    Commissioner Jonathan Hill 32 Smith Square, London SW1P 3EU Dear Commissioner Hill, We are writing this open letter to you as NGOs, civil society organisations, campaigners and EU citizens to call on you to amend the proposed rules for addressing excessive price speculation on food and other commodities in financial markets. When the EU legislation - Markets in Financial Instruments Directive II (MiFID II) – was agreed in January 2014, the European Commission claimed that it would be “curbing speculation on commodities and the disastrous impacts it can have on the world's poorest populations.” 1 However, we are alarmed that the proposed rules for implementation 2 will severely weaken the effectiveness of the legislation and will not tackle excessive speculation on food and other commodities. High and volatile food prices have had a devastating impact in poor and food dependent countries, causing increased hunger, poverty and instability. They also affect agricultural producers as well as consumers in the EU and around the world. Strict limits need to be set consistently throughout the EU on the amount that companies and persons can bet on commodity prices in order to curb harmful speculation. However, the proposals to implement MiFID II that you are considering will allow weak and ineffective position limit systems in member states. They will also leave the EU unable to deliver on its commitments by the G20 leaders, G20 Finance Ministers and G20 Agriculture Ministers. The EU agreed to improve the regulation of financial commodity markets to address excessive price volatility 3 as an important step to reduce poverty, achieve food security, budget stability and strong growth that is both sustainable and inclusive 4 including setting up a robust position limits system.

Our learning and the depth of understanding of the histories and cultures of all codes has continued, likewise our clarity of the opportunities and challenges facing cycling has sharpened. There were many highlights in 2015 that deserve recognition. Firstly, and of considerable note, this year we welcomed APL Windows Solutions as our new principal partner, with the partnership committed through to 2020.     A 40 Year History

    New Zealand Secondary Schools Athletics Association National Secondary School Cross Country Championships A 40 Year History Introduction The New Zealand Secondary Schools Athletics Association is proud to publish a forty- year history of the New Zealand Secondary Schools Cross Country Championships. Participation in the event between 1974 and 2013 totals well over 10,000 athletes from all but a handful of schools from around the country. With an annual involvement of over 1000 students it has become one of the largest secondary school sporting events in New Zealand. The idea for this document was born during the 1995 NZSSCC Championships in Masterton. At this time (before the internet), results were published in a hard copy booklet. In this particular year the first three place getters in the individual, and three and six person team categories were published for the first twenty-one years of the events history. This accompanied the full set of 1995 results. After this event, the majority of results were published electronically. Unfortunately, many of these results were lost in the mid to late nineties because there was no dedicated NZSSAA website. Sincere thanks need to be given to Don Chadderton for providing the first twenty years’ of results. Without these early results a significant part of athletics New Zealand’s history would have eventually been forgotten. These include the 1974 performance of Alison Rowe, who would later go on to win both the 1981 Boston and New York marathons. As well as Burnside High School’s 1978 performance in the junior boys event where they completed the perfect three-man score of six points.
