WHEN YOU TURN ON AN EPIRB … How Long Might it Take for Assistance to Arrive? By Glenn T. McCarthy, Commodore NOTE: Federal law requires you to register any EPIRB to the boat that is currently carrying it. It is free to register a device at https://beaconregistration.noaa.gov/rgdb/.

In today's digital age, the expectations are high seamless instantaneous response. This is not the case with EPIRBs.

What happens after you turn an EPIRB on? One of a series of rotating SARSAT (Search And Rescue Satellite Aided Tracking) satellites should pick up your signal. For Lake Michigan the satellites average about one pass an hour. There is not continuous coverage on Lake Michigan and there are times where no satellite is in position to receive your EPIRB signal. Once a satellite picks up your signal, the EPIRB’s digital signature is downloaded to the U.S. Mission Control Center in Suitland, MD. From there the alert is transferred to the U.S. Coast Guard Rescue Coordination Center in Cleveland, OH. Up to this point, everything is done electronically.

Once the alert reaches Cleveland, the USCG will call the registration phone number designated by the owner for the EPIRB. The Coast Guard will inquire whether the vessel is at sea, if the EPIRB registration does match the vessel, and learn if there has been any communication between the EPIRB vessel and the registered phone number. The rate of False Alerts is very high. Only 2 out of 1,000 alerts are actual distress calls.

The USCG must attempt to screen out False Alerts, as it costs too much money to conduct Search and Rescues on all alerts. Once it is determined that there is a need to investigate, Cleveland will assign the nearest USCG station on Lake Michigan to perform a Search and Rescue. From the time an EPIRB is activated to the time a USCG vessel is launched can take up to an hour. Then the amount of time it takes for a USCG Cutter to motor from their station to your position needs to be added onto this time.

Don't ever expect to flip on your EPIRB and have a helicopter hovering over you two minutes later; it just doesn't work that way!

Midwest 2012 London Olympics Hopefuls—Support and Root for Them! By Glenn T. McCarthy It's Leap Year & Presidential Election Year … which means it must be the Olympic year!

Being an Olympian requires being at the pinnacle of this sport in fitness, equipment knowledge, performance, weather study, plus practice ‐ practice – practice, and that's just on the water. They also must be logistics experts, satisfying any commitment to sponsors, plus fundraising ‐ fundraising ‐ fundraising, and spend immeasurable time in Europe, where most sailing Olympians do their training. The U.S. Government does not support Olympic athletes. US Sailing provides coaching services and some very modest financial support. Most support comes from people like you who simply wish to have an Olympic connection to tell their friends about, or wish to live vicariously through their donation, or simply wish to help a sailor out. Frostbite Sailing Season Opening By Gail M. Turluck Last issue we provided an overview of Lake Michigan area clubs that we are aware of that have Frostbite sailing. We want to reiterate that Frostbite programs welcome more participants! There are options to charter boats, rent boats, sail one day or the whole season, substitute crew, help on rescue boats and race committee, and more. Visit different Frostbite programs to find out which is the right one for you. The sailors there will help you figure out how to best get involved. Grants-In-Aid Committee Supports Team RSS Racing By Dean Cady, Chair LMSRF’s charitable arm, the Grants‐In‐Aid Committee, approved funding for the RSS Racing team as they continue their quest to represent the US in the 2012 Olympic Games. RSS Racing is made up of Stephanie Roble of East Troy, WI, Maggie Shea of Wilmette, IL, and Darby Smith of Marblehead, MA. RSS Racing sent their thanks with this update: We couldn't be more excited to leave for Europe next week. With your help, we will compete in two World Cup events: Princess Sofia Trophy in Palma de Mallorca, Spain and the Hyeres Regatta in Hyeres, France. We have also arranged training camps in Weymouth, England and Denmark.

LMSRF March Board Meeting Report – Growing Racing Initiative By Glenn T. McCarthy, Commodore The LMSRF Board met at Macatawa Bay Yacht Club on March 10, 2012, with the goal of sharing sailboat research, observations, and brainstorming for hours to develop ideas on how to Grow The Number Of Boats On Starting Lines. A list of 10 ideas was formed and by the April meeting we will have voted on the top pick. We are looking for volunteers to join the ‘Grow Committee’ to design a comprehensive program lake‐wide to assist yacht clubs and racers alike to improve racing participation. While we would like to implement all 10 ideas today, we recognize that going one at a time and doing each one well is the best approach. Cheesehead or Yooper Volunteer Sought Area I Vice Commodore‐‐LMSRF has an immediate need for an individual from a club in the area north of Manitowoc, WI to St. Ignace, MI, including the waters of Green Bay. The Area Vice Commodore works to encourage yacht clubs to participate in LMSRF coordinated events and races, to join LMSRF, and to encourage individuals to join LMSRF. There are monthly 1 hour (really!) conference call meetings, except for the 3 face‐to‐face meetings a year: March, June (at Milwaukee Yacht Club), and November (at Chicago Yacht Club). Why Does LMSRF Exist? By Gail M. Turluck Our great sport is organized on an international basis. We’re going to help you understand where the various organizations come into play, how representation works, and why involvement at all levels is of great importance. This sport is self‐governing, yet Governmental bodies are a piece of the puzzle. Are you puzzled? Read on …

The international organizing body is known as the International Sailing Federation (ISAF). ISAF is “the controlling authority of the sport of sailing in all its forms throughout the world” and its aims include:

to promote the sport of sailing in all its branches regardless of race, religion, gender or political affiliation;

to establish, supervise, interpret and amend the rules regulating sailboat racing and to adjudicate disputes and take any appropriate disciplinary action (including the imposition of appropriate penalties);

to act as the supervising organization for the sport of sailing, to grant and withdraw international or recognized status to or from classes of boats and to prescribe the relevant rules and measurement procedures; and more. ISAF’s current Constitution may be read at http://tinyurl.com/ISAF2012Constitution. ISAF oversees the Racing Rules of Sailing which are reviewed and updated every four years to coincide with the Olympic cycle. The release occurs near the beginning of the year following the summer Olympics.

Representation to ISAF comes out of Member National Authorities. The United States’ national authority is the United States Sailing Association (US Sailing). US Sailing is empowered by an act of Congress (the Ted Stevens Olympic and Amateur Sports Act of 1978) to serve America's sailors directly. LMSRF is a member of US Sailing as a Delegate‐based Member (see US Sailing ByLaw 202 Membership Categories, Section 4 Delegate‐based Members, (2) Sailing associations). LMSRF is a Regional Sailing Association (RSA) that is a member of the Council of Sailing Associations (CSA).

RSA’s, by their membership in US Sailing, accept responsibility to carry out the purposes for which US SAILING was organized. RSA’s are defined to grow participation, provide a forum to make views known to US Sailing, exchange information among RSA’s, advance sailing education, and more.

The CSA has its annual meeting in advance of the annual meeting of US Sailing. The Council of Sailing Associations is the organization within US Sailing that represents the delegate‐based member sailing organizations and through them the individual sailor.

The CSA is composed of the officers of the Council, representatives from the Areas and the Regional Sailing Associations (RSAs), the chair of the Championships Committee, and appointees to designated committees of the Council and US Sailing.

The jurisdiction of US Sailing is geographically divided into eleven Areas (Areas A‐K, LMSRF is in Area K). The eleven Areas have within their boundaries 38 RSAs, each representing a region within an Area. Each Area has an Area director who serves both on the Council and in the US Sailing House of Delegates. The Areas coordinate the sailing programs of the RSAs; schedule and conduct championship events; provide coordination of judges and race officers; and serve as liaison with US Sailing. Each RSA is a member of the CSA and has a named representative on the Council.

LMSRF’s primary members are its yacht club members. Member Yacht Club’s designated leaders come together to represent their club’s interest to the leadership of LMSRF at its annual meeting in the fall. This is why each yacht club member is asked to identify their representative on their membership application.

If your eyes haven’t glazed over at this point, yacht clubs that are members of LMSRF and US Sailing also gain access to an extensive program of savings and discounts, publicity and marketing opportunities, the opportunity to host US Sailing Championships, and yacht clubs that are members of LMSRF (or any RSA), are eligible for a discounted membership rate to US Sailing.

US Sailing dues rates for yacht clubs at this time are: RSA Members Non-RSA Members Sustaining $ 150 $ 250 Supporting $ 250 $ 350 Benefactor $ 500 $1000 Patron $1000 $1000

Hence, yacht clubs that join US Sailing and LMSRF (standard yacht club dues are $150 annually), depending on the US Sailing dues level selected, may pay nothing more or only $50 more to be a member of both organizations and gain the rights for participation and representation across all platforms.

New Boats to Lake Michigan

Peter Thornton of Chicago Yacht Club has bought the Volvo 70 Puma Ocean Racing boat il Mostro (Italian for ‘the monster’). Thornton seeks to be the first monohull to cross the 2012 Chicago‐Mackinac finish line. The boat’s name will remain ‘il Mostro’ and she will be berthed in a Chicago harbor. Immediate LMSRF Past Commodore Jim Gignac is the new owner of the J/120 Salsa. His J/105, Dos Aguilas, is sold and has already been shipped and received by her new owner in South America.

LMSRF Offshore Council Chairman Andy Camarda is the new owner of a Vanguard 15 which he plans to Frostbite sail at Chicago Yacht Club‐Belmont this spring.

Does Your Club Have a Protest Committee? Training Available ...

If your club has races, you need to have a Protest Committee on standby for when the fleet comes in. Do you struggle to gather three people with confidence to hear a protest? LMSRF clubs can request Protest Committee training for their volunteers at no cost. Anyone can serve on a Protest Committee and a little training will simply help the volunteer to hold the hearing successfully. The LMSRF Race Management Committee Chair will coordinate a primary “Judging” seminar for your club. Chicago Match Cup Chosen for Alpari World Match Racing Tour The Chicago Match Cup, the sole U.S. stop for the Alpari World Match Racing nine‐stop worldwide tour, will be held July 10‐15, 2012 off Navy Pier in Chicago, Ill. This event will bring 12 of the world's top‐ranked skippers and their teams to compete for their share of the $100,000 total prize money purse and points earned towards the Tour's overall World Championship, which features a total of $1.75 million in prize money, the richest in the world of sailing.

Besides the high caliber of competition and lucrative prize money, another attraction is the venue itself: Chicago's Navy Pier. This unique and historic structure just steps away from downtown Chicago will provide thousands of spectators a uniquely up‐ close and personal view of competitive match racing.

In true 'stadium sailing' style, a race village will be constructed at the end of the pier, just yards away from where the action will be held in CMRC's equally‐matched TOM 28 class keelboats. Bleachers for spectators, tents for sponsors and vendors, and live commentary will all be part of the event.

"Having the Tour come to Chicago will really help raise the local, as well as the international, awareness of how great Chicago is as a place for competitive sailing," says CMRC founder and LMSRF member Don Wilson. "There is simply no better venue than Navy Pier to showcase how exciting this game is for everyone: sailors, spectators, sponsors and the media. We really look forward to having all come here and share our enthusiasm for this great place."

In the format, eight Tour skippers will be among the twelve competing in July, with one of the qualifying spots up for grabs this spring at the June Grade 2 Chicago Match Cup Qualifier held over June 1‐3 at the same Navy Pier venue.

The Alpari World Match Racing Tour (WMRT) is the leading professional sailing series featuring nine World Championship events across the globe, sanctioned by the International Sailing Federation (ISAF) with "Special Event" status.

Lake Michigan Sailor Success Down South By Gordon Julius, III, Area IV Vice Commodore For those of us LMSRF members with either a keen interest in the TP52 series, or a keen eye, Key West Race Week in January provided the setting for a decisive win for Doug DeVos' Team Quantum Racing. Six bullets, four second place finishes, and a total score of 14 points left the rest of the competitors in the dust. The second place finisher accumulated a distant 32.5 points. Quantum Racing's Facebook page shows photos and videos from Key West and other events around the world ... Oh yes, for those Area IV members with the keen eye, check out the MBYC lettering on the transom of QR!
