Presidio Soccer League General Meeting

Introduction of New Presidio Representatives and Guests: No new Presidio Representatives. Guests included Peter Wolf from “Glukos” Energy Drinks, Christine Morey from the Soccer Team and Pam Bickel from the “Kickin It Challenge” Soccer Tournament.

Approve Agenda: A motion to approve the agenda was made by 1st Steve Marx with a 2nd provided by Silvestre Vigilante. The motion was approved by unanimous consent.

Cal South District Commissioners – Board Member(s): Derek Barraza (Cal South President), Sally Grigoriev (District 1 Commissioner), Luca Pacelli (District 2 Commissioner) and Mark Flahan (District 1 Assistant Commissioner).

Derek provided the membership with a summary of recent activities and actions by Cal South. He congratulated the Carlsbad United GU-18 National Champions noting that the win was against the defending National Champion Del Mar Sharks GU-18 team. The national Finals were between two great teams from the San Diego community. He also congratulated Vanessa Dee being recognized as the Youth Referee of Year for Cal South and for Region IV. Derek reminded the membership of the upcoming Cal South Presidents meeting at the Stub Hub on Saturday, September 26, 2015.

US Youth Soccer is likely to approve the change to Calendar year age groups for the 2016 season at their August 29, 2015 meeting.

US Youth Soccer is still discussing the change to smaller sided games. This will require several different field configurations and for additional goals of different sizes.

The Cal South budget is going to exceed $11,000,000.00 for the first time in 2016. The Cal South Leadership Academy is planning a second training event in the Burbank area before the end of 2015. The release and transfer process has been transitioned from the Cal South Board to the Competitive Leagues with the final appeal process going to the Cal South Appeals Committee.

Recent By-Law changes allow a nominee to run for one position only one position at a time. Previous By-Laws allowed a person to be nominated for multiple positions in a single election cycle.

Johnny Garza is now the CEO of Cal South and will run the day to day operation of Cal South. The 2016 Annual General Meeting will be held February 16, 2016, the location yet to be determined.

Sally Grigoriev announced the Cal South concussion protocol has been completed and will be in effect for 2016. All coaches will need to complete the concussion training and obtain a certificate to be eligible to receive a coaching license. She recommends coaches start the training now. The concussion training will also be required for recreational coaches and must be renewed annually.

Cal South is looking at requiring CPR Training for competitive coaches.

The “F” license will be mandatory for 2016 recreational coaching in 2016.

Starting in the 2015 season, a competitive Team Manager will need to have obtained an “F” license to start or finish a game if the coach is delayed at the start of a game or has to leave the game early.

“Good Standing” notices for Clubs/Leagues were sent out by email August 17th, 2015.

A DUI is considered a violation of the Cal South Risk Management policy.

Cal South Insurance provider strongly recommends NO TEXT MESSAGING between coaches and players.

Board Reports:

Secretary: The minutes of the July 21st, 2015 meeting were presented, as posted on the website, for approval. A motion to approve the minutes was made by 1st Steve Marx with a 2nd provided by Dan Rubin. The motion was approved by unanimous consent.

Treasurer: No report.

Vice President: Jack noted he has resolved all the schedule conflict but two.

Director SDDA Boys: No report.

Director AAA & SDDA Girls: Rick asked the clubs/leagues to inform the team administrator to send game reports via pdf format NOT jpg. Remind the team administrator and coaches that Presidio

Directors cannot overturn referee ejections. Need game numbers on all correspondence. Remember Red and Yellow Card suspensions that carryover from the 2014 season and must be served in 2015 before player can participate in a game. Sideline behavior need to be monitored and controlled. Please update and maintain CORIS System information.

Director North: No report.

Director South: No report.

Assistant Director North: There appear to be more new people involved in rescheduling this year and they are having problems. Please direct them to use the Presidio Admin Guide for guidance.

Assistant Director South: Same request and Tim noted there are 360 unresolved reschedule requests still in process.

President: No report.

Special Committee Reports:

SDDA Report: The next SDDA meeting is scheduled for September 14, 2015.

Referee: The committee is exploring ways to keep the games on schedule throughout game day. Teams’ need to be ready to play (uniforms, shoes, shin guards, etc) 15 minutes prior to game time, uniforms on, ready to be checked in. Game sheets must have jersey numbers.

The committee is considering penalty’s for teams not being ready to play. Warning the coach and /or subtracting time from the game.

Team managers need to meet the referees at the conclusion of the game to collect game reports and player cards. Don’t wait until after the coaches’ discussion with the players.

Team managers must enter the jersey numbers on both the home and away games.

The comments section on the game report will be private. The referees and team managers will not be able to see what comments the other has written. Once the referee hits the “submit” button the game is locked out for comments.

Remember the Lightning Policy and the Heat – Water Policy.

The committee recommends coaches and team managers take the Cal South concussion training as soon as possible.

New Business:

Rescheduling: Previously covered.

Referee Contracts: SDCSRA updating their contracts.

Club Status: Bob noted that Cal South had previously agreed to provide Presidio with a three (3) week advance notice of a club/league possible violation of the “good standing” rule so Presidio can review and intervene to prevent impact on the gaming schedule. A club/league not in “good standing” cannot play any games until resolved. Any other club/league gaming against them is in jeopardy of games not counting in league play.

Good of the Game:

Open Discussion: Mark Flahan provided the membership with an update of SD City’s plans for Hickman Field. The swimming pool issue has been moved to be the final (if ever) project to be undertaken.
