It is in the phase of recovery from a long-term decline in the numbers, with its population drastically increasing throughout Japan. This potentially impacts cormorant’s predation conflicts with inland fisheries. Recent cormorant migrants often appear to inhabit more urbanized areas although the species once preferred habitats remote from human activities. This novel dwelling preference remains unexplained. The present study aimed to understand the processes promoting their expansion, especially focusing on those that help acquire foraging success in urban habitats. Measurements on primary production in aquatic ecosystem did not detect superiority of urban habitats over rural ones. -

National Guidelines for Electrofishing Waters Marine Fisheries Containing Salmonids Listed Under Service the Endangered Species Act June 2000 Purpose and Scope The purpose of this document is to provide guidelines for the safe use of backpack electrofishing in waters containing salmonids listed by the National Marine Fisheries Service (NMFS) under the Endangered Species Act (ESA). It is expected that these guidelines will help improve electrofishing technique in ways which will reduce fish injury and increase electrofishing efficiency. These guidelines and sampling protocol were developed from NMFS research experience and input from specialists in the electrofishing industry and fishery researchers. This document outlines electrofishing procedures and guidelines that NMFS has determined to be necessary and advisable when working in freshwater systems where threatened or endangered salmon and steelhead may be found. As such, the guidelines provide a basis for reviewing proposed electrofishing activities submitted to NMFS in the context of ESA Section 10 permit applications as well as scientific research activities proposed for coverage under an ESA Section 4(d) rule. These guidelines specifically address the use of backpack electrofishers for sampling juvenile or adult salmon and steelhead that are not in spawning condition. Electrofishing in the vicinity of adult salmonids in spawning condition and electrofishing near redds are not discussed as there is no justifiable basis for permitting these activities except in very limited situations (e.g., collecting brood stock, fish rescue, etc.). The guidelines also address sampling and fish handling protocols typically employed in electrofishing studies. While the guidelines contain many specifics, they are not intended to serve as an electrofishing manual and do not eliminate the need for good judgement in the field. -

This follows recent concerns about unlicensed FADs drifting through closed areas. This article analyses a case study of the Western and Central Pacific Fisheries Commission (WCPFC) in order to determine State obligations to manage drifting FADs. Analysis concludes that a drifting FAD in the WCPFC Area is ‘fishing’ from deployment to recovery, thereby creat- ing obligations to monitor, control and report drifting FADs, consistent with broader obligations for coastal and flag States. The article recommends strengthening regional management in three ways: implement regional drifting FAD monitoring systems; con- trol deployment of drifting FADs so as to promote recovery and minimize lost gear; -

The 13 national marine sanctuaries and one marine national monument within the National Marine Sanctuary System represent areas of America’s ocean and Great Lakes environment that are of special national significance. Within their waters, giant humpback whales breed and calve their young, coral colonies flourish, and shipwrecks tell stories of our maritime history. Habitats include beautiful coral reefs, lush kelp forests, whale migrations corridors, spectacular deep-sea canyons, and underwater archaeological sites. These special places also provide homes to thousands of unique or endangered species and are important to America’s cultural heritage. Sites range in size from one square mile to almost 140,000 square miles and serve as natural classrooms, cherished recreational spots, and are home to valuable commercial industries. Because of considerable differences in settings, resources, and threats, each marine sanctuary has a tailored management plan. Conservation, education, research, monitoring and enforcement programs vary accordingly. The integration of these programs is fundamental to marine protected area management.
