FIRST LETTER FROM THE CHAIR

Writing a piece for the beginning of the newsletter has always been one of those things that has put me off volunteering for Chairman (or I suppose Chairwoman in my case), the same as laying the wreath on Remembrance Sunday on behalf of the Parish Council or having to lead the monthly meetings. However, I felt it was time I stepped up after my three month stint as the temporary Clerk, since re-joining in December, and besides, nobody else wanted to do it. And I don’t really blame them. The Parish Council has had a pretty turbulent time over the last year. Several councillors have left and we have had three Clerks. However, I hope that the year ahead will now be far more stable. We are few, but dedicated, and we have an excellent new Clerk in Richard Miller, who is proving invaluable. The full team should consist of eleven Councillors – we are only six. We need more people. If you don’t live in Bishops Cannings, Horton or Coate then you would be especially welcome, as we currently have no one from those areas on the Council. No particular experience is necessary. The main thing is enthusiasm and a willingness to get stuck in. My hope is that we can become a very well run Council that delivers improvements to the lives of its Parishioners. To do this we need you to communicate with us and tell us what you would like, and what you are unhappy about. Sadly we have had to stop delivering the newsletter by hand to every household, but we have alternative places where you can get a printed copy. We also publish the newsletter on our Facebook page and the Website (bishopscanningsparishcouncil.gov.uk). Any issues of concern can be e-mailed to the Clerk in the first instance at [email protected] or to any Councillor.

There are many projects I would like us to deliver. Some have been on the cards for years, but have never got anywhere. Anybody who knows me will know that I am passionate about keeping the Parish as rural as possible, despite our proximity to . You may be one of the majority in our Parish who don’t live in a village, but that doesn’t mean we can’t strive to make where you live a nicer place to be. I believe everyone has the right to live somewhere attractive and have green areas to go to, within walking distance, where they can relish being outside. I hope this Parish Council can deliver another of those places. Now comes the beautiful month of June. Enjoy!

Tony Adamson

It is with sadness that we report the sudden death of Tony Adamson at the beginning of May. Tony was for many years Landlord of the Bridge Inn.

He served his community in more ways than one, as he was Chairman of the Parish Council for a considerable time and, more recently, Chairman of the Gardening Club.

His Memorial Service will have taken place at St. Mary’s Bishop’s Cannings on 26th May, before the publication of this newsletter.

We offer our condolences to his family and friends.

Bishops Cannings Pre-School Preschool recently enjoyed a visit from Zoolab who brought in a collection of mini beasts for the children to meet and handle. This term the children will be practising for Sports Day and will be sharing their half term holiday diaries with their friends at Preschool. The Preschool Summer BBQ will be held on Friday 5th July, please save the date and further details will follow.

Village Hall - Plea for Help !!

Bishops Cannings Village Hall committee is responsible for ensuring this important space is made available and in good order for community use. Members of the committee meet approximately 3 times a year. Some of the group have been on the committee for many years and are not able to do as much as they used to. The group would really welcome new people to join them and take an interest in the village hall to ensure that it remains a welcoming and well maintained space for local people.

Damage to verges along Bourton Road Bourton Road runs from the village hall in Bishops Cannings, straight on past the primary school and up to the hamlets of Bourton and Easton. Over the last couple of years there has been a noticeable increase in the damage being done to the grass verges. Impatient drivers, unwilling to wait for the proper passing places on this single track road, have created new ones, damaging both the verges and the edges of the carriageway. Although this road is a no-through road, there has been a considerable rise in the number of vehicles travelling up and down it. Non-residents tend to drive much too quickly. Encountering another vehicle has led many drivers to decide to force their cars up onto the verges. This shows a general lack of courtesy and sometimes it appears as a genuine shock to people that they may have to stop, give way and reverse a short distance to enable people to pass them safely. The verges on Bourton Road have suffered more than most in the village. In some places drivers are now going very close to the drainage gullies, which, in very wet conditions, when the gullies can be full to overflowing, could put them and their cars at risk. Wessex Water has been undertaking works to the water treatment plant in Bourton since last September and large vehicles have created permanent damage to both sides of the lane which will not self-repair now, as it would in former years. The Parish Council has a S.96 license from Council running from the school car park up to Elmcroft and it is now our intention to erect specially bought wooden posts on vulnerable areas of verge to discourage further damage.

Celebrate the beautiful during our very first Walking Festival!

With 14 guided walks across the region - from in Wiltshire to Goring in Oxfordshire – the festival is a perfect opportunity to get outside, explore more and take in the stunning views this landscape has to offer, all in the expert care of our walk leaders.

Our walks range from a pushchair-friendly stroll around the lovely lanes of Huish in the Pewsey Vale to an all-day guided hike onto the downs from Goring. We have a superb navigation skills workshop starting at Avebury and several wildlife walks to choose from.

100th Birthday Congratulations The Parish Council would like to wish Mr. Peter Holl a very Happy 100th Birthday for 7th June this year. Mr. Holl is a retired former head teacher and lives in Bourton. As we have heard that he enjoys his garden, the Council will be presenting him with a card and a plant to mark the occasion, to be kindly donated by Councillor Combe. Many congratulations, Mr. Holl, on reaching such a grand age!

VILLAGE FUN DAY – SATURDAY, 13th JULY – BISHOPS CANNINGS Our annual fun, family event is fast approaching. The organising team are busy behind the scenes setting up lots of attractions for you to enjoy. Set in the beautiful grounds of Bishops Cannings Primary School, we are starting a little earlier this year 12.30 -3.30 pm. The afternoon will include traditional stalls, vintage vehicles, refreshments with cream teas, a BBQ and licensed bar, bouncy castle, pets corner, displays of country dancing, singing, a vintage fairground organ and new this year – goat walking! Plus – bring your running shoes for the legendary Bishops Cannings 5,000 Metre Dash starting at 2 pm and now celebrating its 37th year! Bishop’s Cannings Tuesday Club – 18th June – A Musical Surprise! April’s speaker, Steve Chart, gave a very interesting talk on his career change from being in the police to becoming a Security Consultant in South Africa. He told us about some of the most exciting and dangerous cases he had been involved in during his time there. By the time of the June publication, Jenny will have talked about her family of doctors in the May meeting. Our speaker for June has had to postpone her visit until next year. She has received an invitation to visit Royal Ascot on the day she was to come to Bishop’s Cannings. Understandably she is seizing the opportunity to attend Ascot! I therefore have had to find someone at short notice. So do come along on Tuesday 18th June and enjoy something different – ‘A Musical Surprise’! A reminder that there are no meetings in July and August. We will be back in September with the start of the new programme, which I am just finalising. As usual, you will be served a delicious tea – all for £2.00 !

Community Messaging

Wiltshire Police use an email alert system called Community Messaging, also known as Neighbourhood Alert. This provides real time information to subscribing residents and businesses. This is a free service. Once subscribed you can choose what sorts of alert to receive and how to receive them. This way the alerts will be tailored specifically to your interests and delivered by email, text or phone.

Community Messaging allows , and carefully selected partners, to help keep communities better informed about police and crime updates affecting their local area. The messages can even be sent to individual postcodes.

Wiltshire Police is the main source of information but the system is also used by Dorset and Wiltshire Fire and Rescue, Wiltshire and also Neighbourhood Watch, the Office of the Police and Crime Commissioner, the Gas Emergency Service and Action Fraud, the national centre for fraud and cybercrime.

Your feedback can be most useful to provide first hand intelligence relating to alerts - but also to allow us to assess the effectiveness of the system so we keep messages and alerts relevant. The relevance of alerts, scaled 1 to 5, is controlled by users, through the selection of specific schemes on the system. Neighbourhood watch is one popular choice, as are groups for Community Speed Watch, Youth Clubs and Groups, Church Watch, Horse Watch, Farm Watch and many others. All can be selected or deselected as required and all have the ability for you to feed intelligence to crime prevention partners.

It should be emphasised that Community Messaging is not a way of reporting crimes - always call 999 in an emergency or 101 in a non-emergency situation.

Community Messaging doesn’t replace the social media activity that the force also uses to reach out to communities but works alongside it to make sure that messages are received in a timely way. With changes to the algorithms that the leading social media platforms use to distribute information, you are seeing far fewer of the posts issued than you did five years ago. Minutes of meeting of Bishops Cannings Parish Council Held on Tuesday 14th May 2019 in Bishops Cannings Village Hall at 7.30pm.

Present: Cllr Simon Casey (Vice-Chairman), Cllrs Jenny Combe, Chris Body, Neil Bridgen, Rob Jones, Diane Carey In attendance: Cllr Philip Whitehead (Unitary), Richard Miller (Clerk) and 1 member of the public. 1. Election of Chairman. Cllr Casey, as retiring Vice Chairman asked for volunteers for the post of Chairman and Cllr Carey indicated her willingness to serve. Cllr Combe proposed and Cllr Casey seconded that Cllr Carey be appointed Chairman and assent was given by a unanimous show of hands by all Councillors present. Cllr Carey signed and the Clerk countersigned the Declaration of Acceptance of Office document.

2. Election of Vice-Chairman The Chairman proposed and Cllr Combe seconded that Cllr Casey be appointed Vice Chairman. Cllr Casey indicated his willingness to serve and his appointment was agreed by a unanimous show of hands by all Councillors present.

4 Disclosure of Interests. None.

5. Approval of Minutes. It was resolved that the minutes of the meeting held on the 9th April March 2019 be signed as a true record.

6. Chairman’s Announcements. The Chairman thanked all members for their support and commented favourably on the commitment shown by the recently appointed Clerk. The Chairman observed that the financial management and administration of the Council’s business had improved. The Chairman informed the meeting that there had been reported another thatched roof fire within the parish at Calcote Farm. She also reported the death of Tony Adamson; a much respected local resident and Cllr Body was authorised to include an appropriate statement regarding his death in the next newsletter.

7. Public Questions and Comments. Mr Gary Mansell read a prepared statement containing a number of assertions on a variety of subjects to the meeting in the course of which it emerged that he wished to make a further request under the Freedom of Information Acts. The Clerk requested that he submit his statement/request in writing through the proper channels which he agreed to do. Mr Mansell then requested that certain historic comments on the Council’s Facebook page be removed. The Chair stated that the Council’s policy regarding Facebook was scheduled for debate later in the Agenda. Mr Mansell then left the meeting.

8. Cllr Whitehead (Unitary) Update. There was nothing specific to report in relation to the Parish. Cllr Whitehead informed the meeting that the special schools consultation has now closed and the matter will go to Cabinet on 20th May. Cllr Body raised a highways issue in that the hedge at the village hall end of the car park is overhanging the road and impairing clear sight at the junction. Councillor Whitehead advised her to report the matter to Wiltshire Council. Cllr Whitehead informed the meeting that he had not received an advance copy of the Agenda and the Clerk promised to rectify the matter for future meetings.

9. Matters arising from the previous minutes. Action point 1. It is believed that the scalpings work at Horton work has been completed. Cllr Carey will inspect the site. Action point 2. Cllr Casey has not contacted Crown Estate regarding verge damage in Bourton Road. It was agreed to defer further action until the verge cutter had completed work. Action point 3. Verge posts are now in the possession of Cllr Carey. Further thought is required about the method of installation. Action point 4. Ownership of Anzio Rd. land strip. Cllr Casey has not progressed the matter. Cllrs Carey and Body will visit the site and report their findings. Action point 5. No response from Lloyds bank re the mandate variation. Cllr Casey to submit a further application. Cllr Carey authorised the document. Action point 6. Car park re-surfacing: Two quotations have been received from the three sought. As noted in previous minutes the quotes are not based on a common specification and a valid comparison could not be drawn. All

agreed to use the use the quotation from PJ Dyke as the benchmark and Cllrs Carey and Body will contact Acres Ahead for a revised quotation. Action Point 7. Memorial for WW2 pilot: Cllr Jones has made no further progress on research into living relatives. He is to obtain estimates for the memorial. Action Point 8. Cllr Casey has not contacted John Rider. Action point 9. Financial Regulations: Clerk reviewed, revised and circulated on 27 April. Adopted at this meeting. Action point 10. Cllr Jones had not updated the website. Cllr Carey will update instead. Action point 11. Contact list of 2018/19 grant recipients. Clerk compiled list and passed to Cllr Jones on 12 April. Action point 12. CATG update: Clerk informed CATG of the Council’s endorsement of the speed limit request on 10 April. It was noted that the matter was not addressed at the CATG meeting of 24 April. Clerk to contact CATG. Action point 13. Facebook training: Cllr Casey has accepted responsibility for the Facebook page. See later minutes. Action point 14. FOI. Advice. Received 11 April but too generalised to be of any value. The sources referenced had already been identified and researched by the Clerk Action point 15. Church gates financial assistance request: Clerk contacted the Church Warden to convey the Council’s decision on 11 April. Action point 16. March bank reconciliation: Clerk supplied supporting documents at this meeting.

10. Review of Annual Financial Statement The statement had been circulated prior to the meeting. The contents were noted and no questions arose.

In connection with the internal audit the Chairman was authorised to sign the Corporate Governance Questionnaire and did so.

The Clerk informed the meeting that the AGAR was in the process of compilation and he was authorised by the members to obtain the required signatures, make the necessary submissions and display the notice of public rights on behalf of the Council. The Clerk sought the agreement of members to maximise the interest earning potential of short term or instant access deposit accounts. Consent was given. Clerk to prepare a detailed proposal. The Clerk advised members that the Council’s income would exceed the Lloyds Bank free banking limit on receipt of the second instalment of the precept in September 2019. The clerk was instructed to investigate alternative banking arrangements. The Clerk raised the matter of apparent FSCS ineligibility for deposits held by municipal bodies and he was instructed to research the matter further.

12. Planning applications. None received in the period.

13. Appointment of Councillors to external bodies. Cllr Carey agreed to contact Caroline Cutting to establish what duties were involved in being a Trustee of Bishops Cannings Village Hall. Cllrs Carey and Jones agreed to represent the Council on the Neighbourhood Plan matters.

14. Communication and Social Media Policy. Due to there being insufficient time left to discuss this, the Council agreed that the Clerk would finalise the draft policy already on file ready to be adopted at the next meeting.

15. Chandlers Lane Project. Various options regarding gaining access to the land were discussed, including the submission of a planning application. It was agreed that Cllr Carey will write to David Gage on the subject.

16. Chandlers Lane speed limit. With the assistance of advice from Cllr Whitehead the Council concluded that the request from Mr Aspinall related to speeding by motorists as opposed to an inappropriate speed limit, a matter over which the Council has no powers. The Clerk will write to Mr Aspinall. Correspondence was received from Mr Kitcher after publication of the Agenda, concerning road sweeping and the condition of bus shelters in and around Oak Close. Cllr Whitehead advised that sweeping of non-urban areas would only be undertaken in cases of emergency such as flooding. The members believed the observations regarding bus shelters related to those owned by Wiltshire Council and Cllr Whitehead advised that the Council had adopted a non-maintenance, non-replacement policy for such assets. It will be investigated whether an element of road cleaning can be undertaken by the Parish Steward. The suggestion of a Bishops Cannings ‘Clean up squad’ was discussed and the members noted that the last time volunteers had been sought none had come forward, other than the Councillors themselves. The Clerk will write to Mr Kitcher.

17. Parish Facebook page. Cllr Casey offered to moderate comments from third parties on the page daily in conjunction with the provisions of the CSM policy. There was a discussion as to whether to remove historic comments or not. The majority decision

was that they should remain for the moment as the CSM policy had not been finalised.

18. Requests for Financial assistance A request received from Wiltshire Search and Rescue was tabled. Although the request did not meet the Parish specific criterion the members considered the service to be of such value that an award of £250 was agreed under the provision of s137 LGA72.

Bishop’s Cannings Village Hall

Well located in the heart of the village, with convenient car parking, Bishop’s Cannings Village Hall is a popular venue for a range of activities.

In the past year the hall has been used for: • Parties for children’s birthdays and christenings; dinner nights and wedding anniversaries. • Education and training sessions such as art classes and first aid training. • It is the venue for regular meetings of the Beekeeper Association, Garden Club, Fellowship Group, the Tuesday Club and Guides.

The hall offers flexible space and the ability to bring your own caterers to prepare food on the premises or bring your own refreshments. The kitchen is well equipped with sufficient place settings for up to 60 people. The range of tables allows for a number of different seating arrangements and there are garden chairs suitable for taking out to enjoy the secure outdoor garden space.
