Date: 21 February 2019 Loan No. 3696-IND: West Bengal Drinking Water Sector Improvement Project and Title: WBDWSIP/DWW/ICB/EM/01/2018-19 Contract No. and Design, Construction and Operation-Maintenance of Raw Water Intake Title: Well, Water Treatment Plant, Raw and Clear Water Transmission Main for Nandakumar, Chandpur, Nandigram-I and II blocks in East Medinipur Deadline for Submission of Extended to 8 July 2019, 18:00 hours (IST) Bids (e-Tender):
1. India has received financing from the Asian Development Bank (ADB) toward the cost of West Bengal Drinking Water Sector Improvement Project (WBDWSIP). Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The West Bengal Public Health Engineering Department (PHED) (“The Employer”) represented by the Project Director, West Bengal Drinking Water Sector Improvement Project. (WBDWSIP), and on his behalf Superintending Engineer, PIU Purba Medinipur, WBDWSIP, PHE Dte., invites eligible Bidders to submit online bids in the e-Tendering platform of the State Government of West Bengal (URL: https://wbtenders.gov.in) for the “Design, Construction and Operation-Maintenance of Raw Water Intake Well, Water Treatment Plant, Raw and Clear Water Transmission Main for Nandakumar, Chandpur, Nandigram-I and II blocks in East Medinipur” (The Works).
The major scope of works include one (1) raw water intake jetty cum pumping station including raw water transmission main, On-shore electric substation, one presettling pond including pumping station, one (1) water treatment plant including clear water reservoir cum pumping station, one desalination plant, clear water transmission main to proposed and existing overhead reservoirs, electrical substation, SCADA and associated electro-mechanical works and operation and maintenance for a period of 2 years.
3. International Competitive Bidding will be conducted in accordance with ADB’s Single- Stage: Two-Envelope bidding procedure and is open to all bidders from eligible countries as described in the Bidding Document.

5. For bid submission:
a) Bidders should enroll online in http://wbtenders.gov.in. b) Bidders should obtain a Digital Signature Certificate (DSC) as prescribed in the e- Tendering portal to complete online enrolment and bid submission. Original copies of the CC/DD, bid security, and other documents as required in the bid document in physical form should reach the office of the:

6. Any addendum, clarification to the bidder’s queries and corrigendum etc. will be published on e-procurement website https://wbtenders.gov.in and will not be published in Newspapers. In case there is a holiday on the day of opening of bid, activities assigned on that date shall be carried out on the next working day.
7. All the prospective bidders are encouraged to participate in the pre-bid meeting and it is advised that the work sites are visited and bid documents be studied thoroughly.
