    Annex REPORT FOR 2019 UNDER THE “HEALTH CARE” PRIORITY of the NATIONAL ROMA INTEGRATION STRATEGY OF THE REPUBLIC OF BULGARIA 2012 - 2020 Operational objective: A national monitoring progress report has been prepared for implementation of Measure 1.1.2. “Performing obstetric and gynaecological examinations with mobile offices in settlements with compact Roma population”. During the period 01.07—20.11.2019, a total of 2,261 prophylactic medical examinations were carried out with the four mobile gynaecological offices to uninsured persons of Roma origin and to persons with difficult access to medical facilities, as 951 women were diagnosed with diseases. The implementation of the activity for each Regional Health Inspectorate is in accordance with an order of the Minister of Health to carry out not less than 500 examinations with each mobile gynaecological office. Financial resources of BGN 12,500 were allocated for each mobile unit, totalling BGN 50,000 for the four units.     BULGARIA 2016 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution provides for freedom of religion and conscience. The law requires religious groups to register to be eligible for certain benefits, including the right to receive state funding, operate schools and hospitals, and receive property tax exemptions. The constitution recognizes Eastern Orthodox Christianity as the country’s “traditional” religion, and the law exempts the Bulgarian Orthodox Church from the registration requirement. In September the National Assembly passed a law restricting the wearing of face-covering garments in public places. In July the Supreme Cassation Court vacated the guilty verdict of one Muslim leader charged with spreading Salafi Islam and hatred of other religious groups. In February the Pazardjik District Court started a trial against 14 Roma Muslims for propagating antidemocratic ideology and incitement to war and aiding foreign fighters. Minority religious groups, including Jehovah’s Witnesses, The Church of Jesus Christ of Latter-day Saints (Mormons), and Muslims reported incidents of harassment and hostile rhetoric by members of some political parties and said the government failed to prosecute religiously motivated attacks against their members. Schools banned the wearing of religious symbols, including the hijab and cross, and some local governments continued to deny requests to construct new mosques or repair old ones. The Supreme Cassation Court suspended the Muslim community’s restitution claims, pending review of whether it was the rightful successor to confiscated properties. Minority groups reported discrimination and prejudice from local authorities in certain municipalities. Mormons and Jehovah’s Witnesses reported physical assaults and harassment against members of their communities.

    Flood forecasting system for the Maritsa and Tundzha Rivers Arne Roelevink1, Job Udo1, Georgy Koshinchanov2, Snezhanka Balabanova2 1HKV Consultants, Lelystad, The Netherlands 2National Institute of Meteorology and Hydrology, Sofia, Bulgaria Abstract Climatic and geographical characteristics of Maritsa and Tundzha River Basins lead to specific run- off conditions, which can result in extreme floods downstream, as occurred in August 2005 and March 2006. To improve the management of flood hazards, a flood forecasting system (FFS) was set up. This paper describes a forecasting system recently developed in cooperation with the National Institute for Hydrology and Meteorology (NIHM) and the East Aegean River Basin Directorate (EARBD) for the rivers Maritsa and Tundzha. The system exits of two model concepts: i) a numerical, calibrated model consisting of a hydrological part (MIKE11-NAM) and hydraulic part (MIKE11-HD) and ii) a flood forecasting system. For some basins both meteorological and discharge measurements are available. These basins are calibrated individually. The hydraulic models are calibrated based on the 2005 and 2006 floods. The hydrological and hydraulic models are combined and calibrated again. The flood forecasting system (using MIKE-Flood Watch) uses the combined calibrated hydrological and hydraulic models and produces forecasted water levels and alerts at predefined control points. The system uses the following input: • Calculated and measured water levels; • Calculated and measured river discharges; • Measured meteorological data; • Forecasted meteorological data (based on Aladin radar grid). Depending on the available input the forecast lead-time is short but accurate, or long but less accurate. If one of the input data sources is not available the system automatically uses second or third order data, which makes it extremely robust.

We aim to describe the plant diversity of dry grasslands distributed in the transitional belt between the south-eastern European and Mediterranean biogeographic regions in SE Bulgaria, and to reveal if there are any obvious differences in soil properties, presence of life forms and chorotypes between syntaxa. The data set consists of 349 relevés of vascular plants and bryophytes sampled in different semi-natural herba- ceous vegetation types. By applying TWINSPAN, we classified 176 relevés of dry grasslands to eight associa- tions and one unranked community. One association and two subassociations are described here for the first time. Data on soil depth, soil moisture, soil pH, humus and total N content, numbers of different life forms and chorotypes were analysed statistically. The dry grasslands in SE Bulgaria were classified into different vegetation classes sharing the same territory: their communities present similarities in species composition and they have similar ratios of hemicryptophytes/therophytes and Euro-Asiatic/Mediterranean species. Dry grassland vegetation occupies mostly shallow and dry soils that vary slightly in pH, humus content and soil moisture between associations.
