The Background, 16th December 2008 Azad Hossain, a permanent resident of Galimpur Village, Motiharpur Gram Panchayat, of Chanchal Block-I, had a long standing issues with regards to the industrial connection that he had applied for his husking mill. He had first approached the Chanchal Group Electricity Supply for his connection and deposited an amount of Rs.1,55,893/- as quotation on 16.12.2008, as per inspection and estimates submitted by the staff of the local office. His connection needed extension of HT line and installation of a 25 KVA transformer. The local supply office issued a work order on 30.01.09 and an erection order on 10.02.09. However no work was started. RESA starts, Baseline Survey in May 2008 and 1st GIM on 30th November 2008 The RESA activities had already started in the Chanchal Block of Malda by that time. The first phase of the Grassroots Interface Meetings was organised on 30.11.08 by Chanchal Janakalyan Samity, the RESA district partner for Malda. Azad Hossain came to know of the activities under the project through the Samity and got in touch with them and explained his case. They suggested him to talk to the station manager and he accordingly did that. He was however informed that no transformer was available at that point in time. His case therefore, remained pending. Further action taken by Azad, 24th September to 29th October, 2009 The next set of developments started when the local Station Manager received an objection from local people on 24.

While supervising their work in the districts, the ATI faculty has found that in the majority of cases the probationers do not maintain their diaries properly, although these are intended to be records of the details of the training they undergo so that superior officers can check whether they have assimilated the proper lessons from the exposure in the field. During interactions with their Counsellors in the ATI, the trainees have complained that they are handicapped by not having an example to follow. A similar handicap has been reported regarding writing reports of enquiries assigned to probationers in the district. In view of this feedback, the ATI is publishing the diary I maintained in detail as probationer in Malda in 1972, trusting that it will provide civil service probationers with an example of how a training diary can be maintained. We were supposed to send the National Academy of Administration an official training diary and also maintain a personal one.

Given its geographical coverage, the number of urban centres in North Bengal was only 45 in 1991 and 48 in 2001. However, in 2011 the number of urban centres in North Bengal suddenly increased to 131 which is quite stupendous compared to previous years. This sudden increase in the number of urban centres affected the rank-size distribution of urban centres across North Bengal. In this paper an attempt has been made to calculate the rank-size distribution of urban centres across North Bengal during 1991, 2001 and 2011 and to analyze the effect of a huge increase in the number of urban centres over the system of city-size distribution in this region. Key Words: North Bengal, Urbanization, Urban Centres, Rank-Size distribution. Introduction If urban centres are arranged according to their population size in a particular region they are related to one another. The population of the second largest urban centre will have half the population of the largest or primate city, the third largest urban centre will have 1/3rd population of the largest urban centre of the region. This relationship between the population of any urban centre and its rank in a set of urban centres of a region is called the rank-size rule.

Because in the medieval period the capital of Bengal was Pandua and Gaur (Lambourn 1819). Not only that, presently pandua and gaur in the Malda district are an important historical tourism centre. Malda district is famous for the mango fruits in India. Also, the Kaliachak region of the Malda district is famous for the cultivation of silk (sericulture). The day of independence of India is 15th August 1947. But the Independence Day of Malda district is 17th August 1947 (Mondal 2016). Because the Malda district was under East Pakistan (Bangladesh) from 15th August 1947 to 17th August 1947 (Gosh 2004). Malda district is an important district in West Bengal. Because Malda district is called the gateway of North Bengal. The Physical, cultural and socio-economic conditions of the Malda district are very diverse. So, the following are discussed below about the physical, cultural and socio-economic conditions of the Malda district. 2.2 Origin of the Name of Malda District There are different opinions about the origin of the name of ‘Malda’ district because different philosophers have expressed different opinions. An opinion is that derived from the Arabic word 'Mal' comes to the word Maldah. The word "Mal" is an Arabic word its means wealth and the origin of the name "Maldah” probably signifies that it was an important centre of trade (Roy 2001). Another opinion is the origin of the word Maldah from the community of the local 'Maladh' name.
