The Applicant, M/s. PRESTIGE ROCK PRODUCTS PVT. LTD., with registered office at Building No- 3/425,Pazhayannur (PO), Thrissur District,Kerala-680 587 has already obtained letter of intent for quarrying Granite Building stone located in Survey No. 1800, 1801, 1805 & 1806 over an extent of 1.9783 Hectares in Pazhayannur Village of ThalappillyTaluk, Thrissur District, Kerala for a period of 10years. Mr. Muneer N.H is the authorized signatory residing at Nalakath House, Vellarakkad(PO), Erumapetty via Adhour , Thrissur District. M/s. PRESTIGE ROCK PRODUCTS PVT. LTD., quarrying plan has been approved with the letter of intent issued by the Department of Mining and Geology (DMG) for extent of 0.8915 ha (private patta) as per KMMCR, 1967.

2.2 Brief description of nature of the project

Part of the proposed land is quarry lease area and there is no vegetation in that area. The remaining land in the proposed land is mostly covered with native trees, shrubs, herbs, grass, climbers, bushes, etc. The topography of the area is hilly terrain. The highest elevation of the

lease area is 100m MSL and lowest elevation is 84m MSL. As the proposed area is hill rock, the drainage of the lease area is towards North-East side.

Geological Reserves is estimated as 767298 MT and Recoverable Reserves is estimated as 471005 MT of Granite Building stone after leaving necessary safety distance from the lease boundary indicated in the precise area letter and relevant mining laws in force. Production Schedule is proposed an average production of 471005 MT and 47101 MT per annum and 181 MT per day for the 260 working days in a year by open cast mining.

2.3 Need for the project and its importance to the country and or region The major need of building stone is due to high compressive strength and durability (among the hardest, dimensional & structural stones) it can effectively withstand the vagaries of nature. Fine-grained granite is employed for ornamental and monumental. Works as well as for inscription purposes. The mineral –rich colours, and the hardness & density, makes its useful for many applications.

The proposed mining project will fulfill its end uses in buildings and constructions, bridges, paving, monuments and many other exterior projects. Polished slabs and titles are used in countertops, flooring, retaining walls and landscaping around a centre are used in countertops, flooring, retaining walls and landscaping around a centre fountain / pond, staircase and many other design elements (residential and commercial applications). It is also known as the maintenance – free stone.

The mining and associated activities in the mineral bearing areas bring about gains in gross domestic product, ie. There is though a minor contribution by the proposed project but will add to the gains in G.D.P (Gross Domestic Product).

A total of 17 people will be employed in the mine. It will create employment (though marginally) for local population.

Applicant will pay royalty for the mineral produced from the mine, direct and indirect taxes will be paid thereby contributing to the regional revenue. The public revenue will further be put for infrastructure development and other sectors like health, education and social welfare.

2.4 Demand – Supply Gap Since it is main raw material in construction project. It is always in demand. So the proposed mining project will fulfill its end users in local market, as it is always in good demand in construction projects.

2.5 Imports / Exports Building stone explored from the mines will be used in the local areas in construction activities like roads, building and railways. The mineral produced from the proposed mine will be sent to the crusher plant located near the quarry site for crushing it to required size before dispatching it to the end use.

2.6 Export possibility No export businesses are taken in this project.

2.7 Domestic/ export markets The rough stone produced will be sold in local market, which is in turn used for construction purposes.

2.8 Employment Generation due to the project Around 17 employees will be engaged in the mines after the expansion and required manpower for mining operation is given in Table 2 – 1.

3.5 Project description with process details

The proposed mining operations will be carried out by open cast semi- mechanized method. The process flow diagram given below depicts the mining process:-

3.5.1 Proposed mining method

Open cast method of mechanized mining will be adopted to extract rough stones of required size from the mine area. While opening a new mine, several long term aspects of mining should be considered like semi –permanent roads, planning the development work, formation of working faces, approach roads to various benches for movement of dumpers, selection and recruitment of man power, machineries, construction of infrastructures, selection of dump sites, stacking yards for undressed blocks, finished products and other facilities.

3.5.1.1 Project Description with process a details (A Schematic Diagram / Flow Chart showing the Project Layout. Components of the Project etc should be given.

Drilling

Drilling of shot-holes will be carried out using compressor and Jack Hammers combination. Depth of holes shall be 1-2m bench height the spacing shall be 0.75m and burden shall be 0.60m from the preface. To achieve a correct blasting geometry certain amount of trial blast is prerequisite to effect a perfect pre-determined fragmentation and fly rock control. In case of heavy blasting qualified Mine manager has to be appointed for proper calculation of powder factor and control blasting sequencing and arrangement of explosives etc. Details of drilling equipments are tabulated below

Blasting

The massive formation shall be broken into pieces of portable size by drilling and blasting using jack hammers and shot hole blasting. Powder factor of explosives for breaking such hard rock shall be in the order of 6 to 7 tonnes per Kg of explosives.

Loading Loading of waste and Granite Building stone shall be done by Excavator into 10 tonners tippers from the working place periodically. Such waste and Granite Building stones shall be dumped in the site earmarked for dumping as shown in the Plates XIII. The applicant is proposed to engage one Hydraulic excavator and one hydraulic rock breaker with 1.20 M3 capacity and six tippers of 10 tonnes capacity for internal transport of rejects from the working face to the dumps. The details of the loading equipments are shown below.

3.5.1.2 Open Cast Mining

The mining will be done by open cast semi mechanized method. The bench height and width will be 5m. Shovel dumper combination is used for mucking, loading and hauling to the disposal points. Excavated material is conveyed to the stone crusher located inside the quarry site for further processing. The ultimate depth of the mine workings is estimated to reach up to 23 m.

3.5.1.3 Salient features of Mining Method

The proposed mining operations will be carried out by open cast mechanized method. The salient features of proposed mining methods are listed below:

 The height and width of the bench will be maintained at 5m.

 The exploitation of mineral is being done in average depth of 23 m at conceptual phase.  Considering the stability of rocks the final slope or say ultimate pit slope is proposed 600 from vertical.  Haul road will be developed up to point of loading.  Transportation of the mineral from pit-mouth to destination will be by tippers / Trucks (10MT capacity)

3.5.2 Mode of Working

It is a semi mechanized quarrying operation using shot hole drilling with the help of compressor and jack hammers, smooth blasting ,block lifting and waste removal using Hydraulic excavator and loaded directly to the tippers and transported to the crushing plants into required size in the crushing plants from 75mm jelly to 10mm chips.

3.5.2.1 Bench design parameters and fencing

While developing a top soil bench, a height of 5m and width not less than the height. The rough stone working benches shall be 5m height as equal to the height of the excavator boom and width more than 6m for safe movement of machineries and slope shall not be more than 600. The proposed bench dimensions are shown in section 6. 7 of mining plan.

S2 fencing (without closing or gate) shall be constructed at the top of high benches from inadvertent entry of persons or cattle fields. In case of road closing or entry of pit G1 fencing (parapet) should be formed as a safe practice to control tress passes.

3.5.3 Proposed Bench Height and Width

As per reg. 106 (2) (b) of MMR, 1961, the bench height is designed as 5m and width as 5m but in the case of non-moving permanent stable benches the width shall be less that 5m due to lack of space for development. The bench height is designed equal to height of boom of the excavator. In this connection, the applicant should obtain necessary permission from DGMS whenever he deviates from the standard norms of bench design.

3.6 Conceptual Mining Plan

Conceptual plan is prepared with an object of systematic development of bench lay – outs, selection of ultimate pit limit, depth of mining and ultimate pit slope, selection of sites for construction of infrastructures etc.,

Ultimate Pit Dimension: The ultimate pit size is designed based on certain practical factors such as the economical depth of mining, safety zones, permissible area etc., Ultimate pit Limit is up to 22-33 m from the top.

However during extraction of blocks each bench will be of 5m height and 5m width for proper quarrying. The quantum of excavation is estimated as 471005 MT to a depth of 22-33 m from the surface. Of which the waste and rejects up to the ultimate pit limit is estimated as 68398 MT. Entire quantity of excavated soil and rejects shall either be back filled or used for plantation

3.7 Raw material required along with estimated quantity

No raw material is required; project is for mining of rough stone. The extracted rough stone shall be sent to the crushed through tippers and from there to end uses.

3.8 Resource optimization / recycling and reuse envisaged in the project

i. Availability of water its source, energy/ power requirement

Water requirement for the project is mainly for maintaining the Domestic, Drinking Purpose, green belt and also for sprinkling on the haulage roads to mitigate dust emissions. Quantity for Drinking and utilities is 2.0KLD will be sourced from Mineral water suppliers. Dust suppression and Green belt of water is 8.0 KLD. Total estimated requirement of water quantity is 10 KLD. Drinking water is obtained by Mineral water industries by water cans. Dust suppression and green belt is obtained from the open wells of proponent site.

The characteristics of water like flurosis. TDS, COD, BOD, Salinity, hardness etc have to be tested by the applicant within one year for consumption of water by the mine workers one sample each from open and tube wells. Mean while mineral water shall be supplied in cans for drinking purposes.

ii. Quantity of wastes to be generated and scheme for their management /disposal

The overburden of the applied area is Topsoil of 43608 MT. This topsoil is removed initially and Backfilled in Eastern Side of the lease area, this will be done only after obtaining permission and paying necessary seignior age fees to the Government. The wastes are generated during the mining plan period is about 24790 MT will be proposed to Backfilling to the Eastern side of the lease area. Backfilling area Dimensions are given below:

4.0 SITE ANALYSIS

4.1 Connectivity

Mine area is well connected with roads. State Highway 74, Thrissur— road is 400 m to the west of the project site. NH47 is 10 kms to the south west of the project site. The nearest Railway station is Ottapalam Station at a distance of 14 Km. The nearest airport is Cochin International Airport at a distance of 85 kms. Infrastructure facilities like post & telegraph office, telephone, police station, hospital etc are nearby the vicinity.

4.2 Land Form, Land Use and Land ownership

The Lease Area does not involve any forest, agriculture or grazing land. The land is Own patta land, the land is not viable for agricultural purpose.

4.3 Topography / Drainage Pattern

The area applied for quarry lease is almost a hilly terrain with elevation ranges from 100-84m above mean sea level. Water table is noticed at a depth of 29-32m from the surface in the adjacent open wells of the area. The aquifer is hard rock fracture controlled seepages. Massive Charnockite rock is exposed over the entire applied area for quarry lease. No major river or Pond is found nearby applied area. Rain water flows from the site towards East and Westside along natural flood tracks. The temperature is more during the months of March to May and is less during December and January. Annual temperature of the region is reported to be minimum 22°C to 25°C maximum temperature range from 29°C to 36°C during summer.

Rain fall of this area is about 3955 mm during the year 2007. Average rain fall of the district is 3198 mm in a year. The south west monsoon from June to September contributes nearly 71.24% of the total rainfall. The northeast monsoon season from October to December contributes about 16.27% and balance 12.47% is received during the month of January to May pre-monsoon showers.

4.4 Flora and Fauna:

Vegetation in the applied area for quarry lease but the surrounding area is composed of rubber, oak trees. Density is about 1000 trees per Hectare.

5.4 Amenities / Facilities

a. Drinking Water Whole some drinking water shall be provided as per the Mines Rules, 1955. Quantity for Drinking and utilities is 2 KLD will be sourced from the mineral water suppliers for drinking and from open well for domestic purpose. Quantity required for dust suppression and Green belt is 8 KLD. Minimum quantity of 10 KLD is required. For dust suppression and green belt, water is obtained from the open wells/ storm water reservoir of proponent site.

b. Sanitary Facilities Semi permanent latrines & urinals shall be maintained at convenient places for use of labors as per the provisions of Rule (33) of the Mines Rules, 1960 separately for males and females. Washing facilities shall also be arranged as per rules (36) of the Mines Rules, 1960.

c. First Aid facility Being a small mine, First Aid station as per provisions under Rule (44) of the Mines Rules 1955 will be provided with facilities as per the third schedule as prescribed. Qualified First Aid personnel should be appointed or nominated to attend emergency first aid treatment.

d. Labour Health As per Mines Rule, Periodic medical examination has to be arranged for occupational health once in a year in addition to attending medical treatment of occupational injuries under the Rule 45 (A). MR. 1960.

e. Precautionary safety measures to the Labourers Safety provisions like helmet, goggles, safety shoes, Dust mask, Ear, muffs etc have to be provided as per the circulars and amendments made for Mine labours under the guidance of DGMS being a mechanized operation. Necessary training will be conducted once in a year to all the employee with the help of qualified and experienced officers to train about the safe and system at quarrying operation.

6.0 PROPOSED INFRASTRUCTURE Infrastructure facilities are in the form of first aid room, drinking water will be provided in the mine. The building is semi – permanent nature and there will not be any problem in dismantling them during the closure of mine. The mine roads are also semi permanent nature and hence will not be any impact after the closure of mine.

6.1 Residential Area No residential area is proposed at mine.

6.2 Green belt and Reclamation of land Trees like Rosewood, Jack tree, Manjakadambu, Anjili, Pala Oak, Teak, Rubber and Silver etc,, will be planted along the lease boundary and avenues as well as over non active dumps at a rate 100 trees per annum with an interval of 5m. The rate of survival expected to be 80% in this area.

The present mining is proposed to an average depth of 22-33 m. The mined out area will be fenced on top of open cast working with S1 fencing. Low lying areas with water logging shall be used for fish culture. No immediate proposals for closure of pit as the Granite Building stone persist still at deeper level.

6.3 Social Infrastructure

6.3.1 Employment generation Measures to improve the socio economic conditions of the area:  Local people (17) will be employed on priority basis as per their skills.  Direct and indirect development of the society.  As a part of corporate social responsibility, it is proposed to spend Rs.4.0 Lakhs (Recurring) and 5.0 Lakhs (Non Recurring) for various local development activities like conducting medical checkups for the local people, road development, improvisation or development of temples, providing scholar ships for the back ward and girl students, physically handicapped etc.

 Medical facilities to the workers employed at site. 6.3.2 CSR Activities As part of our Corporate Social Responsibilities (CSR) activity for this project, we plan to carry out some activities like renovation of existing buildings, sanitary facility, facilitation of drinking water, supply of books & journals, computer and etc, to Govt. School, Kunnanthara and Pazhayannur govt. Higher Sec. School. 6.3.2.1 Promotion of Education  To improve the infrastructure facilities, the management will support Schools near to our project.

6.4 Waste Management

6.4.1 Liquid Effluents

Domestic effluent sent to septic tanks followed by soak pit.

6.4.2 Air Pollution

Periodically air samples will be collected and tested in the laboratory. Control measures like suppression of dust by water sprinkling and developing green belt along the periphery of the pit will be carried out for controlling the dust.

6.4.3 Solid Waste

The wastes are generated during the mining plan period is about 68398 MT, will be proposed to Dumping to the lease area. Dumping area Dimensions are given below:

The quarry location is a non agricultural hilly terrain and there is no any human settlement within the quarry area. The nearest public buildings / settlements is at Pazhayannur. The nearest inhabitations are listed below. Hence there is no rehabilitation and resettlements are required.

9.0 ANALYSIS OF PROPORSAL ( FINAL RECOMMENDATION)

The Building Stone quarry plan has been approved by Department of Mines and Geology for a proposed total capacity of 471005 MT of Granite Building stone for 10 years with an average production of 47101MT per annum. The financial estimates reveal high rate of returns. The project is economically viable. The estimates have also taken into consideration the occupational health and safety expenses, environmental protective measures, social welfare activities etc., Considering all the above aspects, we request you to accord Environment Clearance for this project at the earliest. Duly filled Form-1 M, Pre Feasibility Report, District Survey Report and Approved Mining Plan are prepared and annexed with this document.
