1.Preface

1.1Project intruduction Newly-built Taiyuan-Zhongwei (Yinchuan) (TZY) Railway is loaned by Asian Development Bank loan. The railway starts from the Taiyuan Station and Yuci Marshalling Station of -Taiyuan Railway in the east, passing Jingzhong city, Xiaodian in Taiyuan City, Qingxu County in province, then enters Jiaocheng County in Lvliang city in Shanxi province, Wenshui County, Fenyang city. After passig over Lvliang Mountain, the railway runs westwards along Dongchuan River to Lvliang city. Passing Liulin County, running over the Yellow River, the line enters Wubao County in Yulin city, Suide County, Zizhou County, Hengshan County, Jinbian County, Dingbian County, in Shanxi province, then passing and Taiyangshan Planning Area in Wuzhoug City, , Hongsibao Developing Area, , Zhongwei City in Hui Autonomous Region. After running over Yellow River and - Railway, the line is connected to the Yingshuiqiao Marshalling Station at Huangyangwan Station of Baotou-Lanzhou Railway. The length of the line is 747.051km. The railway is 747.051km long. The Yinchuan link line starts from DingbianStation, runs north-west ward, passing Dingbian County in Yulin City, Shanxi Province, and Yanchi County in Wuzhong city in Ningxia Hui Autonomous Region, Passing Ningdong Energy Heavy Chemical Industry Base and city, running over the Yellow River, enters in Yinchuan city and connects the track at the Pingjibao station to the Yinchuan Station of Bao-Lan Railway. The line is 193.464km long. 1.2Objectives The objective of this monitoring report is, based on project design and environment assessment, to check how the environment protection measures are performed during the construction period and what problems exist and to give some suggestions to solve such problems. This report is to ensure that these activities are in compliance with related environmental protection regulations and the requirements from MOR (Ministry of Railway) and Asian Development Bank. More exactly, the report is to: z Verify whether actual environmental impacts at construction phase were consistent with those problems predicted by the EIA; z Inspect implementation situation of the environmental protective measures designed in the EIA; z Identify any unexpected problems and put forward recommended solutions; z Report to MOR, Asian Development Bank and concerning departments about the environmental protection activities for this project. Railway Project shall be borne by Beijing OASIS Environment Protection Technology Co., Ltd. (OASIS for short hereinafter). According to the requirement of the bidding documents, The service scope of the task is the environment monitoring in 4.5 years of the construction period (from 2006 to 12, 2012) from Taiyuan to Zhongwei(Yinchuan) and 2 years after completing the whole project. Half-year environment monitoring report during the construction period shall be submitted by OASIS.And follow-up assessment report should be submitted 2 years after the whole line is completed. The contents covered by the environment monitoring report shall be as follows: According to the project progress, monitor the implemention situation of environment protective measusres put forward by design,environment assessment report (mainly in ecological protecting,water and soil preserving, noise sensitive spots protecting and sewage treatment ), emplyee sanitary prevention, protection and greening and recultivating situation of construction encampment,large temporary project, access road and so on. Annual Environment Monitoring Scheme of Taiyuan-Zhongwei (Yinchuan) Railway Construction Project in 2007 was submitted on Dec.3, 2007 by Beijing Oasis Company. This survey is mainly to investigate the implementation of environmental and soil conservative measures for super large river biridges, tunnels longer than 3km, earth borrowing pits, spoil disposal sites, embankments and cuts, stations and yards, access roads, and construction camps, etc. Implementation of environmental and soil conservative measures in national or provincial level natural conservation areas, drinking water source protection areas, Yellow River and important water courses, major borrow pits and spoil disposal sites in construction period were emphasized. This report is the annual environment monitoring report on the construction of 2007. 2. Project progress

2.1 Implementation units, contractors and construction supervision companies of Tai-Zhong-Yin Railway The implementation unit of the Tai-Zhong-Yin Railway is Tai-Zhong-Yin Railway Co. Ltd..There are 16 tenders along the whole line, and 10 construction supervision companies. The construction of the railway officially started in March 2006, and the planned construction time is 54 months. In table2-1, it shows the main contractors and construction supervision companies of the station-front projects of the line.

3.Environment management

3.1Environment monitoring system The project implementation and operating unit of Tai-Zhong-Yin Railway is Tai-Zhong-Yin Railway Co.Ltd, which is responsible for environment protection tasks during the construction phase and operating phase of Tai-Zhong-Yin Railway. Each environment protection bureau along the railway is responsible for environment protection, supervision and management tasks in areas under their respective jurisdiction. The environment minitoring task of Tai-Zhong-Yin Railway is borne byBeijing Oasis Environment Protection Technology Co., Ltd.. And the daily monitoring tasks should be finished by various contractors and supervision companies during the construction phase. The implemenation unit and Oasis are responsible to collect all monitored data. Oasis prepares a monitoring report and submits it to MOR and Asain Development Bank. According to the reqirements of the monitoring contracts, the monitoring company has drawn up the block diagram of environment monitoring procedures of the Tai-Zhong-Yin Railway. See Figure 3-1. According to characteristics of this project and environmental problems often occurring during construction, the monitoring unit is required to formulate the

All full-time (part-time) environment protection persons must have accepted special training on environment protection and they should be responsible to supervise and manage various environmental problems arising during production of their own organizations and assist environment management departments to well manage environment protection work. •Require various construction units to perform various environment protection statements in the construction contract. The construction units are required to work out appropriate environment protection measures according to environment protection requirements set forth in design documents, so as to protect the environment of construction sites and avoid and reduce environment pollution and damage due to inappropriate construction measures. Once any event to damage the environment happens, they should actively take remedies. If they cannot solve such events by themselves, they should immediately invite appropriate experts and organizations to assist them to solve the problems. •Require the environment supervision companies to carry out the daily environment supervision work upon environment protection requirements set forth in the construction contract. Once any environmental problems occur during construction, it should urge the construction unit to solve them in time.

Notes to block diagram: Tai-Zhong-Yin Railway Co., Ltd.: As the implementation unit, it entrusts and assists the monitoring company to complete the mononitoring work. When the contract is forwarded, it should sign the contract containing the requirements about environment protection with the contractors and supervision companies. Contractor: According to the reqirements of the contract, they should implement construction, and complete the environment protection work. Supervision company: According to the reqirements of the contract, supervise the quality of the project and the progress of environment protection. Monitoring company: As the exterior monitoring unit, supervise the implementation of the environment protection project and the progress of the environment protection along the whole line, and submit the monitoring report to MOR and Asian Development Bank.

3.2 Annual environment management in the construction period of 2007 3.2.1 Environment management work of Tai-Zhong-Yin Railway Co. Ltd. Construction Commanding Office of Tai-Zhong-Yin Railway Co. Ltd. is responsible for the environment and water protection management during construction, and employs one full-time environment and water protection senior engineer. As required, items on requirements of environment and soil conservation were included in the bidding contracts of the implementation unit, contractors and supervision companies. Comprehensive Examine System for Construction Supervision of TZY Railway Project was made by Tai-Zhong-Yin Railway Co., Ltd. On Sep. 12, 2007. The examine contents include 5 aspects as follows: engineering quality, construction safty, construction time limit, investment control and environmental protection. Examine scope includes each construction unit involved in integrate tender, major control tender, four electricity tender of TZY Railway. Examine results will directly related with annual work value chalculation. Examine contents in environmental aspect include: (1) Full or part time environmental protection management staff should be on guard.] (2) Environmental protection management rule should be set up. (3) Environmental training should be implemented befor construction. (4) Environmental and soil conservative measures planned in design document should be implemented. (5) Quanlity of each environmental engineering or equipment should meet the construction requirement. (6) Environmental emergency disposal plan should be made. Environmental Protection, Soil Conservation, and Civilization Construction Management Measures of Tai-Zhong-Yin Railway Co., Ltd. was printed and distributed on Oct. 16, 2007, which ascertain the organism structure and responsibilities of design unit, construction unit, supervision unit, and implementation unit, as well as the management system needed. 3.2.2 Environment monitoring training work in construction period From Aug. 21 to 22, 2007, Tai-Zhong-Yin Railway Co., Ltd. held an “Environmental and soil conservative technology communication meeting”. Vice commander or general engineer in charge, and director or full time engineer in charge of environmental protection and soil conservation, and general supervisor or vice general supervisor from each construction unit attended meeting. During the meeting, problems mentioned by Beijing Oasis Company were incorporated by the engineering department to make training again on environmental protection and soil conservation work during construction period.

4. Supervision and inspection to construction tender sections

In the monitoring period, Beijing Oasis Environment Protection Technology Co., Ltd. carried out a field investigation on Tai-Zhong-Yin Railway project from Jan. 4 to 16, 2007. Li Yingchun, senior engineer from the Engineering Department of Tai-Zhong-Yin Railway Co., Ltd., accompanied the whole visit. Staffs from Suide Command Office and Yinchuan Command Office attended the visit respectively. The main monitoring items include drainage treatment measures for tunnel excavation and remaining status of spoil disposal sites of tunnels, slurry treatment measures of bridge construction base digging, dust control at construction sites and access road, waste treatment at construction sites, treatment of waste water of living and sanitary status at sites etc. According to the characteristics of construction at the present stage, the monitoring deeply investigated all environment problems related to Tai-Zhong-Yin Railway construction. This report has been completed on the basis of discussion, field investigation, data reference etc. During this period, investigation to some construction sites was influenced because of snowy weather since Jan. 12 in Shanxi province and Yinchuan City.

4.1Investigation on environment protection implementation status

In the inspection, such things have been found that there is a good environment management scheme in the tender section with monthly self-check records. In the inspection, the following things have been found: Wubao tunnel is the main construction site in this tender section. Sedimentation tanks were built at both the entrance to the tunnel and discharging spots, but need to be cleared.There are environment protection billboads at construction sites. In the inspection, the following things have been found: environmental regulations is completed with daily check records. 4.2 Summary

Tai-Zhong-Yin Railway is basically east-to west, and passes Shanxi Province, Province and Ningxia Hui Autonomous Region. From Taiyuan city to Zhongwei city, the railway passes three landform units of Jinzhong Basin, middle and southern parts of Lvliangshan and Shaanganning Basin.The whole line passes Taiyuan city, Jinzhong city, Lvliang city, Yulin city, Wuzhong city, Zhongwei city and Yinchuan city. The project has 108 tunnels totally, among which there are 6 long tunnels more than 10Km. And 80 new super large bridges will be built. The railway passes over Yellow River for three times. There are three sections of the line passing natural reserves (Ningxia Lingwu Baijitan National Reserve, Ningxia Haba Lake National Natural Reserve and Shanxi Xuegong Mountain Provincial Natural Reserve). The project also passes Shanxi Linchuanyu Reserve, Suide County Dingjiagou to Shilipu drinking water reserve, and crosses over site of Great Wall of Ming Dynasty for two times. There are many sensitive environment and water protection areas along the line. And it is relative to various contents of protection. The railway construction faces new challenges such as drought, lack of rain, easy loss of water and soil and bad environment of vegetation. 4.2.1 Environment management at the construction sites As Tai-Zhong-Yin Railway Co. Ltd continuously strengthened environmental protection and soil conservation management, and different leveled local administrations such as Yellow River Upper and Middle Stream Management Bureau, etc. supervised for many times, we found that environmental protection and soil conservation management work had made a big progress compared with the early half year. Most of the construction unit of each tender section could prepare completed environmental protection and soil conservation scheme according to the requirement of ISO14001, and set up relative organism and recruit relative parttime or fulltime staffs. However there were still some problems such as main environmental factors identification and management scheme lacking pertinence, main work of environmental protection and soil conservation lacking actual control, etc.. Through the survey, we found that the following characters were held by the construction unit with good management: 1. Management schemes were have good pertinence in SJS-3 tender section of China Railway 2nd Bureau and SJS-1 tender section of China Railway 16th Bureau, etc., which can identify main environmental factors combining with the sensitive spots of each construction site, and specify relative management measures accordingly. Beijing OASIS Environment Protection Technology Co., Ltd. 50 Environment Monitoring Report for Newly-built Taiyuan-Zhongwei (Yinchuan) Railway in Jan. 2008 made by the construction unit, see picture 1. On the basis, according to the character of their environment, relative environmental protection measures were made for the main construction sites in the tender section, and were clarified on the environmental billboards. Picture 2 is the environmental publication board at the entrance of Baijiashan Tunnel. 2. Monthly checking, quarterly (or monthly or annually) appraising and relative encouragement and punishment were impletemented in SJS-3 tender section of China Railway 2nd Bureau, SJS-4 tender section of China Railway 1st Bureau, SJS-2 tender section of China Railway 17th Bureau, ZQ-7-2-1 tender section of China Railway 19th Bureau, SJS-1 tender section of China Railway 16th Bureau, ZQ-5 tender section of the China Coal 3rd Construction Group, the 9th Project Department of China Communication construction Group, ZK-3 tender section of China Railway 12th Bureau, ZP-5 tender section of China Construction Corperation, etc.. Daily check-up for environmental protection and soil conservation was strengthened. There were revision requirement and revision effect examination to problems, which could be solved in time. Picture 3 is the quarterly appraising table of ZQ-7-2 tender section of China Railway 19th Bureau. 3. Records of monthly checking, revision requisition and training were stored well in above unit, especially in China Railway 19th Bureau, the 9th Project Department of China Communication construction Group, ect., which showed effective implementation of Environmental Management System. ZK-4 tender section of China Railway 3rd Bureau is responsible for the construction of Lvliangshan Tunnel exit. During the survey in mid-term of 2007, we found that waste water from tunnel construction was discharged directly without sedimentation treatment; retaining wall along the resevior side of the spoil disposal site was not built; waste water with oil from air compressor were directly discharge, etc.. In this survey, we found that China Railway 3rd Bureau had made careful management and revision for the problems. A four leveled waste water sedimentation tank was built and treated water were generally reused; retaining wall along the resevior side of the spoil disposal site had been built, and temporary protection works were built between the access road and farmlands; an waste oil collection drum was set for air compressor (see picture 5). Problems were not only corrected in this project department, relative regulations were also furtherly perfected. Daily check-up and relative record storing were strengthened. Work quality of environmental protection and soil conservation had been greatly improved. There were evident boundary sign for the construction site of Xiaodonghe Super Large Bridge in the tender section of China Communication construction Group and the site was in good order. Excavations from Wubao Station were partially used by local residents for the base filling of their new house. (picture 6)

There was a 3-leveled sedimentation tank in concrete mixing station of the 2nd project department in SJS-3 tender section of China Railway 2nd Bureau, washing water from mixing tank was treated by sedimentation. Ttreated water was reused, which saved the water resources (picture 7). There was environmental supervision board at the construction site of Xunjiansi Super Large Bridge in SJS-2 tender section constructed by China Railway 17th Bureau. Some completed construction sites had been cleared and leveled (picture 8). Construction campsite was in good order. Living garbages were collected in bins and stored in garbage tank and disposed periodically (picture 9). Access road for No.1 inclined shaft of Suide Tunnel in ZQ-7-2 tender section constructed by China Railway 19th Bureau had been hardened, and was protected on one side (picture 10). Waste oil collection tank was set outside the air compressor station (picture 11). The construction campsite was in good order. There were also some problems found in this survey, mainly as followings: 1. Environmental billboards in most units lacked pertinent contents and requirements, which decreased the caution and advisory effect of billboard. 2. The 3-leveled sedimentation tank at Lvliangshan Tunnel entrance in ZK-3 section constructed by China Railway 12th Bureau had been effective, but because the sediments were not cleared in time, the effect of the tank was decreased. Waste oil in the ditch behind the air compressor was not been cleared in time (picture 12). 3. Several section of access roads were not protected or protected insufficient, and had problem of soil erosion, such as the access road for the large bridge at Wubao Tunnel entrance (picture 13), the access road at the entrance of the 3rd tunnel in Weijialou (picture 14), the access road at Xingwangmao Tunnel entrance (picture 15). 4. Garbage tanks were not built around the construction camp of Lvliangshan Tunnel entrance (picture 16), the 3rd shaft of Suide Tunnel (picture 17), the 1st shaft of Wubao Tunnel (picture 18), the 3rd tunnel entrance in Weijialou (picture 19), or there was garbage tank but garbages were causually scattered. 4.2.2 Tunnel construction The project has 108 tunnels totally, and a large number of spoils will be produced because of construction of tunnels. If these slags cannot be treated correctly, flood-discharging channels will be affected when rainy season comes, which will cause more loss of soil and water. In this survey, we found that because of lackness of stone materials along the line, some of the mucks from tunnel excavation were used to produce detritus, which decreased the spoil quantity, such as Mucks from the 1st shaft of Suide Tunnel (picture 20), Baijiashan Tunnel exit (picture 21) were used to make rubble by local plant. If the distance is feasible, spoil disposal sites were chosen in barren valleys, and the location was reasonable, such as the spoil disposal site at Lvliangshan Tunnel exit (picture 22), and the spoil disposal site at the 4th shaft of Wubao Tunnel (picture 23). Beijing OASIS Environment Protection Technology Co., Ltd. 52 Environment Monitoring Report for Newly-built Taiyuan-Zhongwei (Yinchuan) Railway in Jan. 2008 measures for the 10 spoil disposal sites we mornitered, the main problem was that the priciple of “first retaining second spoiling” was not strictly obeyed, and spoil disposal sites were not protected while tunnel being constructed. In this survey, we found that retaining wall was built for the spoil disposal site at Liulin Tunnel exit constructed by China Conmmunication Corperation (picture 24). Retaining wall was built for the spoil disposal site at the 1st inclined shaft of Wubao Tunnel constructed by China Railway 16th Bureau, but because of area limit, the muck pile was too high and some of the mucks had slid outside (picture 25). According our investigation, the construction unit was preparing to clear the mucks out of the site, and choose another disposal site at a proper area. Standard of temporary protection measure for the spoil disposal site at Xingwangmao Tunnel entrance constructed by China Railway Tunnel Bureau was too low (picture 26), and pile was too high and mucks were easily to slide out. In this survey, we have required them to make grade for the site and implement protective engineering. The spoil disposal site of the 1st inclined shaft of Lvliangshan Tunnel (picture 27), the spoil disposal site at Liulin Tunnel entrance (picture 28) and the spoil disposal site of the 1st inclined shaft of Hengshan Tunnel (picture 29)had no protection. We had ask the construction units to implement protective engineering in spring season when it get warm. 4.2.3 Super large bridge construction In the northwest area of drought with lack of rain, the water from lake and river is the important support for the local economic development. Therefore, all the super large bridges over river on the line are borne with responsibility to protect water. In this survey, it was found that sand bag, steel cofferdam, temporary river way change, water passing establishment were used to make river way smooth and prevent spoils entering river. For example, temporary sand bags and culvert pipelines were used for Luhe River Super Large Bridge constructed by China Railway 2nd Bureau (picture 30), which was admitted by local water resources administration. Some problems proposed during last survey had been corrected. Temporary spoils from the 5th pier of Wubao Yellow River Super Large Bridge had been cleared (picture 31). Steel beam of Yongning Yellow River Super Large Bridge was being constructed (picture 32). But the convenient bridge for construction was still in use, which would be pulled off before rainy season this year as the construction unit promised. Foundations and pier bodies of Wudinghe River Super Large Bridge constructed by China Railway 21st Bureau had been nearly completed, the construction site had been cleared and leveled (picture 33). But there were still some spoils, which would be refilled into foundation pit as construction unit explained. 4.2.4 Natural Reserve Area The line will passing 2 national leveled natural reserve areas as Haba Lake Natrual Reserv Area and Baijitan Natrual Reserv Area. Some construction sites in ZQ-6 tender section of Chian Railway 12th Bureau were located in these 2 areas. In this survey, it

Beijing OASIS Environment Protection Technology Co., Ltd. 53 Environment Monitoring Report for Newly-built Taiyuan-Zhongwei (Yinchuan) Railway in Jan. 2008 was found that construction site of Si’ertan Super Large Bridge located in Haba Lake Natrual Reserv Area had been cleared and there were clear boundary sign at both sides of the access road (picture 34), and construction was within the boundary. Pier construction of Jiaonigou Super Large Bridge located in Baijitan Natrual Reserv Area had been nearly completed, the construction site had been generally cleared (picture 35). 4.2.5 Protection of water sources and cultural relic As introduced by construction unit, construction sites located in Suide Dingjiagou~Shilipu Water Source Reserve Area was mainly as Dingjiagou Super Large Bridge and Er’shilipu Super Large Bridge. Er’shilipu Super Large Bridge had not started construction at the time. Foundation digging for Dingjiagou Super Large Bridge had been carried out (picture 36). Because of cold weather, the construction was stopped at that time. It was required that temporary protection of the spoils from the foundations should be implemented during the construction, and prevent spoils from entering the river. Engineerings passing the Greatwall relic had not been constructed at the time.

5.Suggestions

(1) To improve the pertinence of environmental protection and soil conservation work of Tai-Zhong-Yin Line, strengthen the key point, it is suggested that main environmental factor identification in each tender section should be pay attention. Relative management scheme should be specified according to the main factors. Environmental and soil conservation requirements, protective measures, supervision personnel and telephone should be clarified on the billboard at each construction site. Effect of relative training and publication should be improved. (2) After thaw in this spring, retaining engineerings for spoil disposal sites in each tender section should be carried out, and reasonably set water catchwork and drain for the sites to prevent soil erosion. (3) It was found in the survey that top soil of borrow pit and spoil disposal site was hardly restored during the construction at present. It is suggestioned that the top soil restoring should be paid attention to, which will create good condition for vegetation recovery or refarming on one side, on the other side it can avoid plant being destroyed by borrow pit relocating and prevent soil erosion. (4) Strengthen the oil and garbage management in construction site. A special space should be set for oil drums, the ground should be hardened and set cofferdam to prevent oil from leaking. Set rain proof coping. Oil leaked from air compressor should be collected and reuse. Wast oil discharge from the air pot should be collected to oil collection tank, which should be cleared in time to prevent oil pollution. Garbage collection tank should be set in campsite. Garbage bins should be set at the outside of

(5) Because the line is located in north-west area and it is cold and snowy in later November every year, it is relative difficult to visit the spot. Here we suggest that the monitoring time every year be adjusted properly.
