Executive Summary The 2013 Annual Evaluation Report of the Governor’s Traffic Safety Bureau (GTSB) summarizes efforts implemented to improve traffic safety and driving behaviors throughout the state of Iowa. The GTSB is a subdivision of the Iowa Department of Public Safety and is responsible for the administration and management of federal funds awarded to Iowa through the National Highway Traffic Safety Administration (NHTSA) for traffic safety programs. Each year, Congress allocates funds for reducing death and injuries on the nation’s roadway through state allocations. During FFY 2013, the GTSB managed 296 contracts totaling $ 6,474,507. Iowa Department of Public Safety Commissioner, Larry L. Noble, serves as the Governor’s Representative for Highway Safety. The GTSB Bureau Chief, Patrick Hoye, serves as the Administrator of Iowa’s highway safety program and supervises the GTSB staff. John Kidwell: It was something that I always wanted to do. I idolized “Slick” Wilson and “Snake” Griffin and L.V. Jones when I was a kid. I would see them every time I was in town. Tommie Goodwin was a great motivator of mine. I always sought him out and talked to him. ML: Where did you grow up? JK: In a little place called Alpena. I graduated from high school at Harrison in 1958. ML: Was there anything about them that sticks out? JK: They always had time to talk to a kid and that makes a big difference. Hanson, Judge. Rodney Hicok appeals from the judicial review order affirming the Employment Appeal Board‟s determination that the commissioner fired him for good cause. AFFIRMED. Pamela J. A veteran member of the Iowa State Patrol lost his job after circulating inappropriate jokes in violation of Department of Public Safety rules. Rodney Hicok now challenges the judicial review order affirming the Employment Appeal Board‟s determination that the commissioner fired him for good cause. Hicok contends the commissioner imposed the harsh consequence after receiving pressure from state legislators who read about Hicok‟s initial transgression in the newspaper. Because we agree with the district court that Hicok has not shown the Board‟s action violated any provision of law or that the Board failed to consider any relevant and important matters, we affirm. I. Background Facts and Proceedings Hicok started his career with the Department of Public Safety (DPS) as a capitol police officer in 1981. He became a state trooper in 1985. Hicok received his promotion to sergeant in 2000. -
