Fare Adjustment: Price index – productivity extraction Price Index = 0.4 cCPI + 0.4 WI + 0.2 EI Productivity Extraction = 0.5% (valid for 2013 to 2017)
. cCPI is the change in core Consumer Price Index . WI is the change in Wage Index. This refers to the Average Monthly Earnings (Annual National Average), adjusted to account for any changes in the employer’s CPF contribution. . EI is the change in Energy Index. This refers to a composite of cost changes in electricity and diesel.
22 Bus Services – Going Forward Bus contracting from 2016
Today, operators own buses, run routes and earn revenue. Bus contracting changes all that. Under Singapore’s new bus contracting, Government will:
• own buses and bus infrastructure and contract out packages of routes for operators to operate • retains fare revenue • pay the operators a fee to operate and maintain the services
23 Bus Services – Going Forward How does it work?
• Govt calls tenders for packages of bus routes • Operators bid • Govt awards package based on “Gross Cost Model”
What is “Gross Cost Model”?
Government supplies and owns buses and bus infrastructure (depots, interchanges)
• Successful operators do not have to bear this cost and can then focus on operations to deliver service to standards
