2nd September 2014 Wan Chai District Council Information Paper Food and Environmental Hygiene Committee Paper No.30/2014 Food and Environmental Hygiene Department Anti-mosquito Campaign 2014 (Phase III) in Wan Chai District Purpose The purpose of this paper is to brief Members of the details and arrangements for the Anti-mosquito Campaign 2014 (Phase III) to be launched by the Food and Environmental Hygiene Department (FEHD) in Wan Chai District. Background 2. The Anti-mosquito Campaign 2014 (Phase II) organized by FEHD was launched between 28.4.2014 and 4.7.2014. Actions taken in the district and the results are detailed at Annex I . 3. Last year, there were two local, three imported and one unclassified Japanese encephalitis cases, 103 imported dengue fever cases and 5 imported chikungunya fever cases in Hong Kong. On the other hand, one local Japanese encephalitis case had been reported in June this year. In order to safeguard public health and to sustain anti-mosquito efforts, FEHD will continue to strengthen mosquito control and organize the Anti-mosquito Campaign 2014 (Phase III) for eight consecutive weeks from 18.8.2014 to 10.10.2014. 4. The Anti-mosquito Campaign 2014 (Phase III) to be carried out under - 1 - the slogan “ Prevent Japanese Encephalitis and Dengue Fever Act Now! ” aims to achieve the following objectives - (a) To heighten public awareness of the potential risk of dengue fever, Japanese encephalitis, chikungunya fever and other mosquito-borne diseases; (b) To encourage community participation and forge close partnership of government departments concerned in anti-mosquito work; and (c) To eliminate potential mosquito breeding sites . -

LC Paper No. CB(2)383/18-19(03) For discussion on 11 December 2018 Legislative Council Panel on Food Safety and Environmental Hygiene Review Outcome of the Hawker Assistance Scheme for Licensed Fixed-pitch Hawkers PURPOSE . This paper briefs Members on the outcome of review of the Hawker Assistance Scheme for licensed fixed-pitch hawkers (the Assistance Scheme) and the proposed arrangement for re-allocation of vacant hawker pitches. BACKGROUND 2. The Food and Environmental Hygiene Department (FEHD) implemented the five-year Assistance Scheme in June 2013 for licensed hawkers operating in 43 fixed-pitch hawker areas (see Annex 1) in the territory. The Assistance Scheme provided hawkers in the fixed-pitch hawker areas with financial assistance for stall relocation cum reconstruction or in-situ stall reconstruction to improve the design and fire resisting capability of hawker stalls, and to relocate stalls away from adjacent staircase discharge points of buildings or emergency vehicular access in a bid to minimise the fire risks posed by on-street hawking activities. FEHD updated Members on the progress of the Assistance Scheme vide LC Paper No. CB(2)1809/17-18(01) in July 2018. REVIEW OF THE ASSISTANCE SCHEME 3. The Assistance Scheme ended in June 2018. Among the 4 330 licensed fixed-pitch hawkers, FEHD received applications from 854 1 eligible hawkers1under the Assistance Scheme for ex-gratia payment (EGP) on surrender of hawker licences. The approval procedures for applications were all completed and the hawker pitches were vacated. Besides, FEHD received 422 applications for relocation cum reconstruction grant and 3 002 applications for in-situ reconstruction grant. -

CB(1)1951/07-08(04) For Discussion 24 June 2008 LEGISLATIVE COUNCIL PANEL ON DEVELOPMENT Progress of Work of the Urban Renewal Authority Purpose This paper reports on the progress of the work of the Urban Renewal Authority (URA) and its work plans. Background 2. URA was established in May 2001 to undertake urban renewal in accordance with the URA Ordinance and the Urban Renewal Strategy (URS). URA adopts a holistic “4R” strategy to regenerate our older urban areas and improve the living environment of the residents therein, i.e. redevelopment of dilapidated buildings, rehabilitation of poorly maintained buildings, revitalisation of socio-economic and environmental fabric of older districts and preservation of buildings with historical and architectural significance. Progress of URA’s Work 3. As at end 2007/08, URA has commenced 35 redevelopment projects and two preservation projects; assisted over 450 buildings (about 36,000 units) under its building rehabilitation programme; carried out revitalization initiatives in various districts; and preserved some 25 historical buildings located within its project areas. A detailed account of URA’s work is given in Part III of URA’s paper at the Annex. Some major events in 2007/08 are highlighted below. Major Events 4. With the commencement of the last three redevelopment projects inherited from the former Land Development Corporation (ex-LDC) in 2007/08, the URA has commenced all the 25 ex-LDC projects, an important milestone in URA’s redevelopment mission. 5. 2007/08 also marked a major step forward in the area of revitalisation. Following the Chief Executive’s initiative in his 2007-08 Policy Address, the URA has supported the Development Bureau to adopt district-based approach to revitalise the older parts of Wan Chai. -

Operating Review Operating Review This Operating Review covers the Urban Renewal Authority’s (URA) work over the past year. Corporate and Business Plan The URA Ordinance (URAO) empowers the Secretary for Development (SDEV) to prepare an Urban Renewal Strategy (URS) and, thereafter, to revise it in such a manner as the Secretary may decide. The current URS was published by the Government in November 2001 and remains in force. The URAO requires the URA to follow the guidelines in the current URS and prepare and obtain the approval of the Financial Secretary each year for both a five- year Corporate Plan (CP) and an annual Business Plan (BP) laying out the direction and programme of the Authority’s activities. These two Plans are carefully devised to integrate the proposals and activities conceived under the URA’s holistic Redevelopment, pReservation, Rehabilitation, and Revitalisation (4Rs) approach. Among the key considerations when drawing up these Plans are previous obligations, continually changing community aspirations with respect to urban renewal and the urgency for taking renewal action within the framework of the URA’s current mandate and resource limitations. The Plans covering the period from 2008 to 2013, including the 2008/09 BP, were submitted to the Financial Secretary (FS) in December 2007 and approved by the FS in March 2008. The Plans covering the current period from 2009 to 2014, including the 2009/10 BP, were prepared in the third quarter of 2008/09, submitted to the FS in December 2008 and approved by the FS in March 2009. 31 Operating Review Projects In this Annual Report, the word “project” is used generically to cover all categories of redevelopment and preservation schemes, proposals and projects under both the Land Development Corporation (LDC) Ordinance and the URAO.
