CALLING ATTENTION TO MATTER OF URGENT PUBLIC IMPORTANCE

SHRI M.VENKAIAH NAIDU SHRI MOINUL HASSAN SHRI SHRI to call the attention of the Minister of Agriculture to the uncertain position of Monsoon and deficient rainfall in the country causing hardships and anxiety among the farmers and the need for a contingency plan therefor. ————

(FROM 2-30P.M. TO 5-00 P.M.) PRIVATE MEMBER'S BUSINESS (RESOLUTION)

SHRI RAMDAS AGARWAL to move the following Resolution –

“That this House expresses its deep concern over the occasional confrontation between the legislature and the judiciary and urges upon the Government to take clear cut and effective steps to ensure that each wing of the State, i.e., legislature, judiciary and executive functions smoothly, freely and without any interference from each other as per the provisions enshrined in the Constitution and that there is no danger to the democratic and federal structure of the country because no wing is superior to other except the people who are supreme in our country and all the three organs of the State are accountable to them.”

2. SHRI SHANTARAM LAXMAN NAIK to move the following Resolution — “That this House resolves to urge upon the Government:— (i) to prepare a comprehensive policy on education by updating 1986 Education Policy, revised in 1991, which should cover examination system, technical and vocational education, medium of instructions supervising education institutions, etc.,

125 (ii) to lay emphasis on increasing scientific temper in the minds of students, teachers and also non-teaching staff, in the proposed policy so that, superstitious beliefs practiced in the society are completely eliminated; (iii) to prepare the draft new education policy in consultation with the State Governments, which should be worded in specific terms, with ideas and proposals which should be unambiguous and should be crystal clear for better appreciation by all the stakeholders; and (iv) to fix a time-frame in the policy for the implementation of commitments made by the Prime Minister on the 15th August, 2007 in his speech from the Red Fort.”

3. SHRI GIREESH KUMAR SANGHI to move the following Resolution—

“That this House expresses its concern over the acute shortage of coal in the country which is hampering power generation at several plants of NTPC as a result of which many units of the country’s largest power producer are about to shut down and urges upon the Government to take immediate necessary measures to improve coal production in the country.”

4. PROF. SAIF-UD-DIN SOZ to move the following Resolution—

“Having regard to the fact that – (i) the industrialized world, especially the USA, does not accept the fact that reduction of green house gases is not only a common but differentiated responsibility as per the Frame-work Convention on Climate Change; (ii) is making a sizable effort towards adoption of Clean Development Mechanisms alongside the efforts to eradicate poverty and move on the path to progress and emancipation of the masses; and (iii) the USA is processing a legislative measure to impose sanctions on some of the developing countries who do not accept responsibility along with the west; this House is of the opinion that it is the need of the hour that the world community, including the industrialized countries, should unanimously declare that it is an imperative to move beyond the Kyoto Protocol and accept common responsibility in reducing the emission of green house gases.”

5. SHRI O.T. LEPCHA to move the following Resolution—

“Having regard to the fact that – (i) Sikkim was merged to the Union of India out of emotions in the year 1975; (ii) the Hindi speaking people of the State are proud to be Indian; (iii) Sikkim is the land locked State with no air and rail link to the State;

126 (iv) The State shares its international borders with Nepal, Bhutan and China; (v) Sikkim is popularly called “mini Switzerland” of India with abundance of natural and scenic beauty including Mt. Kanchenjunga at its peak; (vi) even after 35 years of its merger, there is not much development in the State; (vii) there is no representation of the people of Sikkim in high Constitutional posts and other higher authorities; (viii) only life line of the State, i.e., National Highway No 31-A remains disturbed throughout the year; (ix) there is resentment in the peace loving people of Sikkim in view of its neglect, this House, therefore, in order to bring the people of Sikkim in the mainstream of the Country, urges upon the Government – (a) to prepare an action plan for an all round development of the State of Sikkim; (b) to connect the State with air and rail link at the earliest; (c) to improve the road infrastructure in the State by acceding to the proposal received from the State Government; (d) to consider appointment of the people of Sikkim to Constitutional posts and in other higher authorities; (e) to develop Sikkim as an international tourist destination in view of its vast potential; and (f) to preserve the natural reserves of the State”.
