Proposed Pedestrian Footbridge System in Mong Kok Project Background Mong Kok is a busy commercial and shopping district with heavy vehicular and pedestrian flows. It was mentioned in the 2008-09 Policy Address that the Administration would consider an extension of the footbridge system in Mong Kok to cover Central Mong Kok and the Tai Kok Tsui area to improve the pedestrian environment with a view to minimizing vehicle-pedestrian conflicts. In this regard, a consultancy study was commissioned by the Transport Department in March 2009 to explore the improvement of the pedestrian environment by constructing a new pedestrian footbridge system in the centre of Mong Kok, and preliminarily draw up some conceptual plans for the proposed footbridge system. The consultancy study was completed in 2010. Subsequently, we carried out a technical feasibility study in 2011 based on the proposed conceptual plans and reported the progress of the study to Traffic and Transport Committee of the Council in November 2013 jointly with the Transport Department. Since Mong Kok is a highly developed area, the construction of a new footbridge system in the area requires thorough consideration of various factors and constraints, including studies on the transport facilities and developments in the vicinity, locations of footbridge piers, staircases, escalators and lifts, and the impact of footbridges on traffic, pedestrian flow, and underground facilities (including Mong Kok MTR Station). A consultant was also engaged in the same year to conduct further investigation for the project and a preliminary scheme was established based on the findings of the investigation. We anticipate that upon completion of the proposed footbridge system, there will be improvements to the crowded footpaths in the district, the pedestrian environment, the connectivity of the walkway system in the central district of Mong Kok and the vehicle-pedestrian conflicts as well as the pedestrian safety. Proposed Pedestrian Footbridge System in Mong Kok Royal Building x Traffic Arrangement x x x After Completion According to the Traffic Impact Assessment conducted by Mong Kok Road the consultant, although some of the traffic lanes in the vicinity will be permanently occupied upon the completion of the footbridge, including the sections along Argyle Street (eastbound) from Tong Mi Road to Canton Road, Argyle Street (eastbound) from Tung Choi Street to Hak Po Street, Argyle Metro Street (westbound) near Reclamation Street and Shanghai Regalia Street, and Fuk Tsun Street (southbound) near Tong Mi Road, the traffic could still operate under normal condition upon the changes in the aforesaid traffic lanes. Furthermore, the crowd- edness of footpaths in the district would be greatly relieved Pak Sing upon the completion of the footbridge.
