National Conference Ar Aghaidh Le Cheile Unity Begins with You 15th – 17th April 2021 #yfg21 Contents President’s Foreword National Executive Report Policy and Campaigns Committee Report Agricultural Group Report Coiste na Gaeilge International Committee Report Women’s Network Report National Executive Attendance Nominations for National Executive Steering Committee National Executive 2019 – 2021 Conference Itinerary Principles and Values Motions Resolutions Constitutional Amendments Standing Orders Project Officer for YFG Report Welcome from the President On behalf of the Young Fine Gael National Executive, I am delighted to welcome you to the 31st Young Fine Gael National Conference. This year’s Conference will be the first YFG National Conference in the organisation’s 44-year history to be held online, and I also hope that it will be the last. The pandemic has forced all of us in YFG to adapt quickly and dynamically to remain relevant and on this front, I believe we have succeeded. Our policies and campaigns have focussed on advocating for sensible, practical solutions to issues relevant to young people. We have sought to modernise Young Fine Gael through the relaunch of our website, the expansion of our social media presence to new platforms and a larger audience and the launch of the YFG Women’s Network, placing a renewed focus on the importance of greater female participation in politics. For the first time in its history, YFG was forced to run the entirety of its recruitment campaign online as Ireland went into lockdown. Despite the challenges we faced, our branches across the country can take pride in the fact that together, we delivered YFG’s first year-on-year increase in membership since 2016.

I welcome the Minister for Health, Dep- uty Stephen Donnelly, and his officials to the meeting to consider the Supplementary Estimates. I also thank them for providing the briefing note relating to the Supplementary Estimates. I invite the Minister to make some brief opening remarks, after which members will contribute. I remind members that, in accordance with Standing Orders, discussion should be confined to items constituting the Estimates. Minister for Health (Deputy Stephen Donnelly): I thank the select committee for the opportunity to bring this Supplementary Estimate for Vote 38 before it today. I apologise to col- leagues for not being available earlier today, as the committee had requested. I was attending a meeting of EU health Ministers, an annual meeting. It was quite long, but it included matters such as a briefing on Covie-19 vaccines so, regrettably, I could not make it to a meeting this morning. I thank the committee for accommodating this time today.

Teachta / Deputy Fiona O’Loughlin sa Chathaoir / in the Chair. 1 JES The joint committee met in private session until 4.40 p.m. School Transport Scheme: Discussion Chairman: I remind delegates and members to turn off their mobile phones because they interfere with the sound system, making it difficult for the parliamentary reporters to report the proceedings of the meeting. They also affect the television coverage and web streaming. The purpose in this part of the meeting is to discuss with a number of stakeholders matters related to the operation of the school transport scheme. Obviously, it is very important to have a school transport scheme that is fit for purpose and efficient and offers value for money. There is particular interest in the concessionary places and the places for children with special needs who have to attend special classes or special schools. On behalf of the joint committee, I welcome from the Department of Education and Skills Mr. Richard Dolan, principal officer, and Ms Niamh McElduff, assistant principal officer, from the school transport unit.
