YANNIS M. IOANNIDES Tufts University CHRISTOPHER A. PISSARIDES London School of Economics Is the Greek Crisis One of Supply or Demand? ABSTRACT Greece’s “supply” problems have been present since its acces- sion to the European Union in 1981; the “demand” problems caused by austerity and wage cuts have compounded the structural problems. This paper discusses the severity of the demand contraction, examines product market reforms, many of which have not been implemented, and their potential impact on com- petitiveness and the economy, and labor market reforms, many of which have been implemented but due to their timing have contributed to the collapse of demand. The paper argues in favor of eurozone-wide policies that would help Greece recover and of linking reforms with debt relief. reece joined the European Union (EU) in 1981 largely on politi- Gcal grounds to protect democracy after the malfunctioning political regimes that followed the civil war in 1949 and the disastrous military dictatorship of the years 1967–74. Not much attention was paid to the economy and its ability to withstand competition from economically more advanced European nations. A similar blind eye was turned to the economy when the country applied for membership in the euro area in 1999, becom- ing a full member in 2001. It is now blatantly obvious that the country was not in a position to compete and prosper in the European Union’s single market or in the euro area. A myriad of restrictions on free trade had been introduced piecemeal after 1949, with the pretext of protecting those who fought for democracy. -

PAGANINI looks at a particular dynamic cluster of policy areas concerned with what we call “the politics of life”: medicine, health, food, energy, and environment. Under “politics of life” we refer to dimensions of life that are only to a limited extent under human control - or where the public has good reasons to suspect that there are serious limitations to socio-political control and steering. Tel.: (+30) 210 8203303-5 Greece Before and After the Euro: Macroeconomics, Politics and the Quest for Reforms George Alogoskoufis* Athens University of Economics and Business Hellenic Observatory, London School of Economics February 2021 Abstract This paper analyses developments in the Greek economy before and after the euro. The main thesis is that the imbalances that led to the crisis of the post-2010 period were building up during the previous three decades and that their root causes were not merely economic, but social, structural, institutional and political. The fiscal imbalances created in the 1980s were not adequately addressed by the convergence policies of the 1990s, while the long-standing problem of low international competitiveness was further exacerbated by the failure to promote the necessary structural reforms. Greece's accession to the euro area with major structural and fiscal imbalances and low and deteriorating international competitiveness, led to a steep rise in its external indebtedness. The lopsided adjustment and the inadequacy of the reforms was due to domestic political and social constraints, both before and after euro area entry. In view of the institutional weaknesses of the euro area itself, the external imbalances ultimately led to the external debt crisis of 2010, the imposition of the economic adjustment programs and the ‘great depression’ of the 2010s. -

Telephone conversation between Yanis Varoufakis, Norman Lamont and David Marsh 16 July 2015 Explanatory note 28 July 2015 OMFIF is publishing, in the interest of transparency and dialogue, the full transcript of a 25 minute telephone conversation on 16 July between Yanis Varoufakis, Syriza member of parliament and former Greek finance minister, David Marsh, OMFIF managing director, Norman Lamont, OMFIF senior adviser. The transcript shows, in particular, that Yanis Varoufakis’ plan for a parallel currency system, contrary to some interpretations of the phone call, was explicitly designed for Greece within the euro system, and that he fully recognised that he had no mandate to take Greece out of the euro. The telephone meeting, like all OMFIF telephone conferences (including the two other Greek phone calls under the OMFIF ‘Greek day’ on 16 July, with Gikas Hardouvelis, former finance minister, and Plutarchos Sakellaris, former European Investment Bank vice president), was held under the Chatham House rule (information can be shared, but the source of the information should not be disclosed.) OMFIF has held 30 telephone conferences on international financial and economic issues during the past two years. The conversations are always recorded, with the knowledge of the participants, and the recordings are sent to those who are on the call. The same procedures were followed after the Yanis Varoufakis call. David Marsh reminded all participants that the telephone conference was being held under the ‘Chatham House rule’. The discussion was a three-way conversation. The other participants – mainly long-term investors from the public and private sectors around the world, members of the OMFIF network – were listening passively; they could not intervene and their identities are not disclosed. -
