NATIONAL EMERGENCY OPERATION CENTER TROPICAL CYCLONE WINSTON SITUATION REPORT 75 of 12/03/2016

The purpose of this report is to provide the update on the current operations undertaken after TC Winston.

This Situation Report is issued by the National Emergency Operation Centre and covers the period from 0800hrs - 1600 hours, on Saturday, 12/03/2016. Updates in this report summarise all reports and briefs submitted from the four (04) Divisional Emergency Operation Centres (EOC’s).

1.0 NATIONAL HIGHLIGHTS

. A total of 320 active evacuation centers nationwide with the Eastern Division having 124 and Western Division with 196 with the Northern and Central Division having closed all their Evacuation centres. . A total of 10,098 evacuees across the nation with 3,222 from the Eastern Division and 6,876 from the Western Division with there being no more evacuees in the Northern and Central Divisions.

2.0 STATUS SUMMARY UPDATE ON DEATHS DURING TC WINSTON, EVACUATION CENTRES AND EVACUESS

Number of deaths remained at 44 when this report was compiled. Only two (2) Divisions, Western and Eastern still have active Evacuation Centres. The total no. of evacuees for the 2 divisions as at to-date is 10,098.

3.0 MEDIA HIGHLIGHTS

Akbar reaches interior of Ra- Three [3] weeks since Tropical Cyclone Winston battered the country, relief supplies for the victims continue to flow in from corporate bodies, ministries religious organisations, local communities and the international community at large.

PRIME MINISTER; SUGAR INDUSTRY, ITAUKEI AFFAIRS Koro villages to be relocated – After the devastation of Tropical Cyclone Winston, villages on Koro Island in Lomaiviti will relocate except for Vatulele villages. This was confirmed by Deputy Permanent Secretary for iTaukei Affairs Board, Apakuki Kurusiga yesterday. Mr Kurusiga spent a week in Koro after TC Winston and visited all the affected villages.

EU Announces $2.36M in Humanitarian Aid- The European Commission is making available Euro 1 million (FJ $2,364,372.39) in humanitarian aid funding to provide emergency assistance to families impacted by Tropical Cyclone Winston. The funds will be used to provide the most vulnerable in terms of shelter, food rations, and access to clean water and sanitation facilities as well as to help re-launch agricultural activities.

NDMO sets timeline to clear centres- The National Disaster Management Office hope to clear all evacuation centres by March 20. As of yesterday, 476 evacuation centres, including 11 schools were open across the four divisions housing 14,799 evacuees.

MINISTER P. KUMAR: LOCAL GOVERNMENT, HOUSING, ENVIRONMENT, INFRASTRUCTURE AND TRANSPORT

Transport Infrastructure repairs to cost $135m- Roads Authority (FRA) transport infrastructure suffered severe damage with Tropical Cyclone Winston covering extensive areas of the Fiji Islands with repairs estimated to cost $135million.

MINISTER J. USAMATE: HEALTH AND MEDICAL SERVICES Fatigued health staff- The Ministry of Health is pulling out staff working in disaster areas who have become fatigued and are under extreme stress. Health Minister Jone Usamate said the doctors and nurses in disaster areas provided commendable services and would be replaced to ensure that service levels remained high.

No surge in disease says health minister – Disaster affected areas in the country have so far managed to avoid the scourge of communicable diseases that follow in the wake of natural disasters. Health Minister Jone Usamate said while there are cases of typhoid recorded in the country, these cases were consistent with numbers and no surges were recorded so far.

MISTER R.AKBAR: WOMEN, CHILDREN AND POVERTY ALLEVIATION The commitment of the Fijian Government to reach out and assist people in the rural communities affected by Tropical Cyclone Winston, has seen a visit by the Ministry of Women team to Nukulau and Nubumakita villages on Thursday. Both communities, also hit hard by Cyclone Winston are located in the highlands of Nasau district, Nalawa in the province of Ra are accessible through rough terrains and mountainous tracks.

PM calls for patience in rebuilding efforts – After the distribution of food rations to all Tropical Cyclone Winston affected areas, the next phase now is rebuilding. There is one message that Prime Minister Voreqe Bainimarama has been relaying to those affected and that is- Government will help in the rebuilding programme and please be patient.

4.0 DIVISIONAL UPDATES Brief updates for each Division are given below:

4.1 CENTRAL DIVISION

. Monitoring of Water requests with WAF continues this morning. . Team Health’s coverage for awareness and Spraying continues in the affected areas . Ration and Relief Supplies commences this morning again. . Continuous spraying of areas that have been identified by MOH where health issues like dengue, typhoid could erupted after TC Winston. . Continue of Provincial Council Consultation for Rewa and Tailevu South province. . Natokalau rations and supplies follow up today. . Teams continue verification into various communities for food ration and relief supplies deliveries and also to attend to various issues raised by the community members. . Consultation with Turaga ni Koro’s continues today held at Tailevu Provincial Office headed by Roko Tui Tailevu and Consultation Team . The Central Division EOC will continue to update NEOC of the progress of our response.

4.2 EASTERN DIVISION

NZ Mission Summary for 11/03/16 & 12/03/16:

. The NZDF engineering team returned from Yacata Island and are now developing a detailed scope of works to provide support to the community (repairs to the school and medical centre, plumbing tasks and repairs to rainwater harvesting systems). While on island NZDF engineers undertook temporary repairs (using tarps) to the roof of the main classroom block at Sukanaivalu VC Memorial School to allow school to start.

. A USAR/NZDF team has deployed to Avea Island to begin work on improving the water situation, including: decontamination of existing water supplies, water making, repairs to community infrastructure to improve rainwater harvesting. 1,000lts of bottled water was also provided to ensure a supply of clean drinking water while decontamination takes place. The Tongan Navy also made a water drop from their landing craft to Avea and we understand that Avea now has a supply of approx. 18,000ltrs of water which has ensured community needs will be met over the coming weeks.

. A USAR/NZDF team has been to Cikobia Island and worked on improving the water situation, including: decontamination of existing water supplies, water making, repairs to community infrastructure to improve rainwater harvesting. 650lts of bottled water was provided today (via heli drop) to support drinking water needs in the interim. Team will return Saturday.

. NZDF with the assistance of RFMF transferred NDMO relief supplies (transported on HMNZS Wellington), including donations from families in Suva, to LomaLoma Primary School – the storage location for NDMO relief supplies. . Over recent days NZMAT, with the Ministry of Health team based at LomaLoma Hospital, have continued community visits as follows:

a. Wednesday: Malaka (30 consults), Muamua (30 consults). b. Thursday: Boitaci (50 consults), Levukana (32 consults), Uruone (2 consults); Government station at Muamua (2 consults). c. Tomorrow NZMAT and Ministry of Health will visit LomaLoma, Sawana and Dakuilomaloma.

. NZDF update on the following tasking: a. Adi Moapa Secondary School: girls dormitory, boys dormitory, and dining hall completed; b. Adi Moapa Primary School roof repair ongoing; repair to electricity to homes behind the school ongoing; and repairs to part of the Loma Loma water reticulation system ongoing. c. Mualevu: school generator room, classroom and dining hall repairs ongoing.

. USAR update on the following tasking: Mualevu: Nursing Station completed; and Cikobia: team will travel to Cikobia tomorrow to start water tasks.

. The NZMAT team visited Dakuilomaloma Village on Friday-11/03 and undertook 30 consults. The village (pop. 40, normally 57 but 17 have left temporarily) had 23 homes, of which 4 are liveable.

a. NZMAT have also started an assessment of the LomaLoma Hospital and note that much of the equipment has likely been impacted by salt water, including a defibrillator, patient monitor, and the portable suction system. They are recommending that a biomedical engineer to check all equipment before the equipment is turned on.

b. NZDF light construction/repair work at LomaLoma and Mualevu continues to go well, with most work expected to be complete on Monday.

. NZDF delivered the following relief supplies to the following locations:

a. Levukana – 1 x 6,000 litre water tank for installation at the community hall/evacuation centre (NZDF will also fill the tank with desalinated water and install the guttering); b. Boitaci – 500 litres of bottled drinking water; c. Malaka – 500 litres of bottled drinking water and 50 tarps. NZDF also completed the installation of 1 x 6,000 litre water tank including guttering and connections; d. Muamua – 1,000 litres of bottled drinking water, 20 WASH kits and 75 tarps; e. Mualevu – 1,000 litres of bottled drinking water; f. The USAR team on Avea has completed work (extraction timing to be confirmed), while another team were today lodged on Cikobia to improve water security, including through basic repairs to infrastructure and water desalination/purification; g. HMNZS Wellington completed the food/relief supply distribution tasks (as requested by NDMO) to outer islands today; & h. Visit to LomaLoma and Mualevu work sites to review progress undertaken today by Minister Seruiratu, Commander RFMF, COMJ Maj Gen Tim Gall, NZ High Commission Mark Ramsden, and Col. Glen King.

Other agency updates Tongan Defence Force . Continued clean-up of Sawana village; . Landing Craft visited Avea and Cikobia today to deliver relief supplies, including water, NZ supplied WASH kits, education packs from Ministry of Education, and agriculture seedlings from the Ministry of Agriculture; & . Tomorrow the Tongan Navy team will deliver school supplies to Mago Island.

RFMF . Organised donated clothes that arrived from Suva and started delivering packs to each village (except Daliconi, which received donations earlier in the week); & . Began delivering shelter kits and tarps to impacted households on Vanua Balavu as per NDMO request.

Ministry of Education . Nine temporary learning spaces (12x8m tents) will arrive on the MV Lomaiviti Princess on Saturday (12 Mar). . The Ministry of Education will decide how best to utilise the tents so school can start on Monday 14 March.

4.3 WESTERN DIVISION

. International Organization for Migration (IOM) Shelter and Relief Items received at Nadi Airport at 0630hrs by Divisional Commissioner Western, Mr Tagicakibau; . Divisional Commissioner Western received first shipment at Nadi Airport yesterday 11/03/16 totaling 3 to 4 tonness of Mineral Water and Biscuit at Nadi Airport. Additional Relief Items are arriving on later flights in the days to come from the People and government of Korea; . Delivery of Rations continues. 1 month ration for settlements and villages are being closely monitored and coordinated by District EOC’s; . His Excellency the President of Fiji Joji Konrote,and Minister for Women, Children and Poverty Alleviation, Hon. Rosy Akbar visited and assisted in the delivery of rations, with relief supplies to affected areas in the Division yesterday 11/03/16; & . A notable concern is the daily requests received for the delivery of Emergency Water Supply. WAF continues to oversee its deliveries.

4.4 NORTHERN DIVISION

Donation received for affected schools in Bua:

. RFMF Engineers have done maintenance work at Baravi Primary School on ECE classroom roof and tarpaulins are temporarily used as roof. . Attendance report received from MoE for Secondary/Primary schools in Bua and Macuata. . All other relevant information are from the DIVEOC-CND are appended in the subject file. . Donation received by North Emergency Operations Center (EOC) Savusavu from Casey Harrison (California)- 10 toothpaste pack, 26 tooth brush, 1 bag clothes, 6 pair of baby shoes.

Western Division: . A team finalised the damage assessment to housing in Ra with 3 vehicles and was happy to help in this area of devastation including Nakorotubu coast. This team will report back to the Nasau YTC Monday to help deliver food rations using 4 wheel drives in areas where trucks are not able to go . 2 teams travelled by punt to Veidrala, Nasau and Navuniivi villages . A request to use the 2 FNSC vehicles for the above has been submitted

Central Division:

. Working with youth clubs to define outreach programmes including clean up, youth feed the nation . Developing a programme for the Brass/ Dance band to provide entertainment . Within the Duke of Edinburgh International Award, where a service activity is involved, we are looking at including some “first aid” counselling under strict supervision of a qualified clinical psychologist who is a Peace Corps volunteer.

Northern Division:

. Distribution of 2 weeks of rations continues . Colleagues continue to work as part of the EOC in Labasa and Savusavu.

Eastern Division:

. Compiled a list of youths with a focus on Koro, Ovalau, Batiki and Nairai to be involved in the UNDP funded operation and now waiting for a list from Vanuabalavu . Continuing to liaise with the Ministry of Agriculture about plant, crop seeds and materials, cleaning up and rebuilding.

5.3 ADVENTIST DISASTER RELIEF ASSISTANCE [ADRA]

ADRA focusses on rehabilitative efforts in disasters, emergencies etc.

ADRA is also engaged in the current rehabilitative efforts after the onslaught of TC Winston and is appended below:

6.0 CONCLUSION

Divisional coordinated relief efforts progresses well for the week and divisions are currently monitoring to track the footprints of distribution covered in divisions to ensure that proper accountability is achieved across their areas of distributions. Detailed Sectoral Assessments (DSA) is concluding with provision of some preliminary cost of damages which is subject to change further to progressive detailed assessments.

NEOC has noticed the influx of abstract data coming from DIVEOCs which should have been analysed and simplified at their levels as they are closest to the places affected by TC Winston.
