1.1 Introduction

This report reads as the Environmental Impact Assessment Report for the Proposed Mixed Development on Lot 368 Section U15, PT50037 (Part of Previous Lot 360) Section U16, Lot 2132 Section U17, Mukim Sungai Buloh and Lot 2685 Section U15, Mukim Bukit Raja, District of Petaling, Selangor Darul Ehsan and is hereafter referred to as the Project. Phase 1 area for the development is 1,795.42 acres (726.58 ha) and the total Project area is 2,787.41 acres (1,128.03 ha). The proposed Project is to be developed by Sime Darby Elmina Development Sdn. Bhd . The locality of the Project Site falls under the jurisdiction of Majlis Bandaraya (MBSA).

1.1.1 Project Title

The project title under the Planning Submission is “PERMOHONAN KEBENARAN MERANCANG PELAN SUSUNATUR BAGI TUJUAN SERAH BALIK DAN BERI MILIK SEMULA TANAH DI BAWAH SEKSYEN 204B KANUN TANAH NEGARA, DIATAS LOT 368 SEKSYEN U15, PT 50037 (SEBAHAGIAN LOT LAMA 360) SEKSYEN U16, LOT 2132 SEKSYEN U17, MUKIM SUNGAI BULOH DAN LOT 2685 SEKSYEN U15, MUKIM BUKIT RAJA, DAERAH PETALING, SELANGOR DARUL EHSAN UNTUK TETUAN SIME DARBY ELMINA DEVELOPMENT SDN. 1.2 Approval of Penilaian Awalan Tapak (PAT)

A Site Suitability Assessment ( Penilaian Awal Tapak ) has been submitted to the Department of Environment (DOE) Selangor on 30 th April 2013. The department has no objection to the proposed development via its letter dated 14 th May 2013 reference number (B) B 91/110/621/077 Jld 146 (21)as appended in Appendix 1. However, the condition states that the Project Proponent should submit an EIA, hence the preparation and submission of this report to DOE Selangor.

1.2.1 Project Location

The Project Site is situated at the west of the Guthrie Corridor Expressway / E35 (Shah Alam – Rawang Expressway). The general location of the Project Site is as shown in Figure 1.1 . The key and location plans for the Proposed Project are shown in Plate 1.1 and Figure 1.2 while the lot demarcation plan is shown in Figure 1.3 and the details are elaborated in Table 1.1 . The Project Site is geographically located at a longitude of 101o 29’31.39” E to 101 o 31’ 07.38” E and a latitude of 03 o 08’ 54.86” N to 03 o 13’ 13.06” N. The Project Site is located approximately 26 km east of Kuala Lumpur Metropolitan.

1.2.2 Accessibility of the Project Site

From regional accessibility planning of view, the site is strategically located within the loop road formed by GCE from the north, Federal Road 54 or Jalan Kuala Selangor to the north and Shah Alam- Highway to the west.

The proposed Project Site is accessible via NKVE at junction and via Guthrie Corridor Expressway. The project site is also accessible via Federal Highway that exits at Batu 3 junction, Shah Alam and later joins Guthrie Corridor Expressway. The existing access into the Project Site is from Federal Route 54 (Jalan Kuala Selangor) via Elmina Estate. The accessibility to the Project Site is depicted in Figure 1.4 .

1.2.3 Current Situation of the Project Site

The Project Site is an oil palm plantation, known as Elmina Estate. The oil palm is still being harvested by the workers. Besides that, there are a few existing structures within the site at Lot 2132 and PT50037 which consists of Office, Workshop, Shops, Elmina Clinic, bungalows, staff quarters, Hindu temple, surau , church and workers quarters. The current site condition of the Project Site is shown in Figure 1.5.

1.3 Scope of Study

Generally, the scope of study involves the establishment of baseline data via literature reviews and site survey, identification of impacts and proposal of mitigation measures in the preparation of the report. The scope of works complements the guidelines and procedures specified by the Department of Environment (DOE) as deliberated in the Environmental Impact Assessment Guidelines for the Preparation of EIA’s, October 2007.

1.4 Legal Status

The proposed Project is a housing development involving an area of more than 50 ha and a new township development which falls under the ambit of item 7 and 9 (e) under the Schedule of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 1987 made under Section 34A of the Environmental Quality Act 1974. This procedure is mandatory if the new township is meant for a population exceeding 10,000, as the development is expected to ultimately cater to a population of 195,000. In compliance with the above requirements, a Preliminary Environmental Impact Assessment (PEIA) has to be carried out by the Project Proponent prior to development to assess any impact the development would have on the existing Project Site.

1.5 Project Details

Pursuant to the brief introduction on the proposed development, the various parties involved from the level of Project conception to design are as given in the following sections. This outline of the various establishments and their address affords a clear picture of their respective roles and accountability with respect to the proposed development.

1.7 Objectives

This EIA is an essential tool in assessing the overall impact of the proposed Project on the environment. The assessment would assist in ensuring the successful integration of the proposed development with the existing environment and consequently resulting in a development, which is environmentally sustainable. Thus, the brief introduction on the proposed Project in this chapter would be expanded upon in the consecutive chapters with the following objectives:

• suitability of site for the proposed Project; • Establish the existing environment which is important as baseline information for monitoring the impacts to the environment; • outline the proposed development i.e., the components of the proposed Project; • Identify the potential impacts (i.e. with reference to the DoE Guidelines) from the proposed developments in terms of individual components or as a whole; • propose mitigation measures for the identified potential impacts to prevent or minimize adverse and irreversible impacts; • outline an environmental management plan to address residual impacts, which may arise from the implementation of the proposed Project.
