NEW NSPE FELLOW: KIEL JOHNSON

Kiel Johnson, P.E., F.NSPE with NSPE President-elect Rick Guerra, P.E., F.NSPE

The Kansas Society of Professional Engineers is pleased to recognize Kiel Johnson as an NSPE Fellow member. The Fellow membership grade honors those active NSPE members who have demonstrated exemplary and devoted service to their profession, the Society, and their community. Requirements for the designation include holding at least one elected office at any level and active involvement at the national level.

Kiel has been a member of NSPE since 2008, serving in numerous positions at the chapter, state, and national level. He frequently volunteers for events that promote STEM education and training, such as Future Cities, Model Bridge Building, MathCounts, and others. Kiel has also received several other prestigious recognitions by NSPE, including the NSPE-KS Eastern Chapter Engineer of the Year award in 2016.

“I’m very humbled to have received this honor,” Kiel said. “NSPE is dedicated to the support and advancement of the engineering profession, and I’m proud to be a Fellow of this society.”

NSPE state and territorial societies can nominate one person for each 500 voting members on their rolls per year. Nominations are also open to NSPE interest groups, chartered affinity groups, and the Board of Directors. Since its establishment in 2000, slightly more than one percent of all NSPE members have advanced to this highest volunteer membership rank. July-August 2021 PAGE 11

The Engineer’s Foundation of Kansas board of directors met on June 23 in conjunction with the KSPE Annual Conference in Manhattan. Typical reports and updates were presented including donations for Teacher of the Year awards, MATHCOUNTS, Future City, the annual EFK Golf Tournament, which will be held at Colbert Hills on October 1, and election of officers for the coming year. The board was told that a Dean for the Wichita State University College of Engineering has been selected but the name will not be identified until a later date by the University. A combined live/virtual celebration was held on March 19 celebrating Don & Lynne Rathbone and their significant impact on engineering & STEM nationally and in the State of Kansas. The celebration featured impassioned messages from former students, the Dean, the Provost, K-State’s President, engineering alumni, esteemed colleagues, politicians, and state and national leaders from the Board of Regents, the Board of Technical Professions, the Order of the Engineer, and MATHCOUNTS. THANK YOU to all our celebrants!

EFK President Wayne Nelson announced that the Kansas state-wide MATHCOUNTS competition is being named in honor of Don & Lynne Rathbone. The Rathbone celebration is the first EFK Fellow program sponsored by EFK to raise $10+ million in the next 10 years to support Kansas STEM, engineering licensure, and economic/workforce development. We are partnering with the Greater Manhattan Community Foundation (GMCF) in this effort.

2021 LEGISLATIVE PRIORITIES

Promoting & Protecting the P.E. License KSPE supports continued employment of licensed P.E.s in state agencies & local government, protecting the standards and meaning of the P.E. license, and preventing double licensure mandates. KSPE opposes elimination of licensure requirements for state technical & scientific positions where requirements are important to the health, safety and welfare of the public.

Addressing the Engineer Shortage Extending the Kansas University Engineering Initiative Act (UEIA) to increase engineering graduates in Kansas. Over 70% of Kansas engineer consulting firms report there are still not enough engineers to meet their hiring needs. The UEIA is scheduled to expire in 2022.

Funding Our State’s Infrastructure KSPE supports protection of designated funds of the State Highway Fund and State Water Plan Fund. We also support completion of the T-WORKS comprehensive transportation plan and the commencement of its successor, the Eisenhower Legacy Transportation Plan.

Project Design Procurement KSPE supports Qualifications Based Selection (QBS) and opposes removal of the use of QBS for state projects that utilize P.E. services. KSPE also supports enforcement of K.S.A. 68-501 requiring County Engineers to be licensed P.E.s, and creation of a state-funded incentive program to ensure counties are equipped to employ a licensed P.E.

Professional Services Taxation KSPE opposes the imposition of state or local sales taxes on the delivery of professional services by engineering, architecture and/or design fees. July-August 2021 PAGE 16
