REQUEST FOR PROPOSALS Building Officials and Administrative Services

PROJECT SCOPE & TIMELINE: The City of Inkster is soliciting proposal from firms for building department services to provide a full range of internal external services that are inclusive but not limited to the following: residential and commercial permits, building, plumbing, electrical and mechanical inspection; plans examination Chief Building Official duties, services and other support services typically required by a certified building department.

PROPOSAL SUBMITTAL DEADLINE & PROCESS: An electronic copy of the proposal and samples of work products must be received via email at [email protected] no later than 4:00 p.m. EST, on March 30, 2018. Proposals will be reviewed by an evaluation committee from various City departments

SCOPE OF SERVICES REQUESTED: Administration  Serve as the City’s Chief Building Official o Provide the City with in-house building department administration 5 days per week for 7 hours per day  Provide a building department team to facilitate , plan review and inspection services;  Provide the City with Building Official representation at condemnation and board meetings  Apply adopted building codes applicable to Michigan municipalities  Enforce the building codes, including issuing stop work orders, investigating complaints concerning code violations, addressing any proceedings related to the correction of identified building code deficiencies;  Enforce codes pertaining to unsafe structures, existing building, rental property maintenance and energy code compliance;  Provide experience and applied knowledge in the aspects of plan review and building and construction inspections of both commercial and residential structures;  Work with community development staff to insure compliance with conditions, certificate of appropriateness, and conditions of approval;  Attend City Council, Planning Commission, and other meetings as needed;  Attend staff level meetings with city staff, public officials, community leaders, developers, contractors and the general public;  Provide management of building department functions that include but are not limited to format, and frequency of reports, forms, letters and correspondence; CITY OF INKSTER 26215 Trowbridge St. Inkster, MI 48141 www.cityofinkster.com

 Provide and complete all agreed upon forms, reports, letters or other correspondence as are required by the City;  Participate in the development and implementation of the City’s objectives, policies and priorities;  Assist City departments with various other tasks relating to various Building Codes including but not limited to investigations, attending meetings, etc.;  Performs related work as required. Inspections  Schedule and facilitate all building related inspection requests;  Administer inspections of residential and commercial and mixed-use buildings to determine compliance or lack thereof;  Perform all inspections as per adopted building codes and local amendments; o Provide inspection consultations to citizens, applicants, and contractors  Perform code clearance inspections related to business licenses and coordinate license compliance with the City Clerk’s office;  Work with utility departments to determine compliance and permit needs;  Issue stop-work notices as needed;  Perform inspections using best practices related to the inspection, resulting, and reporting process as approved by the Chief Building Official; Plan Review  Perform the plan review function related to building construction;  Accept and perform plan review electronically, as well as in traditional paper format;  Work with the applicant on submittal requirements in order to ensure an efficient and effect permitting process;  Review and examine all commercial and residential projects including drawings, specifications, computations, and additional data to determine if plans conform to the required strengths, stresses, strains, loads, and stability of adopted building codes, applicable local amendments, and all other pertinent laws and ordinances;  Coordinate as necessary with City staff to determine if other permits or applications are required for the building project;  Provide timely feedback to City staff in order to keep the plan review process on task and on schedule;  Access and assign fees based on approved fee schedule;  Review all revisions and be available for consultation after review is completed;  Be available for consultation in the planning, zoning and/or land development process to highlight building code requirements that could affect a project;  Be available for pre-application meetings. Previous Bid  Firm received 65% of permit fee collected by City for the following services:  Building inspections, plan reviews, electrical inspections, mechanical inspections, plumbing inspections, residential rental housing inspections, open hold and final grade inspections, liquor control license building inspections, home certification inspections, CDBG Program inspections, fence inspections and engineering (below and above or at grade)  Required attendance at meetings, participation in enforcement activities, including court appearances; evaluating existing structures for safety and health issues; monitoring expiring permits, open inspections finding, scheduling next actions & informing the City; appearing at court or at a deposition; generating special reports for he city, beyond the regular maintenance of written and electronic files pertaining to all services; assisting residents and business owners by phone, internet and in person as necessary; performing all non-inspection duties relatives to residential Rental Housing Inspection Program, and the Home Certification Program; Preforming any non-inspection duties relative to community Development Block Grant or Housing Rehabilitation Program SELECTION CRITERIA: 1. Cost-effectiveness of proposal and a demonstrated effort to be cost-conscious; 2. Experience as related to building department operations and municipal functions; 3. Documented prior experience in handling project(s) of similar size and scope; 4. Business integrity and reputation in the industry relevant to scope of services; 5. Meets qualifications set forth in this RFP.

PROPOSAL REQUIREMENTS: 1. Background of practitioner/agency, including applicable experience 2. Include a description of the types of services to be provided and a budget for a typical month a. The proposal should contain supporting information from the scope of work outlined above; b. The proposal should include cost of service and permit fee schedule; i. The proposal should inclusive of at least two part-time building clerks as well as cost of other contractors i.e. inspectors, building officials, etc.

STANDARD TERMS AND CONDITIONS: Proposals submitted are offers only, and the decision to accept or reject is a function of quality, reliability, capability, reputation, and expertise of the firms/individuals submitting proposals. Issuance of this RFP does not obligate the City to pay any costs incurred by a respondent in its submission of a proposal or making any necessary studies or designs for the preparation of that proposal, or for procuring or contracting for the services to be furnished under this RFP. The City reserves the right to accept the proposal that is, in its judgment, the best and most favorable CITY OF INKSTER 26215 Trowbridge St. Inkster, MI 48141 www.cityofinkster.com to the interests of the City and to the public; to reject the proposal with the lowest consultant fee; to accept any item of any proposal; to reject any and all proposals; and to waive irregularities and informalities in any proposal submitted or in the RFP process; provided, however, that the waiver of any prior defect or informality shall not be considered a waiver of any future or similar defect or informality. Firms should not rely upon, or anticipate, such waivers in submitting their proposal. The City Council has the ultimate authority to approve any proposal and to authorize execution of the Agreement.01
