3 His Excellency Mr. .James H. Smith Ambassador For Investment and Trade

1!} is Excellency Mr. James H. Smith is the Ambassador for Investment and Trade and Chairman of The Bahamas Maritime Authority. A former Governor and Chairman of The Central Bank of The Bahamas, Ambassador Smith brings to these pioneering positions two decades of experience in the public sector and the field of public finance. As First Assistant Secretary in the Ministry Development; Deputy Permanent Secretary in the Ministry of Economics; Under-Secretary in the Office of the Prime Minister; Secretary for the Revenue and Permanent Secretary in the Ministry of Finance, Ambassador Smith's progress through the public service was methodical and complete.

A son of Grants Town, New Pr.ovidence, Ambassador Smith's socialisation for his distinguished career in the public service began at The Government High School. His formal preparation continued in Canada at Ryerson Polytechnical College where he earned a Diploma in Financial Management an9 Accounting, The University of Windsor at which he completed a Bachelor of Arts in

4 Economics and the University of Alberta from where he obtained a Master of Arts in Economics.

Alternative Governor for the Bahamas, the Ambassador's considerable knowledge of and vast experience in the field of public finance have been employed to the benefit of a number of national agencies: As a member of The Board of Directors of both The Bahamas Agricultural and Industrial Corporation and Bahamasair Holdings Limited; as Deputy Chairman of The Bahamas Mortgage Corporation; as Chairman of the Bahamas Development Bank, Paradise Island Bridge Authority, The Financial Community Technical Education Scholarship Committee, and the Finance Committee, Interim National Training Council and as Trustee of The Anglican Diocese Pension Fund of The Bahamas.

Ambassador Smith is the son of Mrs. Rosalie Smith and Mr. Betram Smith (deceased). He and his wife the former Portia Campbell are the parents of Kim ani , Jason and Nicola.

ft/odern academic regalia evolved from the kinds ofapparel worn by monks and students in the eleventh and twelfth centuries to keep warm in the medieval castles and halls in which they studied. Academic life, as we know it today. began in the Middle Ages -first in the church, then in the guilds. The teaching guild was the Guild of the Master of Arts, and the Bachelor was the apprentice ofMaster. Their dress was the outward sign of stature and responsibility. Academic regalia was thus a visible manifestation - in color, pall ern and design - that unified those ofcommon discipline and like pwpose. The principal features ofacademic dress are the gown, the cap and the hood. Participants in The College of The Bahamas Academic procession this evening are dressed according to the style of Academic costumes described as follows:

THE GOWN- The gown has become symbolic of the democracy of scholarship, for it completely covers any dress of rank or social standing. The sleeves of the gown indicate the level of the degree held by the wearer. A long pointed sleeve indicates the bachelor's degree. The master's gown has an oblong sleeve cut in an arc, with a slit at either the upper arm or wrist. The doctor's gown has bell-shaped sleeves and may also have velvet facing and sleeve bars or chevrons. The trimming may be black, or it may match the degree color on the gown edging.

THE CAP- The freed slave in ancient Rome won the privilege of wearing a cap, and so the academic cap is a s1gn of the freedom of scholarship and the responsibility and dignity with which scholarship endows the wearer. Old poetry records the cap of scholarship as a square symbolizing the book, although other authorities claim that it is a mortar board, the symbol of the masons, a privileged guild. The color of the tassel on the cap denotes the discipline. The tassels on the caps (mortarboards) worn by the fac ulty may be black or a color indicating the degree. Those who hold a doctoral degree may wear a gold tassel. It is traditional for degree candidates to wear their tassels on the right and for those holding degrees to wear them on the left. Graduates transfer their tassels to the left after the conferral of the degrees by the Principal. Tassel

THE HOOD- The hood is the more prominent· feature of the academic costume and is lined with the official colors of the institution conferring the degree and edged and bound with velvet or the color appropriate to the degree. At The College of The Bahamas the lining of the hood is orange and yellow representing The College's colors.

THE GOLD CORD- The gold cord worn by candidates for the Associate' s degree identifies those graduating with distinction. The cumulative grade point ayerage requirement for distinction is 3.45- 4.00.

lfn 197 4, The College of The Bahamas was created through the amalgamation of four institutions: The Bahamas Teacher's College, the San Salvador Teacher's College, the C.R. Walker Technical College, and the Sixth Form Programme of the Government High School. The College is the primary provider of comprehensive, tertiary-level education in the Bahamas. Today, nearly 400 faculty, staff and administrators offer to more than 3,500 full-time and part­ time students from The Bahamas and abroad a variety of programmes leading to bachelor degrees, associate degrees, diplomas and certificates.

Over its twenty three years, dedicated faculty, staff and administrators ofThe College have brought the institution to a high level of academic excellence The College enjoys an enviable reputation at home and abroad. Credits awarded by the institution are readily accepted by more than two hundred colleges and universities in Canada, the United Kingdom, the and the West Indies. Graduates of the College occupy influential positions in the professions, business industry, the public and private sectors and within the institution itself.

The College has grown sub~ntially over the last ten years to serve Bahamians located not only in New Providence but in several parts of our archipelago. In 1986 a northern campus was established in Freeport, .

In 1991 , programmes in Nursing and Health Sciences administered by the Ministry of Health at Grosvenor Close in New Providence were incorporated into the College's roster of programmes. In 1995 The College launched an Associate Degree programme in Office Administration in Georgetown, , a location that is expected to develop over the coming years as the site of the second campus of The College outside New Providence. In addition to delivering instruction in traditional classroom formats at these campuses, The College uses a variety of distance teaching methods to offer instruction to learners situated in non-campus islands.

Research is an area in which The College is moving with vigor. A new Research Unit headquartered at The College main campus in Oakes Field, New Providence offers structured opportunities for faculty of The College to share their expertise with public and private clients throughout the Bahamas. The Unit actively fosters international partnerships in research. Satellite field stations in San Salvador and Andros undertake ecological and marine res.earch .
