Tony Cuenco, in my memories, represented the south district of Cebu City at the Lower House, not as a councilor though I see him in action recently through FB Live. I could vividly recall Sir Tony briefing a handful of Cebuano journalists over a decade ago about the South Weekly Notes China Sea that he wanted Emmanuel Nacorda Mongaya renamed West Philippine Sea. He wanted to know what his Cebuano friends thought about the controversial stretch of Philippine property over dinner in a Chinese restaurant in Manila. The renaming became reality among other things about our ownership vis-à-vis China. That night, I saw a congressman who saw socio-economic, politico and military conditions beyond his congressional district.
