The presentation of all monitoring features into these catchment maps will assist in developing an integrated approach to catchment management and operation. The water quality monitoring maps and index were originally incorporated into the Catchment Action Plans. They provide a visual presentation of monitored sites within a catchment and enable water quality data to be accessed easily by all departments and external organisations. The maps bring together information from different sections within Water Quality. The routine river monitoring and tidal water monitoring points, the licensed waste disposal sites and the monitored effluent discharges (pic, non-plc, fish farms, COPA Variation Order [non-plc and pic]) are plotted. The type of discharge is identified such as sewage effluent, dairy factory, etc. Additionally, river impact and control sites are indicated for significant effluent discharges. If the watercourse is not sampled then the location symbol is qualified by (*). Additional details give the type of monitoring undertaken at sites (ie chemical, biological and algological) and whether they are analysed for more specialised substances as required by: a. Recommendation: It is recommended that the report be noted and that formal HGV restrictions on these roads be not pursued any further. 1. Summary This report details the costs and implications for the signing of a formal weight or width restriction on the C808, Ottery St. Mary to the Bowd road, and the C96 and C95 roads through Whimple and out to Broadclyst. 2. Background At the meeting of this Committee on 30 March 2009, Members considered two reports regarding Heavy Goods Vehicles travelling on the C808 Bowd to Ottery St. Mary Road and the C96 and C95 roads through Whimple and out to Broadclyst. It was resolved that, inter alia, a report be submitted to the next meeting of the Committee on the extent of possible restrictions, the signing requirements together with their associated costs. 3. Signing Implications In assessing the signage that would be required, consideration has been given to ensuring that the restriction could be enforced should the need arise. This has meant that every likely point of accessing the routes has had to taken into account when determining the amount of signage required. The C808 from the A3052 at the Bowd through to Ottery St Mary is approximately six kilometres in length with a number of side road junctions along the route.

Members welcomed the approach with an emphasis on local Member and Neighbourhood Highways officer input. There followed discussion with Members and Officers around the responsibility for the provision of correct signage during road closures; the statutory undertaking of Utilities; and the desirability of co-ordinating works where possible.

Recommendation: It is recommended that the application for a 40mph speed limit on the C808 between Bowd and north of the new recycling centre site access is not agreed, as it does not meet the criteria stated in the Devon County Council policy for Local Speed Limits DTP34/05. 1. Summary This report deals with the resolution from the Development Management Committee, 18 July 2012, having considered the report of the Head of Planning, Transportation and Environment (PTE/12/50), regarding a planning application for a new recycling centre at land north of the village of Bowd, near Sidmouth, that East Devon Highways and Traffic Orders Committee be requested to examine the road safety issues, with a view to providing a 40mph speed limit on the C808 between Bowd and north of the new site access. 2. Background It was reported, in the report of the Head of Planning, Transportation and Environment (PTE/12/50) to the Development Management Committee, 18 July 2012, that concerns have been raised by local Members regarding the speed of traffic along the C808, and Sidmouth Town Council has requested that the 40mph speed limit is extended northwards from Bowd, to include the access to the proposed site.
