Making Migration Work for Sustainable Development (phase III)

This third phase of the programme will build on the achievements of the previous two Phases of the

Joint Global Programme on Mainstreaming Migration into Development Strategies that have been implemented by IOM in partnership with UNDP since 2011, as well as the results of the UN Joint Migration and Development Initiative (JMDI). Together, the two initiatives have contributed to the development or amendment of 179 migration sensitive laws, policies, strategies and action plans to guide governments’ efforts to better manage migration for development; helped enhance knowledge and cooperation of more than 5,000 officials and partners in 13 target countries. The third proposed phase of the Programme aims to further solidify results and achievements reached to date and help translate policy-oriented and process driven actions into concrete results on the ground.

The overall objective of the programme is to harness the development benefits and reduce the negative effects of migration for host and home communities, migrants and members of their families. Specifically, the programme’s outcomes will be:

1. Home and host communities, including migrants, benefit from equitable access to health, education and social services and better labour market integration.

2. The responsible public institutions at national and local levels effectively address migration-related issues in the health, education, employment and social sectors.

3. The global, regional and national understanding on the development benefits of migration-sensitive policies is enhanced and more countries start adopting migration-related policies.

The programme will have a strong sectoral focus with priority sectors being: employment, health, education and social security. The programme will ensure the strategic inclusion of diaspora and migrants associations as well as the private sector for effectiveness and development impact. The implementation will be monitored and reported on against a results-monitoring framework that will be aligned with the 2030 Agenda for Sustainable Development as well as the Global Compact for Migration.

Countries involved: The People's Republic of Bangladesh, Jamaica, the Kyrgyz Republic, the Republic of Ecuador, the Republic of Moldova, the Kingdom of Morocco, the Republic of the Philippines, the Federal

Democratic Republic of Nepal, the Republic of , the Republic of Senegal and the Republic of Tunisia. Direct beneficiaries: Migrants (potential, return, labour, immigrants, diaspora) and members of their families, communities, local/regional authorities and national governments, private sector stakeholders in 11 countries.

1. Priority Theme of the Call for Proposals

Serbia has been faced with all forms of migration as a country of origin, transit and destination. In the last decades, it’ s also characterized by increased internal migration as a part of the ongoing process of urbanization that particularly affects youth who have difficulties in accessing labour market and employment opportunities.

Decreasing population, youth brain drain and migration, both external and internal affect the demographic, economic, social and human potentials. The municipalities and regions challenged by outward migration, within Serbia and beyond, require incentives to address the drivers of emigration while ensuring that such migration contributes to local development in the cities/towns of origin.

The programme in Serbia addresses the issues of employment and education (education activities should contribute to better employability), their interaction at policy and institutional level, to maximize the operational output of intersectoral collaboration through coherent migration mainstreaming. It will also examine and promote the role of private sector and diaspora in local community development.

The programme focus and the priority sectors (employment and education) were agreed by the national counterparts – the Technical Committee of the Programme. The approach was to map local initiatives in the area of migration and development that exist in the municipalities that have potential to enhance the socio-economic opportunities for youth to further support their employment, education and to prevent brain drain. These are middle-sized municipalities (20-50 000 inhabitants), with existing potential within the local economy, existence of educational institutions, availability of vocational trainings etc. In addition, the municipalities where Migrant Service Centers are located as well as municipalities with a higher number of returnees were also suggested and agreed on. A total of 24 municipalities are invited to participate in this call - Arandjelovac, Gornji Milanovac, Ivanjica, Knjazevac, Kikinda, Kragujevac, Krusevac, Negotin, Novi Pazar, Pirot, Pozega, Priboj, Prokuplje, Sabac, Beograd (Opstina Cukarica), Grad Novi Sad, Grad Nis, Bor, Kraljevo, Subotica, Smederevo, Vranje, Pozarevac and Bujanovac.

The priority theme of the present Call:

Providing alternatives to migration for young people in targeted municipalities through a set of livelihoods creation measures:

• youth employment incentives and/or measures for continuing education/additional trainings or Work Based Learning in Serbia

• activities aimed at connecting with diaspora - through transfer of skills, entrepreneurship, etc. • activities of connecting rural-urban areas through support of youth initiatives • support for the sustainable reintegration of children/youth from returnee families after readmission from the EU countries.

The main objective of the activities should be to contribute to the Government’s efforts in the development and implementation of national and local livelihoods options for young people at the local level that would enable better conditions for employability in both local as well as neighboring areas.

The initiatives should support youth employment and education, promoting jobs and livelihoods opportunities for youth, facilitating reintegration of children and young returnees, mitigate effects of internal migration by incentivizing young people to work in and/or return to cities of origin - in turn contributing to local economies, etc.

Priority will be given to proposals in which the provision of support to young people (internal, potential, return migrants) is foreseen in partnership with relevant Youth Office, Civil Society Organization (CSO) and/or Company, taking into account both the needs of young people and the needs of local communities.

Cross cutting issues: The proposals/initiatives should include the cross cutting issues, such as gender based approach and human rights based approach.

2. Target group / direct beneficiaries

The focus is on unemployed young people (under 30 years of age) with the special focus on those who have low level education. The direct beneficiaries in target municipalities are young people who are internal, potential, return or labour migrants.

3. Who can apply?

In order to be eligible for a grant, the applicant must be:

- Local-self government

Partnership with Youth Office, Civil Society Organization (CSO) and/or Company may be an advantage in the evaluation and selection process. In this case of partnerships, clear description of the role of

partner organization/company in the project realization must be included in the project proposal, as well as potential resources to be assigned within the project1.

Priority will be given to proposals proposed under this Call which build on or scale up existing opportunities and initiatives:

- The applicant has an ongoing initiative/project which could benefit from upscaling to reach larger impact / enhance impact

- The applicant has an ongoing initiative/project and proposes to bring in the migration relevant elements

-The applicant or a partner has had at least two projects in the last 3 years whose topic was linking the area of migration and local development, economic empowerment, education, training and / or youth employment.

- The applicant has an active project funded by other donors funding, excluding the Swiss Government which could benefit from up-scaling to reach larger impact and sustainability

- The applicant has the Local Action Plan (LAP) on migration management and Local Action Plan on employment or another strategic document in which employment or migration is recognized as a priority of local self-government.

4. Size of Grants

Each project proposal proposed under this Call must have a budget proposal with a financial projection in the amount of 95,000 CHF.

In total three (3) projects will be selected.

Preference will be given to municipalities offering co-financing (20%).

IOM will fund only projects that meet specific criteria, based on their relevance and expected outcomes/impact. The project proposal will be rejected if it is not delivered in accordance with the requirements and criteria for this Call, if it is incomplete or if it is delivered after the deadline. This decision will be final.

5. Project duration

The implementation of the project starts with the signing of a contract that is expected in September 2020. The project duration is from 18 months to 24 months.

Activities which have started before the signing of the contract cannot be funded.

6. Actions not eligible for funding:

The following actions are considered not eligible for funding:

- Actions concerned only or mainly with individual sponsorships for participation in workshops, seminars, conferences, congresses, individual scholarships for studies or training course; - Actions related to support for political parties; - Actions linked to political parties or of political/partisan nature; - Actions including market promotion activities; - Actions including grant-making activities (i.e. the use of funds to award grants or loans to other organisations); - Actions concerned only or mainly with infrastructure investments and/or the procurement of equipment; - Actions dealing with emergency relief or charitable donations; - Actions in which a significant part of the budget covers the expenses of the office's functioning; - Actions in which a significant part of the budget covers staff costs; - Actions that fall within the general activities of research and marketing without specific outcome;

7. Additional remarks

All activities involving professional support to beneficiaries must be carried out by appropriate, pre- trained or certified professionals with relevant experience (e.g. special educators, psychologists, etc.), which must be explained in the proposal and guaranteed by the applicant.

The Applicant for the project proposal is obliged to clearly define the categories of target groups and main beneficiaries in relation to the project objective and to state the planned number of beneficiaries, including the estimated number in relation to gender.

Project applicants are expected to indicate whether and how the project will continue to function after the official end of the use of the grant. Sustainability can be an advantage in the evaluation of the project proposals.

8. Visibility

Note that the applicant must comply with the visibility instructions and guidelines of the Swiss Agency for Development and Cooperation (SDC) which will be delivered upon the signing of the contract.

9. Number of project proposals and grants per applicant

An applicant can apply with one proposal only. The Applicant can sign only one contract and obtain one grant for financing of one project proposal within this Call of Proposals.

10. Eligibility of costs: costs which may be taken into consideration for the grant

Only "eligible costs" can be taken into account for a grant. The categories of costs considered as eligible and non-eligible are indicated below. Note that the eligible costs must be based on real costs based on supporting documents.

Recommendations for the award of a grant are always subject to the condition that the checking process preceding the signature of the contract does not reveal any problems requiring changes to the budget (for instance arithmetical errors, inaccuracies or unrealistic costs and other ineligible costs). The checks may give rise to requests for clarification by IOM and lead to modifications if needed. The amount of the grant, as a result of these corrections, may not be increased.

10.1. Eligible direct costs

Eligible costs are actual costs incurred by the Applicant, i.e. Grant Beneficiary, which meet ALL of the following criteria:

a) they are incurred during the implementation of the project as specified in the Sub-grant contract. This means that the costs shall relate to activities performed during the implementation period; b) they are indicated in the overall budget for the project (on the annexed budget format); c) they are necessary for the implementation of the project; d) they are identifiable and verifiable, in particular being recorded in the accounting records of the Grant Beneficiary and determined according to the applicable accounting standards in Serbia; e) they comply with the requirements of applicable tax and social legislation.

The following direct costs of the Grant Beneficiary shall be eligible:

- the cost of staff assigned to the Action, corresponding to actual gross salaries including social security charges and other remuneration-related costs; salaries and costs shall not exceed those normally borne by the Beneficiary; - travel and subsistence costs for staff and other persons taking part in the project, provided they are real costs baked by supporting documents; - purchase costs for equipment and supplies (new or used) and services specifically for the purposes of the project.

10.2. Non-eligible costs

The following costs shall not be considered eligible:

- Value added tax (VAT); - debts and debt service charges (interests); - provisions for losses or potential future liabilities; - costs declared by the Beneficiary and financed by other donors; - purchases and rehabilitation of land or buildings; purchase of vehicles; - purchase of alcoholic and energetic beverages, tobacco products and other psychoactive substances; - purchase and renovation of land or real estate; buying a vehicle; - currency exchange losses; - credits to third parties.

10.3. Contributions in kind

Contributions in kind (e.g. valorization of existing equipment, donations, volunteer works) are not considered actual expenditure and are not eligible costs.

11. How to apply

Project proposals must be submitted in English.

The application for a project proposal consists of the application form and budget, in the forms provided under this Call of proposals.

The application must be submitted via e-mail in PDF format (signed, sealed and scanned) and in the original editable format, using Word and Excel. Signed, sealed, and scanned versions must include exactly the same application documents and contents as the electronic versions in the original editable format. In case of discrepancies, signed, stamped and scanned version will prevail.

Handwritten applications will not be considered.

Please note that only the application form and the budget will be evaluated. For this reason it is necessary that these documents contain all the necessary information and data related to the project proposal. No additional documents are required. Additional documentation may be requested if the project proposal is selected for evaluation.

All procurement to be performed within the project must be expressed without VAT, that is, the amounts in the proposed budget are stated accordingly. The budget should also indicate what would be the contribution of the Applicant, while these contributions in the project implementation can include VAT.

11.1. Where and how to send the Applications

The applications MUST and can only be sent via e-mail to International Organization for Migration office in at [email protected] by August 28th 2020 AT 23:59.

The following has to be stated in the e-mail subject: Project proposal under the call within Making Migration Work for Sustainable Development (phase III).

12. Evaluation and selection of applications

Applications will be examined and evaluated by the national Technical Committee of the programme. All project proposals submitted by applicants will be assessed according to the following steps and criteria. The final decision on the projects proposed for financing is approved by the Global Programme Steering Committee based in Geneva.

If the examination of the application reveals that the proposed project does not meet the above mentioned eligibility criteria, the application shall be rejected on this sole basis.

12.1. Evaluation of the application

The evaluation of the application is executed in two steps, firstly the administrative evaluation, and then the technical evaluation.

Under the administrative evaluation the following will be assessed: • The application form satisfies all the criteria specified above, in terms of eligibility of applicants, activities, costs, respect of deadline for submission; • If any of the requested information is missing or is incorrect, the application may be rejected on that sole basis and the project proposal will not be further evaluated;

• The evaluation of the quality of the applications, including the proposed budget, and of the capacity of the applicant, will then be carried out in accordance with the evaluation criteria set out in the following Evaluation Grid:

12.2. Evaluation Grid

The technical evaluation of the received proposals will be carried out in accordance with the following selection criteria:

13. Notification of the funding decision

The applicant will be informed by e-mail of the decision concerning their project proposal.

Following the decision to award the funds for the project proposal, the Beneficiary will be offered a Contract, provided that it accepts implementation of the proposed project according to the Contract.

14. Contracts and reporting

The dynamics of payment of funds to the beneficiaries will be defined in the Contract on the project implementation. Payment dynamics may be linked to key achievements and milestones in the project, implementation progress or findings of verification visits within the Program.

The beneficiaries are expected to actively cooperate with the IOM in the process of implementation and monitoring of the project implementation.

The grantees must documented their actions, including photos which must be part of all reports.

The grantees must provide Progress reports on project implementation which consist of narrative and financial aspects, including photos and assessment of implementation progress towards planned outcomes produced in English.

IOM will observe and monitor the project implementation. Grantees may be assessed at any time during the course of project implementation and corrective measures may take place according to the assessment findings.
