for the school. For Voluntary Aided, Foundation, Free Schools and Academies similar information is given about the number of preferences expressed. You are also given some details of the admissions policy. This is individual to each school. Details about how the criteria were applied can be requested from the individual school.

In the event that there are more applicants than places, after admitting all children with a statement of educational need naming the school, the governing body will allocate places using the criteria below, which are listed in order of priority. (A) 1. Looked after children and previously looked after children. 2. Children with special medical or social circumstances affecting the child where these needs can only be met at this school. Professional supporting evidence from, for example, a doctor, psychologist, or social worker, is essential if admission is to be made under the criterion for special medical or social circumstances, and such evidence must set out the particular reasons why the school in question is the most suitable school and the difficulties which would be caused if the child had to attend another school. Thereafter, preference will be given to the admission of (B) a maximum of 135 children in the following priority order: 1. Children who have a parent/guardian who has attended public worship in a Christian church weekly for the year leading up to the 1 st September 2013. 2. Children who have a parent/guardian who has attended public worship in a Christian church fortnightly for the year leading up to the 1 st September 2013. 3. Children who have a parent/guardian who has attended public worship in a Christian church monthly for the year leading up to the 1 st September 2013. 4. Within this category B and its sub-categories, churches that subscribe to the Anglo-Methodist Covenant will have priority over other Christians. Christian Church here means a church which on 1 st September 2013 belongs to a denomination which is in full membership of either Churches Together in England and/or the “Free Churches Group” in partnership with Churches Together in England. (C) Children of staff who have been employed in Archbishop Temple School for two years prior to the closing date for applications. This applies to all staff, full and part time, who are employed in the school. (D) A maximum of 15 children who have, or who have a parent/guardian who has, attended public worship in a non-Christian faith in membership of the UK Interfaith Network and are in good standing with their faith community. Applicants in this category D will be ranked by distance from the school and then by the following faith groups: Muslims, Hindus, Sikhs, and “Other non-Christian faiths”. Places will be allocated successively to a Muslim, a Hindu, a Sikh, a member of another non-Christian Faith, in successive rounds until all the available places in this category are allocated. The major world faiths are those in membership of the UK Interfaith Network; in addition to Christians, they include Buddhists, Baha’is, Hindus, Jains, Jews, Muslims, Sikhs, and Zoroastrians. The faith groups listed in category D reflect their representation in Preston City as determined by the 2001 Census and may be adjusted in the light of future census information. For applicants in categories B and D the governors will request confirmation of attendance and standing from a relevant member of the clergy or church officer or worship leader. (E) In the event of there being under-subscription of applicants falling within categories (A), (B), (C) or (D), remaining places shall be allocated to other children whose parents/guardians wish them to attend the school. Where there are more applicants than the available places within any of the categories B or C or D or E, then the distance between the Ordnance Survey address points for the school and the home measured in a straight line will be used as the final determining factor, nearer addresses having priority over more distant ones. This address point is within the body of the property and usually located at its centre. Where the cut off point is for addresses within the same building, then the single measure between address points will apply and the Local Authority's system of a random draw will determine which address(es) receive the offer(s).

Note

For the avoidance of doubt, matters which the Governors do not take into account in the allocation of places include the following:

1) Attendance at a church school 2) Attendance at church as part of normal school activity. 3) Whether a child is confirmed or being prepared for confirmation. 4) Whether a child is baptised. 5) Academic abilities. 6) Presence of a sibling in the school.

TRANSPORT  Travel assistance will be offered for pupils who have or their parents have met the criteria in (B) and pupils and/or parents who meet the criteria in (D) above and where the distance between your home and the school is three miles or more measured by the shortest walking route. For these pupils where this is not the nearest school and the distance criteria is met, parents will be required to contribute £380 per year towards the cost of travel.

In addition travelling expenses will be met for other pupils where this is the nearest school and the distance criterion is met.

Travelling expenses will additionally be met by the Local Authority for pupils who are entitled to free school meals or whose parents are in receipt of the maximum amount of Working Tax Credit where

• this school is any one of the three nearest schools from your home and where the distance exceeds two miles but is less than six miles or • where this is the nearest school of parent's faith or belief and the distance is between two and fifteen miles from the parent's home.

Applicants living nearest to the school. The distance measure is a straight line (radial) measure from the centre of the building that is the applicant’s home address to the centre of school building . Distances are measured using the Council's Geographic Information System.

If the Governing Body is unable to distinguish between applicants in any of the oversubscription criteria using this distance tie breaker (e.g. applicants in the same block of flats) places will be offered via a random draw.

TRANSPORT  Travel assistance will be offered for baptised Catholic children who reside in the contributory parishes stated above and where the distance between your home and the school is three miles or more measured by the shortest walking route.

Travel assistance will also be offered for baptised Catholic children where this is the nearest Roman Catholic high school and the distance criterion is met.

In both the above cases where this is not the nearest school, parents will be required to contribute an annual charge of £380 towards the cost of travel.

Travelling expenses will also be met where this is your nearest school and you live more than three miles from the school.

Travelling expenses will additionally be met by the Local Authority for pupils who are entitled to free school meals or whose parents are in receipt of the maximum amount of Working Tax Credit where

Horwich St Joseph's RC High School Pupils residing in the ecclesiastical parish of St Joseph's, Anderton, will normally attend Horwich St Joseph's RC High School. If you reside in this parish and you live three miles or more from the school measured by the shortest, suitable walking route, travelling assistance will be offered. However, where this is not the nearest school, parents will be required to pay an annual contributory charge of £380 towards the cost of travel.

Transport Costs – General Transport to Community, Voluntary Controlled High Schools, Academies and Free Schools Assistance with school transport will only be provided if the distance from your home to your nearest suitable school by the shortest suitable route is three miles or more. This applies for non-low income families. For pupils attending Community and Voluntary Controlled Schools in Preston, South Ribble, West Lancashire and Chorley, your nearest suitable school will normally be the school which serves the geographical priority area in which you live. Therefore whilst you are able to apply for a place to a school in another geographical area, assistance with travel will not be provided, unless that school is nearer to your home than the geographical priority area school and the distance criterion is met. In cases where these are shared geographical priority areas transport will only be provided to the nearest school.
