CONSENT AGENDA 1. Standing approval of the minutes as written for the regular meeting on October 16, 2017 2. Standing approval of City expenditures prepared October 20, 2017, in the amount of $984,870.61; October 24, 2017, in the amount of $62,166.30; October 26, 2017, in the amount of $195,434.68; October 31, 2017, in the amount of $568,338.68; November 2, 2017, in the amount of $756,665.55 3. Consider authorizing the City Administrator to execute a 3-year agreement for banking services with Central Bank of the Midwest, for the period beginning January 1, 2018 through December 31, 2020 with a 1 year renewal option and designate Central Bank of the Midwest as the City’s depository pursuant to K.S.A. 9-1401. 4. Consider authorizing the City Administrator to purchase from an authorized DJI dealer a DJI Inspire 1 V2.0 Quadcopter and accessories for the Police Department in the amount of $9,463.99 using funds from the Special Law Enforcement Trust Fund. COMMITTEE RECOMMENDATIONS OLD BUSINESS NEW BUSINESS 1. Consider an Ordinance granting to United Telephone Company of Southcentral Kansas, d/b/a CenturyLink, a contract franchise to construct, operate, maintain and extend a telecommunications system in the City of Gardner, Kansas, and prescribing the terms of said contract franchise. COUNCIL ACTION FORM PRESENTATION ITEM NO. 1 MEETING DATE: NOVEMBER 6, 2017 STAFF CONTACT: Agenda Item: Healthy KC Silver Award Department: Human Resources Background/Description of Item: Healthy KC is a partnership of the Greater Kansas City Chamber of Commerce, Blue KC, and a number of regional health and wellness leaders in an effort to advocate for real solutions that help shape individual, organizational, and environmental health change through a collaborative, community-wide partnership. It aims to create a culture of health and wellness in Greater Kansas City. The City of Gardner is a recipient of the 2017 Healthy KC Silver Award. This award recognizes organizations for innovation and excellence in promoting a culture of health in the workplace across four “Pillars of Health”: nutrition, physical activity, tobacco cessation, and work-life integration. The City of Gardner has made the health and well-being of staff members a priority. The Wellness Committee promotes staff involvement and provides various offerings throughout the year designed to educate employees about the importance of healthy living. Additionally, the City of Gardner has developed a 7 level Wellness Program with monetary incentives designed to help staff maintain an optimal level of wellness in order to live a higher quality of life. The Healthy KC Silver award will be proudly displayed as a symbol of the support of and efforts made by the Governing Body of the City of Gardner and dedicated professional staff of the City of Gardner towards promoting a culture of health and wellness. Staff Recommendation: Mayor Morrow presents the Human Resources Department with the Healthy KC Award. COUNCIL ACTION FORM PRESENTATION ITEM NO. 2 MEETING DATE: NOVEMBER 6, 2017 STAFF CONTACT: MATT MCCLURE, RECREATION SUPERINTENDENT Agenda Item: Presentation regarding Gardner Golf Course Strategic Priority: Fiscal Stewardship Quality of Life Asset and Infrastructure Management Business & Economic Development Department: Parks and Recreation Background/Description of Item: The Gardner Golf Course lease is set to expire in August of 2018. A town hall meeting was held in February of 2016 that allowed public feedback in the form of a survey. That information was shared with Council in order to assist with a potential decision in regards to the future of the course. More recently, JJ Keegin visited the course and delivered a presentation at the August 7th, 2017 City Council Work Session. The presentation covered many items and issues associated with the Gardner Golf Course. The current lease expires in 9 months and staff is seeking direction based on the past information provided to Council in regards to the future of the Gardner Golf Course. RECORD OF PROCEEDINGS OF THE GOVERNING BODY CITY OF GARDNER, KANSAS Page No. 2017- 234 October 16, 2017 The City Council of the City of Gardner, Kansas met in regular session on October 16, 2017 at 7:00 p.m. in the Council Chambers at Gardner City Hall, 120 East Main Street, Gardner, Kansas, with the Honorable Mayor Chris Morrow presiding. Present were Councilmembers Steve Shute, Todd Winters, Kristina Harrison, Rich Melton, and Lee Moore. City staff present were City Administrator Cheryl Harrison-Lee; Finance Director Laura Gourley; Police Chief James Preutting; Public Works Director Michael Kramer; Business & Economic Development Director Larry Powell; Utility Director Gonzalo Garcia and City Clerk Amy Waller. Others present included those listed on the attached sign-in sheet and others who did not sign in. CALL TO ORDER There being a quorum of Councilmembers present, the meeting was called to order by Mayor Morrow at 7:00 p.m. PLEDGE OF ALLEGIANCE Mayor Morrow led those in attendance in the Pledge of Allegiance. PRESENTATIONS 1. Proclaim the month of October as Down Syndrome Awareness Month 2. Proclaim the month of October as Breast Cancer Awareness Month 3. Proclaim October 26, 2017 as Lights on After School Day 4. Presentation on the City Hall Fire Alarm System Public Works Director Michael Kramer provided historical information on the City Hall Fire protection system including recommendations from Johnson County Fire District #1 (Attachment A) and Poole Fire Protection (Attachment B). Mr. Kramer stated that City Hall meets both the IBC and IFC minimum fire codes, but that the Fire District has recommended adding pull stations, horns, and strobes, and the estimate for a complete system including these items and voice activation is $93,000. Councilmember Melton asked if there was a way to tie into the existing Safe Defend system. Mr. Kramer stated the Safe Defend system is very specific for active shooter situations. Rob Kirk, Fire Chief for Johnson County Fire District #1, stated that he felt that horns, strobes, and pulls were necessary as there were areas of the building where visitors and employees currently would not be aware of a fire with the present system. There was consensus among the Council to bring back options and prices for a new fire protection system. Finance Director Laura Gourley stated that the price point made this an RFP situation. Mayor Morrow stated that the Council understood this, but wished for it to be done as expeditiously as possible. 5. Presentation on future I-35 and Gardner Road interchange improvements and interim solutions. Mr. Kramer stated that the funding that has been received for work on the interchange does not include the bridge, which is functionally obsolete, nor does it include improvements on 191st Street or the future Locust Street. He said that because of the backup on the interstate, the Federal Highway Administration and the Kansas Department of Transportation have suggested looking into closing 191st Street, and that traffic studies have been performed by both the city and the consultant. Mr. Kramer stated that staff had looked at closing both 191st Street and 183rd Street, and that 183rd Street had not been seriously considered because of the location of the fire station and the impact such a closure would have on response times, as well as other logistical factors. He said that staff had contacted or heard from many of the property owners on 191st Street, and held public meeting for property owners on Thursday, October 12, 2017, and that the closure of 191st Street, even on a temporary basis, was strongly opposed by business owners in the area, RECORD OF PROCEEDINGS OF THE GOVERNING BODY CITY OF GARDNER, KANSAS Page No. 2017 - 235 October 16, 2017 as there would be a resultant loss of business if the closure occurred for an extended time. He said that there are multiple other stakeholders who believe this would have a negative impact as well. Councilmember Shute asked if there had been discussions with Amazon, Jet, Spectrum, and other businesses about using the Homestead interchange and/or staggering employee shifts. Mr. Kramer stated that such talks had taken place in the past, but may need to be revisited. Mr. Shute asked if the businesses using heavy trucks for hauling knew to use the Homestead interchange and requested a communications and PR push to assist with this. 6. Presentation of the Cost Benefit Analysis for US Industrial REIT II (Project School) Business and Economic Development Director Larry Powell provided information on the Cost-Benefit analysis conducted on the project occurring at the Midwest Commerce Center. He stated that there had been a name change for the company and that there is no ammonia involved in this project. Mr. Powell stated that the site development plan for the project is still in progress. He said this is a proper location for this project and that it is proper for the property to be developed in this manner.
