The Appellant Thiru S. Samuel Balasingh is absent for today’s enquiry . The Public Authority is represented by Thiru T. Balasubramanian, Assistant, O/o the Sub Registrar, Thiruthangal, Sivakasi.

2. The petitioner has sent a letter to the Commission and an e-mail dt.11-06- 2019 (received on 12.06.2019) stating as follows :-
“With reference to my appeal petition dated 16-07-2018 against increase of guideline value for Thiruthangal village Survey Nos. 849/2A1, 849/2, 849/51 & 849/52 for the registration of my 3 plots, I submit that I duly received the copy of enquiry notice cited. Further I submit that the guideline value sought by me through the RTI petition for the said survey nos was sent by the public information officer and First appellate authority. As the Guideline was very high, I appealed before the Inspector General of Registration, Chennai for reducing the guideline value. On my request the District Registrar and Deputy Inspector General of Registration visited my site and sent report to the Inspector General of Registration. Based on the report and personal enquiry, the Inspector General of Registration passed as order to reduce the value of guideline as Rs.200/- Sq.m for my three documents vide C.No.54304 & 2724/N3/2017 dated 10-09-2018. Based on this order I received my three documents during the last year. Since my appeal against the increase of guideline value was already disposed in my favour during the year 2018 itself, I hereby withdraw my appeal petition dated 16-07-2018 with immediate effect submitted before the Commissioner, Tamil Nadu Information Commission, Chennai. At this stage the enquiry on my appeal petition is not necessary. The copy of order of Inspector General of Registration is enclosed herewith for your ready reference so as to close the file at your end.”
3. The authorized representative who appeared on behalf of the Public Authority for today’s enquiry has submitted a brief summary on the case submitted by the Sub – Registrar, Thiruthangal. It is stated in the above summary as follows :-

4. In the above circumstances, there is nothing that remains to be considered in this Second Appeal and the same is therefore treated as closed.
