Provisions of Disaster Management Act 2005 *** ORDER In the reference 15th read above, the Government of and in the reference 17th read above, the Government of while communicating detailed guidelines for implementation of SOP have directed the District Collectors, Joint Collectors, SPs, DM & HOs, Municipal Commissioners, Sub Collectors, RDOs, Tahsildars and MPDOs to take effective steps to prevent the spread of COVID-19 in the State.

As per the orders issued in the reference 16th read above, the Government of India has extended Lockdown till 31-05-2020 for prevention of spread of COVID-19 across the country. The Government of A.P issued orders in the reference 17th read above extending the lockdown till 31-05-2020 and directed all District Collectors, Joint Collectors, SPs, DM&HOs, Municipal Commissioners, Sub Collectors, RDOs, Tahsildars and MPDOs to strictly implement the orders issued by the MHA in the reference 15th read above. The Government of Andhra Pradesh in the reference 17th read above issued following guidelines regarding the delineation of Red, Green and Orange Zones. i. The delineation of Red, Green and Orange Zones will be decided by the respective State and UT Governments, after taking into consideration the parameters shared by Ministry of Health & Family Welfare (MoHFW), Government of India (Gol). ii. Within the Red and Orange Zones, Containment Zones and Buffer Zones will be demarcated by the District authorities, after taking into consideration the guidelines of MoHFW. >-,

iii. In the Containment Zones, only essential activities shall be allowed. There shall be ' strict perimeter control to ensure that there is no movement of people in or out of these zones, except for medical emergencies and for maintaining supply of essential goods and services. Guidelines of MoHFW shall be taken into consideration for the above purpose. iv. In the Containment Zones, there shall be intensive contact tracing, house-to- house surveillance, and other clinical interventions, as required.

Keeping in view of the above guidelines and parameters prescribed in the orders issued by the Government, the core area and buffer area of the containment zones have been carefully demarcated after consulting with the containment officers and the incident commanders. Accordingly 49 containment clusters and 24 containment zones are hereby notified for implementing containment strategy as well as permitting or prohibiting the activities as indicated vide GO Rt No.274 dated 17-05-2020 issued by the Government of AP and MHA 40-3/2020- DM-1 (A) Dated 17.05.2020 issued by the Government of India, and in exercise of the powers conferred U/s 25, 26, 30, 32 & 33 of the Disaster Management Act 2005 conferred in the Collector & District Magistrate.

The following containment measures shall also be enforced/ implemented in addition to the usual containment measures.

1. People diagnosed with COVID-19 should not be stigmatized. United we stand divided we fall 2. Everyone has to maintain 6 feet distance all the time especially in public places and transport 3. People should use face mask whenever they step outside their home especially in public places, shops, markets, public transport and work places 4. People should wash hands with liquid soap / sanitizer thoroughly and frequently 5. People showing symptoms of COVID-19 /Ill/ SARI shall be encouraged to stay at home / Home isolate and self report for assessment / testing . for this district authorities will notify and widely publicize the testing centers for COVID-19 6. Persons above 65 year of age, persons with comorbidities, pregnant women and children below the age of 10 years, shall stay at home except for essential and health purposes. If such persons show even mild symptoms of COVID-19 / Ill / SARI, they shall be encouraged assessment and testing immediately, people who are taking care of such persons will have to be also more cautious. 7. Spitting at public places and other places shall be made punishable with fine. Consumption of liquor, pan, gutka, tobacco etc., in public places is not allowed. 8. Public and private offices, establishments shall ensure physical distancing and will allow people into premises after thermal scanning and providing for hand washing disinfectant. Staggering/ business hours shall be followed in offices, work places, shops, markets and industrial and commercial establishments. Social distancing can be ensured by having adequate gaps between shifts, staggering of lunch break etc., employees with symptomatically of high risk can be allowed stay at home. 9. Public and private transport operators to maintain social distancing norms at the rate of 3 people in four wheeler no pillion rides in two wheeler and 50 % people/ bus. Similarly to maintain social distancing not to have more than 5 people/ shops. 20 people/ funeral and 50 people wedding etc., depending on this phase of interactions to maintain 6 feet distance. 10. District authorities may advice individuals to install the Arogya Sethu application on compatible niobile phones and regularly update their health status on the app. This will facilitate timely provision of medical attention to those individual who are risk. Similarly employers shall instruct the employees to install Arogya Sethu. . ' .... ,-£ ,J The Superintendent of Police, Guntur Urban and Rural, the Sub Collector, the Revenue Divisional Officers, the Municipal Commissioners, the Tahsildars and Mandal Parishad Development Officers are hereby directed to implement all the containment measures as per these orders and see that only those activities which are permitted within the containment zones are allowed.

The exhaustive list of activities prohibited and permitted in the containment zones is attached herewith as Annexure - A.

The orders mentioned vide reference 15th issued by the Government of India and 17th issued by the Government of AP read above, shall be implemented along with various orders issued from time to time by the State Government for containing the Spread of COVID-19. These orders will come into force with immediate effect and remain inforce till further orders.
