President's Report 2012

It gives me great pleasure to present for your consideration the Annual Report of the Oceania Tennis Federation (OTF). Whilst this Report primarily covers the activities and highlights of the calendar year 2012, it will also be my last report as your inaugural President. Consequently I have added some references to the progress we have made as a Federation since our inauguration in 1993.

The OTF is one of six Regional Tennis Federations recognised by the International Tennis Federation (ITF) in accordance with guidelines established by the International Olympic Committee (IOC). Each Regional Federation is entrusted by the ITF to oversee the development of tennis within its defined geographic area. The OTF covers a huge area consisting of the widely dispersed island nations in the Pacific Ocean. Travel and communication between the sparsely populated nations is infrequent and expensive and represents a unique challenge to the OTF and its Member Nations.

The OTF consists of a Nation (Australia), another strong tennis nation (New Zealand), and has gradually grown to eighteen ITF Associate Member Nations and one member (New Caledonia) which is a member of the French Tennis Federation as well as the OTF. At the ITF, Australia has 12 votes, New Zealand has seven votes, but the other Associate Member Nations have no vote. New Caledonia is ineligible to become an ITF member in its own right. Under the OTF constitution each member is entitled to one vote regardless of size or tennis history.

As full voting members of the ITF Australia and New Zealand compete in the and Fed Cup in their own right. Associate Members are not entitled to enter teams in the Davis Cup, but the ITF has given permission for the eighteen Associate Members of the ITF to enter a combined Pacific Oceania team in Davis and Fed Cup. Pacific Oceania has competed in every Davis Cup since 1995, but has not played in Fed Cup since 2004 due to our inability to attract our best female players as the dates clash with our player's commitment to intercollegiate tennis as part of their US University scholarships.

In 2012 our Pacific Oceania Davis Cup team lost to the Philippines away in the first round and lost to Lebanon (also away) in the Group play-off. After some years in Asia/Oceania Group II, Pacific Oceania was consequently relegated to Group III for 2013.

Providing sufficient competition opportunities for our best players remains an expensive challenge for the OTF and we were excited that New Caledonia filled the gap following the Pacific Games in 2011 by organising the Oceania (Teams and Individual) Championships in 2012 and including appropriate representation from Australia and New Zealand. We congratulate Australia on winning the Men's event and Samoa the Women's.

Lautoka, Fiji continues to host the Air Pacific Oceania Closed Junior Championships, Air Pacific South Pacific Open Junior Championships, and the ITF Pacific Oceania Junior Championships. We thank Tennis Fiji for their continued commitment to and excellent organisation of these events which bring together our best juniors for regional competition.

After twenty years of sponsoring and supporting our mini-tennis program in schools throughout the Pacific Oceania area, ANZ advised that 2012 would be be the concluding year of this sponsorship. Each year over 20,000 youngsters are introduced to tennis at school through this program. In 2013 the program will be brought into line with the ITF Mini-tennis program and a new sponsor sought.

In February Dan O'Connell retired as ITF Regional Development Officer after twenty years of passionate service to the development of tennis in this region. In addition he helped the graduates of our Regional Tennis Centre obtain tennis scholarships to continue their education and tennis at American Universities or colleges. His place has been taken by Gene Ridgway who was previously Head Coach at the ITF Regional Training Centre in Lautoka. Andrew Mailtorok is the new Head Coach.

The 2012 AGM was held in Lautoka for the first time and included resolutions to convert the OTF from an unincorporated Association into an incorporated society registered in New Zealand. There was also much discussion at Board and AGM level on the job description for the Executive Officer going forward. In particular the challenge of performing all the widely dispersed responsibilities was ultimately deemed impossible unless the position was split between two persons, one of whom needed to be based in Fiji and one in any member nation. After an extensive search, John Shannon (Fiji) and David Smith (NZ) were selected to become joint executive officers for two years from the 2013 AGM .

As my 20 years as President of OTF come to a close, I would firstly like to thank the four organisations that have so strongly supported OTF throughout that period, namely the ITF, the Oceania Olympic Committee, the Grand Slam Development Fund and the ANZ. I also acknowledge the other sponsors during that period and our member nations Tennis Australia, Tennis New Zealand and the Ligue Caledonienne de Tennis for their support and guidance.

Secondly I would like to thank the many people I have met and worked with at OTF at AGM and Board level who are not only colleagues but also become friends. I especially mention our retiring Executive Officer Pat O'Rourke, my loyal Vice President Moana, former ITF Development Officer Dan O'Connell, former joint Secretary General Fenton Coull and our Honorary Auditor Barry McMillan.

Finally I wish the new President and his Board, the new joint Executive Officers and all the members of the OTF the best of luck in the future. So much has been achieved. Yet there is so much more to be done.

OTF Executive Officer’s Report 2012

Overview

Junior player development has continued to be the major focus of OTF over the past year. The calendar of ITF World Junior Circuit events in the region provides opportunities for players to take their first steps on the international stage and the ITF Pacific Oceania Junior Circuit with its sub-regional events helps prepare young players for the world circuits and assists in identifying talent for the ITF Regional Training Centre in Lautoka. The ANZ Bank sponsorship of the ANZ Bank Tennis Development Program entered its last year with programs in twelve nations. We welcomed new ITF Development Officer Gene Ridgway who in his first year has visited almost all nations in the Pacific. On the senior side New Caledonia hosted the second Oceania Championships and the Pacific Oceania Davis Cup team played two tough away ties.

Executive

The executive committee met in Fiji the day before the 2012 AGM. In between times members of the committee have assisted with the various programs and administrative tasks throughout the region. Joint Secretary General John Shannon stepped down from the executive committee in September to take on the role of Joint Executive officer of OTF.

Finance and Funding Support

OTF, with the support from ANZ Bank and our principal funders ONOC and ITF and careful management of our teams and events, has improved its financial position to a healthy level. The Davis Cup team's participation in Group 2 has also helped to provide considerable income which will be lost in 2013.

ANZ Bank continued its support for the mini tennis program in schools in the Pacific in 2012 but notified OTF early in the year that it would not renew when the current three year contract expired at the end of 2012. OTF was also the principal beneficiary of the 2012 ANZ Aces program run in conjunction with the 2012

With the main focus of OTF being development in the Pacific, the extensive programs would not be able to operate without the support from ITF, Grand Slam development Fund and Oceania National Olympic Committees (ONOC).

OTF development officers and a host of other activities run by OTF. ONOC continues to make a very significant contribution towards the fees for scholarship holders at the Regional Training Centre in Lautoka, removing the burden from parents and national associations. OTF offers its sincere thanks to ONOC for their ongoing support.

The Grand Slam Development Fund provides very important support in the competitions area for Pacific Junior players. The GSDF funds the Pacific Oceania Junior Championships and three qualifying events and also the annual teams to Australia and New Zealand, providing vital competition opportunities in Pacific Oceania. Junior players from Fiji and Papua New Guinea also received grants from GSDF in 2012 to assist with their competition programs.

International Tennis Federation

OTF continues to work very closely with ITF Director of Development Dave Miley and his team in London and with ITF Development Officer Pacific Oceania Gene Ridgway on a variety of projects including the Regional Training Centre, ITF development tours and the ITF Pacific Oceania Junior Championships. These activities are outlined in detail elsewhere in the report.

Dave Miley visited Fiji in March, attending the AGM where he spoke extensively to delegates on the development of tennis worldwide. Frank Couraud, Development Projects Administrator for ITF also visited the region where he assessed the ITF programs in place and has provided reports on various aspects for the OTF to consider.

Membership

All current members are up to date with their 2012 membership of OTF and have remained financial with ITF. Unfortunately Marshall Islands remains suspended from ITF for being three years in arrears with their membership fees and consequently cannot participate in the activities of OTF.

Senior Tennis

Pacific Oceania Davis Cup

The Pacific Oceania Davis Cup team draws its players from the 17 Oceania associate member nations of ITF and competed in Asia/Oceania Group 2 in 2012 losing both ties away from home. As a consequence the team is relegated to Group 3 for 2013.

2012 – Asia/Oceania Group 2 First Round in Iriga City v Philippines

For their first tie in 2012 the Pacific Oceania faced a very difficult opponent in Philippines who were top seeds in Group 2. The team had to travel to Iriga City some hours from Manila to play indoors. Cyril Jacobe led off for Pacific Oceania against Jeson Patrombon. After losing the first two sets Jacobe competed well in the third losing it narrowly in a tiebreaker to give Philippines the lead. Philippine number one Treat Huey was much too good for Michael Leong on the fast surface taking only one and a half hours to put the home team up 2-0. The doubles was a thriller with Cyril Jacobe and Daniel Llarenas taking the first set 7-6 but then going on to lose two tiebreakers to go down in four sets in nearly four hours giving the tie to Philippines. The home team then wrapped up the tie with two straight sets wins on the third day.

2012 – Asia/Oceania Group 2 Second Round in Beruit v Lebanon

Pacific Oceania have had a number of close tussles with Lebanon over the years but this time Lebanon had a new number one Basam Beidas who was much more highly ranked than any of the Pacific players and this was to prove the difference between the teams. In the opening rubber Beidas was too strong for Cyril Jacobe. Juan Langton put up a good fight but succumbed in four sets and Lebanon were up 2-0. Beidas was again the difference in the doubles as Lebanon took an unbeatable 3-0 lead. Daniel Llarenas, in his first Davis Cup singles match restored some pride for the Pacific team winning the final rubber in three sets to record Pacific Oceania's only win for the year.

Oceania Championships 2012 – New Caledonia

The 2012 Oceania Championships were held in Noumea, New Caledonia, in the first week of September. Teams from Australia, Fiji, Papua New Guinea, Samoa and Vanuatu joined hosts New Caledonia in a week of teams and individual competition.

Samoa won the women's teams competition and Australia the men's.

Players from the visiting nations were also dominant in the individual competitions. Marcia Tere-Apisah (PNG), the top seed, was too consistent for Samoa's Steffi Carruthers in the women's singles final winning 6-3 6-3. The playoff for bronze was won by Yaelle Honakoko who beat her New Caledonia compatriot Samuelle Bull 6-2 6-1.

The men's singles featured some upsets with defending champion Nickolas N'Godrela (CAL) going down to Adam Alessandrini (AUS) in a close match in the second round. The Australian then went on to upset fourth seed Troy Hargreaves (AUS) in the semifinals and then took the title in an exciting win over third seed Cyril Jacobe (VAN) 6-1 7-6.

Samoa pairing Maylani Ah Hoy and Steffi Carruthers beat Annie Shannon and Tarani Kamoe (FIJ) to win gold in the women's doubles. The men's doubles was an all Australian affair with Alessandri and partner Brett Patten beating Troy Hargreaves and Bruce Osborne. The photo below shows the medal winners at the closing

Junior Tennis

Air Pacific Oceania Closed Junior Championships – 2012

Australia were totally dominant at the 2012 Air Pacific Oceania Closed Junior Championships held at the Regional Tennis Centre in Lautoka with all four finalists in the boys and girls singles. Pacific players had success in girls singles and doubles.

Lizette Cabrera (AUS) was a surprise winner of the girls singles title. Seeded seven, she had straight sets wins over the second and fourth seeds to reach the final where she faced third seed Georgiana Ruhrig. Cabrera (on the left in the picture) raced through the first set and then held on to win the match 6-1 7-5.

The boys singles was an all Australian affair with the second seed Harry Bourchier facing off against fifth seed Jacob Grills who had earlier upset the top seed (NZL). Bourchier (yellow shirt at left) comfortably won the first set before Grills fought back to force the match to a third set. Bourchier regained control to take the match 6-2 3-6 6-3.

Bourchier and Grills then teamed up for the doubles final but were pipped by top seeds Cameron Norrie and 7-6(5) 6-4. Georgiana Ruhrig returned to the court for the girls doubles final, partnering fellow Australian (below right) and this time was successful with a convincing 6-2 6-3 win over Naiktha Bains and Danielle Wagland. Australians Noelleda Ah San and Lawrence Bataljin took the mixed doubles title.

Girls from Pacific nations put on good performances with Annie Shannon (FIJ) and Assya Trimari (CAL) both winning a round in singles. Shannon and Tarani Kamoe (FIJ) reached the QF of the doubles and Marcia Tere- Apisah (PNG) the semi-finals with (AUS).

Air Pacific South Pacific Open Junior Championships – 2012

Honours were divided between New Zealand, Korea and Australia at the twelfth annual ITF World Junior Circuit event which was held at the Regional Tennis Centre in Lautoka, Fiji, at the end of June.

Danielle Feneridis (NZL), second from left, beat her doubles partner Claudia Williams to win the girls singles in two sets. The pair also took the doubles beating fellow new Zealanders Bridget Liddell and Sade Atkinson in a close match. Carina Ma Ka Man (HKG) pictured at the bottom of the page won the girls consolation singles.

The undoubted star of the tournament was 14 year old Duck Hee Lee (KOR) who went through the boys singles draw without conceding a set, comfortably beating Thomas Fancutt (AUS) in the final. Fancutt combined with John Peacey to claim the doubles in a thrilling all Australian final over Miladin Tepsic and Nathan Lewis 10-6 in the match tiebreak.

Players from the Pacific had a good year with two girls making the singles quarterfinals and others gaining ranking points.

ITF Pacific Oceania Junior Championships – 2012

The qualifying events for the 2012 Pacific Oceania Junior Championships were held in Fiji, Guam and American Samoa. From these tournaments players were chosen to participate in the ITF Pacific Oceania Junior Championships in 12/u, 15/u and 18/u age groups.

The finals were held in Fiji at the regional tennis centre in Lautoka in early August. The format used was a combination of round robin groups and play-offs for all positions ensuring all players had matches every day during the five days of

competition. The leading players in the 18/u division earned themselves wildcards for the Oceania Junior Championships while all the others took part in a second week Oceania Plate event. Players also competed for points for their sub-region and the West Pacific came out on top.

International Junior Tennis 2012

Australia hosted the Asia/Oceania qualifying competition for Junior Davis Cup and Junior Fed Cup in Bendigo in April. The event brought 16 nations together in each competition with the top four qualifying for the World Finals. Australia qualified to represent Oceania in both the boys and girls events which are for players aged 16 and under. At the world finals Australia finished second to Italy in the Junior Davis Cup and fourth in the Junior Fed Cup. New Zealand was the other Oceania nation to participate in the competition in Bendigo.

Asia / Oceania Junior Championships 2012

Asian Tennis, with assistance from OTF, each year organises the Asia/Oceania Closed Junior Championships which brings together the best junior players 18/u in Asia and Oceania, including a number who competed at the Oceania Closed Junior Championships in Lautoka in August. The tournament is a major event on the ITF World Junior Circuit.

Australians Jay Andrijic and Bradley Mousley won the doubles and were quarter- finalists in singles. The best performance in singles came from Omar Jasika (AUS) who beat Cameron Norrie (NZL) to reach the semifinals. In the girls draw 2011 OCJC champion Emily Fanning (NZL) reached the quarter-finals.

Junior Development Junior development continues to be the major task of OTF, working with ITF and member nations on a number of initiatives outlined here as well as providing the competition activities described above.

ANZ Bank Pacific Tennis Development Program Mini tennis in schools continued to be the primary focus of the ANZ program which was in its last year of ANZ sponsorship in 2012. Nets and racquets were provided to nations by ITF, and OTF provided grants to help with the cost of coaches and program coordination.

OTF would like to thank the mini tennis co-ordinators appointed by each national association, the teachers and coaches who deliver the program and the ANZ Bank managers in each nation for their support and encouragement.

ITF Regional Training Centre Andrew Mailtorok moved from assistant coach to head coach of the ITF Regional Training Centre in 2012 with Gene Ridgway taking over as RTC director as part of his ITF Development Officer activities. There have been up to 12 players living in the ITF House in Lautoka and taking part in the daily training program. A number of the girls have gained substantial ITF world junior rankings during the year.

The Oceania National Olympic Committee (ONOC) has continued to support the program at the centre by providing scholarships for all the academy players. This very significant funding, supplementing the ITF funding, has ensured the continuity of the centre over the past few years.

ITF Pacific Oceania Teams

In 2012 the Grand Slam Development Fund funded development teams comprising young players from the nations in Pacific Oceania to play junior tournaments in Australia, New Zealand and New Caledonia. These tours provide much needed competition for the players after all the training at home in the Pacific. OTF and ITF also supported teams to compete in ITF World Junior Circuit events in New Zealand, Australia and New Caledonia in order to gain valuable ITF junior world ranking points.
