A Vatican whistleblower

What is a “whistleblower?” FindLaw.com it defines it as: “A person who learns of unethical or even illegal activity within their company or government, and reports or refuses to participate in it.” Throughout history, some whistle blowers have been famous and others less than well known. You might recall it was Mark Felt who began the uncovering of the Watergate scandal. It was Daniel Ellsberg who brought to light the Pentagon Papers. It was Linda Tripp who informed us about the Monica Lewinsky scandal. It was Frank Serpico, telling of the tales of NYPD. It was Jeffrey Wigand who told of the secrets of the United States tobacco companies. It was Coleen Rowley who reported the failings of the FBI with regard to the 9/11 tragedies. It was Sherron Watkins who told of the Enron Corporation dealings and it was Bradley Manning who shared top secret information with Wik- iLeaks. All ring some kind of bell in our minds. Usually, only a few people got financially ruined from their revealing what was hidden and even in a few cases, many people were truly adversely affected or worse infected.

It seems that this past week, a very unlikely source and even more unlikely “corporation” was ratted out. The Whistleblower this week was none other than His Excellency Carlo Maria Viganò (the titular of Ulpiana) and more importantly the former Apostolic . He was appointed by Benedict as the Nuncio (which is the Holy Father’s representative or Ambassador in the United States and lived in Washington, DC) from October 19, 2011 until April 12, 2016 when he was replaced by ’ appointment of Archbishop Christopher Pierre as his successor.

Many people may not know, but this is not the first time he has “blown the whistle” concerning the on goings of the Vatican. In 2011, he wrote several personal letters to then Pope Benedict which were leaked and became part of what was dubbed as “VatiLeaks.” These letters uncovered the scandal, corruption, blackmailing, contract fixing and illegal financial dealing of clergy throughout the Vatican.

Before we delve into what Archbishop Viganò’s letter said, you must understand that each and every Nuncio is of the highest caliber of . They are generally always well educated, internationally experienced and held in the highest esteem from the Pope right down to each and every bishop around the world. They almost always attend the Papal Diplomatic Corp, which in layman’s terms is like the “finishing” school for bishops who will become diplomats. Why I mention this, is because when one speaks of a Nuncio, it should be known that they are not the “run of the mill” bishops elected by the . They are scrutinized, vetted, inspected, examined, investigated and evaluated by many levels of Church authority before they receive their posts and positions. So when one has the courage and fortitude to speak against the highest levels of the Church, when one becomes a “whistleblower” against the Catholic Church, everyone should listen and pay close attention when it comes from a Nuncio, especially this one. For he was at the very central core of what was going on in the United States and in the Vatican being in charge of all the Vatican embassies around the world.

On August 22, 2018 on the Feast of the Queenship of the Blessed Virgin Mother, Archbishop Viganò presented an eleven (11) page document in concerning the recent scandals of Archbishop McCarrick as well as other VERY high ranking Roman officials in the Church and in the United States who knew of this scandal and did nothing.

My paternal Grandmother taught me that there are always three sides to every story; “his, hers and the truth.” So when I began reading this very lengthy document, I had to balance the sage advice of my Grandmother with that of the authority, reliability, veracity and trustworthiness of this particular Papal Nuncio.

I guess my first response was “Wow!” What courage! What strength! What fortitude to speak up to and against the highest ranking officials in the Catholic Church, when he himself was one of them. I read this document slowly, taking notes (as usual) as Archbishop Viganò began with such words as “a tragic moment.. grave responsibility… horrendous and abominable crimes” as he related similar tactics used by the mafia when its members broke the “code of silence.” He truly did take to heart the words of Saint Luke “Whatever you have said in the dark will be heard in the light, and what you have whispered in the inner rooms will be proclaimed upon the housetops” (Luke 12:3) and shouting from the rooftops indeed he has done!

Similar to my own deductions (see the last two weeks of our bulletin) Archbishop Viganò sees a two-fold failure on the part of priests and the highest ranking officials of the Church; 1.) The abuse of their authority in committing horrendous crimes against the young, the innocent and the eager to serve the Church as priests and 2.) The silence of those who could have, should have, but did not prevent such crimes from being perpetrated again and again.

This “conspiracy of silence” flies in the face of an organization, an organism and a Church, founded by God Himself and given to the supposed “holy” (set apart) leaders to “tell the whole truth and amend and to renew itself.” This is why Archbishop Viganò felt compelled to write this letter, because for him it was a “moral obligation” to set the record straight.

In this letter, he immediately exonerated the memories of the late and recent Apostolic ( Gabriel Montalvo and Pietro Sambi) who he said did not fail to inform the Holy See immediately about Archbishop McCarrick’s immoral behavior. Archbishop Viganò quotes from a letter sent from the desk of Archbishop Montalvo dated November 22, 2000 and how while he was the Nuncio in Washington he never heard any measure taken by the Holy See after these charges were brought before the in Rome, Cardinal . He continues by stating how an Indictment Memorandum was sent to the new Secretary of State, Cardinal , by Archbishop Sambi concerning Archbishop McCarrick (then the Archbishop of Newark). A priest from the Diocese of Charlotte (who was laicized for a violation of minors) also forwarded a copy of this Memorandum to civil, Church and police officials as well as lawyers in June of 2006 calling for an immediate intervention of the Holy See.

Archbishop Viganò then stated that these documents were personally entrusted to him as the Nuncio in Washington, D.C. and how on December 6, 2006 he forwarded the same to Cardinal Sandri depicting with great “bewilderment… disgust…sorrow.. and bitterness” how in conscience, the situation with Archbishop McCarrick could continue.

In a momentous and brave suggestion, Archbishop Viganò pleaded that “for once” the ecclesiastical authority would intervene before the civil authorities” did “before the scandal had broken out in the press.” He never heard a reply or a decision that was

Immediately after Pope Benedict issued his statement about the “Pattern of crisis in the United States” (April, 21-23, 2008), Archbishop Viganò once again forwarded the Memorandum to Cardinal , the latest Secretary of State which ended with an appeal to Pope Benedict XVI to immediately intervene and remove the “Cardinal’s hat from Cardinal McCarrick and that he should be subjected to the sanctions established by The Code of , which also provide for reduction of the lay state.” Once again, NO REPLY WAS EVER RECEIVED!

Archbishop Viganò then related how he learned from Cardinal Giovanni Re (the of the Congregation of Bishops) how Pope Benedict imposed on Cardinal McCarrick sanctions similar to those imposed by Pope Francis. That former Cardinal McCarrick was to leave the seminary where he was living and that he was “forbidden to celebrate [Mass] in public, to participate in public meetings, to give lectures, to travel, with the obligation of dedicating himself to a life of prayer and penance.” These same canonical sanctions were communicated to him by Archbishop Pietro Sambi (the Apostolic Nuncio in the United States). The same were also communicated to Archbishop Viganò by Cardinal (the new Prefect of the ) in November 2011. Archbishop Viganò then related that he spoke directly with Cardinal McCarrick about these sanctions and how the Cardinal was “muttering in a barely comprehensible way, that he had perhaps made the mistake of sleeping in the same room with some seminarians at his beach house, but he said that as if it had no importance.”

Archbishop Viganò asked: “How was it then that Archbishop McCarrick was subsequently appointed as Cardinal Archbishop of Washington, D.C.? He also noted that the faithful have the right to know why this happened and who allowed it to happen! It is here that he stated “It is my duty to reveal what I know about this, beginning with the .” The Archbishop then lists some very, very big hitters; Cardinal Sodano (Secretary of State until September 2006) the same Cardinal who tried to cover up the misdeeds of Father Marciel (the founder of the Legionnaires of Christ) right until the bitter end when Marciel he was found guilty and irrevocably condemned.

Whether the appointment of Archbishop McCarrick as a Cardinal was the work of Sodano while Pope John Paul II was deathly ill “we are not given to know.” However, he stated that “It is legitimate to think so” but he was not the only one! Cardinal Bertone (former Secretary of State) and Cardinal (the present Secretary of State) were also complicit in covering up the misdeeds of McCarrick, who after the election of Pope Francis boasted of trips and missions made to various continents (trips that were specifically forbidden by the previous Memorandum). On April 2014, Archbishop Viganò wrote to Cardinal Parolin (the current Secretary of State) asking if the sanctions on Archbishop McCarrick imposed by Pope Benedict were still valid, NO REPLY WAS EVER RECEIVED!

The list continues with accusations against Cardinals; William Levada (former Prefect of the Congregation for the Doctrine of the Faith), Marc Ouellet (Prefect of the Congregation for Bishops), , Fernando, Filoni, Angelo Becciu (Substitutes of the Secretariat of State), and (Secretaries for Relations with the States) and Sean O’Malley whose recent statements on the McCarrick case were “disconcerting and have totally obscured his transparency and credibility.” Also included were Bishops (former Secretary for the Congregation of Bishops) andArchbishop Ilson de Jesus Montanari (current secretary of Congregation of Bishops) who were all aware of the sanctions imposed by Pope Benedict on Cardinal McCarrick.

Closer to home, Archbishop Viganò noted that Cardinal McCarrick’s successor in Washington, D.C., Cardinal was one of the first to have been informed of the measures taken by Pope Benedict and how revelations of his behavior as the Bishop of Pittsburgh puts him into a different category all together. Archbishop Viganò stated that it would be implausible that Nuncio Sambi did not speak to him about this case and more importantly that Viganò himself brought this matter to Cardinal Wuerl’s attention on several occasions, never needing to go into details because the Cardinal was already fully aware of them. Archbishop Viganò holds no punches by stating Cardinal Wuerl is a “serial liar” giving examples of how he had lied in the past concerning very serious situations in his Archdiocese and failed to answer two letters sent to him by Nuncio Viganò who was perplexed as to why he allowed Cardinal McCarrick to reside in the seminary knowing of the sanctions placed upon him by Pope Benedict “putting other seminarians at risk.”

Even closer to home in New Jersey, Archbishop Viganò reveals the coverup of Bishop Paul Bootkoski (emeritus of Metuchen) and Archbishop John Myers (emeritus of Newark) by compensating two victims of McCarrick in their respective dioceses.

Now fast forwarding in the letter, Archbishop Viganò stated that “It was clear that, from the time of Pope Francis’ election, McCarrick, now free from all constraints had felt free to travel continuously, to give lectures and interviews. In a team effort with Cardinal Rodriguez Maradiaga (a Salesian Cardinal of Tegucigalpa and President of the Caritas International and former President of the American Episcopal Conference), McCarrick had become the kingmaker for appointments in the Curia and the United States, and the most listened to advisor in the Vatican for relations with the Obama administration. He continued stating that “The appointments of Blase Cupich to Chicago and Joseph W. Tobin to Newark were orchestrated by McCarrick, Maradiaga and Wuerl, united by a wicked pact of abuses by the first, and at least of cover-up of abuses by the other two. Their names were not among those presented by the Nunciature for Chicago and Newark.”
