West Shadow Authority response to Local Government Boundary Commission for ’s draft recommendations for the electoral arrangements for Council

We would like to place on record our thanks to the Local Government Boundary Commission for England (LGBCE) for the hard work and careful consideration that was given to the submissions that were put forward by Forest Heath and St Edmundsbury councils and the evidence and submissions provided by and town councils, local groups, residents and individual members. The LGBCE visit/s to West Suffolk to look at some of the issues enabled them to give detailed consideration to the different views before finalising their draft recommendations.

Appendix 1 provides details of all of the observations and representations made in response to the draft recommendations. These have highlighted a number of practical issues as follows:

1. Parish electoral arrangements

1.1 One of the practical issues raised has been with the parish warding arrangements that have been put forward for Newmarket, and Haverhill.

Newmarket

1.2 In Newmarket, two small parish wards have been created where the district ward and county division lines are not coterminous. They are as follows:  Road parish ward (232 electors)  Freshfields parish ward (590 electors)

1.3 A representation has been made by Cllr Millar to use Exning Road as a natural boundary which would mean that both of these parish wards would then be in Newmarket West ward. This would have an impact on electoral equality in all 3 wards.

1.4 However, the representation also includes further suggestions to amend boundaries which may resolve this electoral inequality. These suggestions involve George Lambton Avenue, The Avenue and the area surrounding the railway station. Further information on these suggestions are in Appendix 1 and we ask the LGBCE if they can consider these when making their final recommendations.

Bury St Edmunds

1.5 In Bury St Edmunds, one small parish ward has been created where the district ward and county division lines are not coterminous:  Westgate parish ward (422 electors)

1.6 If the boundary between Linnet ward and Abbeygate ward were to revert to the existing ward and division boundary, there would be electoral inequality in Linnet ward only. A representation has been made by Cllr Nettleton for amended ward boundaries which eliminates the need for the Westgate Parish ward.

1.7 A representation from Cllr Hind questioned the allocation of parish councillors to parish wards, specifically for St Olaves which had been allocated 3 parish councillors but only 2 district councillors.

Haverhill

1.8 In Haverhill, two parish wards have been created where the district ward and county division lines are not coterminous. They are as follows:  Beaumont parish ward (220 electors)  Mount Road parish ward (573 electors)

1.9 The draft recommendations for Haverhill includes a town centre ward unlike the current ward pattern and it is this change that has created the need for these two parish wards – the draft recommendations are based on one of the options proposed by the council and has been supported by a number of councillors and the town council.

1.10 A representation has been received from Cllr Burns who has proposed a different warding arrangement for Haverhill consisting of 8 single member wards and 1 two member ward – this proposal follows the existing county division boundaries and therefore eliminates the needs for the above 2 parish wards.

2 Brandon

2.1 The LGBCE have advised that the draft recommendations include Coronation Place in Brandon West ward as shown on the interactive map, and not as stated in the LGBCE draft recommendations in paragraph 47 on page 13.

3 Moreton Hall ward

3.1 Two representations from Cllrs Beckwith and Hind have been received that fully support a Moreton Hall ward represented by 3 councillors but suggesting an amendment to the boundary so that Rougham airfield and Rougham Industrial estate remain in Rougham ward.

3.2 Cllr Nettleton supports the view that the parish of should not be included in the Moreton Hall ward.

3.3 All representations are detailed in Appendix 1.

4 Rural wards

4.1 A submission from Cllr Nettleton has been received that covers all of the rural wards and proposes a different warding pattern. The details of this are included in Appendix 1.

5 Ward names

5.1 One submission has suggested that ward names for Mildenhall should include the town name (e.g. Mildenhall Kingsway) so that the location is easily identifiable. There is a consensus that should this ‘naming convention’ be adopted for Mildenhall, it should also apply to all other towns in West Suffolk.

5.2 Another submission is that Gibraltar ward should revert to its current name of Minden ward.

6 Submissions direct to LGBCE

6.1 All councillors have been encouraged to submit their own responses directly to the LGBCE. In addition an email reminder has been sent to all parish and town councils who may wish to respond to do so by the deadline of 27 August 2018.

Response to the LGBCE Proposals for Eastgate and Moreton Hall Wards, Bury St Edmunds.

I support the LGBCE proposal for the Eastgate and Moreton Hall wards, welcoming their support for recommendations submitted by local residents, the resident’s association and myself. I have even been contacted by local residents to say the LGBCE has restored their faith in the “system” because they listened to the community and responded accordingly.

The proposal meets the boundary review criteria of distinct boundaries and equality of representation. It also endorses the Local Plan designation given by the council to the housing expansion at Lark Grange, “The Moreton Hall Urban Extension,” by relocating them in Moreton Hall.

When the Sybil Andrews Academy was under construction in 2016, the Principal frequently engaged Moreton Hall residents and always referred to the Academy as being part of the Moreton Hall community. Both Moreton Hall primary schools feed into the Academy.

However, there is a relatively minor amendment to the LGBCE proposal that would minimise the effect on the Rougham ward and rural residents.

Instead of the Moreton Hall ward extending eastwards as far as Sow Lane, the extension could be limited to the eastern boundary of the Lark Grange development when completed (The Moreton Hall Urban Extension). This boundary, along with the north/south boundary at the western end of Rougham airfield, would provide a distinct division between the wards. This amendment would have a negligible effect on electoral numbers but would allow residents in Sow Lane to retain their rural identity.

In summary, my proposal would result in the following;

The 500 new houses at Lark Grange would be in Moreton Hall.

The Sybil Andrews Academy would be in Moreton Hall.

The Rougham airfield would remain in Rougham.

The Rougham Industrial Estate would remain in Rougham.

The handful of rural properties in Sow Lane would remain in Rougham.

The boundary of Lark Grange along with the airfield boundary would provide an identifiable border between wards that could be supplemented with soft landscaping.

The identity of both communities would be preserved.

Hope readable as I could not use the LGBCE system being just not flexible enough. Wherever possible I have avoided splitting roads down the middle other than where already done so in the existing ward boundaries and reflected in the election figures you gave me. 2) Spreadsheet of workings. Reasons behind proposal: a) Community cohesion within each ward area based on socio-economic and historical purposes. b) The northern wards are all designed to cater for the developments in that area and I have split roughly vertically. The growth areas have been sub-divided based on the masterplans for the respective sites and known build out rates. These should be sufficient, based upon known density planning, to cater for that growth well beyond 2023 without any further change. I believe it would be patently unfair for any representatives to have to manage the massive demand of that growth across such a wide area individually. The new developments are designed to be built in concurrent phases so growth is expected to occur in all areas at once. c) The central (Weavers) area is designed to cover the Town Centre Masterplan area as much as possible but is now limited somewhat by the requirement to line up with the county divisions. In an ideal world this would be the same as the “H” proposal. d) The western (Hanchett Village) area has been left as a 2 member ward. It was difficult to split without losing that cohesion and has very limited growth over next 5 years. Most of the area has been built within the past 20 years. e) The previous proposal to have a 2 member ward in the south did not really work as the two estates do not obviously identify with each other so I split. They both have local centres around which they revolve. f) The ward names are based on historical or currently known names. g) We in Haverhill, at least at the current time, very much work together and tend not to be restricted by a ward boundary often dealing with issues across the town. These are my own personal proposals. Before I submit to the LGBCE you may want to include in the Borough submission as well. Obviously the Town Council and individuals can make their own minds up. Hopefully the figures are correct! If anyone notices anything wrong please let me know. As you know the proposal made to LGBCE originally was very much rushed and unfinished. Dear Fiona I wish to make the following comments on the boundary Review proposals and have confined my comments to the areas that I know well. I mostly agree with the Boundary commission proposals. The new Tollgate Ward is perfect and gets rid of the anomalies that have caused confusion for so long particularly in Northgate Ward. Moreton Hall should have three councillors and I’m pleased that the Appledown Drive area is still within Moreton Hall as it had no identity with Eastgate. I also think it is common sense for the new houses built in what is currently Rougham Ward to be included within Moreton Hall as they will identify with Moreton Hall and use Moreton Hall for amenities rather than Rougham Village. That said I have sympathy with the more isolated properties to the West of Sow Lane which have been in Rougham previously and do not identify with Moreton Hall ,and I wonder if the line should be redrawn such that they stay in Rougham ward. I imagine it is no more than 30 residents so unlikely to have an adverse impact on the numbers. Also why is St Olaves listing 2 Councillors for the district but 3 for Town Parish. I believe it should be 2 for both. I appreciate Marham Park will increase the electorate but looking at the forecast the number of electors in St Olaves in 2023 is estimated at 4474 which is not a lot more than Tollgate with 4139 and substantially less than Moreton hall at 6093. The following should be a consideration when reviewing and finalising the ward boundaries: 1. Exning Road provides a natural boundary. Therefore excluding the Freshfields and neighbouring Scaltback area from the Newmarket West Ward is splitting a community 2. before whatever follows in all three cases. I strongly believe that wards in towns should form a cluster so that they are easily identifiable on any A to Z list. This is already proposed for Brandon, Haverhill and Newmarket. Mildenhall and Bury St Edmunds should be added for a consistent approach to apply.

Brandon (3)

I support the proposal for 3x1 member wards in Brandon. The ward names clearly indicate the location of all three wards. My understanding is that the local members are happy with your draft recommendations. As I have visited Brandon on only one occasion, I wouldn’t want to formulate a different opinion to those who live there and know its people. What would it be based on? Mind you, there are a lot of strong opinions about Bury St Edmunds from occasional visitors!

Bury St Edmunds (16)

I can understand why a candidate who is either third or fourth in a three-member ward election would be dismayed at any suggestion that Moreton Hall be treated like other wards in Bury by electing two councillors. As an Eastgate Ward resident, I resent the suggestion that we need only one councillor while other Bury wards need two and Moreton Hall needs three. Until 2003, Eastgate returned two councillors.

However, the potentially explosive issue in Bury is how to treat the land just east of Lady Miriam Way. It is situated in the parish of Rushbrooke with Rougham and has never been part of Bury St Edmunds. The road may be new, but the parish boundary is understood by all. It has been there for centuries.

The parish council seeks to retain these ancient boundaries and elect its own councillor to cover Rushbrooke with Rougham and neighbouring rural . Moreton Hall Residents Association (MHRA) has two objectives. The first is to retain a three- councillor ward and the second is to annexe the land to the east of Lady Miriam Way, currently being developed for housing. Cllr Beckwith has already rowed back from the MHRA suggested ward boundary of Sow Lane, and at the Future Government Steering Group meeting on 27 July proposed an undefined line just beyond the most easterly property on the new development. Wherever the ‘Beckwith Line’ is, it will represent land snatching on a scale not seen since Hedley Lamarr sought to run a rail track through the town of Rock Ridge in Blazing Saddles.

My composite suggestion is that Rushbrooke with Rougham retains all the land east of Lady Miriam Way and that Moreton Hall retains its three-member ward. The latter presents one small problem in that the forecast electorate is 5488. There is little chance of any in-fill development, which leaves a shortfall of 11%. The boundary between Moreton Hall and Eastgate is Shakers Lane and this is ideal until it meets Mount Road. From there it turns into Eastgate Street – one property, The Glen – before moving steeply uphill along Barton Road. This means that the northern side of Barton Road is in Eastgate Ward. This has always looked odd.

I suggest extending the boundary from Shakers Lane/Mount Road up Eastgate Street before turning north past the last house in Eastgate Street – I think the house number is 85 - so that all of Barton Road is assigned to the Moreton Hall Ward plus Hollow Road, St Nicholas Close, Eastern Way and Holderness Road. These are outer suburbs and easily accessible from the Moreton Hall end. Eastgate, with only a single member ward would be the confined to part of the town centre plus inner suburbs. I estimate the total number of electors transferred to be 148, taking Moreton Hall to 5636 – or 9% below average. Given the spread-out nature of this outer suburban area, it would be mistake to add 600+ further electors to Moreton Hall Ward. Trevor Beckwith is biting off more than he can chew!

Until the 2001 review, the Eastgate boundary mirrored the western edge of the Brackland Area of the town centre, a mainly residential part lying north of the main retail area and is bounded by Looms Lane: Brentgovel Street: St John’s Street: Street: Tayfen Road: Northgate Street, back to Looms Lane. From 1996, the Brackland had its own residents’ group, of which I was its first chairman. The 2001 drove a ward boundary like a dagger right through the heart of Brackland along Church Row and Cannon Street: Eastgate on one side, Risbygate on the other. Although an Eastgate resident – by six feet – I chose to stand in 2003 as an Independent in Risbygate, and topped the poll, as I did again in 2007, 2011 and 2015. It was me who first suggested abolishing the Risbygate Ward. With Bury needing to change from 17 members in 9 wards to 16 members in 8 wards, I quickly realised that Risbygate was a hybrid ward, ripe for reform. Unlike some, I didn’t think about saving my own skin first!

By extending the Eastgate boundary to the middle of the wide St Andrews Street North, the single member Eastgate Ward would have 2212 electors – of which I would be one and my daughter and election agent Victoria would be another. I would stand in Tollgate. It’s where I started. My two youngest children attended Tollgate School between 1994 and 2001, I walked them the mile to school and back every day along the Fornham Road and Northgate Avenue with its 71 street trees, Tollgate Ward will also include Station Hill, Tesco – where I shop every day – and the Malthouse Bridge over the A14, which I started the campaign to link the town centre with the residential suburbs in 1999. The £2M bridge opened in 2014 and is used by pupils of County Upper, St Benedicts and King Edwards, as well as cyclists and pedestrians, wanting to avoid the heavily congested main traffic routes.

I will provide a detailed plan of the ward boundaries for all 8 Bury wards as Appendix A as an attachment to this narrative. Each will contain around 4000 electors, except Eastgate (2212) and Moreton Hall (5636).

Haverhill (10)

I support your proposals for Haverhill. Although the ward names are a little confusing by their being a ‘south’ and a ‘south east’ ward, this is a consequence of the decision to opt for six not five wards: North: South: East: West and Central.

Rural North-West (4)

The proposal for a two-member Ward is fine, but I’m not impressed by the justification for The Rows Ward being 10% below average. Instead, I propose adding the parish of Worlington (550 electors) to the 3714 combined total for Beck Row and to give an electorate of 4264. This is a more acceptable 4% above average and gives greater flexibility to better meet the equality of representation objective. The ward name should never be a major consideration. ‘The Rows’ sounds odd to my ear. Given the proximity of the river, I prefer ‘Lark Ward’ but it’s a minor matter. Electors care little about ward names.

Rural North (8)

As the recommendation is identical to my original submission, I hope it is adopted. I’m grateful to county councillor Joanna Spicer for her unprovoked guidance here.

Rural West (3)

Its stretching credulity to include Barrow Ward in Rural West as the draft proposal includes it touching Bury St Edmunds on the eastern side of West Suffolk. I have transferred it the Rural South as it is below the A14 and the railway line. Instead, I have concentrated on the two wards in this area. With an electorate of 3297 Red Lodge is on its way to being a town rather than a village. To it I would add (749 electors) and (275 electors) to make a total electorate of 4321 for this two- member ward, 5% above average. The ward name should be Red Lodge.

This leaves the parishes of (797), Moulton (768) and (456), a total of 2021 electors. This is 2% below average. According to your report, Herringswell Parish Council baulked at the idea of you attaching them to Red Lodge. Maybe they will dislike my proposal less. The ward name should be Kentford + Moulton.

Rural South (10)

This area presents the greatest difficulty of all. The reason is that five parishes: Withersfield: : Hundon: Clare and Cavendish, are large enough to be lead parishes and are situated in the southern third of the Rural South area. Arithmetically, however, only Hundon and Cavendish could be linked together but this would be so contrived a partnership as to look like an act of desperation. The Boundary Commission’s preferred option is to join Hundon to . I think there is a better way of dealing with this situation and this is explained below.

Withersfield Ward (1)

Your proposal for Rougham Ward is 1844 – six electors below the minimum.

The figure of 1536 electors in the parish of Rushbrooke with Rougham respects the decision of St Edmundsbury Borough Council to retain the land east of Lady Miriam Way in the said parish. It has never been part of Bury St Edmunds. A consultative referendum is scheduled for 2021 when at least half of the 500 new homes have been occupied. A recent survey conducted by the parish council indicates that a majority of the current electors wish to remain in Rougham Ward.

The borough council decided to ask the residents of the housing development east of Lady Miriam Way if they wanted to transfer from the parish of Rushbrooke and Rougham to the parish of Bury St Edmunds once half or more of the 500 homes are occupied. This should be in 2021. Meanwhile, they stay in Rougham. The Boundary Commission should respect this exercise in democracy and not assume that just because houses are being built in fields in a rural parish on the edge of a town that this means the town boundary should be automatically extended. That’s known as urban sprawl.

Appendix A – Bury St Edmunds

Hardwick Heath c3928 electors

Line runs from Rougham Road to Cullum Road. Just before the river, take bridleway on the left until it reaches Barons Road by the bus stop. Turn right along middle of Barons Road, cross over into Hardwick Lane and follow until reaching Horsecroft Road. Turn left there until Gypsy Lane, where Bury ends. Sharp Road is in HH Ward.

Linnet Ward c4082 electors

Start back at the point where bridleway meets Cullum Road but continue on to Butts Corner. Take second left (on foot or bike) along middle of Hospital Road and continue along middle of Abbot Road until Flemyng Road junction. Turn left down the middle of Flemyng until reaching the river. Follow river until the Bury boundary. Boon Close is in Linnet Ward as is all of Rembrandt Way. I have been waiting 17 years to unite Rembrandt Way in one ward!

Gibraltar Ward c4117 electors

Start back at the river and follow until veering right behind Westley Middle School. Continue behind Oliver Road, then cross Newmarket Road behind 136. Turn right along railway line until Beetons Way. Turn uphill and follow road between West Suffolk House and Leisure Centre, the Beetons Path until Newmarket Road. Turn left along middle of road, until turning right into Albert Street. Follow along middle of Albert Crescent, the right into Kings Road. Houses to the right: 93 ,92 and 91A (John and Felicity Stemp) are in Gibraltar Ward (ex-Risbygate) but 91 is in Abbeygate Ward as it lies inside the cemetery. Continue along cemetery wall until West Road, then turn down the hill until Abbot Road.

Abbeygate Ward c3932 electors

Back to junction of Butts Corner and Hospital Road. Follow Hospital Road to West Road. Join cemetery wall before 45 West Road (Mr +Mrs Gilbert) and follow through to Albert Crescent and Albert Street. Turn right into Out Risbygate before turning left into Spring Lane. Follow Spring Lane along the middle until it becomes Springfield Road by the Day Nursery and Trinity Mews Flats (no lifts in any of the blocks – Mr Speed and Mrs Rayner please note). Turn left into Tayfen Road, then right into St Andrews Street North. At the top of hill turn left along Brentgovel Street, Looms Lane, right into Northgate Street, then left into Mustow Street before turning right at Eastgate Bridge and following the Lark to Rougham Bridge. From there, it’s Rougham Road, Cullum Road, back to Butts Corner.

Eastgate Ward c2212 electors

Start at St Savours Roundabout (Tesco). Follow Compiegne Way to Northgate Roundabout, straight over to Tayfen Road. Turn up St Andrews Street North, the left along same line as Abbeygate to Rougham Bridge. Link to Shakers Lane but at the Eastgate Street end turn behind last house – No 85, I think – and get back to St Saviours. Hollow Road, St Nicholas Close, Eastern Way, Holderness Road and both sides of Barton Road are all in Moreton Hall Ward.

Moreton Hall Ward c5636 electors

Basically this is everything to the east of Hardwick Heath and Eastgate wards until it reaches Lady Miriam Way, which is where the parish of Bury St Edmunds ends.

Start at the rail bridge in Beetons Way. Continue along middle of the road until Greengage PH. Follow path to the right of pub past the scout hut. Turn right into Avenue, left into Lancaster Avenue, which becomes Baldwin Avenue. At top of Baldwin cross into but go behind 77 and 79 Baldwin Avenue to exclude Durham Close and Cumberland Avenue from St Olaves Ward. They should be in Tollgate Ward. Continue straight line east between Severn Road and Northern Industrial Estate to the Lark, then head north to Bury boundary with Fornham. All of Marham Park is in St Olaves, as is Warwick Drive.

Tollgate Ward c3949 electors

Start at St Saviours. Centre of Compiegne Way, Tayfen Road, turning right into Springfield Road, then follow Spring Lane to junction of Risbygate Street/Out Risbygate. Turn right until turning right along Beetons Path. Follow Beetons Way until Greengage PH, then common boundary with St Olaves Ward until the river when it turns south back to Compiegne Way.

If I seek election to the new West Suffolk Council it would be in Tollgate Ward. It includes around 40-45% of the disbanded Risbygate Ward. The other 55%+ of Risbygate is distributed among 3 wards: Abbeygate: Eastgate and Gibraltar. I started to get involved in the PTA at Tollgate School as my two youngest children were there between 1994 and 2001. I must have walked along Fornham Road and Northgate Avenue more times than anyone in the past 24 years. I will miss the part of the Risbygate Ward that I have represented since 2003 – especially York Road – but I will do my crying in the rain.

Although not a Parish Council we are a Community Association and wish to make the following observations on the Draft LGBCE Report and provide further comment on some of the proposals put forward by the Future Governance Steering Group who meet we understand on the 27th July. Moreton Hall is a self contained community in its own right split from Bury Town by the A14 with two primary schools, doctors surgery, dentist, local shops and an active Community Centre and Club as well as an active Residents Association. Moreton Hall has its fair share of traffic issues especially concerning junction 44 and the increasing use of HGV’s using Ortewell Road. To split into two and combine part with Eastgate Ward will reduce community cohesion and in any event Eastgate Ward is a part of the town and looks towards the town. The LGBCE have proposed that the status quo remains for Eastgate Ward namely 1 Councillor as at present. The Sybil Andrews Academy was constructed for Moreton Hall Children and the Skyliner Sports Centre is for Moreton Hall Residents yet it currently is in a rural ward where the majority of that rural ward is located to the south of the A14 and consists of several spread out rural villages with no synergy to the Residential Area of Moreton Hall which has always been seen the growth area of Bury St Edmunds. We welcome and whole heartedly support the draft recommendation of the LGBCE for Moreton Hall Ward which would provide for the New Houses, Sybil Andrews Academy and the Skyliner Sports centre to be in Moreton Hall Ward, and are encouraged that the LGBCE actually drove around the area and agreed with MHRA’s comments. The area to the east of Lady Miriam Way up to Sow Lane is all zoned for commercial development and there is no loss of open space and no effect whatsoever on Rougham Village the centre of which is at least 3 miles away from Moreton hall on the other side of the A14, Whilst we fully appreciate that the LGBCE have the final say we would respectfully draw your attention to Paragraphs 55 t0 58 inclusive of the draft LGBCE Report and in particular to paragraph 59 namely “We consider the evidence received from councillors Local Groups and Residents was persuasive” for Moreton Hall Wards boundary to be extended and for it to continue as a 3 member ward.
