USEF SAFE SPORT TRAINING REQUIREMENTS TO COMPETE Effective January 1, 2019, every USEF adult member (18 years of age & older) with a Competing Membership must complete USEF’s Safe Sport Training, overseen by the U.S. Center for SafeSport. An adult member may be OWNER, RIDER, TRAINER and/or COACH. Adult members listed on the entry must complete the entire course and be Safe Sport Trained by the first day of competition. Safe Sport Training must be completed by all adult members on the entry or the rider will not be allowed to compete. CDS San Diego Chapter COVID‐19 Guidelines Mandatory Requirements for Competition Participants

1) Access a) Participants are required to self-monitor their temperature once daily prior to entering the show grounds. Anyone with a temperature of 99.5° F (37.5° C) or higher may not enter the show grounds. b) A participant is a rider, owner, trainer, coach or groom. These are the only individuals permitted on the show grounds. A minor is allowed one (1) parent to accompany them. c) Every person on the show grounds must sign a USEF Waiver and Release of Liability before entering the show grounds. d) Anyone who enters the show grounds must wear a wristband at all times and it must be visible. Sharing wristbands with unauthorized individuals will result in disqualification and the participant and individual(s) will be asked to leave the show grounds immediately. e) Participants are required to wear a face mask/face covering at all times while on the show grounds, except when mounted on a horse.* Proper wearing of a face mask/face covering is to cover your nose and mouth. Face shields without a face mask/face covering are not in compliance following the guidelines of USEF. *A participant may choose to wear a face mask/face covering when mounted on a horse and cannot be disqualified or penalized for doing so while competing. f) Anyone who: i) Exhibits COVID-19 symptoms ii) Has tested positive for COVID-19 within last two weeks, or iii) Has been in contact with someone who has tested positive for COVID-19 within the last two weeks cannot enter or stay on the competition grounds. iv) If a person starts running a temperature or begins to feel ill during the show, they should go to the Show Medic first, then leave the competition grounds immediately and seek medical attention. 2) Social Distancing/Participant Protocols a) Participants must comply with social distancing requirements at all times while on the show grounds. b) A minimum of six (6) feet is the separation required and a face mask/face covering must still be worn at all times. There are no exceptions when unmounted. 3) Hand Washing a) Wash hands often and adhere to other sanitization practices throughout the day. Hand wash stations and hand sanitizer are positioned throughout the show grounds. 4) Spectators a) Spectators are not permitted on the show grounds at any time. b) Once competition rides are completed for the day, the rider and everyone associated with the rider should vacate the show grounds. 5) Warm-up Arenas a) No more than eight (8) riders are allowed in any warm-up or competition arena at any given time on Friday. No exceptions. Warm-up arenas open at 7:00am on Friday. b) During the competition, arrive with your horse to the warm-up arena no sooner than 45 minutes before your scheduled ride time. If you arrive sooner than this approved time you will be asked to leave the warm-up arena. 6) Eating or Drinking During the Competition a) To eat or drink, an individual must move far enough away from others to minimize the possibility of being within six (6) feet of any other individual before lowering the face mask/face covering to eat or drink. The face mask/face covering must be immediately replaced over the nose and mouth when finished. 7) Golf Carts a) Face masks/face coverings must be worn by the driver and passengers at all times. b) Individuals are allowed to be seated together while being transported by golf cart (or similar four-wheeled transport vehicle), but capacity may not exceed the number of seats on the cart or vehicle and all individuals must wear face masks or face coverings. Congregating on or around a parked or stationary golf cart or vehicle is prohibited.

Entries: Accepted on a first come, first serve basis by on-line entries only, see below. One entry per horse/rider combination. On-Line Entries: Visit HorseShowSolutions.com or EqEntries.com opening day for entries. The NEW USEF Entry Agreement, which is the second page of the entry form and requires signatures for everyone listed on the entry, a negative Coggins and flu/rhino vaccination records, if required, may be uploaded in Equestrian Entries and submitted with the show entry, e-mailed separately to Show Secretary prior to your email receipt confirming your Equestrian Entries on-line entry. You must also upload the NEW USEF Waiver and Release of Liability Form, for the rider, owner, trainer and coach as listed on the entry form and the groom. The Secretary must receive these waivers before the show. The Waivers may be uploaded in Equestrian Entries and submitted with the show entry or e-mailed separately to the Show Secretary. Entries without current and correct association number verification will be considered incomplete and the membership verification fee applies for each entry. Please note the NEW USEF Entry Agreement and USEF Waiver and Release of Liability Forms may be found in this Prize List or found at https://www.usef.org/media/covid19-toolkit. Management requires that all entries be created and paid for on EqEntries.com. If you do not already have a user account with Equestrian Entries, please sign up. The scores of competitors who fail to supply correct and active numbers may not count towards national awards. No telephone, mail, fax or email entries will be accepted. ALL FEES MUST ACCOMPANY ON-LINE ENTRIES. Entries without payment in full will not be accepted. On-line Entries must be received by August 15, 2020. Entries received after the closing date will be accepted only if submitted on-line accompanied by a $50 late entry fee on a space-available basis. Only one horse/rider combination per entry form. Entry to show grounds will NOT be permitted if any entry documentation is missing. This includes current/active memberships, all signatures on the USEF Entry Agreement and Coggins and vaccination records if coming from out of state. The Show Secretary must receive all necessary documentation prior to Tuesday, August 25, 2020, by email. Competitors will NOT be allowed to enter the show office to fill out forms or provide hard copies – everything must be submitted electronically. COVID-19 Safety Precautions: CDS San Diego will comply with the guidelines regarding COVID-19 as set forth by USEF at the time of the show. California Coggins/Health Certificate Law: Equine residing in California: A Certificate of Veterinary Inspection is not required for California equine. Equine entering California: All equine entering California must be accompanied by a current negative Coggins test for EIA conducted within 12 months of the show date, flu/rhino vaccinations within 6 months of the show date. A Certificate of Veterinary Inspection must be issued by an accredited veterinarian within 30 days of entry into the state. USEF Equine Vaccination Rule: This show follows the USEF GR845 Equine Vaccination Rule. Competitors should exercise extreme caution before medicating their horses and should also be aware of the USEF rules governing Drugs and Medications. See GR401-414. Even though the facility does not require proof of flu/rhino vaccinations, it is the competitor’s responsibility to ensure the horse has been inoculated within 6 months of the show dates. Competition Management reserves the right to request vaccination records at any time during the competition.

TRAINER, as listed on the entry form, is defined as any adult (18 years of age & older) who has responsibility for the care, custody or performance of the horse while the horse is on the competition grounds. This adult must sign the entry form as trainer. COACH, as listed on the entry form, is defined as an adult (18 years of age & older) who gets paid for instructing, teaching, schooling or advising a rider with their horse on the competition grounds. This adult must sign the entry form as coach. Non-Compete Horses: Non-Compete horses will not be permitted on the show grounds due to the COVID-19 pandemic. Credit Cards: Credit cards will be accepted during the show for on-line purchases of shavings and hay at the HorseShowSolutions.com Purchase Now Page. Contact Show Secretary with questions. Returned Checks or Declined Credit Cards: Checks returned by the bank or declined credit cards will be charged a penalty of $50.00 or 10% of the face value of the declined amount, whichever is greater. Great American Insurance Group/USDF Qualifying Classes: Qualifying classes will not require a separate ride. All exhibitors riding in the Open, Adult Amateur, & Junior/Young Rider classes will pay an additional $15 USDF fee to have this score entered in the USDF qualifying class at that level. No separate ribbons or prizes will be awarded. Please add the additional $15 to the on-line entry form for the class. Important notice to all affected parties: Third parties, specifically only up to 3 individuals with the competitor, may come upon the property or enter the facility where any herein described or listed event will occur; provided, that this is a license to enter the premises, for the purpose of observing or participating in the event, but not otherwise, and such license to any individual is subject to revocation by the owner, lessee or organizer, and entry for any purpose other than granted herein, shall be deemed criminal trespass and subject to appropriate legal proceedings. If said parties fail to observe COVID-19 Guidelines, they will be asked to immediately leave the show grounds. No spectators are permitted to attend this competition. Pony Riders/Pony Measurement: If you don’t have a measurement card for the pony, you must notify the Show Secretary in writing with your entry. You will need to schedule an appointment to have this done prior to your first pony test and are required to pay the veterinarian fee for this service. A pony does not exceed 148 cm without and 149 cm with shoes. Any pony competing in classes limited to ponies must submit a copy of a USEF measurement card with the entry. Confirmation/Times: Unofficial ride times & show updates will be posted by the Wednesday prior to the horse show at HorseShowSolutions.com. A Fox Village entry confirmation will be e-mailed to the rider. E-mail addresses are required and must be active. Confirmation/Times (continued): Management reserves the right to change the time schedule after tentative times have been posted. Ride times will be available electronically at FoxVillage.com and HorseShowSolutions.com. This show follows USEF GR830 with regard to rescheduled ride times. Please white list or make [email protected] a safe enter so that emails from the Show Secretary do not go to your spam or junk email folder. Please turn off your spam filter for FoxVillage.com and HorseShowSolutions.com. Entry Cancellation/Refunds: Entries with written cancellation on or before the closing date will receive 100% refund of all fees minus the $55 office fee. NO REFUNDS after Closing Date even if Closing Date is extended. Scratches During Show: Competitors have the responsibility to inform the Show Secretary by text of their intent to scratch a ride prior to the scheduled ride time. Scratches will be accepted at the competition arena with the Ring Steward but the competitor or representative must send a text to the Show Secretary at 312.401.1157 after securing their horse to officially scratch their ride. Scratched rides are not refundable. Adding a Class During the Show from a Scratched Ride: Competitors may fill a scratched ride during the competition but must contact the Show Secretary first. Payment for an added class will be made by credit card after the Show Secretary sends the rider a link from which to pay the added class fees. A post entry fee will be added to classes added during the show. Show Schedule and Ride Time Conflicts: It is the responsibility of the rider to inform the Show Secretary of any time conflicts as soon as possible after receiving the schedule. Bedding: $13.00 per bag. Pre-ordered bedding will be delivered to the stall prior to arrival. During the show, additional bedding may be purchased on the HorseShowSolutions.com Purchase Now website page by noon each day. No guarantees of same day delivery if ordered after 12pm. Horse Stabling/Tack Stall Fees: Permanent 10’ x 10’ wooden stalls with sliding doors. No initial bedding is provided and must be purchased on the entry form. Water buckets and hoses must be provided by competitor. Stabling is for the show weekend. When not stabling, a haul-in fee of $50 per day must be paid. This includes Friday if you haul-in to practice. Competitors are responsible for stall damage.

Stable Groups: If stabling with a group provide one name to identify the group on each entry form for that group. Stabling Fees: Show Weekend: (noon Thursday – 6pm Sunday) $180 Horse Stall Fee / $180 Tack Stall Rings are not available until Friday. Haul-in Fee (no stabling) $50 per day (Friday, Saturday and/or Sunday) Stall Cleaning: Please deposit all manure at the end of the barn aisles and NOT in the middle or in front of the stalls. Hose/Washing: Nozzles are required on all hoses to help conserve water. Violators will be fined $50 for each violation. Safety Regulations: Unauthorized use of the light fixtures will result in removal of your appliance. Smoking or open-flame devices are not permitted within the stables. Sharps/Medical Waste Disposal: Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments. Containers to hold used syringes are located in the barn aisles and in the show office. Please do not use garbage cans for this material. RV/Camper Fee: Camper/RV hook up with water and electricity, no septic, is available for $160.00 for the show weekend, Friday-Sunday. Additional days at $50.00 per day. Arenas/Footing: Competition arenas are Standard 20m x 60m in a fenced arena with sand footing. Warm-up arena is approximately 60m x 90m, fenced with sand footing. Longing is allowed only in the designated longing area and not in the warm-up arena. Schooling may be permitted in the competition arena, weather permitting, on Friday and at the conclusion of scheduled competition rides in the arena each day. Management may elect to run some classes, Introductory & Training Level classes, in a small arena if necessary, provided the test is designed for a Small Arena. No Shows: All “No Shows” who have not contacted the show office will be considered a scratch for the rest of the show and time slots may be filled. Exhibitors enter with this understanding and agreement. Riders Under the Age of 14: No rider under the age fourteen is permitted to ride a three-year old colt, or stallion of any age, in any under saddle class including Dressage Sport Horse Prospect Under Saddle, Materiale and Suitability classes. DR202.14 Consecutive Levels: Horses may enter no more than two consecutive levels, Freestyle levels included, at any one competition. Classes per Day: Horses are limited to a maximum of three (3) Dressage rides per day at Fourth Level and below or two (2) Dressage rides per day above Fourth Level. Horses competing at both Fourth Level and Prix St. Georges, or their equivalents, are limited to two (2) Dressage rides per day. Dressage Seat Equitation, Quadrille, Pas de Deux and Materiale classes are excluded from the maximum limit of rides per day and horses in these classes may compete at any level for which they are otherwise eligible during the same competition Property Damage: All owners and exhibitors will be held responsible for any damage occurred by them, their agents or employees to stalls, buildings and other property on the show grounds and shall be billed accordingly. Leaving the Competition: No exhibitor may withdraw horses from a licensed show after it has commenced, or remove them from the show grounds without permission of the Show Secretary. Sound Checks for Musical Freestyle Rides: Riders must deliver music on good quality CDs at check-in for freestyle music. Sound checks will be conducted Friday evening, 30 minutes before the first ride in the morning and during the lunch breaks on Saturday and Sunday. Freestyle Entry: Except for USEF/USDF Championship classes and for FEI Pony Riders, FEI Junior, FEI Young Rider and FEI Para- Equestrian Freestyles, in order to enter a freestyle class at any level, a horse/rider combination must have received a minimum score of 63% for Training through Fourth levels and 60% for FEI levels in the highest test of the declared freestyle level or any test of a higher level at a USEF/USDF licensed Dressage Competition or FEI recognized Dressage Competition or “open” Dressage class (i.e. open to all breeds) at a Federation Licensed Competition held prior to the competition where the horse/rider combination is entered to ride a freestyle class. USEF Show Pass (non-member) Fee: To be eligible to compete as a rider, handler, owner, lessee, agent, coach, or trainer at a USEF Licensed Competition an individual must be a USEF Senior Active, Junior Active, or Life member (GR202.1). Individuals unable to present proof of membership are required to complete a Show Pass Form and pay a fee in the amount of $45. Entries in Introductory and Opportunity classes are exempt from this requirement. USDF Non-member Fee: For each USDF non-member owner/lessee and USDF non-member rider, there will be a USDF non-member fee of $35 per competition. Entries in Introductory and Opportunity classes are exempt from this requirement. USEF/USDF Horse ID Requirement: All horses entered in USEF/USDF recognized shows must at least have a USDF HID (Horse Identification) number in order to participate. If riding in qualifying classes, you must have a USDF Lifetime Registration in addition to a USEF Annual or Lifetime Recording. Exempt from this requirement are horses showing in Introductory Level, Opportunity Classes, Pas de Deux, Quadrille, and exhibitions. These horse identification numbers may be obtained from USEF and USDF. Food/Concessions: Food and beverages will be available for purchase on the showgrounds from Pony Expresso Cafe. DIRECTIONS The Del Mar Horse Park is located 20 miles north of downtown San Diego, at 14550 El Camino Real in the city of Del Mar, California. From Interstate 5 take the Via de la Valle exit and head east (a right turn from the freeway exit if you are north bound; a left turn from the freeway exit if you are south bound). Take Via de la Valle to El Camino Real and turn right. Turn right at second entrance past Mary’s Tack and Feed. Awards: Riders must clearly specify division choice. When no designation is made, rider will automatically be entered as Open. Introductory through FEI levels – Ribbon 1st through 6th place in each division (Open, Adult Amateur, JR-YR) in each class. Qualifying classes (GAIG/USDF) are run concurrently with your division class and there will be no separate ribbons awarded. Level Champion High Point Ribbons – High Point ribbons will be awarded for combined classes USDF/USEF level (Introductory through Fourth) and combined FEI classes for each division (Open, Adult Amateur, JR-YR) for the show weekend. Winners are based on a simple high point percentage. Excludes Freestyle, Developing Horse, Young Horse, Dressage Seat Equitation, Materiale, and Opportunity class scores. CDS High Score Pony Award: A pony may enter any class to participate in the California Dressage Society High Score Pony award. USEF pony measurement cards are required to qualify. Ribbons will be mailed to the winner. Motorized Vehicle Statement: In accordance with USEF GR1301.7 and GR1301.8: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for penalties against those responsible for the child committing the offense. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. (GR1301.7) The unsafe use of personal electronic transport devices, as determined by the competition officials and management in their sole discretion, that do not require a driver’s license to operate, including but not limited to segways, hover boards, and single wheeled scooters is prohibited on competition grounds. Operating such devices in areas where people gather may be deemed “unsafe use” if there is a risk of harm to others. If the operator of the device is a minor, the parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating the device in violation of this rule is accountable and may be subject to penalties. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. (GR1301.8) Dogs Must Be On Leashes At All Times While On Show Grounds: (includes stable areas) Dogs are not permitted to be loose on competition grounds and must be held on a leash or otherwise restrained. Individuals must not lead dogs on a leash while mounted. Dog owners are solely responsible for any damages, claims, losses or actions resulting from their dogs’ behaviors. Dog owners failing to comply with this rule will be issued a Yellow warning card and may be subject to penalty under Chapters 6 and 7. (GR1301.6) No other pets or livestock other than horses and mules are allowed on grounds. : DR 120.6. From the time horses are officially admitted to the competition grounds by competition management, anyone mounted on a horse at any time on the competition grounds, including non-competing riders, riders on non-competing horses, mounted participants in exhibition classes and those competing in all classes and tests, including Para-Equestrian tests, must wear protective as defined by this rule and otherwise in compliance with GR801. Any rider violating this rule at any time must immediately be prohibited from further riding until such headgear is properly in place. Protective headgear is defined as a riding which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. The harness must be secured and properly fitted. Unless are waived, while in the competition ring, exhibitors wearing protective headgear must wear a short, dark , dark (only permitted for tests above Fourth Level), or Armed Services or police (if eligible), dark hatcovers (where applicable) and must otherwise conform to DR120 (see GR801).

Announcements: Class announcements and ride time announcements are a courtesy to the exhibitor and not all shows provide the capability of public address announcements. Exhibitors are responsible for presenting themselves to the ring at their designated time and accept the full responsibility for doing so. Competitions offering public announcements will make every effort to maintain a working PA system, but it is stressed that it is still the exhibitors’ responsibility to be on time. No protest will be upheld, nor any ride time changed, on the basis of a PA breakdown or missed announcement. Ring stewards will also make every effort to keep people informed and entering the ring in a timely . Exhibitors are responsible for knowing the correct show time and their scheduled performance time regardless of PA announcements or ring stewards. No protest will be upheld, nor ride time changed due to failure of the exhibitor to meeting their responsibilities. Non-U.S. Citizens and Foreign Competitors must provide proof, in English, of current membership in good standing in their respective National Federation, or hold current membership in good standing with the USEF. Open Classes: A class that is open to all. There are no restrictions based on the horse (age, sex, size, residence or membership of owner) or rider (age, experience, qualifications, sex, residence, etc.)

Adult Amateur Classes: Participants must possess a current USEF Amateur Card and qualify under the USEF Amateur rules. Any non-member that wishes to participate in the Adult Amateur designated classes must purchase a USEF non-member amateur card for $45 from USEF. Open to Adult Amateurs only; riders must compete as adults from the beginning of the calendar year in which they reach the age of 22. Beginning January 1, 2020, anyone born in 1998 will turn 22 and is considered an adult for the purpose of competing in a dressage competition. JR/YR Classes: Open to Junior and Young Riders only; any rider is eligible until the end of the calendar year in which they reach the age of 21. Only riders ages 14-18 may ride FEI JR Tests. Only riders age 16-21 may ride FEI YR Tests. Only riders ages 12- 16 may ride FEI Pony Tests. Must include birth date on entry form. Adult Amateur Vintage/Master Classes: A restricted class that is not open to all. Adult Amateur Vintage/Master Classes are open to any Adult Amateur rider 50 years of age or older. These classes are eligible as a GAIG/USDF Regional Championship qualifier. Pony Classes: Open to all breeds that meet the following measurement requirements. A pony is an animal that does not exceed 148 cm without shoes and 149 cm with shoes. The pony can be of any sex (mare, stallion, or gelding). Hazardous Weather/Acts of God/Accident/Emergency Policy: Management reserves the right to cancel any classes due to Hazardous Weather, Acts of God, Accidents or Emergencies. Every effort will be made to reschedule with priority given to any Championship or qualifying classes being offered. No refunds for cancellations due to Hazardous Weather, Acts of God, Accidents or Emergencies. Fly Hoods Are Permitted For All Classes, Indoor and Outdoor: Fly hoods (ear covers) are permitted for all classes in order to protect horses from insects. The fly hoods should be discreet in color and design and should not cover the horse’s eyes. Fly hoods may not be attached to the nose-band. After completion of the test, the rider or his representative is responsible for removing the fly to present to the designated ring steward for inspection to ensure that nothing prohibited has been added (for example, ear plugs). Blinkers and fly masks that cover the horse’s eyes are permitted in warmup but are forbidden in the competition arena. DR121.7

Opportunity Classes: Any Opportunity Classes offered must include “Opportunity” in the class name. These classes must follow all USEF Dressage Division rules and applicable USEF General Rules, including and saddlery.  Opportunity Classes are for entry level riders and these classes must be judged by USEF licensed judges or FEI Dressage judges.  Horses and/or riders may enter in Opportunity Classes and cross enter into the rated/recognized classes at this competition. All applicable fees and membership requirements will apply.  Opportunity Classes cannot be used as qualifying classes for the Great American/USDF Regional Championships.  Freestyles or Test of Choice classes may not be offered as Opportunity classes.  Riders and Owners entered only in these classes are exempt from both USDF and USEF membership requirements and are not required to pay a non-member fee but are required to list the Federation membership number if the participant is a member.  Horses entered only in these classes: - Are exempt from the Federation fee, including the Equine Drugs and Medication fee. - Are not required to have either a USEF or USDF Horse Identification (HID) or Recording Number but are to list the HID or Recording number if the horse has been assigned this number. Horses entered only in these classes are still subject to and must comply with the Drugs and Medication rules and are subject to drug testing.

USDF Qualifying Classes GAIG/USDF QUALIFYING - Qualifying class for GAIG/USDF Regional Dressage Championships. Declare qualifying ride on entry form. Class fee plus additional $15 fee must be paid prior to start of the class.

The 2020 US Dressage Finals to be held November 5-8, 2020, in Lexington, KY at the Kentucky Horse Park. This is a national, head-to-head competition that showcases competitors in adult amateur and open divisions, at Training Level through Grand Prix.

General Regulations and Policies “EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT FEDERATION RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH.”

All questions not covered in these rules and regulations shall be decided by the show management whose decision shall be final.  Horses by their inherent nature present a risk. This show, the management, the USEF Licensee, and the facility will not be responsible for any loss or damage or injury to horses exhibited, or for any article of any kind or nature that may be lost or destroyed, or in any way injured. Each exhibitor will be responsible for any injury that may be occasioned to any person, horse owned or exhibited by said exhibitor and shall indemnify the show, the management, the show committee and volunteers, the USEF Licensee, the USEF and USDF, or any member thereof, against all claims and demands, of any nature or kind, that may grow out of any injury occasioned by any horses owned or exhibited by them, or arise from the negligence of the person in charge of any such horse. All horses exhibited in this show participate entirely at the owner’s risk. Neither the Organizing Committee, show volunteers and staff, the facility or its owners, any host GMO, USEF or USDF or their members will be responsible for any damage, injury, or loss to persons, horses, or property of exhibitors or spectators. All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.  Exhibitors are notified that any act of discourtesy or disobedience to the judges or officials, on the part of the owner, manager, rider, or groom shall disqualify the horse, and the owner shall forfeit his entry fee and other fees.  Show Management reserves the right to vary or add officials and refuse any entry for a cause; to disqualify any exhibitor and/or his or her horse for cause; to cause an exhibitor to forfeit his or her ribbons and winnings for cause; to return any entry and/or stall fee before or during the show for cause; all without being liable for damage or compensation. Show Management reserves to itself the power to prohibit any person from attending or showing a horse in the ring and to remove any groom or horse from the show without being liable for compensation. Show Management reserves the right to make any changes deemed necessary for the safe and efficient conduct of this competition.  In accordance with the 1989 Federal Waste Tracking Act, which restricts the disposal of medical waste, bio-hazardous medical waste containers will be provided in the stable area. All exhibitors and their agents are responsible for the proper disposal of this waste.  No person will be allowed in the show ring during the time of judging except the exhibitor and those having official or requested duties to perform.  It is the tradition of the show that riders be correctly attired for the class in question, that attendants be neatly dressed and the horses properly presented. Management may in its discretion bar any person from entering the ring if not suitably presented to appear before an audience.  Exhibitors should exercise extreme caution before medicating their horses and should be aware of the US EQUESTRIAN FEDERATION rules governing drugs and medications. Any questions about the use of certain medications and regarding Rule IV should be directed to the USEF drugs and medication program, 956 King Avenue, Columbus, Ohio 43212, Phone: (800) 633-2472.  A horse must wear their Bridle Tag Number at all times when not in a stall; which includes when a horse is being ridden or exercised.  Classes may not necessarily be run in the order listed in the prize lists.

By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of [CDS San Diego Chapter Spring Forward Dressage Show]. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable - casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. MEMBERSHIP STATEMENT

Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Modified Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions; 8) Opportunity classes; 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation; 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

For competition details on member benefits, including educational programs, awards, and other opportunities, refer to the USDF Member Guide or is recognized the USDF website at www.usdf.org. by USDF for 2020 Membership Requirements for USEF-licensed/USDF-recognized Competitions: Owners and riders, including foreign riders and owners who are not residents of the US, wishing to participate in a USEF-licensed/USDF-recognized competition as a rider or owner/lessee, must have either a USDF Group Membership (GM), Participating Membership (PM), or have a USDF Non-Member (NM) identification number and pay the USDF Non- Member (NM) fee. (Note: USDF Business Members can own horses but cannot compete as riders with their USDF Business Membership.)

Horses competing at USEF-licensed/USDF-recognized competitions must have either a USDF Horse Identification (HID) number or a USDF Lifetime Horse Registration (LHR). Proper credentials or verification certificates must be presented to the competition secretary.

Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at Great American Insurance Group/USDF Regional Dressage Championships.)

Exceptions: • Horses competing only in Individual Breed Classes (IBCs) at DSHB competitions, sires and dams of horses in DSHB group classes, where those sires or dams are not actually competing in the same competition, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions (e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, pas de deux or quadrille, are exempt from this requirement. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot, academy, and opportunity classes. • Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NM identification number and NM fee requirements. Also exempt are handlers of horses competing in DSHB In-Hand or Group classes.

Memberships Defined Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs are available for 1-year ($90), 5-years ($360), or life ($1,800). A USDF Youth Participating Membership (YPM) is available for individuals who have not reached their 21st birthday by December 1 of the current membership year ($72). A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and to participate as a rider and/or owner/lessee for all Adequan®/USDF Year-End Awards and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF- licensed/USDF-recognized competitions and participate in the USDF Rider Awards program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($240) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $35 per competition that must be collected by the show secretary and submitted to USDF, along with the USDF Report of Fees document and the $5 affidavit fee and Competition Affidavit Form if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF PM, GM, or BM there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post-competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF website. Horse Identification (HID) Number: A one-time tracking number for horses ($35). Scores earned by a horse with an HID number will be recorded, but will NOT be counted towards Adequan®/USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $80. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to be renewed. Lifetime Horse Registration (LHR): A horse with an LHR ($115) is eligible for Adequan®/USDF Year-End Awards, and eligible to compete in Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met. If a horse has an LHR it does not need an HID number. An LHR does not need to be renewed.

2020 Great American Insurance Group/USDF Regional Dressage Championships

A single Regional Dressage Championship program organized by the United States Dressage Federation (USDF), and recognized by the United States Equestrian Federation, Inc. (USEF), will be held in each of the nine USDF regions. In addition, Alaska and Hawaii may each hold state championships if an official request from a Group Member Organization (GMO) is received by April 1 of the prior year. The Regional Championship Program Rules can be found on the USDF website at www.usdf.org. Please refer to the 2020 USDF Member Guide for the comprehensive list of rules and requirements for this program.

Membership/Registration Requirements for Qualifying and Championships All memberships and registrations/recordings must be correct and current at the time qualifying scores are earned and at the time of the championships. Rider:  Must have a USDF Participating* Membership (PM).  Must have a USEF membership (Junior Active, Senior Active, or Life). Horse:  Must have a USDF Lifetime Horse Registration (LHR).  Must have a USEF (Annual or Lifetime) Horse recording.  USDF horse registration and USEF horse recording must be in the name(s) of the current owner(s) or lessee(s) of record. A horse is not required to have breed registry papers. Owner:  Must have a USDF Participating or Business Membership and a USEF membership (Junior Active, Senior Active, Life, or Recorded Farm (with Active Farm Owner)). If the horse has more than one owner, at least one owner must have both active USEF membership and active USDF Participating or Business Membership and must be the owner of record with USEF and USDF. For a business or farm to be the valid owner under this requirement, it must be listed as an owner of the horse with both USEF and USDF. * PMs are USDF members who join USDF directly. USDF Group Members (GM) are ineligible.

Minimum Qualifying Scores: One set of nationally-standardized qualifying scores has been established for all USEF/USDF Regional Championships, for Training Level through Grand Prix, in three divisions: open, adult amateur and junior/young rider. FEI Junior and FEI Young Rider classes have only one respective division. Freestyles have only open divisions.

ACKNOWLEDGMENT OF RISK: I knowingly, willingly, and voluntarily acknowledge the inherent risks associated with the sport of equestrian and know that horseback riding and related equestrian activities are inherently dangerous, and that participation in any USEF Event involves risks and dangers including, with- out limitation, the potential for serious bodily injury (including broken bones, head or neck injuries), sickness and disease (including communicable diseases), trauma, pain & suffering, permanent disability, paralysis and death; loss of or damage to personal property (including my mount & equipment) arising out of the unpredictable behavior of horses; exposure to extreme conditions and circumstances; accidents involving other participants, event staff, volunteers or specta- tors; contact or collision with other participants and horses, natural or manmade objects; adverse weather conditions; facilities issues and premises conditions; failure of protective equipment (including helmets); inadequate safety measures; participants of varying skill levels; situations beyond the immediate control of the USEF Event organizers and competition management; and other undefined, not readily foreseeable and presently unknown risks and dangers (“Risks”). ASSUMPTION OF RISK: I understand that the aforementioned Risks may be caused in whole or in part or result directly or indirectly from the negligence of my own actions or inactions, the actions or inactions of others participating in the USEF Events, or the negligent acts or omissions of the Released Par- ties defined below, and I hereby voluntarily and knowingly assume all such Risks and responsibility for any damages, liabilities, losses, or expenses that I incur as a result of my participation in any USEF Events. I also agree to be responsible for any injury or damage caused by me, my horse, my employees or contractors under my direction and control at any USEF Event. D. WAIVER AND RELEASE OF LIABILITY, HOLD HARMLESS AND INDEMNITY: In conjunction with my participation in any USEF Event, I hereby release, waive and covenant not to sue, and further agree to indemnify, defend and hold harmless the following parties: USEF, USEF Recognized Affiliate Associations, the United States Olympic & Paralympic Committee (USOPC), USEF clubs, members, Event participants (including athletes/riders, coaches, trainers, judg- es/officials, and other personnel), the Event owner, licensee, and competition managers; the promoters, sponsors, or advertisers of any USEF Event; any charity or other beneficiary which may benefit from the USEF Event; the owners, managers, or lessors of any facilities or premises where a USEF Event may be held; and all directors, officers, employees, agents, contractors, and volunteers of any of the aforementioned parties(Individually and Collectively, the “Released Parties” or “Event Organizers”), with respect to any liability, claim(s), demand(s), cause(s) of action, damage(s), loss, or expense (including court costs and reasonable attorney fees) of any kind or nature (“Liability”) which may arise out of, result from, or relate in any way to my participation in the USEF Events, including claims for Liability caused in whole or in part by the negligent acts or omissions of the Released Parties. COMPLETE AGREEMENT AND SEVERABILITY CLAUSE: This Agreement represents the complete understanding between the parties regarding these issues and no oral representations, statements or inducements have been made apart from this Agreement.
