In the first seven months of the year, over 17,700 new foreign companies have been registered and a total of RMB 485 billion have been invested. There are many reasons for this: The unique size of the market, the growing middle class, an expanding luxury market, fast growing and improving infrastructure and supply chains, and national/cross border e-commerce. One of the ways to invest in China and take advantage of the growth is through development zones. These zones have one thing in common, which is to facilitate investment in China. But there are also subtle and apparent differences. 1. Free Trade Zones (FTZ): - Presenting as a testing ground for new reforms - Easing of restrictions on foreign currency exchange and foreign participation in China’s e-commerce sector - Implementing foreign investment negative list which provides an outline of the sectors in which foreign investment is restrained - Faster company registration process 2. Special Economic Zones (SEZ) - First type of economic zones established by the Central Government in 1978 - A series of preferential policies to attract foreign investors, such as autonomous operating rights, tax incentives etc. - Financing, commercial, and tourism facilities were also built to accommodate the coming foreign investors 3. Economic and Technological Development Zones (ETDZ) - Developing cutting-edge technologies and nurturing new and emerging industries. Relying on well-developed metropolitan areas, such as Tianjin and Shanghai - Focusing on international trade, areas adjacent to deep-water ports and with well-developed communication and transportation infrastructure, such as Dalian and Ningbo - Utilizing local endowments, further divided into resource-rich, agricultural and tourism zones 4. High and New Technology Industrial Development Zones (TIDZ) - Similar to ETDZs, but focusing on science and technology innovation through FDI - Supporting start-up companies and supporting research and development activities - Related industries can grow locally in so-called incubators - Often located as subzones within larger state-level Development Zones and may therefore be subsidized by local or state-level bureaus due to their strategic importance 8 Development Zone Directory 2017/2018 5. Major Border Development Areas (MBDA) - Key pilot development and opening up zones - 72 national-level border ports - 28 border cities - 17 border economic cooperation zones - 1 cross-border economic cooperation zone 6. Bonded Areas (BA) - 15 national-level Bonded Areas - Including Bonded Logistics Parks, Bonded Port Areas, Comprehensive Bonded Zones and Bonded Warehouse Zones - Focusing on bonded warehouse, export-oriented processing and entrepot trade 7. Export Processing Zones (EPZ) - Exclusively used to manufacture, process and assemble export commodities - All or most of the products manufactured in these zones are for export purposes - Significant differences from FTZ are the size and scope, as part of larger development zones, EPZs are relatively small and allow only export-oriented companies the chance to invest 8. Logistics Parks (LP) - Developed in urban environments to facilitate the development and management of logistical services - Three categories: Regional Logistics Organization Parks, Commerce and Trade Logistics Parks and Transport Hub Logistics Parks 9. Comprehensive Development Zones (CDZ) - Covering a large area of a few hundred sq km and bolstering a variety of industries - Upon the completion of their development, these zones are transformed into new towns or urban areas, such as the West Area of Zhuhai and Suzhou Industrial Park.     Jiangsu Yancheng Wetlands Protection Project (RRP PRC 40685) DEVELOPMENT COORDINATION A. Major Development Partners: Strategic Foci and Key Activities 1. The coastal province of Jiangsu is a relatively well-to-do. Compared with the poorer western provinces that are covered by the Western Development Strategy, Jiangsu is not a priority for national and international development assistance. There are, however, three ongoing lending projects, including two from the World Bank and one from the Asian Development Bank (ADB), on water and sanitation. The World Bank-financed Jiangsu Water and Wastewater Project covers Yancheng, but it is limited to water supply. Although closed in 2008, the Wetland Biodiversity Conservation and Sustainable Use in China Project, funded by the United Nations Development Programme and the Global Environment Facility, merits mention as it included the Yancheng coastal wetlands as one of its four project sites in the People’s Republic of China (PRC). The evaluation report rated the project generally satisfactory, but it was suspended in 2002, 3 years after commencement in 1999, for not achieving the expected results. It was subsequently redesigned and relaunched in 2005 and finally completed in 2008. Since 2008, many local governments have deferred the plan of adjusting minimum wages due to the financial crisis. As economic results are improving, the government of Jiangsu Province has decided to raise the minimum wages. On January 23, 2010, the Department of Human Resources and Social Security of Jiangsu Province declared that the minimum wages in Jiangsu Province would be increased from February 1, 2010 according to Interim Provisions on Minimum Wages of Enterprises in Jiangsu Province and Minimum Wages Standard issued by the central government. This paper examines the impact of the emergence of Yangshan on the spatial pattern of the Yangtze River Delta since the 1970s, with reference to existing port system spatial evolutionary halshs-00717879, version 1 - 13 Nov 2012 models. While this emergence confirms the trend of offshore hub development and regionalization processes observed in other regions, we also discuss noticeable deviations due to territorial and governance issues. Strong national policies favoring Shanghai's vicinity rather than Ningbo as well as the growth of Yangshan beyond sole transhipment functions all contribute to Shanghai's transformation into a global city.
