Introduction

Spatial Planning and it`s importance Spatial planning as a process provides the spatial development plan, balanced and sustainable development, good governance and the protection of space utilization, as a general national value, always respecting European standards and beyond.

Spatial Plan for Special Area Spatial Plan means the plan for the regulation, use and development of space as: • The territory of the Municipality - Municipal Development Plan • Special Zone - Spatial Plan for Special Area • The territory of Kosovo - Kosovo Spatial Plan

Spatial Plans for Special Zones are approved for areas identified in the Spatial Plan of Kosovo that are special features that require a special regime of organization, development, exploitation and protection. Among them may be also the areas with cultural or historical value.

The purpose of drafting this Plan Spatial Plan of Special Interest Area, KLA HQ Klecka - Divjakë''represents a document by which all come under the protection of buildings of special importance since the KLA war in this area (total staff, hospitals, cemeteries of martyrs, military significance points, "Radio Free Kosovo" war bunkers, war refugee camps, etc..) as well as natural monuments.

The process to draft the Plan First steps on the initiation of the territory's proclamation as "Area of Special Interest" for the state of Kosovo, is the signing of "Memorandum of Understanding" between the municipalities in whose territory belongs the "area" mentioned, according to which: "Relying on the role and importance of the war of the KLA in Kosovo, in particular accent on the territory of municipality of Lipjan, Malishevë and Glogovac, where in which municipalities and beyond, has been placed KLA Headquarters, in some private houses in the village Divjakë and Klecka, and in order to preserve the nature of these objects with special significance as it was during the war, by the free will of those above-mentioned municipalities, and active participant of the KLA dated 17.02.2010 is signed a "Memorandum" referred above by the respective municipal mayors. (for details see Annex 1, fq.69) The next step is to draft the Proposal- Decision for Government - Announcement of a national general interest of the area "KLA Headquarters in Klecka and Divjakë" dated 05.03.2010, prepared by the Department for Spatial Planning. In this proposal was elaborated rationale, purpose and legal basis why should declared as "ASI" (for details see Annex 2, fq.70) such document is processed in the Office of the Prime Minister through the Permanent Secretary of MESP (details in Annex 3, p. 78). On date 30.03.2010, the Government of Kosovo took the decision, according to which: The area where was the General Headquarter Staff of the KLA, in Klecka and Divjakë, with an area of 1500.29 hectares in the municipalities of Lipjan, Malishevë and Drenas is declared as Area with Special Interest. (For further details Anexi 4, fq.79).

In the end, the Permanent Secretary of MESP on date 24.08.2010, issue a decision for the formation of the Ministerial Working Group for drafting the Spatial Plan for Area of Special Interest "GHQ: Klecka and Divjakë" (for details see Annex 5, fq.80). Ministry of Environment and Spatial Planning is responsible for drafting Spatial Plans for Special Areas and withing that framework the Institute for Spatial Planning has been appointed as bearer for drafting SP of ASI for “GHQ of KLA”, of Klecka- Divjakë ".

The history of settlements in the area This area in terms of historical heritage is still not explored and as such needs to organize research in the field in order to maintain conservation of Historical Retrospective. Kleçka - is an old Albanian native dwelling-place that lies on the slopes of the Caraleva Mountains in west of Lypjan, which mainly lives `Shala family. According to the micro-map-surveyor of the village surroundings, it`s understood the antiquity of residence, respectively f.exem. the `Ahi i Gozhdës, Ahishta e Kokarrit, Ara e Rrajve, Bria e kuqe, Dardhishta, Fraja e Vrellës, Dardha Ukere, Vorret Kelmene, Groshet, Oda, Kroni i Alibashit, Kllaçka, Guri i Vorreve, Roga e Bllaçukit, Trojet e Kelmenve. Trojet e Moqme, Tuçuki, Rrahma, Udha e Trojeve` of Lands, etc. In the northwest of the village of Klecka in 3 km distance lays the Gradina otherwise called the Gradina e Lladroviqit. The Archaeological remains of ceramic material have been found, which is considered very old settlement of Roman time that has not been explored. At Mountain Klecka in Gradina was found a `Roman Stella` which I supposed that is found in the house of Zenel Ramadani. In this section we also find various metal materials, stone axes, Roman Kandarin parts, pieces of wall material or baked red bricks etc.. In this zone was also found the AREA with the inscription: “IOMTATTADATI (A) BLABIVS E T O NTIA CVMLIBERIS”. In the Meadows of Klecka a topo of the ancient ruin called `Trojet e Moçme and Trojet e Kleçkës`` (Ancient Sites and Sites of Klecka`), where there are ruins and signs of an ancient settlement which is missing. According to popular tradition this area was inhabited by `Kelmend` tribe. The Family Shala is located in this area over the remaining relics of the tribe `Kelmendi`. During the historical periods this habitat was nursery of the fight against various invaders which has played an important role in national tradition. Klecka during 1998-1999 was the important base of the KLA's where in the Shala family were placed the Headquarter of Brigade,''Ismet Jashari-”. Divjaka – is an old Albanian native habitat. This is proved by numerous archaeological traces. Characteristical surveys of Divjaka and also archaeological traces in tat zone are from the Illyrian period. At a place called, “Lugu' i Zabelit” were found various tools as jar, stone smiths, working tools, etc. In the place called “Zabeli i Madh’’ there exists the traces of ancient graves. In the vicinity of this area are also the surveyor reserches “Rogat e Kishës (Church”)’’ and “Meadows of Church” where there was evidence that there was an Illyrian Church. Some of recognized are: Udha e serumeve, Rrutullaki, Seishtat, Rrahi i Bilalit, Livadhi i Kishës, Bota, Bunari i Rrezës, Ahishta e Gegës, Ahi i Gozhdës, Kisha, Kllaqka, Koritat, Krojet te Mulllini, Livadhi i Butë, Rogat e Gata, Pusi i therrave, Udha e Bjeshkës, Zabeli i madhë, Trolli i Moçëm, Gllijat, Kroni i Rrojes, Roga e Hysenit, Shavarinat Krojet, etc. Since the Ottoman period this area is described as a shelter for generations of activists for national issues. During II World War in this area has well established partisans military hospital.

Numerous generations activities after the Second World War have acted in this area against the former Yugoslav regime. During the 1998-99 War in this area has function the HQ-KLA, military hospitals, logistical units, etc. In this township have found refuge during the war, thousands of residents of surrounding areas. Novosella, - is old Albanian native township. This is proved by numerous archaeological traces. Micro-surveyor characteristic of the village are: Field of Alexander, Ara e Lekës, Varret e Kelmendve, Livadhi i Dervenit, Roga e Kishës, Varret Vortull, Udha Bam-Bam, Derveni etc. Based on micro-surveyor this settlement was habited long time ago. To the east of the village in the area called Derven found traces of the earliest archaeological sites: stone bricks, tiles etc of different tools. The extension of the village has adequate geostrategic position whereas many military activities of the KLA war were developed in this area. The headquarters of the interim government has been in the village of Novosela. After many attempts of the occupation forces have not once been able to conquer the village during the war 98-99. Berisha - geographical scope of the village on top of the mountains of Berisha and division in her neighborhood in this area has become the focus of different activities from Illyrian times up today. This settlement on the basis of archaeological findings appears to be inhabited since by the Illyrian period. Archaeological Remains at the foot of the mountains of Berisha and Guri Gradinës the archaeological material where found and it`s believed that it was an natural fortress of old-time buildings toward Llapushnik village. In the west of the village in the area called Sumullari are found traces of residence. In Pallanik (palaces of Nikes) are found too the archaeological remains. The main micro-surveyors of the village Berisha are: Bregu i Kerqelëve, Kodra e Mollamahmutit, Ahishta, Ara e Korubës, Bleshmarku, Mrizet, Sumullari, Ballishta, Vorret, Roga, Kranja etc.. Berisha district is known for continous resistance against foreign invaders. During the Second World War this area has targeted without interruption. In this area is known the fighter for freedom Rifat Berisha that has also the memorial in the village and school named with his name. Also in this village and wide all well known figures of the wise elder luminous and scholar as Tahir Berisha. In 98-99 years in this area has acted the KLA and have found shelter a thousand residents of Kosovo as war refugees. In Berisha for the first time has operated the Radio Frre Kosovo and Kosovo-press media. History of General Headquarter of KLA Mountains of Berisha, especially Divjaka, Klecka, Berisha, New Village and other settlements of this area of Llapusha, in difficult times, especially under Yugoslav occupation, they were a settlement shelter of housing and patriotic action of the Albanian forces that committed to the liberation and national unification. Boys and Girls the best, most daring of the Albanian people found shelter in Divjakë.

After formation of the Kosovo Liberation Army, on November 17, 1994, their meetings in the beginning of formation they held exactly in Divjakë. In the spring of 1998, in Divjakë were located Headquarters of Kosovo Liberation Army, the National Intelligence Service, Department of Special Operations and Unit for observer-raiding of the KLA General Headquarter. In this village, has been operating the military hospital and kitchens of the KLA. Meanwhile, in Klecka, in the family chamber of Hafir Shala, martyr Sadik Shala, has been the residency of the Headquarters and the Brigade Unit 121 Ismet Jashari - Kumanovo. Time- after-time, there were present also the senior General Staff of the KLA. There, on June 14, 1998, the ART team conducted the first public presentation of the Deputy of General Headquarter Staff of the KLA and KLA spokesman Jakup Krasniqi. In Klecka, on June 26, 1998, the ART and the media has become the world's first presentation of soldiers swearing KLA of Operational zone of Pashtrik. In the New Countryside, acted Political Directorate of the KLA and was the first headquarters of the Provisional Government of Kosovo, led by Hashim Thaci. The Provisional Government was formed on the basis of the Kosovo political forces represented in the international conference on Kosovo in Rambuje. This interim Government has left the important meetings with diplomats and military of the United States of America, James Rubin, Shoën Burns of European countries. In Berisha, has been the residence of two institutions before the KLA: News Agency "Kosovapress" and Radio Free Kosovo. These two institutions have officially started on January 4, 1999. In Luzhnicë, has been residence of of the Third Battalion Headquarters "Sadik Shala" 121 Brigade of the KLA, who was commanded by Ismet Jashari - Kumanovo. In the region of mountain ranges of Berisha, in Klecka, Divjakë, New Village, Berisha, Llapushnik, Luzhnicë, Javur in Tërpezë in Ladrovc in Shale Baicë, Kizharekë, Nekoc, have operated the staffs of the units 121 Brigade of the KLA, the specialized units of the KLA General Headquarter and the most vital institutions of the war. In the region of Llapusha, exactly in the Berisha Mountain, were highly developed frontal battle between Serbian forces and Kosovo Liberation Army. Among them should be emphasized the battle in `Gryka e Llapushnikut` in May and July 1998, in Luzhnicë on 24 of August 25, 1998, and many other battles in LLadrovc, in spring and summer of 1999. In this area, under KLA uniform, have operated several thousand KLA fighters, and the people of this area supported by all the means of their options and possibility the KLA fight until Kosovo's final release. The Zone of Divjaka and Klecka, has been among the most strategic areas of the KLA war, because there were operated by the KLA HQ, its elite units and vital institutions to the war, and meetings were held on high level with Euro-Western diplomats. From this area, were held all communications with other areas of the war in Kosovo, and there were also the organization of military and civilian logistics. In the period of military offensives by Serbian forces, in places along the mountain ranges of Berisha, found shelters protection and care by the KLA for 85 thousand civilians. For them, ei for displacment civilians-refugees were provided food, clothing, and health care for children and was organized also the development of teaching in schools, tents. After the war, in Klecka all martyrs of Brigade 121 “Ismet Jashari – Kumanova”were reburied. Taking in consideration the historical importance of this area, by the decision of the Government of the Republic of Kosovo, this zone was declared a ` Special Area of Interest`.

Validity of the Plan Spatial Plans for Area of Special Interest, HQ. KLA. ''Divjakë –Kleck” is based on applicable legislation. The legal basis enables the preparation of spatial plans for special areas of a particular regime of organization, development, exploitation, protection and preservation of socio-cultural identity of Kosovo, identified in the Spatial Plan of Kosovo. During the drafting of this plan are taken into account spatial laws: Spatial Planning Law (No. 2003/14); Law of Amending the Law on Spatial Planning (No. 03/L-106); Environmental Protection Law (No. 03/L-025); Law on Nature Protection (No. 02/L-18); Kosovo Water Law (No. 2004/24); Law on Agricultural Land (No. 02/L-26); Law on Roads No. 2003/11 Law on Expropriation of Immovable Property (2010 03/L-139); Law on Hunting (2005/2-L53) etc. The plan will follow the following principles: • To have an integrated approach, which includes spatial elements of economic, social, environmental, infrastructure and other strategic policies for the territory to which the plan is issued; • The plan should take into account the wider spatial context and should have special attention to inter municipal matters • The plan should contain policies and criteria for determining development proposals. After drafting the Plan, the MESP submit the document to the Government, which after approval then sends to the Parliament for final approval.

PROFILE OF SPATIAL DEVELOPMENT I AND SITUATION ANALYSIS 1. Geographical Informations

1.1. Geographical position ``Special Interest Area, HQ. KLA. Klecka-Divjakë'' lies in the central part of the Republic of Kosovo in three municipalities: Malishevë, Drenas and Lipjan with 1500.29 ha area. Favorable position is that access to this area is possible from the three municipalities that have good road links to the whole territory of Kosovo. Area as a integral part is considered as strategic point, from the Berisha Mountains around 75% of the entire territory of Kosovo could be seen by the eyes. From the hill Ferinë with 1042m altitude and ``Neziri Hill`` 1001-1013m lmb are observed the two whole regions the Dukagjin Plain and the Kosovo Field. Such geo-strategic position has made possible the development of military and political activities of the Kosovo Liberation Army.

1.2. Topography of terrain Area of Special Interest “KLA HQ Klecka -Divjakë" lies in the central part of Kosovo with 900- 1025m altitude. Mountain ridge connects through mountain gorges with two regions of Kosovo. With Kosovo's plains river gorges connected via Banjices, Prronit të thatë, grykës së Nekovcit, grykës së Kishna Rekës, Gurgacit etc.., while the `Rrafshi i Dukagjinit` connected via `Prronit te Bujupit, Prronit të Bitiqit, Tërpezës, Lladrovcit, Senikut and through mountain ridge associated with `Carraleva Neck`.

1.3. Description of the border According to the Government decision the Special Interest Area lies in the Berisha Mountains, consists of 3 zones. Drenas municipality area with an area of 1354.67 ha, which extends north to 792m quote lmb in neighborhood bordering with quarter “Tahiri, Haradinaj and Mahala Gurit`. In the north-east passes 750m in Ravnishtë to the east of `Mulaku` neighborhood and Vilaku.then passes to the east of village Kishnarekë with quote of 800m lmb. In Following passes in the 814m at Mt quote in Mountain `Quke` and neighborhood of `Lugu`. To the east lies the 828-875m quota lmb at Mount Hill, which lies in west of the residence Plakiqi, continues to quote the lowest 550m lmb in north-east of village Bainca. In passing the quota 869m south to Peak 957 Great quote, then passes on the Mount lmb 850m east of the village Divjakë. Further continuing with quote lmb 963m, then 805m east of Mount lmb to Mount Lisiqinë. The boundary turns back towards the southern borders with Mountain Gjala and neighborhood Berisha at 1014m altitude. Runs eastwards between Puhavicë and Dobra Voda Mountain to the west of `Mahala Bitiq`, continues to quote Mountain Carabreg 777m lmb, then crosses the Xhamija neighborhood, till the neighborhood Bujup and Tahiri closed in north. The area of the municipality Lypjan which includes Kleçkën and Divjaka and has an area of 39.18 in the composition of which are the two areas, recognized in the area that borders the neighborhood Lugu in north of, east of Village Divjakë, south of Mount Oranc at 1001m quote lmb and west with the quote1023m lmb on Neziri Hill. Klecka area lies at 1024m quote in west of village Kleqka. Malisheva Zone with an area of 111.38 hectares, which lies north of the hill in the quote lmb 1023m Neziri, and East of Village Klecka continues to south of Mount Gradina and veneration continues to Mount Cer and Grape. After discussions and working group's analysis that has developed Spatial Plan "ASI-Divjakë Klecka," has decided to extend the boundary of the area under the excuse of protecting the values of nature, historical heritage of the war of the KLA, to prevent unwanted developments in the area, as well as control of dwellings developments, businesses, tourism, and various activities in the area. The proposal for the new border of protects the values this area.

1.4. Description of the extended border zone In North of ASI KLA HQ. Klecka-Divjakë, border on Bujupi neighborhood borders, Tahiri, Haradinaj, Hajdaraj and Mahala e Gurit`. In North-east of Mulaku neighborhood borders, with Vilak and Kishnarekë. In the east of Lugu, Plakiqit, Banjica and southeast of the Shala village. In the south is bordered by water flow Klysyrës of Shala to triangular-Shale-Qafa Dulës -Klecka and continues to quote 1055m further with Mount Gradina. 1.6. Hydrographic features This area has not developed hydrographic network. Some water sources are permanent during the dry season of the year. In the area there are waters of ravine and streams flow. Water quality is good. Watershed area is of two marine basins: Adriatic Sea basin and the Black Sea.

1.7. Climate The area is characterized by continental climate and High Mountain, and penetrates through the Drini I Bardhe Mediterranean climate change.

1.8. Rainfalls The combination of climatic types between the two regions of Kosovo, Dukagjini and Kosovo Field that makes this region with the high rainfalls and with a lot of snow, especially from late December to late February.

1.9. Winds Characteristic of this region are affected by winds from the both sides of Kosovo. As well the area is also exposed to those winds on southern and northern part.

2. Environment and land use

2.1. Environment Wealth of a nation consists of human, economic and environmental concerns, these are connected to each other, inter act together and as such can not be considered separately. The situation created after the last war has made our country in all spheres of different faces difficulties that did not have other regional states, in this respect, a better situation could not have been as environmental care and its management. Air - In-Divjakë- Kleqkë area is evident air pollution, because in some locations within the area are available for burning because lime kilns, the raw material as used tires, so air pollution occurs at the time of roasting of lime, because after this process is released into the atmosphere the methane and carbon dioxide in the form of smoke. Water - The area is characterized by water sources, ravine and streams. Water network belongs to the first category (no pollution). There are some illegal downloads of waste that needs to be removed from the beds of ravines. The Kaljit-Klecka Kroni Stream of Klecka or Shala Kroi i Kuq – Shale Hydrographic network area is considered to be rare. Many of capturing of water sources is used by local resident’s.

Land - Considering the fact that most of the area is mountainous and in the industrial aspect is not developed, therefore the land surface in the environmental aspect in larger parts are clean, except in locations where are available for burning lime kilns and several waste collection points, present in the area.

Natural Heritage In this area are present locations that are covered with forests and pastures that provide a very attractive view and serve as places of resettlement for the fauna. Also this part is characterized by the presence of natural monument of evolution character so-called ` i Gradinës` that gives to the area very attractive look. `Guri i Gradinës` (Gradina Stone) is a natural monument with height reaches of 30 m, lies in an area of about 2 hectares, in the south-east of the village camp (Drenas municipality) in the place called Gradina, with altitude 976 m. `Gradinës Stone` as natural monument have unique scientific values, cultural-historical, for tourism, geomorphological, geological and of archaeological heritage, its natural values are not damaged in the large scale except illegal cutting of the woods in this space1. In the all surrounding area is present phytocenosis Fagetum Montanum ekspositions with about 47 species that have a fairly broad range around the monument. But in terms of fauna,

The Heritage of the KLA War Taking in consideration the importance of historical, political and social of liberation struggle of the Albanian people, led by the Kosovo Liberation Army and multidimensional significance of this war, who managed to orient its military potential and political in the right direction, in towards the achievement of freedom, independence and European democracy, the necessity to increase the value of outstanding people and our country, are presented, stored and cultivated in institutional and professional shape and form. Peak value of territory that defines the ASI "Klecka KLA HQ and Divjakë", are identified with sacrifice and endurance of the early generations, which have developed in different locations within the area. In this regard, it should be noted particularly in Divjakë location (headquarters of the General Staff of the KLA), which since the late 80- there were accomodated the leaders of the Popular Movement for the Republic of Kosovo, move that organized and supported demonstrations of 1989 and later was the main axis of the guerrilla movement, which culminated with the establishment of the Kosovo Liberation Army, later on with its advancement in the army organized in the entire of the Kosovo. Based on the high values of historic heritage, the drafting of the Spatial Plan ZV "Klecka and Divjakë" fundamental orientation will be analyzing, evaluating and planning the maintenance and promotion of historic heritage values, with special emphasis on sublime values war of the KLA in the area. Special emphasis will be given to the presentation of the sacrifice of freedom fighters to protect the civilian population, taking into account the fact that within the area and its surrounding parts, the KLA has managed to protect and to create conditions for living of about 80 thousand citizens, who were sheltering in the mountain and gorges. In addition in detail will be presented the state of facilities and areas identified as most important, in which are conducted the activities of Kosovo Liberation Army.

In Klecka has been the residence of 121 Brigade Headquarters of KLA "Ismet Jashari - Commander Kumanova". In this location has operated a part of the General Staff of the KLA, holding various meetings with leaders of war with European and American diplomats. From here for the first time in television media (for Television) the spokesman Mr. Krasniqi was clared regarding the KLA General Staff. On location of Klecka, in property of Hafir Shala family, were made the sacrament of the KLA, which was broadcasted worldwide in all media.

3.2. Zone Divjakë – General Headquarter of KLA This zone after the end of the war is maintained and is surrounded by fences of wire and concrete pillars. Core of the object is as well protected, that has served to the General Headquarter. Within this zone are: 1. Headquarters of General Staff of the KLA; 2. Military facility; 3. Security Service; 4. Special Unit; 5. Pologon for the exercises. Because of good geographical position which is located in the central part of the Berisha Mountains, and also because of geostrategic position and military, in this area is placed the General Headquarter Staff of the KLA. This area has had good communication links with all brigades within ASI, General Headquarter Staff Klecka-Divjakë''as well as other operational areas that have operated throughout Kosovo.

A part of the village Divjakë during the war served as the headquarters of the General Staff of the KLA. Within the three facilities operated the Directorate of Operations, Department of Information Services, and other relevant departments. In the eastern part of this area is the rest of the residence, where their homes have served as military hospitals, were has been placed the Special Unit of General Headquarter of the KLA,

Graveyard of the Martyrs are arranged and surrounded, and close to them is building the impressive Monument with the symbolism of the Freedom Gate. There is no need for further environmental regulation, the provision of water, maintenance and storage.

Zone of Novoselë In the Village Novoselë as an object of special importance (private home) is the house where acted the "temporary residence of the Government of Kosovo", which in 1999 carried out its functions and duties. Here are the various meetings of leaders of the PGK with foreign diplomats, where must emphasize the meeting of leaders of PGK and the KLA, Hashim Thaci with the American diplomat, of State Department spokesman, Mr. James Rubin.

3.5. Radio Free Kosovo and Agency of news “Kosova Press”- house museum On January 4, 1999, by decision of the General Headquarter Staff of the KLA, are established two of first institution of war news in this area - Radio "Free Kosovo" and the news Agency "Kosovapress". Because of great importance that has this information institution during the war of liberation and also for protection of all tools and equipments that were used during the war, is built a museum house of Radio Free Kosovo. The building was built in 2000-2001 near the initial location of "Radio Free Kosovo”.

Archive “Cine-studio” Working tools of - “Kosova Press” The activity of these two information institutions is developed in the village Berisha, while at certain locations is moved around, as antennas and other transmission techniques of radio and agency with dozens of times has been the target of air attacks from Serb forces. So the media sector at the Headquarters of KLA-es a part of the intelligence activity conducted at Mount Pallanik in bunkers specially arranged for Kosovo Radio-Free. However, employees of these two institutions, with their commitment to high national and professional, and their sacrifice have managed to keep it informed not only the freedom fighters, but also the civilian population throughout Kosovo.

3.6. Luzhnica In collaboration with all members of the Working Group and the suggestions of the war participants decided that within this objects of special importance is also identify the facility where was the Bataalion Lluzhnicë III,''Sadik“ where did operated the Commander Kumanova.

4. Population and Social Development Population planning is the key to development in the designated, therefore, to have more professional planning are required number and some characteristics of the population. In the absence of necessary data it is neccesary performing a survey / research will be identified with approximately the number and some of the characteristics of the population of the mentioned area. The survey was conducted with residents and teachers representatives respectively settlements.

4.1. Number of population Results show that in this area live about 500 inhabitants, distributed in four villages Klecka, Divjakë, Novo Selo and Berisha. The area is represented by over 100 households.

4.2. Density of population In this area live no more than 15 people per 1 km ². Territory is mountainous with an altitude over 850 m.

4.3. Population structure by age and gender This area has a young population. In this area 26.7% of the total population represented from 0 to 18 years, however, the age group is 19 to 64 years, constitute 70.1% of the population and age group 65 and older represented 3.2% of the total population. These data show that the best of this area and the entire territory of Kosovo has a young population with 70% of its working age. The structure of population by sex, the data indicate that male gender is represented by 56.4%, whereas female gender is represented by 43.6%. These data indicate that male gender dominates in this area, which does not resemble the central results regarding gender differences.

4.4. Ethnic structure of population Results of the survey and official data used in this area indicate that ethnicity is compact, so the area is inhabited by .

4.5. Migration of population Migration of the population now represent a multidimensional problem space, demographic, economic, social and political, and promote a range of complex factors and are often linked and mutually conditioned2. The lack of demographic data for migration in general and in particular, that present difficulties on work and to achieve accurate results on migration to the area. According to estimates from the survey it`s highlighted that in this area we are dealing with the migration of population within the territory of Kosovo and foreign immigrations. Results show that about 20 families have migrated to developed countries and about 30 other families in the villages / towns of Kosovo. These data show that 1 / 3 of households have migrated since the '99 war. Causes that have conditioned these migrations are of different nature, including economic and employment (improving quality of life), social, etc.. Socio-economic reasons (employment) are among the main causes of these migrations conditioned to the fact that most of the populations of the area have not been employed and only solution to provide better conditions for living have been migration.

4.6. Education Education is the foundation of a healthy society, which guarantees the future prospects for social, economic, cultural and political life of a country. In the Kosovo education system after 2000 became significant developments in the implementation of modern curricula and improves teaching conditions in general. In 2002 was created a new model for the educational system in the country. The new structure provides 5 years of primary education, followed by 4 years of lower secondary education and 3 or 4 years of higher secondary education. 5 +4 +3

With the new structure, compulsory education was extended for one year from the 8 years it was in 9 years. Organizational structure of the education system in the area consists of two levels: primary (I - V), lower secondary education (VI - IX). Total number of school buildings is 1 (one) in the village Novosel (1-9 grade) and 1 (a) parallel to the village of Klecka (1-4 class). In the educational process are involved about 200 students. Meanwhile, engaged in the learning process are 16 teachers, 1 director and 4 technical workers. The pupil-teacher school in these areas average around 13 students to 1 teacher. Regarding the physical condition of school buildings, prevalent Poor school facilities, especially in elementary school / class in Klecka.

4.7. Health Healthcare in Kosovo despite huge investments made after '99 still leaves much to be desired. Currently in Kosovo health system is organized on three levels: a) primary level b) secondary and c) tertiary level. Besides the public sector is well organized private sector in a very wide scale. In this area, health care is organized in the public sector at primary level. Medical services are offered only in a health facility where a medical technician in the weeks and twice visited the family doctor. Health House is located in the village Novosel - New Village, where all gravitate around other settlements. Regarding physical health facility, is in desired condition. Good health status is highly dependent on the environmental factors, primarily by air, drinking water, etc.. These natural resources have made the population of this area to be healthy.

4.8. Unemployment and poverty The high rate of unemployment due to bring high levels of poverty, is among the challenges and problems affecting most of this area. The main source of employment for the population of this area is where the educational system involved a small number of employees and lime processing activity known on this side where short periods of time to engage a significant number of employees. In these settlements based on a survey conducted on 80% of the population counted as unemployed or seasonal employees. The main source of income have migration where still these means -incomes still manage to keep their families even these incomes are unsafe. Natural distant areas from urban areas, hilly, mountainous with high altiitude, the low level of education, the health of underdeveloped, with poor housing conditions, etc. are covered by higher rates of unemployement and poverty.

5. Infrastructure

5.1. Transport infrastructure In recent years was worked hard in the paving of roads in ASI "KLA HQ in Kleck and Divjakë. Asphalt road connects the villages of this area that are Klecka, Divjaka, Novosela and Berisha. Houses in Divjakë are slightly away from the street than other houses in the villages. There is lack of paved roads that would link the inside (inside the village quarters) of these villages with paved road. In a total area 16.5 km of asphalted road. ASI road connectivity with national and regional roads is good. With M25 Pristina-Prizren road related area in Carralevë and Qafa e Duhles with M9 Prishtina-Peja road in Komoran associated with road-R110 Malishevë, Tërpezë, Arllat relates to the area is also well connected with road-R120 Lipjan –Slatina.

5.2. Infrastructuree and telecommunication In ASI "HQ KLA.Kleçkë and Divjakë" there is no fixed- phone network, while mobile phone waves of the two largest operators in Kosovo and Net Wave cover the whole area. Also the area is fully covered by the flare of the three national televisions RTK, KTV and RTV 21.

5.3. Energy Infrastructure. Power supply of low buildings that are in ASI” HQ KLA " Klecka and Divjakë "is regular. Areas with electricity supplied by TS 35/10 kV conductors Drenasi by (LP) 10 kV. This wide- conductivity passes near the area. LP 10 kV line mainly consists of wooden poles 12 m and a small piece of concrete columns by 12 m. At 12 kV isolators (partially in some parts of the isolators 24 kV line) are lying conductor Al-Fe 3 x 25 mm ² and Al-Fe 3 x 35 mm ². Some areas are also included with the electricity distribution network 0.4 kV, respectively with 10/0.4 kV substations. 0.4 kV distribution lines usually consist of wood poles 9 m where 1 kV isolators are primarily conduits extending Al-Fe 3 x 25 mm ² and Al-Fe 3 x 35 mm ². Substations are iron pillars with power transformers with power of 100 kVA to 250 kVA.

5.4. Water Infrastructure In this area has not installed water systems and wastewater sewerage. Obtained from underground water sources.

6. Kleçka and Divjaka in economic context These two areas and municipalities which belong to ASI, in terms of economic development, entering among the most underdeveloped municipalities of Kosovo, and one of the areas most damaged by the war last 99 '. Almost all of these municipal economies are concentrated in agriculture. In the area of special interest, there is no trade and industry inherited from the prewar period. Productive activities are developed mainly by households, which are scattered across various locations outside the area, while commercial activities are located outside the service area in the nearby settlements. Areas of special interest are hilly- mountainous area with rich fauna. Forests have been and are suitable for tourist hunting as forest of Lipovica (Blinaja) and Klecka, which are not far from Lypjan. This area before 99` years is known as a hunting area, which have come to hunt from all regions of former Yugoslavia. Many settlements of Malisheva have entered in history as the arena of battle as as a bloody arena of Ladroci and Seniku and which are future potential for historical tourism.

Investment capacity can be by the public sector, private, public partnership - private loans and grants, donations, etc.. Investments are made and planned for ASI "HQ. KLA. Klecka-Divjakë'' Based on current information we present an overview of investments made and planned for the area in question. Investments made for ASI in 2010 which manages Lipljan municipality are realized in total investments worth of 67,460.00, €, including the regulation of cemeteries worth 51.500.00 € and repair of road segment Baicë - Divjkë worth 15.960.00€. Investments made till 2010 for ASI at the Central level according to information from the current amount to 11,691,075.39 € including road construction and pavement of Magura - Shale - Klecka, construction of road Magura - Shale - Klecka (Phase II) Construction and Paving road of Tërpezë - Klecka, and road building in `Qafa e Dulës -Klecka;

9. Challenges of spatial development of the area

9.1. The development and promotion of cultural-historical values in the Zone

How to develop and promote the values of the war, through facilities that have had a greater historical significance, all in favor of economic development? Cultural heritage is the integral wealth, which should be used and protected by everyone, be inherited by us and future generations. According to the basic concepts of UNESCO each element, the whole monument or cultural and naturals are unique and the elimination of any of them is definitive and irreversible loss of heritage. Cultural and natural provides a sense of identity and helps to distinguish the different religious cultures in a climate of globalization, allows knowing and understanding each other, and also constitutes an important asset development. Therefore, this idea strongly defended by the Council under which all EU members give special importance to protecting and preserving their cultural heritage on the basis of standards adopted by the EU. Such a situation gives us to understand that Kosovo should also make efforts to meet these standards in order to integrate into the European family. Regulation of spatial planning should take into account the international observance of these principles: 1. Promoting the interests of the country while protecting natural and cultural resources, based on sustainable development; 2. Promotion of cultural heritage as a factor for the development, protection of cultural heritage as an integral part of social development, cultural assets are treated as potential development area in which there are, in terms of economic development; 3. Development and conservation of TK (Cultural heritage) and TN (Natural heritage) through a management measure. This will preserve and protect the deepening of regional identities and preserving natural and cultural diversity of cities and rural areas of the country. In general in the Kosovo, cultural heritage and natural wealth of the country regarded as expressing the identity of the society, which unfortunately is being threatened every day by more destruction. In particular in the area of "HQ-Klecka and Divjakë" are a number of important historic buildings, which are subject to risk of total destruction. Inadequate maintenance and their current treatment are in contrary to the basic standards, so this element is considered as one of the main factors affecting by the reduction of the values of the respective facilities. Another element affecting the uncontrolled construction are taking place in the vicinity and surrounding areas of cultural and historical that is proven. Their construction is affecting the demolition of the structure of objects in particular and the loss of landscape that shows the development of events and activities from the period of war.

List of issues identified: • Destruction of historical buildings and the overall risk of their disappearance; • No maintain of the identity of the objects and landscape to show the historical past; • Unplanned constructions resulting in loss of the tradition of historical sites of identified areas; • Inadequate treatment facilities and areas that show the historical past; What are the identified actions and opportunities? • Preparation list of the objects of historical significance and their inventory;

• Proposal historic buildings MCYS, for inclusion in the categories specified in the list of databases of cultural heritage monuments; • Development of Urban Regulatory Plan, which regulates and provides space for developments proposed in areas within the Area of Special Interest "HQ.KLA, Klecka and Divjakë "; • Promotion of cultural and historical values that will impact on raising awareness for adequate storage and treatment facilities and areas within the Special Zone "HQ -Klecka and Divjakë"; • Observance of appropriate legislation; • Adhering to the European Conventions dealing with architectural and archaeological heritage, and European conventions that affect the environmental field; All these above mentioned elements enable the realization of the primary purpose "protection from degradation of cultural heritage"

9.2. Protection and conservation of natural values of the area Currently we are dealing with issues relating to the environment is one of the main challenges in society. Developments taking place in space, most of them are in contradiction with the norms and environmental standards. Lack of spatial and management, especially at central and local level, then the uncontrolled activities individually or collectively, in most cases have a negative impact in areas with natural values. ASI HQ, KLA. Klecka - Divjakë''is an area that includes parts covered with woods, pastures, meadows and attractive natural landscapes. Within this area lies the monument (the third category according to IUCN's) special natural value " Guri I Gradinës” ( Gradines Stone") with geomorphology character intertwined with the values that are characteristic for the region as the natural landscape and biological diversity (world living plant and animal). In general, the fact that we are dealing with a set of protected natural values in concert with those within its cultural and historical, is it challenging as well as opportunities and ways of developing and promoting them. Challenge in itself presents Natural Monument "Gradinës Stone", which is an area with very specific values and natural features (its rarity, reprezentatives the recreatives, aesthetic, etc.) as well as special cultural values. Given the possibility of danger to that property from natural and anthropogenic factors, with the right questions that can be asked: Is there a need for preventive care and in particular prior to the values? What are and how to coordinate actions for the protection and preservation from damage, contamination and degradation of values? A required and a need for an efficient management organized on the area and shared responsibility? Is this area proviing access to nearby natural monument? How is access to infrastructure and services and can be any improve of their situation and needs of visitors to the local population for their reception.

Context First and generally, for the whole space of this area, with natural values and cultural - historical, needs an effective management, not only in the protection, preservation, but also in progress to further and promote them. Management is required in order to meet different needs, so that could allow visitors view of the experience of these values, while the host population enable to welcome the visitors, host them, and monitoring and escorying them. Biological diversity (biodiversity) that is fairly distributed in the area, have carefully preserved from damage or degradation of the species or types (plant and animal world) and stop endangering them, especially those rare, while hunting may take place only in certain areas of common species and environmentally damaging. Among the natural disasters that can threaten human values and natural created, we can mention erosion and fires, of which one should be careful, as the protection of values and preventing these phenomena.

Viewed from the aspect of environmental pollution, can be said that air and water capacity are small clean satisfactorily in terms of industrial development or negative economic impact. However, other activities such as the dumping of waste, burning of tires in private ovens for baking the lime quarry, uncontrolled forest cutting, dumping sewage into rivers, which are present in the area, can affect pollution and environmental degradation. Exploitation of natural resources, especially of plants and fruits and the mountain pastures and meadows, may affect the rural development area with the capacity of ecological products such as various livestock products, honey, medicinal plants, etc.. Access to the infrastructure and services, whether technical or social, as to the inner needs of the population and for visitors outside the area, has risen with care not to damage or degrade the natural values.

Issues identified In order for this to be a desirable environment what is needed, it`s neccesary to take measures to carry out activities or projects which are put under protection, preserve and promote natural and cultural values - historic area. These activities are: • Management within the exact area and coordination of actions in the care and promotion of its values. • Care to biodiversity and the development of values protected by their entirety; • Protection from natural disasters (erosion, fire, etc.) and their prevention; • Prevention of damage to monuments and environmental pollution by individual or collective activity; • Access to infrastructure and services; • Exploitation of natural resources for potential development of rural tourism

9.3. Socio-economic development in the area Why and what is challenging in terms of socio economic development in ASI, GHQ- Klecka and Divjake''? Social aspect - For this area, the challenge is to develop the education of youth in step with trends that are occurring in other areas respectively to urban areas. Given the poor conditions in terms of education and other social aspects, there is greater possibility of displacement- migration of population from this area. Economic aspect – ASI HQ,. KLA Klecka and Divjakë''is the encompassed area by the historic features in which there are other features of rural areas with the fact that the declaration of special zones should also be taken into consideration, and elaborated in terms of development rural of which will depend on the area and household dwellings. So it is challenging to develop desired, planned and sustainable rural development versus to specific area with its specifics in this case must not contradict, but to support and strengthen each other more. Regarding the economic aspect, in particular in the area of challenging question is the development of agriculture, livestock and infrastructure. Solutions in the narrow sense of the area - which includes territory of ASI that is mainly hilly and mountainous settlements included, should be planned in terms of rural development taking into account its historical peculiarities. Within the narrow, this area should provide opportunities for residents of the area, comfortable living and activities, as before, per household, but also new opportunities to provide facilities for rural tourism. Solutions in the broad sense of the area - The area of particular interest, GHQ KLA Klecka and Divjakë'' will be a cultural hearth of which will benefit residents, visitors and eventually throughout Kosovo. Central and local government should financially support the natural

Should be considered in combination, compounds such activities as that of rural tourism with historical and ecological trend in the world today are as inventive and other combinations. Physical infrastructure - Part of the socio-economic development in the area as a challenge that will face is the development of physical infrastructure. Achieving a desirable development of physical infrastructure will contribute significantly for overcoming the challenge. For this reason, efforts should be directed for ensuring access via paved roads in the area of all settlements and ensuring the supply of electricity and drinking water to all the settlements. Infrastructural development of a rural area for which it comes, would not present a challenge for any developing country, but for Kosovo as a country with a comparatively low level of socio-economic development than countries developed with smaller investment opportunities, this development represents a challenge even more so when the reality in Kosovo shows that the priority for socio-economic development is being given to urban areas (particularly Prishtina). ASI spatial plan "GHQ. KLA. Klecka and Divjakë "will set clear objectives for the Zone of development and strategy and for achieving them.

SPATIAL DEVELOPMENT III FRAMEWORK

3. Concept and Structure of Spatial Development

Area of Special Interest, GHQ.KLA.Kleçkë-Divjakë "provides vital economic development opportunities and prospects for its residents. Nature's quiet of Berisha Mountains presents a suitable environment for rest and recreation, and other activities of an economic. On the other hand, part of the legacy of war offers good potential conditions for tourism sector, business development in settlements and physical infrastructure. Much of the area, have good prospects for development of various economic activities, dominated by agribusiness (farming) and other commercial activities and services. The area offers considerable residential, besides the main road which connects to the network area of streets in Kosovo, has a significant amount of agricultural land, the pastures, and opportunities for development of commercial and service activities. Protection, development and exploitation of natural resources and potential of this area enable the opening of new prospects for development of the area, with special emphasis on rural tourism and cultural-historical heritage. Considering the plight of settlements in the area, proposed a favor and provision of services which will impact on improving the conditions and quality of life including education, capacity building, provision of adequate medical services and social infrastructure necessary- technical support. This would affect the stabilization of migration and population growth of interest to live and work in the village. As a result of tests made during the preparation of this plan based on spatial and especially in the current state of land use, has emerged the concept of linear distribution of spatial developments along the road corridor Duhël-Berisha accompanied by equal distribution of developments in parts of the settlements that are far from this road. Existing condition of the distribution of development in space indicates that the largest number of residents and residential facilities and social services lies along the main road (villages Berisha, Novosel, Klecka and Divjakë), few economic activities have extended linear and almost all the contents that show the activities of the last war lie in a linear fashion along Klecka - Berisha. This concept is based on the protection of cultural heritage values and natural history, providing the necessary infrastructure and adding the control of residential development towards the interior of the area. Under this concept, issues of particular importance will be the communication and movement within the entire area. Natural landmarks of the area will communicate via walking paths, which will enable the possibility of visiting and experiencing the natural landscape during movement. Reference point of the entire area to be the area of "monument and graves of martyrs", which will also serve as information center for all content that provides ASI GHQ KLA Kleçkë and Divjake ''in general. The concept enables a stable solution and consists of: 1. Care facilities and promotion of cultural and natural history, through the development of tourism; 2. Promotion of local quality products - eco-tourism; 3. Controlling the growth of settlements within the area and connections to villages that are outside the area; 4. Strengthening the road network that connects the village South-east of Shale in the area, the village Duhël south, west with Malisheva and north with Tërpezë village. The concept of spatial development in ASI "GHQ KLA.Kleçkë and Divjakë" also consists in the separation of this area into three smaller areas. The areas are:

1. Active areas - areas in which are largely spread settlements and economic and social activities; 2. Natural value areas - areas that mainly consists of forests and pastures and 3. Areas of cultural heritage and historical - buildings and areas that have content that gave evidence of past military activities that occurred during the recent war in Kosovo. These zones differ from one to another in terms of economic, social and environmental.

3.1. Active Zone This area lies mainly in the central part of ASI with about 900m altitude. It includes parts of the field where it is concentrated residential area, population, social services and road infrastructure. Functions of this area are: agriculture, tourism, trade, small economy and transport. Agriculture - Agricultural development will facilitate profitable crop cultivation by expanding the areas under fruit crops and livestock development, beekeeping and poultry. Tourism - Development of settlements along the road axis enables the development of tourist activity in the area and selling eco-products. Tourism that can be developed in this area is largely cultural and landscape type. Controlled constructions of hotels, restaurants and motels could offer traditional and contemporary services for visitors. Hotels, motels, restaurants will offer services to the tourism needs will also increase the opportunity for employment and economic development of the municipality. Monuments inherited from the last war have its value as a tourist attraction area. Landscape that provides this area is amazing for the fact that from whichever side can be seen both as a whole field of Kosovo Plain and the Dukagjini. Trade - trade development based on good access to the road network has zones and national shipping lines. Trade will be held for local and regional needs. Small economy - Monitoring activities Limestone extraction is a matter which should be taken into consideration because it is treated as a traditional craft of local residents, but the development of this activity should be brought under control. Initially will be given great environmental importance, then the creation of opportunities for businesses, even the activities in terms of lime. Areas which have been exploited to undergo rehabilitation measures to improve the environment, even it is human or natural. By the development of the area must in medium -term periods to be prevented the whole this activity due to environmental pollution. Transportation - Currently the level of public transport is not satisfactory. It`s performed with commercial vans in the rare intervals of time, and no bus transportation. Transportation investments can take place with not too large, because the prerequisite for this development is to be the completed the construction of that road. The construction of new roads has made easy access to the 5 municipalities Drenas Lipjan Malisheva Therandė (Suva Reka) and Shtime and its so appropriate.

3.2. Area of natural values Much of the territory spread on the area ASI. The area is a mountainous zone that is characterized by significant natural values and is therefore called natural area values. This area covers about 3,500 ha or 85% forests and meadows around 300 ha or 8% of the total surface area. Due to physical and geographical characteristics, this area is rich with special natural values. Areas of natural value are not populated but the human factor influences are present. Protective measures which are obliged by Law for the Protection of Nature are under function of tourism development and nature conservation feature. Protection of natural monuments is required by the specific values of their natural inherited values for generations and are under function of further development in environmentally and economically aspect. The most important monument is the “Guri I Gradinës` who is under legal protection. The development of tourism here is in its infancy and the combination of natural values and cultural and historical heritage is a potential for its further development. Functions of this area are: forestry, animal husbandry, beekeeping, tourism, hunting and exploitation of natural resources. Forestry - forestry as an economic activity requires not only treatment but also as a national asset as municipal property Drenas Lipjan and Malisheva. The limited capacities of the forest make it even more compelling purpose to protect the forests from uncontrolled logging.

Farming - Livestock and its intensive development should be one very important activity in this area, based mainly on the potential of pastures and meadows that has this area, as well as their ecological value, which makes specific. Pasture land amounting to a fund of about 300 ha and are serious potential for livestock development. Beekeeping - Beekeeping has available all the necessary conditions for development in this area, therefore investment in this branch of agriculture will help its economic development and cultural. Development should stimulate beekeeping, should subsidized families who wish to deal with this event, which is very profitable and, therefore, is likely to prevent depopulation. Tourism - Tourism in the mountain and during weekends will be the main types of tourism in this area. One of the natural values of the different landscapes is formed by the combination of real forest, pasture and geomorphologic field forms. Hunting - The development of controlled hunting would be another helpful development in this area. Hunting should be subject to the control regime and monitored without interruption. Exploitation of natural resources - Regarding the surface of limestone and mineral exploitation, should be the licensing of certain activities which deal mainly with the use of rock or suspended them. Firstly must make an evaluation of their impact on the environment and socio-economic impact of them, and then certain decisions with which those activities will be prohibited or legalized.

3.3. Areas of cultural heritage and historical Announcement of the part of Klecka till to Berisha as an area of particular interest intended to protect, preserve and use heritage values of the KLA war. Identification and zoning of these heritage values are based on the best fight of the development area as in socio-economic terms and in the environment. Based on analysis of existing conditions, within this area have been identified 8 locations of the legacy of war. All these points are left at the mercy of nature and without care, except in this regard is the building of `Radio Free Kosovo` in Berisha and the Martyrs' Cemetery in Klecka in which investments are made prior. It’s proposed to be placed under institutional protection of these heritage items: • Radio Free Kosovo (house museum), and Agency of news “Kosova Press ”Berisha • Point where had operated `Radio Free Kosovo`, Pallanik • House in which was placed the Provisional Government of the Republic of Kosovo, Novosel • Place of the General Headquarter Staff of the KLA – Divjakë • Hospitals, bakeries, logistics- Divjake • Graveyard of the Martyrs – Klecka • Brigade 121, Ismet Kumanova''- Klecka and • Third Battalion Command,''Sadik Shala - Lluzhnicë

STRATEGY OF SPATIAL IV DEVELOPMENT

4.1. Environment, Natural Heritage, Historic and Cultural Legacy In the Zone of Special Interest GHQ KLA " Kleçkë and Divjakë" to protect and preserve the environment and also to be protected, preserved and developed the natural, historical and cultural values. In order to achieve this are proposed measures to protect air, water, soil, biodiversity, landscape and nature monuments. Landscape is land or water area in which nature or the human factor for long-characteristic spaces has created significant ecological value, aesthetic or cultural. Therefore, maintaining the integrity of this interaction should be done anyway because it is essential for environmental protection and development. In this space, most of the surface is covered with forests and pastures, which have a positive impact in terms of protecting the air after enabling the reduction of methane and carbon dioxide, pollutants that are released after the accrual of the lime. So their next operation should be controlled in order to meet environmental regulations in general and air protection in particular that have less harmful effects on the environment and human health. Water is far from negative impacts of human factor but the measures are done to protect water flows and natural resources that are important for the area. Solid waste and wastewater pose in this area need to be under better management of household waste and sewage systems to be constructed in order to protect the best water and groundwater flow in this area from wastewater. Degradation of forests, irrational exploitation of limestone rocks and dumping of waste in a mass are present in this area, and has consequently the land degradation. Irrational use of forests for firewood and roasting of limestone rock, leads to deforestation and increased activity and erosive destruction of the natural landscape. For this reason measures should be applied for conservation of flora in this area in line with current standards. Biological diversity is closely related to evolutionary processes of creation and existence, respectively the causes and circumstances which led to the appearance and development of biodiversity. It is therefore necessary to pay great attention to nature protection and thus of the human environment because the consequences will not feel only us but also the future generations. Regulation of human relations to nature in order to ensure long-term exploitation of natural resources, and direct protection of some parts of nature which, because of its scientific values, cultural, economic and rare natural beauties on the ecological laws and established through adequate protection. Scientific significance of the monuments of the nature of science is very great because they provide important data which explain the phenomena and rules which govern nature. Natural monuments are like a kind of very valuable information not only for scientific research in different fields, but also culturally, teaching, tourism, etc. Given that negative action of man on nature and its resources has been and is becoming more intense, is presented as an urgent need to take adequate measures to protect the nature in which not only to be protected flora and fauna but also the human helath In this natural monument area is on the so-called character evolution of “Guri I Gradinës” that belongs to category III according to the IUCN which gives the area an attractive look and requires constant care in the future.

4.2. Management It is necessary to establish the organizational forms and ways of using the area for the purpose of management and its effective management. Municipalities in which lies the area should have a continued cooperation and fruitful for achieving this goal. Rules and

Representation and responsibility of the municipalities will depend on the areas covered under the ceiling with the spatial plan for ASI "GHQ.KLA.Kleçkë and Divjakë". All this should be regulated by a memorandum, which would clearly defined duties and responsibilities of all parties concerned. Apart from participating municipalities, relevant parties to this Agreement must be representatives of relevant sectors of Government, who will play the role of monitor’s developments in the area. Important part of management must be information on historical, cultural and natural heritage of this area and promoting them domestically and abroad. This should be a continuous process should be used where different ways in which information must be included area residents, citizens of Kosovo, local visitors and foreign citizens, who will be informed through the promotion of outside the area. Promoting the values of the area, among others, have influence in attracting tourists, which in turn will have greater development of tourism and creating a stable financial source.

4.3. Social Development Bearing in mind the bad conditions in which the teaching and health, as previously required to start with improving the physical condition of buildings and to proceed with organizing the training of teachers, organization of different quizzes for knowledge for students, offering courses including language courses and various technical courses, etc. In view of protecting, preserving and developing cultural and historical values of the area is the education of future generations in the spirit of patriotism by teaching the history of the area. Educating the next generation of national and historical values is one of more specific objectives within the area spatial plan. Klecka and Divjaka area has merit and is remarkable for the activity of the General Headquarter Staff of the Kosovo Liberation Army, the military organization of the Kosovo Protection Force. The entire area was such as to support the activities of the General Staff with various activities and other logistics. Future generations must first correctly informed about the activity, which distinguishes this area and continuing for the next generations in different ways through educational parts, educational, etc. Also, provision of medical services throughout the day as well as improving the quality of health services also provide requirements that must be met in order to improve teaching and emergency health conditions.

4.4. Economic Development Areas around the park should be in funcion of the park. This principle is in accordance with the opinion of the international federation for nature conservation (in the framework of UNESCO), in which capacity should be used outside the park whenever conditions allow. To protect and develop the park has a special role the local population settlements within and around the park, which must accept as their own park. The public should be informed of the economic benefits and awareness of the possibility of increasing their welfare. Central and local government should financially support the natural resources, human and built in the area and around it, namely households, new capacity for livestock, beekeeping, building housing and providing other services to rural tourism, ecological production, from which will benefit the area and across the country. Each region is the original village, as the manner of cooking as well as cultural assets folkloristike. These facts highlight the potential of rural and cultural tourism, which should not soften significantly underestimated because the crisis in agriculture and unemployment of residents. Natural landscape values than relaxing, spiritual tranquility to give, there are also educational force, as the writer and philosopher said, the great French leader of the Enlightenment, Voltaire, "Nature has always had more force than education." The area offers

With the objective of rural development, ecological tourism will achieve conservation and cultivation of traditional and cultural values of people within and around the park, which will increase its attractiveness to attract park visitors. In addition to developing rural tourism, ecological, as other rural development pillar (rural development - one of the goals for the area) are the development of livestock and beekeeping. Within the plan for local households or households in the area planned for development of livestock support, with greater allocation of funds from the state budget for the agricultural sector, since agriculture is one of the most important segments of the economy development the country. More research is supported by the fact of a positive relationship between the significant investment in agriculture and poverty reduction in rural areas which directly contributes to increased economic welfare of the country. It is important to aware the general public, about the essential requirements and needs of the population in rural areas, community participation in preparing and planning for the future, based on successful practices from neighboring countries.

4.5. Infrastructure Development of physical infrastructure in the area is the basis for rural development. Therefore, in order to achieve this goal for the development of the rural area should be invested in physical infrastructure development. Paved roads do not go into all quarters of these settlements, therefore, should be asphalted streets through which could achieved the largest neighborhoods. The road passes through ASI of the municipality of Drenas should be asphalted. Development of road infrastructure must be accompanied by the development of public transport which means that all residents of ASI settlements should be allowed access to public transport. In order to achieve the target of a regular supply of electricity, should be invested in improving electricity infrastructure by installing new istant-conductives and transformers. In ASI is not installed water systems and sewage of wastewater, so that these investments should be installed in all residences in the area. Waste management is one of the objectives for ASI. To achieve this objective it is necessary to increase the infrastructure for waste management and ensure waste removal service. All the measures, projects and necessary activities in detail are presented in the table. For each target, are presented and identified the appropriate activities, with the necessary time frame and depending on the information presented and cost required for implementation, and the principal must mensure that until the final realization of the relevant activity.

IMPLEMENTATION V PROVISIONS

Provisions to be implemented contain the conditions and measures that respectively shall be fulfilled and measures that must be met and taken during the implementation of spatial planning. They are defined by the essential elements for the territory of the Special Interest Area "GHQ.KLA.Kleçkë and Divjakë". These provisions govern the implementation of the plan.

General Provisions • Spatial Plan for the Area of Special Interest " GHQ.KLA. Kleçkë and Divjakë " is the key document for the regulation and development of the spatial area; • Document of ASI SP "GHQ.KLA.Kleçkë and Divjakë" covers the period from at least ten years, starting from the moment of entry into force. • All municipalities which are included in this area, are bound to their respective plans to align with the recommendations and provisions set forth in this Plan; • Spatial Plan for the area of special nterest,''GHQ.KLA.Kleçkë and Divjake” – sets exactly the boundaries that must pass through expropriations process defined in the Regulatory Plan for the Urban Area. The expropriation must be performed according to the Law on the on Immuvable Property and with amendments made by the Law Nr.03/L-205, dated October 28, 2010. Expropriation zones are defined by the Spatial Plan: Zone 1 - House museum of "Radio Free Kosovo" 0.23Ha and Agency of news “Kosova Press” 0.20Ha; Zone 2 - The Headquarters of the Provisional Government of Kosovo 0.68Ha Zone 3 - General Headquarter of the KLA and the military hospital 81.84Ha Zone 4 - Monument and the graves of martyrs 1.54Ha Zone 5 - 121 Brigade Headquarters; 1.85Ha Zone 6 - Village of the KLA; 5.0Ha Zone 7 – residence of the Headquarters of Commander Kumanova. 0.44Ha • Review and possible revision of the document should be within a period of five years. 5.1. Conditions and measures set by the Government and by local government on issues relevant to development and land use in the particular area to which is draft this plan. 5.1.1. Conditions for the determination and definition of public spaces, and those with other purposes. • Designation of public areas and those with other purposes must meet the requirements of environmental protection, raising the quality of life and health of the population non- endanger, rational use of natural resources and territory. • Mainly land ownership determines the place of public spaces. So in principle the public areas are lands that are publicly owned, but if the Government considers that national interest is that some privately owned land to return to public area, it will do this. • public spaces will be those areas where most of the buildings during the war that was used by the Kosovo Liberation Army (KLA), where needs to be built the school buildings, road infrastructure (roadways, pedestrian paths and parking), buildings and grounds open to sport and recreation spaces that arein free green surfaces. • When allocating places of public areas and those with other purposes where there will be construction, the priority will have the necessary technical infrastructure as easy access by road, electricity, water and sewer. If there is no infrastructure, it is necessary that before an area allocated for construction, to build the infrastructure. • the construcion in public areas and in those with other purposes must be done according to the urban parameters, architectural and technical that are assigned by urban regulatory plans of buildings and architectural projects. • Primary education facilities should be located within areas designated for residential or very near them. Areas where these facilities are located must be adjusted to generations counsel and be accessible by public transport. Within the school yard to ensure the green space and sports grounds open. • As a free area must remain green and forested areas, but also other areas if the spatial plan allows and urban regulatory plans of ASI. • Public areas and those with other purposes are regulated closely by urban regulatory plans. • Areas intended for commercial activity - supply the population with daily consumer goods must be within areas designated for residential or very close and near areas where are historic buildings that were used by the KLA during the war. 5.1.2. Conditions for regulation of space for the important objects and municipality in Kosovo • Objects with importance for Kosovo and the municipality in ASI "GHQ.KLA. Klecka and Divjakë "are historical buildings used by the KLA during the war. • In the space where are these facilities should have good access by road and the pedestrian automobile and ensure all other necessary infrastructure. • The area where are these facilities are regulated in detail by urban regulatory plans. • In this space it`s not allowed any intervention that is not in accordance with the spatial plan and urban regulatory plans.

5.1.3. Conditions for regulation of areas and sites of special value • In ASI "GHQ.KLA.Kleçkë and Divjakë" are spaces with natural values and or the whole space of historic value.

• In the space or area of natural values should have good access via pedestrian paths, and historic value in the space where the buildings were used by the KLA during the war, must be provided with all necessary physical infrastructure and related services . • Areas and the complexes with particular should be protected from environmental degradation and physical damage of facilities that are located there. • Areas with natural and historical values adjusted with the spatial plan for ASI "GHQ.KLA Kleçkë and Divjakë" and more detailed by the urban regulatory plans. • In this whole area its not allowed any intervention that is not in accordance with the spatial plan and urban regulatory plans. 5.1.4. Conditions for the establishment of appropriate facilities in a separate area for which the plan is issued • In ASI “ GHQ.KLA. Kleçkë-Divjake” can not put any object inconsistent with the spatial plan for the area. • In areas of which are drawn urban regulatory plans, objects can be placed only under these plans. • In ASI " GHQ.KLA.Divjakë.Kleçkë" can not placed any object that would have any consequeces due, in one or another form of pollution or environmental degradation. • No object can be placed on the surface of defense generations of automobile roads. • No object can be placed on agricultural land, except in the event that allows the urban regulatory plan. • No object can be placed on land owned, except when it is under regulatory urban plan.

5.1.5. Conditions for determining the network of corridors or paved surfaces of telecommunications network infrastructure and municipal • Pedestrian paths should be built with stones or other materials that fit and are in harmony with the surroundings in that construction; • In the right places, like where begins the territory of ASI "GHQ. KLA.Kleçkë and Divjakë" and along pedestrian paths, tables should be placed with the necessary information for visitors; • Construction is prohibited in any areas in which the spatial plan envisages the construction of new roads in the area of automotive and defense belt of these roads; • prohibited any construction on the surfaces of existing automobile roads of defense belt; • Road belt represents the surface on both sides of Highway, national road, regional and local. The scope of this belt in national roads, regional and local is defined by the Law no. 2003/11 - Law on Roads; • Local governments are responsible for local roads in the territory of their municipality, therefore construction of these roads will be done with permission and under supervision of the competent municipal bodies; • During the construction of automobile roads, should be respected all regulations on technical standards (width, slope, and thickness of their layers) for their construction, which has rules issued by the Ministry of Infrastructure (MI); • Along the automobile roads of the area should be established all necessary traffic signs; • For any access by road from locations where there will be buildings with particular dedication to national and regional roads, must get permission from MI; • Weights and dimensions of vehicles circulating in the streets of the area must comply with specific rules regarding this issue that has made the MI;

• public transport of passengers may only perform only licensed transport operators. Licensing is done by MI; • In order to transport the passengers to be safe, transport vehicles, owned transport operator must meet all technical requirements of MI determined; • During construction of the parking rules must be respected the technical criterias for their construction, which rules issued by MI; • Number of parking spaces, their exact location in space and parking standards of the regulatory plan sets the target area. • No construction company can not exert its activity without being licensed by the Ministry of Trade and Industry; • Energy enterprises that will continue to operate the distribution and supply of electricity for citizens should be equipped with a license from the ERO; • Jobs in construction or expansion of the distribution of electricity, heat or natural gas shall be conducted in full compliance with technical codes that draw energy enterprises and who approves the ERO. • To build public water supply systems and wastewater sewerage, must get permission from the Regional River Basin Authority; • The right to manage the waste in the area have only management operators that are provided with a license from the MESP;

5.1.6. Measures to protect the landscape, natural values and cultural and historical sites • MESP in cooperation with the municipalities where the extended ASI "GHQ. KLA .Kleçkë and Divjakë " take action to protect the landscape, natural values and cultural and historical sites of this area by ensuring the implementation of: spatial plan for the area, local development plans, urban and regulatory plans for this area. • No building permit shall be issued if the construction would be unfounded in the spatial plan area and urban regulatory plans for this area. • MESP and relevant municipalities are responsible for ongoing monitoring of developments in spatial ASI "HQ KLA. Divjakë.Kleçkë " and possible violations and take measures in accordance with applicable rules. • Measures for environmental protection from pollution are: 1. Prohibition of construction of any industrial facility that will pollute the air, water or land ravine; 2. Protection of water sources; 3. Putting under the control of lime kilns that should be prohibited the burning of tires for the demise of lime; 4. Prohibition of dumping of waste into water and land ravines and placement of waste containers • Do not allow construction, exploitation of resources and any other activity that would harm a protected area where is natural monument “ Guri I Gradinës”. • MAFRD in cooperation with the municipalities where the extended ASI "GHQ. KLA .Kleçkë and Divjakë" take measures to protect forest and agricultural land in this area. • Kosovo Forest Agency is part of MAFRD together with its units in the municipality directs the forest protection service that consists of forest guards. These guardians must exercise the authority and powers that have for forest protection under Law no. 2003 / 3 on Kosovo Forests.

• Cutting of trees and other forms of exploitation of forests and privately owned ones as well as those in social ownership can only be made just as says the law no. 2003 / 3 on Kosovo Forests and Law no. 2004/29, and the amendment of Law no. 2003 / 3 on Kosovo Forests. • The agricultural inspector shall exercise the powers that has to protect agricultural land according to law no. 02/L-26 on Agricultural Land. • Change of use of agricultural land can only be done by the Law no. 02/L-26 on Agricultural Land. • The whole area forming the historic buildings that are used by the KLA during the war and who now regarded as historic buildings. They must be repaired and repair means returning their previous state, which means full protection of their architectural originality. • Providing executive staff of historic buildings designated by the competent authorities.

5.1.7. The treatment of wastes • Waste can not be thrown anywhere in the space of ASI "HQ KLA..Kleçkë and Divjakë". They must be under the management (collection, gathering, mediation, the acquisition, manipulation, transportation, processing, handling and disposal of waste) of persons (natural or legal person) for waste management. • Persons (holder of waste, the waste producer, waste transporter, waste treatment operator, the operator of the landfill) for waste management must meet the obligations that are regulated by Law no. Waste 02/L-30. • Activities that people should perform for waste management are regulated by Law no. Waste 02/L-30. • People for waste management should be provided with licenses that issued by Ministry of Environment and Spatial Planning (MESP). • Law on Waste no. 02/L-30, requires supervision inspection of waste management activities. This work is performed by the Inspectorate for Environmental Protection that is within the MESP. • The inspector must perform the duty that has under the law no. Waste 02/L-30.

5.1.8. Measures to prevent harmful impacts on the environment • In ASI "GHQ. KLA.Kleçkë and Divjakë" to prevent harmful effects on air, water sources, water and soil ravines, stream, that impact that could come from any capacity industrial pollutants, melting tires burning lime, dumping of waste in the rivers and soil, illegal cutting of forests or through violation of natural monuments and unplanned activities illegally. • Prevention of harful impacts on the environment by introducing the function is environmental protection instruments that are listed in the Law no. 03/L-025 Environmental Protection are: - The legal infrastructure; - Environmental protection documents; - Economic instruments; - Documents for environmental impact assessment; - Instruments for environmental monitoring; - Environmental Management by natural or legal persons.

• Legal infrastructure - Using this tool means application of all laws dealing with environmental protection: Environmental Protection Law, Law on Air Protection against Pollution, Law on Nature Protection, Law on Prevention and Control of Integrated Pollution, Law on Forests in Kosovo, Law on Waste and the Law on Mines and Minerals. • Environmental protection documents are: Environmental Protection Strategy, Action Plan for Kosovo Environmental Plans Local Environmental Action and Environmental Programs. These plans must be implemented promptly in order to prevent harmful effects on the environment. • Documents for environmental impact assessment are: Strategic Environmental Assessment (SEA) and Environmental Impact Assessment (EIA). SEA is for plans and programs which are likely to have impact on the environment, and EIA done for projects that are planned to be realized in certain space that can have detrimental impact on the environment. It is necessary to become an EIA for certain projects that the plan provides urban and regulatory plans. You can not start the implementation of certain projects without an EIA.

5.1.9. Measures to prevent negative social impact • The event, activities or projects that provided by spatial planning and urban and regulatory plans to be developed in ASI "GHQ. KLA.Kleçkë and Divjakë" must not have a negative impact on social welfare ot state. Rather they should positively affect the growth of social welfare in the area. • It is necessary to all projects implemented by the plan anticipated spatial and urban regulatory plans of dealing with social development such as: school construction, health house, the museum, resort etc. • Priority to be employed in the new jobs that will be opened to the implementation of spatial planning and urban regulatory plans must be local residents. • In the design of facilities as provided under plans in ASI "GHQ. KLA.Kleçkë and Divjakë "should apply norms that provide the necessary infrastructure for the movement of persons with special needs (ramps in buildings, parking, walkways, sidewalks designed in the form to facilitate the free movement of this category, entry and circulation of easy local etc.). Municipalities will not issue any construction permits for facilities which do not take into account the application of these norms.

5.1.10. Measures to implement the plan Measures to regulate and protect the land • Development of urban regulatory plans • Measures to protect the land from unplanned illegal constructions, include: - Failing to issue building permits for construction of the municipalities that are not based on spatial and urban regulatory plans; - Carrying out tasks with precision construction sectors within the municipal inspectorate departments that has statutes and municipal regulations. • Designation of land defined by the spatial plan for ASI "GHQ.KLA.Kleçkë and Divjakë" urban and regulatory plans for this area. Not allowed any change of land use that is inconsistent with these plans.

5.2. The provisions concerning consultation, cooperation and participation • Companies that develop regulatory plans during the drafting process must maintain constant contact with the MESP for the purpose of consultation and notification of the MESP for the performance of the process.

• Companies that develop urban regulatory plans should respect principles to promote the democratic process of participation and inclusion, ensuring the participation and involvement of the public (citizens and various interest groups) since the beginning stages and throughout the planning process of drafting and undertake information campaign as it is foreseen by provisions of law on spatial planning. • There should be a fruitful collaboration in triagle as Government - Municipality - Compiler of the regulatory plan company in order to find investors for projects envisaged by urban regulatory plans. Investments may be governmental, private completely, but can also create public-private partnerships.

5.3. Provisions on the chronological order or timing of the implementation • The proposal of the MESP, Kosovo Government approves establishment of a unit (director) for management of ASI "GHQ KLA Divjakë-Kleçkë". This unit will manage the area, and will follow the implementation of spatial planning and regulatory plans of the area and will monitor developments in the area. Compilation of annual reports will also be informative work of this unit. • Projects or activities will be conducted in accordance with the plan of action set forth in the spatial plan of ASI "GHQ KLA.Kleçkë and Divjakë" in order of importance, the possibility to be realized and urgency that have to be carried out. • Spatial Plan ASI "GHQ KLA.Kleçkë and Divjakë" will be implemented in three stages: - The first stage covers the period up to 4 years after entry into force of the plan. Within this period will be realized projects or activities that are more urgent and important and are with biggest opportunities to be realized. - The second stage covers the period up to 7 years after entry into force of the plan. Within this period will be realized projects or activities that are important but less urgent than those of the first stage. - The third phase covers the period up to 10 years after the effective date of the plan. Within this period will be realized projects or activities that are important but not urgent and less likely to be realized.

5.4. Elements and directions for further research • In ASI "GHQ KLA.Kleçkë and Divjakë" has beautiful natural landscapes such as the present value of respecting nature. This value somewhere in the area can be expressed, therefore, of the need for research to find other places in the area of special values so that perhaps in any other place except the natural monument “ Guri I Gradines”, which is protected by law as a precious natural heritage.

PROJECT TASK Draft Regulatory Plan for the Zone of special interest "Klecka and Divjakë '

Introduction The set of cultural-historical space "Klecka - Divjakë" was named "Area of special interest for Kosovo", because of special historical value, cultural and natural values. Taking in consideration these values, the area in question is presented as one of the complexes that is important not only for the area but also extends to the whole Kosovo. Currently underway is the process of drafting the Spatial Plan for Special Interest Area Klecka - Divjakë (hereinafter: Plan) which will be defined: overall development goals of the territory (space), will be clearly defined organization and designation of the area and to identify the extent and conditions of use, regulation and protection of the area as a whole. So far, several steps have been completed the process and consider that all preconditions exist in parallel with this process, the planning begins with some detail on specific areas. Therefore, taking all these into account and respecting the rules in force, the proposed draft Urban Regulatory Plan for some points that are located within the boundary of the Plan. We are sure that such action will affect the acceleration of activities in general, which will not harm the general idea of the concept of spatial development of the area.

The purpose of drafting the Urban Regulatory Plan Draft Regulatory Plan for the Special Interest Area "Klecka - Divjakë" has the purpose of controlling and managing land use within the area, and promoting economic development taking utmost care of the environment preservation. Regulatory plan aims to: • to establish a rule set for building / development and rational way of using land, with which will achieve certain effects that are required by urban and environmental norms; • protect the area from uncontrolled development that may occur from potential investors and developers; • to realize elements of protection of the historical and environmental features within and around the area; • to compile the database (database) in the GIS system; • to achieve the principle of public participation in all stages. • be accomplished recording geodetic detail of the location, which should be part of the special task of drafting the plan. It will enable to handle physical data accurately and to create a cadastral base which helps building a geographic information system based on the latest situation.

The legal basis The regulatory plan is to be understood as normative-technical document which defined precisely in the basic rules on construction and land use in the area. Rules should be determined by maintaining, vision, concept and all the fundamental objectives arising from the draft Spatial Plan for the area and based on the Law on Spatial Planning,

Administrative Instruction on the content of Urban Regulatory Plan, Environmental Protection Law, Law Construction, Law on Cultural Heritage, Law on Roads, Kosovo Spatial Plan, and development plans for their respective municipalities and documents arising during the planning process. Surface and the boundary of the Plan General location Areas of special interest "Klecka and Divjakë", lies in the central part of Kosovo, namely the northern part belongs to the municipality of Drenas Lipjan eastern part of Municipality, western part of the territory belong to Malisheva and a very small part to the territory of Suhareka municipality. According to the decision of the Government`s the overall site area is 1500 ha, which after various meetings with participants and field tests were completed also with the territory of broad surface area 4038 Ha, Much of the territory area of (more than 90%) is covered by forests, approximately 5% of the territory covered by pastures and agricultural land, and the rest belongs to housing and some other associated facilities.

Projecting task The compiler is required to draft Urban Regulatory Plan (URP) for solving architectural urban areas, defined as above. Location is located between the municipalities Malisheva Drenas Suharekë Lipjan and presented in extensive site map. Within broad limits the location defined some areas which should be drafted joint Urban Regulatory Plan. Therefore, in order

Beside elements which are defined in the Administrative Instruction URP's content, and documentation requirements arising from higher levels, the Deputy URP "Klecka - Divjakë" should contain technical norms and general standards for development plan, which should at least specify: • The way of the entrance to the area and parking space. Based on current analysis determined two entry points, one near the area "Village of the KLA" and other facility near the radio "Free Kosovo"; • suitable locations and adequate parking (if necessary in the vicinity of all areas, the number of parking fits with the goals and events that take place in relevant areas). Within these spacesalso provided sufficient parking for bicycles; • suitable locations for placement of service facilities / commercial (centerprotocol and museum facility in Zone 3, hotel size suitable for the land in Zone 2, observation points, information points andservices, information tables with appropriate shape and size, etc..) and their architectural solution which should be in harmony with the environment andexisting facilities; • how to lock in technical infrastructure, the location in general and specific areas in particular; • the method of access for persons with disabilities and disabled; • how and technical solutions to water supply; • how and technical solution to supply the area with electricity; • how and technical solutions adequate lighting in the area - the lighting provided near the walking paths and cemeteries that are part of the area (type and form of lighting to comply with technical rules in force); • in appropriate locations for bus stops provided public support to technical regulations in force; • The existing project involving cemeteries (Zone 4) in PRrgullues; • suitable locations for placement of waste containers and their form (the possibility of disguising provided adequate); • to determine the technical solution of the fence the area which should be the same for all areas, therefore, required to be original, significant parts of which must should be handled in a consistent combination of wood and natural stone. Height and forms to comply with technical rules that respond to the area; • the proposed way of renovation and reconstruction of facilities adequate existing special importance; • to determine appropriate locations and the technical solution paths pedestrians, with the aim of connecting the zones feature, set the PRR, the width of which should ensure the free movement of maximum two people.

Specific contents Zone 1 (Radio Free Kosovo) and Agency of news “Kosova Press” - the area Where during the war were given the news by radio and other debrifing from the field. Zone 2 - The headquarters of the Provisional Government of Kosovo – place in which the Government has committed functions and duties for a specified period. With the URP, in this area should be provided: • urban settlement area by the including all the general requirements set forth above; • Restoration of Government House then the appropriate architecture, taking care to preserve the wartime stress;

Zone 3 - General Headquarter of the KLA and military hospital - a place where there are committed all duties, services, debriefing, KLA activities as well as healing and aid to the wounded at home -military hospitals. With the URP, in this area should be provided: • urban settlement area by the including all the general requirements set forth above; • restoration and construction of houses have been active during the war and facilities that have served as military

hospitals, with appropriate architecture and highlight elements of that period; • appropriate designation of the site and architectural solution center protocol. Shape, size and content of the center shall be in accordance with standards established for these purposes. Depending on the choice of the center consists of a space provided for adequately sized museum;

Zone 4 - Monument and Cemetery Martyrs - a place where it is building a obelisk and graves of fallen heroes during the war in these parts. With the URP, in this area should be provided: • urban settlement area by the including all the general requirements set forth above; • consult the existing project area the monument and graves of martyrs, in order to be filled with developments under this plan. • determine the appropriate location and the architectural solution of semi- covered amphitheater with enough capacity to organize various cultural events. The form of the amphitheater to be compatible with the configuration of the terrain; • determine the appropriate location and architectural solution of a center information for the entire area with sufficient area. Within this facility should be provided sanitary facilities (with capacity to respond to requests) with all the accompanying elements;

Zone 5 - Headquarters of KLA-Brigade 121 - the URP, in this area should be provided: • urban settlement area by the including all the general requirements set forth above; • ways of restoring the house where there headquarters was located, this home today is uninhabited and the injured in a slight degree, the architecture and appropriate elements of emphasize that period; • the proposed deployment of shtallës existing; • on the other side of the road, the proposed architectural solution of an object hotel with sufficient capacity (2 / 3 single rooms and rest rooms and double suites), with architecture configuration that suits the terrain and not change the natural landscape; • setting appropriate site and architectural solution for a surveillance tower, where visitors will enjoy natural landscapes;

Zone 6 - Village of the NLA - the URP, proposed: • urban settlement area by the including all general requirements set forth above; • determine the appropriate location and resolution of complex architectural the weekend - houses, tourist needs, organizing excursions, physical preparation of athletes and other necessary activities that will contribute to the economic development of these sides. Number of facilities will depend on the choice of urban tourism based on current indicators of Kosovo in general and in particular area. Shape and size of facilities recommended being some types that will meet the various needs of tourists. The material to be used for construction (in the visible parts of buildings) should be a combination of sustainable wood, natural stone and covering tile; •

Zone 7 - Brigade 121 "Kumanovo" - Third Battalion Command "Sadik Shala "- Luzhnicë. Country which in the early War has served as headquarters of the KLA, but commander with the murder of Kumanovo, the headquarters of Staff transferred in Klecka. With the URP, in this area should be provided: • urban settlement area including all the general requirements set forth above; • ways of restoring objects during the war served as a headquarters. • to propose an urban settlement of including the settlement area architecture for access to the area and path that leads to area facilities.
