BEAULY COMMUNITY COUNCIL MINUTES MINUTE No. 107 MEETING DATE: 24th September 2018 PRESENT Tony Boyland (Chair). Rosemary Macdonald, James Campbell, Seona Fraser, Frances MacKenzie, Jim Stewart and David Taylor. Councillor: Emma Knox. 1.0 Welcome and Apologies ACTION 1.1 The Chairman welcomed attendees. 1.2 Apologies were received from Councillors Margaret Davidson and Helen Carmichael and Member Valerie Storey. 2.0 Police Report 2.1 Police Report (Community Engagement Form) covering the wider geographical area, dated 24/09/18 for the September period was presented by PC Dave Elliot who attended this part of the meeting. 2.2 The following points were raised/discussed:  The point of youths driving cars at high speed through the Square and Braeview Park at night was discussed again. Police has spoken to those involved and monitoring situation. Should things not improve the incidents will be elevated with appropriate punishments. Registration Nos, Phots or videos are always useful.  CC had become aware and reported potential drug offences in the CC old Priory. CC to pass information to .  The observed incident in Rose St was reported, specific details could not be given.  The CC asked Police Scotland to investigate what appeared to be abandoned cars in the Square, (a Landrover and a VW Polo). It was stated if they were taxed and had current MOT, action was Police Scotland limited. It was agreed the MOT’s would be checked again. 3.0 Minutes of Meeting 27th August 2018 3.1 Approval of Minutes by Frances MacKenzie and seconded by Rosemary Macdonald. 4.0 Matters from last Meeting. 4.1 High football net to be removed as previously agreed. DT 4.2 Sycamore. Data collected for information board forwarded to HES. All information boards to be reviewed/updated, any comments to be passed to HES. It was agreed to investigate floodlighting the tree using the £500 received FMcK from Woodland Trust. 4.3 Lovat Garden strip-out ongoing. Community Pay Back resources likely to DT be made available late October. 4.4 RBS closure reprieve. Responses from MP/MSP’s to be circulated. DT 4.5 THC Budget cuts. Disappointing e-mail received from Charles Stephen; due to funding cuts, in summary CC to source Christmas tree this year and erect Christmas lights in future years. DT to confirm cost of THC providing and erecting tree, also to identify DT alternative supplier of felled tree and rooted tree for planting. Post Meeting Note. See email from Seona Fraser/John Beaton THC dated 26/09/18 with relevant information. 4.6 War memorial in Square. Panel on side to be inspected. TB 4.7 Tourist and visitor map for central Beauly. Meeting sub-group 12/10/18. VS To be reported next month. 4.8 100 years anniversary of Great War. Information of Beauly services to be TB put on Facebook. 4.9 Data protection. Statement under consideration. TB 4.10 Cross bain marie. Review ongoing JC 4.11 Beauly Retained Fire Service. Letter produced, discussion ongoing. Cllr HC/TB 4.12 Web site. Review ongoing TB 4.13 Your Cash, Your Choice, THC discretionary fund, October 2018. Only SF/FMcK £500 available. Agreed to put forward Floral Gateway Features. 5.0 Financial Statement 5.1 Main Account £2,724.07. Income £200 BBF. Expenditure: £55 to Men’s Shed. 5.2 Second Account £6006.26, no change. 5.3 Children’s Hall Account. £3400.67, no change. 5.4 Lovat Account, (war memorial). £1511.35, no change but £150 repair to come off. 5.5 Beauly in Bloom Account. £3,206.89. Income £390 credit from Monk. Expenditure £53 DD for Water. Research into possible dispensation due to charitable status to be TB undertaken. 6.0 Correspondence 6.1 Refer to correspondence register as appended to minutes. 6.2 Phil Worms FROG.net. Free listings on new national platform for every TB Community group & Not for Profit Organisation in Scotland. To be investigated. 6.3 Toilet closure 5/9/18, day large cruiser liner in. Situation explained, TB problem caused by attendant not available for opening. THC to be approached requesting nominated person from CC be a key holder. 7.0 AOB 7.1 Car wash in Beauly. Report produced for discussion. To be picked up next DT month. 7.2 Tour Bus Drop-Off etc. Brief meeting of sub-group held on Friday 21st DT Sept. No further forward with issues around favoured option and time running out, EOI application to be with THC by 26/10/18. Agreed to confirm status of plot BE3 from development plan and also try and identify another bus turn site on east of village. Thereafter progress solution with extended bus bay in current location with restricted time waiting, improve Phipps Hall walkway and direct buses to Braeview. DT to relay this to THC. 7.3 (RMcD). After discussion it was agreed the CC required 2No. Poppy JC wreaths. British legion to be contacted. 7.4 (TB). Disappointment Highlife Highland had removed spare key to Phipps TB Hall. This was going to disadvantage users. Agreed to write to Ian Goode. 7.5 (SF) Beauly in Bloom. Meeting to be arranged with Greens to give feedback on flower contract. It was agreed to ask for flowers to be SF removed after Blazing Saddles on 19th October. 7.6 (DT) 1st draft Parking, Traffic & Safety Report being progressed. DT Available within 2 weeks. Meeting to be organised with THC. 7.7 (SF) Braeview Park Bins. An e-mail trail setting out very disappointing SF and negative correspondence from Jim Fraser THC Waste Management regarding emptying of new bin in play park was presented. After Cllr Knox discussion Cllr Knox agreed to try and resolve matters, Shona to forward correspondence. 8.0 Next meeting 29th October 2018

3. Drugs / Alcohol Misuse 1 – Various reports regarding driver behaviour, patrols continuing to combat these issues.

4. Crimes of Dishonesty 1 male reported to the Courts for Drink Driving 1 non injury RTC, no persons charged. 1 person issued fixed penalty for speeding. 1 person issued fixed penalty for no MOT

4 - 1 report of high value theft from a premises within Beauly, enquiries ongoing.
