2709 UPGRADE OF MINMI ROAD WALLSEND MS SONIA HORNERY to move— That this House: (1) Notes that on Sunday 18 August 2013, a fatality occurred along Minmi Road, Wallsend when a cyclist was killed. (2) Notes that this fatality follows a string of major accidents along this stretch of Minmi Road over the past 10 years. (3) Notes that Minmi Road is single-lane, with no off-road pathway and is an extremely busy road from the Blue Gum Hills district. (4) Notes that the Section 94 grants arising from large urban development in the Blue Gum Hills precinct have not been adequately spent on road upgrades and off-road cycleways along Minmi Road to accommodate the rapidly increasing population. (5) Calls on the Minister for Roads and the Newcastle City Council to commit to turning Minmi Road into a dual-lane road this year, from the corner of Minmi and Sandgate Road, along with an off- road walkway cycleway to the Minmi township.

(1) Notes that 25 unsewered towns and settlements in Lake Macquarie and throughout the Lower Hunter are disadvantaged by the lack of a systematic, priority-based program for providing reticulated sewerage to established townships. (2) Notes that $218 million was provided in the 2013-14 State Budget to fund programs in the Sydney Water catchment area under the Priority Sewerage Scheme. (3) Notes that no money was provided in the 2013-14 State Budget to fund Priority Sewerage Scheme projects in the Hunter Water catchment area and the last Hunter projects funded under the scheme were announced in 2004 and completed in 2008. (4) Notes that successive Governments have not acted on the calls from Wyee residents to have their community provided with sewerage infrastructure despite the town being an important component of the State strategy for urban growth. (5) Calls on the Government to advance the provision of the sewerage system to Wyee and provide ongoing additional funding to Hunter Water to allow for the reactivation of the Priority Sewerage Scheme to address the backlog of unsewered towns and suburbs.

P 2712 HUNTER COMMUNITY SERVICES CASEWORKERS MS SONIA HORNERY to move— That this House: (1) Notes that Hunter Community Services caseworkers walked off the job on 20 August 2013 to highlight staff shortages. (2) Notes that Public Service Association regional organiser Paul James said red tape and computer problems were also reducing face-to-face time with children and their families. (3) Acknowledges that the Director-General of the Department of Family and Community Services has told the media he agreed that red tape needed to be cut. (4) Urges the Minister for Family and Community Services to urgently tackle all those issues, such as resourcing, red tape and technology, that are preventing caseworkers from doing their critical jobs properly.

2714 HOSPITAL BED NUMBERS MS NOREEN HAY to move— That this House: (1) Notes the statement made by the Minister for Health to a recent Parliamentary Budget Estimates meeting that 835 new hospital beds have been opened by the Government. (2) Notes that in relation to the claimed 835 beds, 356 were opened by the previous Government and 304 beds were funded by the Federal Government. (3) Notes that this Government's contribution of 175 beds represent 13 per cent of the 1390 beds promised by the Government at the 2011 general election. (4) Calls on the Minister for Health and the Government to stop misrepresenting figures and to open the new beds as per its election commitment.

2716 SOUTH COAST TRAIN TIMETABLE MS NOREEN HAY to move— That this House: (1) Condemns the Minister for Transport on the proposed changes to the South Coast train timetable. (3) Notes that a number of express services are to be cut from the South Coast line should the proposed timetable be adopted. (4) Calls on the Government keep its pledge made during the 2011 election to improve rail travel times to and from Sydney.

(3) Denounces the Government scheme that charges higher fares and provides reduced services for peak time travel. (4) Calls on the Government to provide better services for Illawarra commuters and cheaper fares.

(3) Urges the Minister for Family and Community Services to address the acute staff shortages and heavy workloads in the Department appropriately and not to utilise students in situations beyond their experience.

P 2728 BERESFIELD SWIMMING POOL OPERATING TIMES MS SONIA HORNERY to move— That this House: (1) Notes that Newcastle City Council has reduced both the length of season and the operating hours of Beresfield swimming pool. (2) Notes that the season has been shortened by eight weeks to 20 weeks with reduced operating hours, including limiting weekend hours from 8 am until 2 pm for part of the season. (3) Notes that these decisions will have a deleterious impact on the operation of school water safety classes, swimming proficiency programs and Beresfield Swimming Club activities. (4) Urges the Minister for Local Government to contact the Lord Mayor of Newcastle to seek his assurance that the season duration and operating hours at Beresfield will be consistent with Mayfield, Wallsend and Stockton swimming pools.

(3) Acknowledges that Mr Garling has lobbied the WorkCover Authority to print the contact details of the Independent Review Office on every document sent to injured workers. (4) Urges the Minister for Finance and Services to respond to Mr Garling's request immediately and initiate other ways to publicise the office and its functions, particularly in light of the lack of awareness of and confusion among workers about the reforms.

(2) Notes that Newcastle City Council is facing a $29 million deficit. (3) Notes the inability of Newcastle City Council to fund priority projects, such as the Minmi Road upgrade, due to its stated deficit. (4) Urges the Minister for Local Government to advise Newcastle City Council that it is must not use priority funding on this project to the detriment of higher priority Newcastle region projects.

That this House: (1) Calls on the Government to stop cuts to education and TAFE, following the decision of Illawarra TAFE to cease providing its hearing-impaired students with essential note-takers. (2) Notes that Illawarra TAFE has cut services, and is no longer providing its students with equal learning opportunities as a consequence of cuts made by the Government. (3) Recognises the unreasonableness of expecting hearing-impaired students to be able to fully participate in TAFE education when services which are essential to their learning and development are no longer available. (4) Demands the Government make education a priority and fund essential educational services.

2867 RAIL CLEANING STAFF OUTSOURCING MS NOREEN HAY to move— That this House: (1) Condemns the Government for attempting to privatise Sydney's public transport by moving to outsource 35 per cent of the cleaning staff on the rail network. (2) Notes that under the current Government more than 60 per cent of staff have applied for redundancies with more to be expected following further restructuring of train and bus services across the region. (3) Recognises that this decision will result in large numbers of further job losses which will extend to other divisions within the public transport network. (4) Acknowledges that the outsourcing of public transport services is evidence of the Government's campaign to privatise public assets without regard to job losses or impacts on local economies.

2869 RESIDENTIAL DISABILITY OPTIONS MS SONIA HORNERY to move— That this House: (1) Notes that the Stockley Center in Georgetown, Delaware, a large residential disability care facility, faced similar issues to the Stockton Centre in the Hunter with pressure for it to be closed. (2) Notes that in Georgetown they found a way to open the Stockley Center to the community, to have more interaction between the Stockley residents and the people living nearby, with half the residents living in a medical facility and half in cottages on the redesigned campus. (3) Urges the Minister for Disability to provide flexible options to the residents of the Stockton Centre and assist those who wish to continue living there to do so.

(2) Demands the State Government make up the short fall and ensures that contracts signed prior to the last Federal election are honoured. (3) Recognises the importance multicultural community grants are to groups such as the Italian Social Welfare Organisation, SCARF Inc., the Association of Illawarra Community Language schools, the Macedonian Welfare Association and the George Cross Falcons Club, in assisting those from non-English speaking backgrounds.

2872 DISADVANTAGED STUDENTS MS SONIA HORNERY to move— That this House: (1) Notes that the educational outlook for both poor and indigenous students in the Hunter is bleak, with wide gaps in equity a major issue. (2) Notes that the Education for All Global Monitoring Report by UNESCO shows 84 per cent of the poorest year 8 students in Australia are achieving minimum benchmarks in maths, compared with 96 per cent of the richest students. (3) Urges the Minister for Education to increase funding for public schools to employ more teachers and better resources to support disadvantaged students.
