17. Gas Anesthesia equipment for Rodents Isoflurane Table Top Anaesthesia Unit for Rat/Mice The complete anesthesia systems with all the parts, regulators, tubing and connectors, flowmeter, vaporizer, induction chamber/box needed for induction of anaesthesia in mice and rats Specifications:  Anesthesia Machine with 0.2 to 4.0 litres per minute O2 flow with an attached absorber system for re-breathing system.  System should be preferably powder coated to keep it clean & chip free. The machine should have such a design such as it minimizes the use of hose and fittings and reduces chances of leakages of anesthetic gases. TERMS AND CONDITIONS TO SUBMIT QUOTATION FOR SUPPLY OF EQUIPMENTS

IMP. Note: PLEASE READ CAREFULLY these Terms &Conditions and copy of the same, duly signed by the supplier must accompany the Technical Quotation. Otherwise the quotation will not be considered.

1. EMD Envelope: EMD Draft / Bankers guarantee should be sealed in separate envelope (along with the exemption certificate, if applicable). Mark this as Envelope I

2. Technical Bid Envelope: This should be sealed in separate envelope marked as Envelope II indicating on the cover Reference No. and Equipment name. This envelope should contain list of users of the product quoted along with adequate technical literature. No indications pertaining to price or commercial terms may be made in this envelope. It should also carry complete specification, warranty and AMC particulars as required by us.

3. Commercial Bid Envelope: This should be in separate envelope marked as Envelope III indicating on the cover Reference No. and product name. Cost of the equipments should be mentioned clearly in the commercial offer only. The optional and any other essential items/accessories required for the maintenance of the facility for the next three years should also be specified separately. Packing, Forwarding, Freight & and Commissioning Charges, if any extra, must be quoted.

4. All these envelopes I, II and III should be sealed inside and super scribed in a separate cover with the words as under:

5. Your offer must be kept open up to 31.03.2017.

6. Specific Information should be furnished as to whether the items have been offered Ex- stock or will have to be imported. Delivery period should be clearly indicated in the quotations. 7. The rates of Sales Tax, G.S.T, C.S.T and Excise Duty must be clearly indicated. Wherever chargeable S.T/ G.S.T / C.S.T Numbers must be indicated. It will be deemed that No Taxes are payable by us if such items are not indicated.

8. A Performance Bank Guarantee equivalent to 10% of the cost of the equipment, is compulsorily, required for 3 years from the principals or their counter parts or their Agents in India commencing from the date of satisfactory installation (copy of the format is enclosed), is to be provided upon placement of purchase order.

9. The supply of spare parts is to be guaranteed at least for a period of 10 years after the supply of the equipment.

10. The name of the manufacturer must be clearly specified while indicating the make /brand and name and address of the manufacturer. Country of origin, country of shipment and currency in which rates are quoted are to be mentioned. Supplies are to be made in the manufacturer’s original packing wherever possible.

11. If similar or identical equipment was supplied to other ICMR Labs. / Institutes, the details of such equipment for the preceding three years may also be given together with the price eventually or finally paid.

12. The name of the Indian Institution(s) where is the requisite Equipment has been supplied may also be given along with full postal Address / Telephone / Fax /E- mail / Address of the users.

13. Rates quoted by outstation firms should be on F. O. R ICMR - NITM, Belagavi, basis only and the rates quoted by local Firms should be on free delivery basis at ICMR – National Institute of Traditional Medicine (NITM), Belagavi 590010

14. The Supplier is required to furnish the Permanent Account Number (PAN) allotted by the Income Tax Department. If registered with the National Small Industries Corporation, the registration number, purpose of registration and the validity period of registration etc. should also be provided along with Quotation.

15. The Supplier has to state in detail the Electrical Power / UPS requirements, floor Space, headroom, foundation needed and also to state whether Air conditioned environment is needed to house the equipment etc. and to run the tests. All essential accessories needed must be quoted in addition to the main equipment otherwise the offer will not be considered.

16. Please note that all the Bank Charges inside and outside India, including opening of LC, communication, confirmation, amendments etc., if any, will be borne by Beneficiary’s.

17. (A) In case of Indigenous Equipments, the offer should contain the Basic Price and percentage of Excise Duty should be shown separately, since ICMR - NITM, Belagavi is exempted from payment of Excise duty vide Govt. Notification No. 10 / 97-Central Excise dated 1st March, 1997.

(B) ICMR - NITM is exempted from payment of Custom Duty vide Govt. Notification No.51 / 96- Customs dated 23rdJuly, 1996. Since the suppliers are requested to quote only on FOR basis, custom duty will not be applicable for the suppliers.

18. The Director, the ICMR – National Institute of Traditional Medicine (NITM), Belagavi does not bind himself to accept only the Lowest bidder. He reserves the right to accept or to reject any or all quotations without assigning any reason.

19. No interim queries will be entertained.

20. The payment of bill for Goods / Equipments supplied will be subject to inspections of Goods / Equipments by competent authority.

21. Payment will be made by crossed cheques /DD on Canara Bank, Khade Bazar Belagavi, after receipt of equipment by the stores in satisfactory conditions in full. In case of foreign manufactures, the necessary LC will be opened.

22. In case of Supply Orders, the dates must be strictly adhered to. In case of delayed supplies without prior approval of this Centre, the Director, ICMR - NITM reserves the right to reject /refuse the items in part or in full at the discretion of the Director. The Director also reserves the right to claim liquidated damages for non- delivery of the items in time. 23. Demurrage charges arising out of delay / fault on part of suppliers must be borne by the suppliers. 24. INSTALLATION: The Equipments are required to be installed at the ICMR – National Institute of Traditional Medicine (NITM), Nehru Nagar, Belagavi 590010, Karnataka and Compulsory three years’ comprehensive warranty and two years’ non-comprehensive warranty is to be given from the date of Installation. Subsequently Training is to be provided to the concerned scientists / officials at suppliers cost. The supplier shall be responsible for installation, commissioning, demonstration, training etc. and for after sales service during the warranty and thereafter. 25. In case the equipments that require stabilizers, or any compulsory accessory, company has to provide the same along with the equipment. 26. The firm should provide non-comprehensive maintenance from 4th year to 10th year at 1.5% of the basic cost of the instrument with an increment of 10% subsequent i.e from 11th year onwards. Deviation, if any is to be clearly mentioned in commercial bid. 27. The firm should provide discount of 20% on the list price of all spares parts up to 10years. 28. ICMR-NITM will not be responsible: a) For delayed / late quotations submitted/ sent by Post/ Courier etc. b) For submission/ delivery of quotations at wrong places other than the Office of the ICMR-NITM, Belagavi. 29. (A) Quotations without following the Two-Bid Offer System, (B) Late/Unsigned/incomplete Quotation, (C) Conditional Offers, (D) Quotation submitted by Fax / E-mail /Telegraphic / Telex, will summarily be rejected. 30. ICMR - NITM will not provide any accommodation/transportation for the Engineers / Representatives for attending Installation, Commissioning, Demonstration, training etc. It is the absolute responsibility of the Principal Supplier/ Indian Agent to make their own arrangements.

3. The Bank also agree to that ICMR - NITM at its option shall be entitled to enforce this guarantee against the Bank as a principal debtor, in the first instance, without proceeding against the Contractor and not withstanding any security or other guarantee that Institute may have in relation to the Contractor’s liabilities.

4. The Bank further agree that ICMR - NITM shall have the fullest liberty without our consent and without affecting in any manner our obligations here in under to vary, any of the terms and conditions of the said contractor to extend time of performance by the said Contractor(s) from time to time to postpone for any time or from time to time exercise of any of the powers vested in ICMR - NITM against the said Contract(s) and to forebear or in force any of the terms and conditions relating to the said agreement and we shall not be relieved from our liability by reason of any such variation, or extension being granted to the said Contractor(s) or for any such matter or thing what so ever which under the law relating to sureties would, but for this provision, have effect of so relieving us.

5. The Bank further agrees that the guarantee here in contained shall remain in full force during the period that is taken for the performance of the Contract and all the dues of ICMR - NITM under or by virtue of the contract have been fully paid and its claim satisfied or discharged or till RMRC discharge this guarantee in writing, whichever is earlier.

6. This Guarantee shall not be discharged by any change in our constitution, in the constitution of RMRC or that of the Contractor.

7. The Bank confirms that this guarantee has been issued with observance of appropriate laws of the country of issue.

8. The Bank also agree that this guarantee shall be governed and construed in accordance with Indian Laws and subject to the exclusive jurisdiction of Indian Court of the Place from where tender have been invited.

9. Not with standing anything-contained herein above, our liability under this guarantee is limited to India Rs. (in figures) (in words) and our guarantee shall remain in force until (indicate the date of expiry).

Any claim under this Guarantee, must be received by us before the expiry of this Guarantee.
