IN THIS ISSUE: Dear Resident, OUTSTANDING LOCAL Much is being said about local government mergers. Over 4 years ago the WOMEN Local Government Association asked the NSW Government to consider council amalgamations. This resulted in comprehensive public discussion A SALUTE TO VOLUNTEERS and consultation. As part of the process, various independent reviews called for reform and consolidation. REDEVELOPMENT OF LINDFIELD On the Warringah side of my electorate, there was almost universal feedback from constituents supporting one Council, ROSEVILLE BRIDGE TURNS rather than two separate councils. The Government listened and has 50 announced one unified council. TOURISM BOOSTS ECONOMY Regarding the Ku-ring-gai area, feedback has been more mixed, COUNTERING DISASTERS influenced by a Council campaign against any merger. While the Independent Delegate, Boundaries Commission and Minister for Local SMOKE ALARMS Government have all supported the earlier recommended merger with Hornsby, I believe the largely rural part of the Hornsby Council area, west NORTHERN BEACHES of , might be better merged with The Hills Council. HOSPITAL UPDATE Any merger involving Ku-ring-gai Council is subject to the outcome of a court case. KILLARA BOWLING CLUB CENTENARY The proposed merger of Willoughby (including Castle Cove), North and Mosman Councils appears less controversial, but also remains subject COMMUNITY GRANTS to legal action.

Jonathan O'Dea Newsletter JUNE 2016.indd 1 21/05/2016 12:25:32 PM A Salute to Volunteers Davidson electorate is blessed with a wonderful range of community organisations. They largely rely on the work of volunteers who donate their time to deliver a wide variety of local services. It is a privilege to visit these groups, especially when they mark a significant milestone, such as the special service and lunch to celebrate the 80th anniversary of St Stephens Church at Belrose.

Kurring-gai and Hornsby Meals on Wheels also relies on volunteers to deliver delicious healthy meals to client homes 5 days a week. They assist recipients to retain their independence, while providing a safety check and social interaction.

Another outstanding volunteer organisation is the State thank Emergency Service. Volunteers sacrifice family and work time to protect our communities in you! times of need. Wear Orange Wednesday (WOW Day) was held in support of SES volunteers during National Volunteer Week. Outstanding Local Women Energetic volunteer, Julia Eagles, is the Davidson Electorate’s 2016 Local Woman of the Year. Julia is a Volunteer in Policing and an Area Co-ordinator for her local Neighbourhood Watch. She also volunteers with Ku-ring-gai Council and the Ku-ring-gai Neighbourhood Centre. Julia is an inspiration in our local community, particularly to other women.

Kathy Kelly was one of four finalists in the 2016 A.H. Beard Community Hero Woman of the Year Award. Her work with the Thomas Kelly Foundation has helped foster a more responsible drinking culture through education and initiatives targeting youth, families, sporting groups and the broader community, as well as through strong advocacy to local, state and federal governments.

Jonathan O'Dea Newsletter JUNE 2016.indd 4 21/05/2016 12:26:13 PM Stronger Councils, Stronger Communities

After much deliberation and intensive community consultation, the NSW Government has announced the creation of 19 new councils. This represents part of its comprehensive reform to local government, with the overall purpose to ensure our councils deliver efficient services, uphold community trust and continue to build the facilities our communities require.

In addition to the 19 councils, the NSW Government supports the creation of a further 9 amalgamated councils, subject to the decision of the courts. The NSW Government has proposed 28 Better local mergers. If all go ahead, the number of councils will fall from 152 infrastructure to 115. In Sydney that means we will reduce councils from 43 to 25 and in regional NSW that means 90 councils, instead of 109.

The NSW Government considered 45,000 written submissions from across the state, as well as commentary by the independent Boundaries Commission.

The Government is committed to improving our councils for the long-term. A review will be conducted in 4 years time to monitor the councils’ progress and ensure our communities are receiving the benefits of stronger councils.

better local services Each new council will receive up to $10 million to meet the costs of merging, and up to $15 million to invest in community infrastructure through the Stronger Communities Fund. New councils will decide how to spend the funds in the local community, with public input.

The NSW Government is also ensuring that rates are protected. Residents of new councils will not pay more than they would have paid under their old council for four years.

New councils will go to an election in September 2017. Continuing councils will have their elections in September 2016, with further Rates will be elections for all councils in September 2020. For more information, protected for 4 years visit www.strongercouncils.nsw.gov.au
