Harare, Zimbabwe (24-28 November); The 1st meeting of the Scientific Committee of the Biennale of Luanda for a Culture of Peace in Africa (African Union Commission, Addis Ababa, 4 – 5 December); December Expert Meeting: Strengthening collaboration with UNESCO Chairs for promoting intercultural dialogue and mutual understanding (UNESCO, 17-18 December 2015), Training Publication on the OCPA Facebook page of the Report of the Sub-regional Training Seminar on "Cultural Policies and Management" for French-speaking countries in the Indian Ocean (, 15 - 19 December 2014); Research Regional study coordinated by OCPA with UNESCO’s financial contribution on «Cultures and Religions: Problems and Experiences of Enhancing Intercultural Dialogue for Conflict Prevention and Promoting Culture of Peace in Africa” the outcomes of which will be published and disseminated; Regional prospective research project coordinated by OCPA in cooperation with Africalia (Belgium) on the theme”Anticipating Cultural Policies in Africa by 2030”. The finding will be published and disseminated in a book; *** Development of OCPA information services with the support of the OIF • Publication and dissemination of 12 issues of OCPA News; • The development of the website, in particular the posting of news about local, national, regional and international cultural initiatives, programs, projects, strategies and policies; • Maintaining and updating the Documentation Center and databases (specialists, institutions, ministries of culture, training center, donors, national cultural policies, etc.); *** Publications and articles Interviews in the African media on Cultural and Creative Industries in Africa with EY French Company and on the UNESCO International Decade for the Rapprochement of Cultures (February); *** Heritage preservation Study about „Africa’s rich heritage is under threat” published TheConversatio.com web site by Alinah Kelo Segobye, focal point for OCPA in Botswana and member of the OCPA Technical Committee, associate professor of archaeology at University of South Africa. (June), *** Networking and partnership The contact, exchanges and discussions with the network members and external partners constituted a permanent task for OCPA all over the year and in during all the missions in the various African countries as well as in other regions. In fact these missions offered a good opportunity to renew the contact with the OCPA focal points acting in 42 African countries, with the ministries of culture in the AU Member States (Angola, Burkina Faso, Cameroon, , Côte d’Ivoire, Democratic Republic of Congo, Republic of Congo, Morocco, Mozambique, and national institutions acting in the field of culture and arts as well as with NGOs and International non-governmental organizations, like ARTERIAL (Côte d’Ivoire, CERDOTOLA (Cameroun), CICIBA (Gabon), EPA (), MASA (Côte d'Ivoire), International Art Biennale of Bujumbura (Burundi) and NHIMBE TRUST (Zimbabwe) and universities like the University of Hildesheim (Germany) or the University of Eduardo Mondlane (Mozambique). As to the inter-actions with international, regional and national cooperation institutions, OCPA’s Partners OCPA maintains continuous contacts with the African Union, UNESCO, Africalia, Portuguese cooperation and the Organisation Internationale de la Francophonie (OIF), etc…

Technical assistance and advisory services Mission to Kinshasa (DR Congo, 12 et le 27 janvier) with a view to discuss with the Minister of Culture and the Arts, Mr Banza Mukalay timely issue of the national cultural policy of the country, the situation of the Artists Associations, the implementation by the Ministry, UNESCO and OCPA, of joint activities (regional study and meeting) on the status of Artists in Africa, the First Pan African Choral Festival (Africa Cantat) in preparation; Participation in the evaluation of the UNESCO Category 2 Institute of African Culture and International Understanding, Abeokuta, Niger) including the assessment of its relevance to the changing world; Contribution to the adoption of a Plan of Action of the Observatory of (OCULTU) in May launched with the support of the Swiss Cooperation Office in Mozambique. ***

Main activities carried out in 2016 Organization of regional and international meetings "Dialogues of the Mont des Arts on “Cultural diplomacy of the XXI Century" (Kinshasa, 28 June); Regional Seminar on the Strategy for the Promotion and Implementation of the Charter for African Cultural Renaissance organized jointly by OIF, the African Union Commission, the Ministry of Culture and Tourism of Mozambique and OCPA on the implementation of the Charter; and Meeting for the 4th SICADIA (Summit of Cultural Institutions of Africa and of the Diaspora) on the strategy of the cooperation among these institutions in the implementation of the first phase of the Agenda 2063. Training 1st Regional Seminar of Culture Managers of the States of the West African Region devoted to training on the 2005 UNESCO Convention, known as the Convention on Cultural Diversity. Organized by the CERAV in co-operation with the Observatory of Cultural Policies of the French Community of Belgium. *** Research A research project was organized and Experts from the OCPA’s Technical Committee were involved with a purpose to produce a contribution on the strategy of the implementation of the AU Charter for African Cultural Renaissance. Another research project was oriented to the preparation of the contributions to a Study on Intercultural and interreligious Dialogue in Africa: independent experts from different regions of Africa were contracted to contribute. A large consultation was launched for scientific contributions to a joint AFRICALIA and OCPA Project on the projection of African Cultural Policies by 2030. 26 Experts participated in this project with contributions which were expected to be published by the AFRICALIA, OCPA’s Partner in 2019

Development of OCPA information services with the support of the OIF • Publication and dissemination of 12 issues of OCPA News; • The development of the website, in particular the posting of news about local, national, regional and international cultural initiatives, programs, projects, strategies and policies; • Maintaining and updating the Documentation Center and databases (specialists, institutions, ministries of culture, training center, donors, national cultural policies, etc.);

Publications and articles Contribution of OCPA to the E-book of the Arterial Network on “How Free is Free? Reflections on Freedom of Creative Expression in Africa” by Hamadou Mandé (September); *** Heritage preservation Indigenous knowledge system was a topic extensively developed in the OCPA’s contributions for the implementation of the Charter program and notably in the CUT University Conference in Zimbabwe. The concerns comprise the inputs expected from Academics and researchers in the designing strategies to be discussed in the CELHTO, ACALAN -among others- agendas. The use of African languages and the promotion of the African intangible cultural heritage in general has been considered for a theme of one of the next SICADIA editions.

*** Networking and partnership The 4th edition of the Summit of Cultural Institutions of Africa and Diaspora was organized in Maputo in June 20 and attended by representatives from 20 Working session with UNESCO (Paris) on the production of educational material for promoting intercultural dialogue in Africa (February 19); Working visit to OCPA of the South African Observatory of Culture (Maputo, 21–22 March); Discussions in the framework of the MASA (Abidjan, 5 – 12 March) with Frederic Jacquemin, Director-General of Africalia and Dorine Rurashitse, the Program Officer of Africalia, on the progress of the joint research project on ”Anticipating Cultural Policies in Africa by 2030”. Exchanges representatives of CERDOTOLA, CICIBA, FESPAM, Festival sur le Niger, Arterial Network, UEMOA, etc.; Discussions with the Permanent Secretary of the Ministry of Culture and Tourism of Mozambique on the decision of the government to establish cultural markets in the 3 regions of the country. Main activities carried out in 2017 Organization of regional and international meetings Organization of a Workshop on sectoral policy for performing arts in Africa organized as part of the 13th edition of the Festival on the Niger (Segou, Mali, 1 - 5 February, in co-operation with Arterial Network and the Koré Institute of the Foundation on the Niger River. Mission to the member Institutions of SICADIA (Summit of African Cultural Institutions and the Diaspora) for the consolidation of the SICADIA network following the Seminar held in Maputo in October 2016 by the OCPA and the OIF; Talks on the cooperation with the International Organization of la Francophonie for the year 2017, in particular on strengthening the structure of the Summit of Cultural Institutions of Africa and the Diaspora (SICADIA) and on continuing assistance to the OCPA; Meetings with the member institutions of the OCPA Partners Network (July) on joint projects took place and issues of common interest were discussed, namely with ACALAN (Bamako), CELHTO (Niamey), IRES-RDEC (ancien CRAC, Lomé), CERDOTOLA (Yaounde), the African Cultural Agency (ACA, Bamako), Arterial Network (Abidjan) as well as with the members of the OCPA network of national focal points; OCPA takes also regularly the opportunity offered by the various missions to contact with ministers of culture and other governmental bodies in charge of the development cultural and artistic life for discussing timely problems of promoting national cultural policies and cultural co-operation; Cooperation with regional partners, namely with the African Union Commission Social Affairs Division and the NEPAD Human Resources Department. *** Technical assistance advisory services Mission (April) to Kinshasa in the Democratic Republic of the Congo for preparing the first Pan-African Festival of Choral Singing planned for August 2017 and discussing the contribution of OCPA to finalizing the new cultural policy of the DRC; Mission (May) to Brazzaville for discussing the activities of the African Music Council (AMC) and the project of the creation in the Congolese capital, Brazzaville, UNESCO Creative City for Music, of a Pan-African Music Library (BMP); Audience by the Minister of Culture and Tourism of Mozambique, with whom the OCPA Executive Director reviewed the planning of a series of major cultural event scheduled for 2018 (the International conference on oral history and the first Biennale of contemporary art).and the preparations for the national forum on the country's strategy concerning the cultural and creative industries which took place on 22 and 23 May 2017. This meeting was followed up in other meetings with the Minister (July) and also in the framework of the task force groups in charge of monitoring this work; Preparation, at the invitation of the South African Cultural Observatory, among series of comments on the second version of the White Paper on the future South African cultural policy. *** Publications Publication of the book Intercultural and Interreligious Dialogue: An African Experience produced with the support of UNESCO (September). *** Heritage preservation Participation in the assessment of the deterioration of the Mozambican cultural heritage caused by the cyclone Idai and Kenneth of March and Contacts with the Prince Claus Fund for funding requested under the program CER - Culture Emergency Response - at the end of which a contribution can be envisaged for the rehabilitation of the sites and the monuments damaged by cyclones (April). *** Networking and partnership Working with the members of RICADIA Network of Cultural Institutions of Africa and the Diaspora), especially on the timing and harmonization of planned activities for inclusion in the RICADIA portal; Meetings in Kinshasa with the professionals of musical organizations on the Biennial of Contemporary Art which is scheduled to open on 20 October.; Agreement with the Fondation du Festival sur le Fleuve Niger relating its support to the activities of OCPA for which OCPA Expresses its gratitude to Mr Mamou Daffe, President of the Fondation; Signing of a Memorandum of Understanding with SILANG (Salon international des langues et cultures) on October 7 in Abidjan; *** Technical assistance and advisory services Cooperation with the Culture Division of the African Union Commission (First talks on n January 6th in Maputo) on the strategies to be implemented for the entry into force of the Charter for African Cultural Renaissance as well as on the finalization of the processes engaged in the revision of the AU Action Plan of the Development of the Cultural and Creative Industries (Algiers, 2008); Participation in the African Union Commission mission in the framework of the Ratification Campaign in 2 countries in Southern Africa, on 18th and 19th and Namibia on 20th and 21st of February; Mission for promoting the ratification of the Charter of African Cultural Renaissance (Conakry, 14 and 15 June) with the African Union Delegation; Mission to Brazzaville for a visit to the headquarters of the African Music Council and for a meeting with the Minister in charge of cultural affairs on the revival of FESPAM (June); Orientation mission to the team responsible for the preparation of the 2020 celebration of "Marrakech, African Cultural Capital" (November);
