S. Runner, R. L. Bragg, and J. T. Atkins, Jr. ABSTRACT This report documents the results of a cost-effectiveness study of streamflow-gaging activities in West Virginia. Data uses and sources of funding were identified for 74 streamflow-gaging stations currently operated in West Virginia. One streamflow- gaging station was identified as producing data no longer sufficiently needed to warrant continuing its operation; this station was discontinued. Data collected at three other streamflow-gaging stations were identified as having uses specific only to short-term studies; it is recommended that these stations be discontinued at the end of the data-collection phases of the studies. The current policy for operation of the 74 streamflow gaging stations requires a budget of $390,000 per year. The average standard error of estimation of streamflow records is 24.6 percent and the range of error at individual stations is from 6.6 to 79.2 percent. It was shown that this overall standard error could be reduced to 22.0 percent if field activities were altered with no change in budget. A minimum budget of $375,000 is required to operate the 74 stations; a smaller budget would not permit proper service and maintenance of the stations and recorders. At the minimum budget, the average standard error is 22.5 percent. The maximum budget analyzed was $430,000, which resulted in an average standard error of 21.1 percent. Large areas in West Virginia lack sufficient streamflow data to provide valid estimates of streamflow characteristics. The paucity of data in these areas will be remedied as funds become available. INTRODUCTION The U.S. Geological Survey is the principal Federal agency collecting surface-water data in the Nation. The collection of these data is a major activity of the Water Resources Division of the Geological Survey. The data are collected in cooperation with State and local governments and other Federal agencies. The Geological Survey operates approximately 7,000 continuous-record gaging stations throughout the Nation. Some of these records extend back to the turn of the century. Any activity of long standing, such as the collection of surface-water data, should be reexamined at intervals, if not continuously, because of changes in objectives, technology, or external constraints. The last systematic nationwide evaluation of the streamflow information program was completed in 1970 and is documented by Benson and Carter (1973). The Geological Survey is presently undertaking another nationwide analysis of the streamflow gaging program that will be completed over a 5-year period with 20 percent of the program being analyzed each year. The objective of this analysis is to define and document the most cost-effective means of furnishing streamflow information.

Introduction The Clean Water Act (CWA) requires a Total Maximum Daily Load (TMDL) be developed for those waterbodies identified as impaired by a state where technology-based effluent limits and other pollution controls do not provide for the attainment of water quality standards. A TMDL establishes a target for the total load of a particular pollutant that a water body can assimilate and divides that load into wasteload allocations (WLA), given to point sources, load allocations (LAs), given to nonpoint sources and natural background, and a margin of safety (MOS), which takes into account any uncertainty. Mathematically, a TMDL is commonly expressed as an equation, shown below. 푇푀퐷퐿 = ∑푊퐿퐴푠 + ∑퐿퐴푠 + 푀푂푆 This document sets forth the U.S. Environmental Protection Agency, Region III’s (EPA’s) rationale for approving TMDLs for iron, selenium, aluminum, pH, and fecal coliform bacteria in the Twelvepole Creek Watershed submitted by the West Virginia Department of Environmental Protection (WVDEP). The TMDLs were developed to address impairments of water quality standards as identified on West Virginia’s section 303(d) list of water quality- limited segments. WVDEP submitted TMDLs for 194 impaired streams in its report entitled Total Maximum Daily Loads for the Twelvepole Creek Watershed, West Virginia (March 2021) (hereinafter referred to as the “TMDL Report”), to EPA for final review and action on March 4, 2021.

Recognizing this commitment, the R Division of Natural Resources endeavors to provide a variety of quality fishing opportunities to meet I increasing demands, while also conserving and protecting the state’s valuable aquatic resources. One way that DNR fulfills this part of its mission is through its fish hatchery programs. Many anglers are C aware of the successful trout stocking program and the seven coldwater hatcheries that support this T important fishery in West Virginia. The warmwater hatchery program, although a little less well known, is still very significant to West Virginia anglers. O West Virginia’s warmwater hatchery program has been instrumental in providing fishing opportunities F to anglers for more than 60 years. For most of that time, the Palestine State Fish Hatchery was the state’s primary facility dedicated to the production of warmwater fish. Millions of walleye, muskellunge, channel catfish, hybrid striped bass, saugeye, tiger musky, and largemouth F and smallmouth bass have been raised over the years at Palestine and stocked into streams, rivers, and lakes across the state. I A recent addition to the DNR’s warmwater hatchery program is the Apple Grove State Fish Hatchery in Mason County. Construction of the C hatchery was completed in 2003.     WEST VIRGINIA FISHINGRegulations Summary 2019 wvdnr.gov From the Director Last year the DNR released an updated, online interactive map that provides valuable information on all aspects of fishing and hunting adventures. DNR personnel are continuing to update information and produce new, useful maps. After hearing about the need from anglers in an online survey, DNR personnel collected lake depth data and processed new bathymetry maps for 35 lakes across the state. These maps are now available on the interactive fishing map and downloadable to print or take with you on your mobile device. Also, anglers can now access the real-time streamflow conditions from the U.S. Geological Survey on our interactive fishing map. The real-time information allows anglers to check on flow and make decisions about whether fishing conditions are ideal before heading out to a stream or river. Visit wvdnr.gov/gis for more details and links to the interactive map and other map pages. You helped fund this project through the Sport Fish Restoration Program, using excise taxes on selected fishing equipment and boat fuel.
